4th Quarter 2014

Dear all this Q4

Gazette in many ways

closes off an excellent

2014 for STOMO and

the following pages

highlight a few of

these successes and

fun activities that we

have been part of. But firstly the STOMO Board

have asked me to pass on their appreciation and

thanks as they clearly recognise the hard work,

commitment and the STOMO team spirit that

has delivered a very good safety performance

across the year but has also managed to

continually improve the Safety Standards

further. They are also extremely pleased with

the excellent plant reliability and performance

across the period which has delivered to GDF

Suez very pleasing year-end financial results.

Q4 is obviously a period of focus on

maintenance activities with many planned

outages across the fleet and with this it brings

its own risks and challenges all of which I

believed have been managed extremely well,

notwithstanding the frustration that each

plant experiences when confronted with the

“unexpected” issues.

From the photos on the following pages

we can also see that there has also been fun

and laughter and I commend all sites for

their continued commitment to their local

communities, there are so many great and

effective initiatives that you have been part

of which shows our real commitment to the

communities that we operate and live in.

The excellent 2014 results now set some very

high standards and goal to achieve for 2015

which I am sure that you will maintain and

strive to improve even further our Zero harm

culture and high plant performance.

Welcome note from the GM

Annual HSE review, 2014Overview;

Proactive HSE;Incidents;

We have now completed the year with all of sites including Fleet Maintenance (FM) team having no

Lost Time Incidents. We have also had some of our sites and teams like Rusail, Barka 3, Sohar 1 & FM

that have achieved our ultimate goal / vision of Zero Harm, with not even a first aid incident all year.

Well done to all, as this is a fantastic achievement.

We can now clearly see in the chart below our Frequency Rate & Severity Rate steadily fall over the

last few years and now to zero. We must now continue to maintain this record as a team effort and this

can only be achieved by your full support.

Our pro-active programs have clearly taken a hold now and this can be seen in our leading indicator

triangle below. Yet we must further concentrate on our fresh eyes observations more so in 2015 and root

out these ongoing behavioral problems.

Several incidents did occur over the last few months and year and many of these related to unsafe

acts / behaviors by simply not following or working to our rules and procedures:

The Site observations for 2014 have worked very well again since their implementation but we do

still need to improve on the number of fresh eyes going into 2015 as you can see within the graph.

Now let’s continue going forward and improve on all our programs in 2015 and lets further eliminate

and reduce even more incidents. Let’s try to reach our ultimate goal of Zero Harm at STOMO level.

Several major LTI free day milestones were

achieved by the sites over the last period as

listed below:

Training

For the last quarter of the year,

the majority of the external

training programs have

been completed. The staff

performed well on their online

HSE and INSTINCT training

program i.e the majority

completed their assigned

programs by the end of the

year. As 2014/2015 outage

plans have commenced in

most of the STOMO assets,

it was a good chance for the

O&M trainees to focus on their

on-the-job training. They

have intensely participated

on many different activities

which are normally carried

out by operation and

maintenance teams.

A continuous assessment

programs have been carried

out to all of the O&M trainees

and the well performed been

regularized whereas some who

did not perform well have been

notified and given a chance

to improve their skills as the

gaps have been identified

and communicated to each

individual accordingly. By the

end of the 2014, one local

operator was regularized at

Rusail, two local operators and

one Technician at Sohar II and

three technicians at Sohar I.

As STOMO is preparing for

the safety rules conversion

project, a training program

has been established for the

O&M staff as well as HSE team

and will be commenced by the

last week of January 2015. The

plan has been communicated

to the GDF SUEZ regional HSE

Manager who has circulated

it to the entire GDF SUEZ

assets where they may have

some interest to participate

accordingly.

The i-connect training

program i.e “A management

skills and leadership

development approach” for a

group of senior engineers has

been re-scheduled and put in

place for the New Year 2015.

This program is targeting about

16 local Omani employees,

with a plan to expand the

program to other employees

upon a successful launch.

