Contents This specification describes the IKEA minimum requirements on surface coatings and coverings in respect of chemical content, physical properties, visual qualities and documentation. The specification is valid for application of surface coatings and coverings (as defined according to section 5) to all substrates except leather, textiles, ceramic glazes, enamel on metal, and decorations which are fused into the glass, enamel or ceramic glazes.
About this specification This specification addresses IKEA suppliers as well as their surface coating and covering suppliers. The purpose of this specification is to describe the IKEA requirements concerning surface coatings/coverings in order to
• minimise harmful effects to environment and health from IKEA articles; • ensure compliance of IKEA articles with health and environment regulations in all IKEA
markets; • ensure the quality of surfaces on IKEA articles, such as surface resistance, surface
appearance, correct colour and gloss, and good workmanship. This document is connected to IOS-TM-0002.

1 Chemical requirements (health and environmental aspects) When choosing surface coating and covering materials and production processes, the aim should always be to select an alternative which minimizes any harmful effects to health and environment
• in the raw material • during the production process • during use of the article • when the article becomes waste
Prior to packing, the finished surface shall be cured and well ventilated. Requirements on emissions and odour from the final product are stated in IOS-MAT-0010. IKEA supplier shall make sure that only surface coating and covering systems which are guaranteed by the coating/covering supplier to fulfil the requirements listed below on content of chemical substances are used in the production of IKEA products.
1.1 Surface coatings and coverings – general requirements (for all substrates)

Addition of biocides is only allowed according to the approved list of substances in Appendix A. The concentration of individual biocides or mixtures of biocides as parts of a weighted sum (see Appendix A for explanation), shall not exceed the limits in Appendix A, in each surface coating product

after permission from IKEA. Permission is needed for all biocides not listed in Appendix A, and for biocides used in surface coatings for children’s products and in surface coatings for products in food contact.

Aromatic hydrocarbon compounds
Solvents shall contain less than 1% by weight of total aromatic hydrocarbon compounds (e.g. benzene, toluene, xylene, ethylbenzene, trimethylbenzenes and higher aromatic hydrocarbons). Benzene shall furthermore be less than a contamination limit in the solvent fraction of 0.1% by weight.

Use of tinorganic compounds is not permitted, except dibutyltin dilaurate (DBTL) as catalyst in 2-pack polyurethane coatings at a maximum concentration of 0.05% in the ready-to-use mixture. Note: The exemption for DBTL is valid until 2007-12-31
Examples of typical use are as catalyst (polyurethane coatings) and biocides.
Maximum contamination limit value for individual compounds dibutyltin (DBT) and tributyltin (TBT): 100 µg/kg dry surface material each. Sum of all tinorganic compounds listed in IOS-MAT-0010 Appendix C, maximum 2500µg per kg dry surface material.
The limit values refer to the alkyl/aryl tin cation without the counter ion.

Alkylphenol ethoxylates (APEO)
Use of alkylphenol ethoxylates (nonylphenol ethoxylates and octylphenol ethoxylates) is not permitted. Contamination limit value: 0.1% by weight in the final coating formulation.

In order to fulfil this requirement, key UV-process parameters such as UV-radiation level, UV-lamp distance, applied amount of lacquer, flow speed etc. shall be fully controlled and documented.

2 Physical properties
2.1 Surface resistance The technical description (TED) specifies the requirement section/s (2.1 A, 2.1 B...) and requirement class which applies to the surface treatment of the product. Samples shall be taken from the supplier’s production line. For test method references with (*), see Appendix B for deviations from standard tests and additional comments. The surface resistance tests listed below do not apply to natural fiber products.

3 Visual qualities
3.1 Colours
3.1.1 Colour samples The technical description indicates the colour of the product, e.g. "IKEA white no. 5". IKEA shall provide the supplier with colour samples for use when checking the colour. The colour sample’s validity is stated on the back of the sample. The supplier is responsible for ensuring that valid colour samples are available. The colour sample is only intended as a basis for judgement of the colour of the product and is not to be used for judgement of surface appearance or gloss unless this is specifically stated in the technical description. Exceptions from this rule are colour samples of metallic and/or textured finishes. These shall be used for judgement of surface appearance. The label on the colour sample gives information about the colour’s name and gloss value.
3.1.2 Handling of colour samples Colour samples are to be stored at room temperature in a dark place well protected from dust, dirt and liquids. The surfaces of the sample should be left untouched. Any fingerprints shall be removed using a mild soap solution. The sample shall then be allowed to dry in the air or be wiped dry with a soft cotton cloth. If the sample is damaged, it shall be replaced.
3.1.3 Approval of colour and tolerances A visual colour check with colour sample is used for approval of colour and determined by in daylight outdoors in the shade or in a viewing cabinet with daylight D65 with a colour temperature of 6500K, RA>92. The colour sample and the object to be evaluated shall be held at a distance of approximately 0.5 m, sloping downwards at an angle of 45° and with 2-3 cm space between the objects. When checking colours of stains the object shall have about the same veneer structure and the colour sample shall be viewed parallel to the grain. When checking paints the object is to be placed in the sanding direction. Before the final evaluation is made the colour sample and the object shall change places. Since metamerism effects may occur the colour shall also be checked in other light sources, e.g. light bulbs and fluorescent tubes. If no or a hardly noticeable colour difference is detected on the object, then the colour match is approved. If a hardly noticeable colour difference between individual components of the same product is detected, the product shall be assembled in its entirety and another visual evaluation shall be made based on if the customer would detect any colour difference in the finished product. In causes of dispute the colour sample has to be measured against a colour master sample at IKEA. The colour deviation expressed as DE-value (deltaE-value) shall be less than 0.5. 3.2 Gloss The gloss is measured according to Gardner 60º on completely flat surfaces with a width of minimum 50 mm. The gloss value is given as the average value of at least three measurements on the same surface. When measuring gloss it is always done in the fibre direction of the sample where the wooden structure is visible. The gloss value of the colour is stated on the label on the back of each colour sample. In the technical description, gloss deviations are based on tolerance classes named G1-G6.