The Year 2014 ended with a

positive note for the Purchase

Department as we have

achieved an overall +89% PR

to PO conversion KPI against

the target of 85%. There

are several initiatives have

been undertaken during the

second half of this eventful

year. To name them – regular

monthly meetings of the

Purchase Department with

the plants helped in bridging

the communication gap

between the plants to the

Purchase Department. New

methodology of Min, Max,

ROL, ROQ levels was presented

to the management and

awaiting the SAP Consultant to

conduct some modifications in

the SAP. New SAP Contractor

tendering was carried out in

a most transparent manner

and M/s. Kaar Technologies

was awarded the Consultation

Services Contract. 100%

inventory physical audit was

carried out by an external

auditing company KPMG at

3 stores – Barka II, Sohar I

and Rusail in the month of

December. A special exercise

of identifying the items to be

disposed-off from the non-

moving inventory was also

carried out in the months

of November-December

2014. Winter maintenances

at all plants have been well

supported with material and

services from the purchase

department.

The New Year 2015 is full

of challenges as different

activities planned for more

centralization & tendering of

several commonly required

activities like different analysis

(gas, liquid fuel, water,

air, Transformer DG Gas,

effluents etc.), annual testing,

certifications (lifting tools and

tackles, cranes etc.) regularly

used services like portable

master equipment calibrations,

PD tests, thermography, hotline

washing, diving activities etc.

All these kind of tendering

would be possible with the

cooperation from different

sites. Wishing everyone a

Happy New Year 2015

Purchasing

Back row: Hanees, Mohammed Iqbal, Prabhakar and Ali BhattiFront row: Abdul Rahman, Ivan D’Souza, Paulson and Mahmood

The Fourth quarter completed with

the hectic activities associated with

the winter maintenance jobs. Major

jobs undertaken during the period

being GT7 major inspection and GT3

transformer replacement. Significant

events, which contributed to forced

outage rate during the period Q4

2014, were;

GT7 was under planned outage for 6 hours to fix generator

PD sensor before the planned major inspection. The work

completion required further 7 hours extension as forced outage.

GT2 was on forced outage for 7 hours unit failed to excite at

FSNL after dispatched start.

GT6 for 18 hours when unit tripped on control card ground

fault, due to control cable.

GT5 for 5 hours when unable to start the unit due to jacking

oil pressure low alarm.

GT8 for 8 hours load restriction to 75 MW on DLN transfer

valve servo valve failure.

I thank all the maintenance team in completion of GT7 major

jobs, which had many additional jobs like the removal of the bus

duct and the generator rotor. The HSE team kept a good vigil

during the entire heavy lift process.

Environment, Health and Safety There was no Lost Time Accidents during the period and Rusayl

Power plant achieved 2,139 days without LTA as of the 31st

August 2014.

The team had good control over the activities especially with

over 40 contractors working at one time.

Overall our EH&S

performance was positive

during the last year with a few

near misses being reported.

The investigation reports

are available in intelex, it

is advisable to review the

lessons learned from these

incidents. By year end, the

plant completed 2,617 days

without a lost time accident.

There were lots of near

misses during the last

year because of wrong/

missing equipment KKS

identifications; therefore it

is decided to procure high

quality KKS identifications

tags which should resist the

sea water climate.

The Site Management

pushing hard to increase the

proactive activities of the

staff, the activities increased

a lot during the last quarter.

These activities are our

barriers from the incidents;

therefore it is the duty of all

staff to contribute actively on

it. See the chart below.

The Power Plant had no forced

outages during the last quarter

of 2014; therefore the plant

reliability was 100%.

The desalination plant

forced outages are due to

miscellaneous reasons, which

affected the dispatched hourly

production. The Desalination

reliability was 99.92%

GT3 minor inspection was

carried out during the period

from the 20th to 31st October.

The inspection went well with

only a few minor findings

detailed in the maintenance

section of this report.

Did you know that...

Kanchan Shere and Tomaz GuadagninMaintenance and Operations Managers

With the end of the fourth

quarter, Barka III Power Plant

completed the calendar

year achieving the Company

objective of “Zero Harm”.

Congratulations to all staff

and EPCC personnel in

achieving the milestone

and continual focus on

safety whilst at work.

Operation and Maintenance

of Barka III Power Plant

was recommended for

ISO14001 and OHSAS18001

Certification during

the second stage audit

performed by the external

accreditation party Velosi.

Barka III Power Plant closed

the fourth quarter with

1,278 days without any lost

time accident which is equal

to the number of days that

the Barka III team has been

mobilized to site.