If no gloss deviation is stated, tolerance class G3 shall apply for gloss values greater than or equal 25 while tolerance G5 shall apply for gloss values less than 25. For C-surfaces* there are no specific requirements regarding deviations. Where the gloss is within the approved tolerance range and no visible differences between the components can be detected the result is satisfactory.
3.3 Surface appearance and defects in lacquer film/finish The surface appearance, which refers to surface fullness, occurrence of pores, sanding scratches, stained or discoloured finish, visible base structure etc, shall be judged based on a reference sample, which is taken and then approved by IKEA. Lacquer damage repairs, running or visible particles in the lacquer film/finish are not acceptable on A and B-surfaces as defined in specification IOS-PRF-0011.
3.4 Finger-prints Permanent visible finger-prints are not allowed.
3.5 Textured paints Colour samples of textured paints shall be used to evaluate the appearance of the texture. For dark colours the texturing agent should be coloured.

4 Documentation/testing and self-declarations Tests shall be made at test laboratories approved by IKEA. Contact your local IKEA Trading Area (TA) for a list of approved laboratories. Self-declarations shall be updated and tests carried out at least yearly and always when
• changes in chemical composition which might influence the content of restricted chemicals are made
• the prerequisites for the surface coating process are changed, e.g. change of coating system or application and drying method.
Test reports and self-declarations shall not be older than one year. The documentation (test reports and self-declarations) shall be retained by the IKEA supplier for at least 15 years from the date of delivery to IKEA, and, upon request from IKEA, be available in English by the next working day. The documents shall be traceable to
• supplier’s name and number, the article name and number of the IKEA product and the production date.
• type of surface coating/covering, the production date of the tested/certified product, the supplier of the surface coating/covering.
For self-declarations regarding the chemical content in surface coatings and coverings, the "Surface coating/covering declaration" form in Appendix C shall be used. Note that the test requirement on residual free monomers for finished surfaces treated with UV coatings shall be certified by the IKEA supplier. Documentation requirements do not apply to surfaces of the article which fulfil all the following criteria: • constitute less than 5% of the surface area of the product, • do not exceed 20 dm2 of area, • there is no specific demand in the technical description for documentation of that particular
component. Note: This exception does not apply to fittings, i.e. components on fitting list.
IKEA supplier shall retain updated Material Safety Data Sheets (MSDS or SDS) or equal information and all documentation necessary to verify that surface coatings have been applied correctly according to the coating suppliers instructions (English generally not required). Such documentation includes, but is not limited to: • Documents showing parameters required for a correct process (process schedule). Examples
of such parameters are temperatures, flow speed, radiation levels for UV-lamps, applied amount of coating etc.
• A log-book which shows that settings have been verified and checked according to established routines.

5 Definitions Clear lacquer – an unpigmented surface coating product which consists of a mixture of binder, solvent and additives, which forms a transparent film after drying. Filler (the term putty is also used) – semi-solid paste consisting of pigment dispersed in a binder. Is applied on an uneven surface to make it smooth before painting. Glazing paint (lasur in German) – a transparent or semi-transparent paint, normally used on outdoor products, containing pigments with poor hiding power or small quantities of pigments to give a colour effect without concealing the base. Lacquer – general term referring to paint, clear lacquer, glazing paint and powder coating. Liquid lacquer refers to the lacquer before drying. Paint – a surface coating product which consists of a mixture of binder, pigments, solvent and additives, which forms a non-transparent film after drying. Pre-treatment – a treatment of the surface before application of coating or covering, e.g. degreasing, phosphatizing or use of adhesion promotor. Stain – a more or less transparent solution of colorant in a solvent or water, designed for colouring of surfaces without fully covering them. Surface coating – general term including paint, clear lacquer, glazing paint, stain, powder coating, printing ink, oil, wax, filler and inorganic coatings except ceramic glazes, enamel on metal and decorations. Surface covering – general term including foil, surface laminate and edge band. Metamerism – a phenomenon by which a pair of spectrally different samples may match under one illuminant but not under other lighting conditions. Self-declaration – a declaration issued by supplier and sub-supplier (e.g. chemical or coating supplier) to confirm that a requirement is fulfilled. Test report – a report of one or several tests performed by an IKEA-approved laboratory.