The last quarter of 2014

started off with GT11/

HRSG11 scheduled annual

outage. GT11 minor

inspection was completed.

EPCC team and STOMO

personnel are preparing

for upcoming ST/HRSG and

GT12/HRSG12 scheduled

annual outage during the

first quarter of 2015.

On the 28th November

at 03:38AM, a fault (High

DC Voltage) on DC supply

system of the ST resulted in

an automatic disconnection

of GT12 and ST10 from the

power grid while the plant net

load was 220MW. Failure of

high DC voltage due to faulty

controller card in one of the

ST rectifiers (10BTL20), led

to ST DC system overvoltage

resulting in Interruption of

the power supply to both

HRSGs and ST I&C control

system and initiating trip

of ST and HRSG. Power loss

of HRSG panel while GT in

operation resulted HRSG/GT

protection trip. STG H2 got

discharged automatically.

Later GT12 and ST10

were resynchronized after

ensuring healthiness of all

control blocks on HMI screen

and electrical system.

GT12 tripped off load due to

diverter damper system seal

air fan differential pressure

switch malfunction on the

15th December at 01:03hrs.

On the 27th December, the

same unit tripped again

due to malfunction of

temperature transmitter on

the turbine outlet.

The Management of

Change (MOC) module

was presented to the

management team and some

recommendations were noted

down. The recommendations

are getting implemented and

the module shall be LIVE by

end of Jan 2015.

As the temperature went

down during end of the

quarter, the grid demand

drastically reduced resulting

in only one gas turbine in

open cycle mode. The plant

was taken out of combined

cycle during middle of

November as per the Load

Dispatch Center request.

Though, the load factor was

higher than the budgeted.

The reliability of the plant

during the fourth quarter was

maintained at 99.18%.

Q 4 - 2014 www.stomo.com.om24 25

STOMO staff completed 1,274 days at site without a lost time accident by the end of December. Four near misses were reported in the fourth quarter. Most notable was a significant NaOH spillage which happened due to a failure to close of the automatic transfer valve (transfer from storage tank to dosing tank). Sohar II Power Plant was audited and recommended for ISO14001 and OHSAS18001 certification in December. Sohar II Power Plant Final Environmental Permit was received. Several BARS (Behavioral Attitude Recommendations and Standards) were studied and implemented. Laborelec’s alarms management service was performed. Two Shift Charge Engineers attended

Safety Controller training. This quarter was good regarding HSE, which was much needed after the two serious medical treatment cases earlier this year. A prudent *thank you* to all staff. Let’s continue this road and complete the year 2015 with zero harm!

The year 2014 has been very successful for O&M. Sohar II Power Plant exported 3,613,655 MW hours of net electrical energy in the year 2014, corresponding to a load factor of 55.6%, to be compared with a budgeted value of 37.7%. The 2013-2014 winter outages did not consume more than the winter allowance. Expectations are that the 2014-2015 winter outages will neither consume more than the winter allowance.

Commercial availability has been 99.96%, to be compared with a budgeted value of 97.89%. Find attached graphs. *Big thanks to all staff for these excellent results!*

October was a challenging month. Combustion dynamics re-tuning was carried out on GT11 on 1-2-3 October. The steam turbine tripped during mentioned tuning due to abnormal operating conditions while tuning. GT12 tripped twice due combustion chamber acceleration events on 14 and 16 October. GT12 combustion chamber inspection was consequently performed on 19-21 October under a short notice outage. Combustion dynamics re-tuning was carried out on GT12 on 30-31 October.

Circulating water pump 11 and 12 were completely overhauled in the fourth quarter after they became unavailable due to high vibrations. Repairs are temporary and a plan for another complete overhaul of all four circulating water pumps in January, February, March and April 2015 was submitted. This plan foresees re-grouting and changing impeller, baseplate, inner casings, bearings and sleeves (design change).

A steam turbine outage is scheduled in January 2014. A complete plant outage is scheduled during part of the steam turbine outage to allow Siemens to upgrade T3000. The gas turbines minor inspections are scheduled in February and March 2015. Corrective

measures for several major issues are scheduled during mentioned outages.

Sohar II Power Plant was tested to operate under Automatic Generation Control.

In yet another initiative towards demonstrating our commitment to the community and environment

on the 4th December, Sohar I and II organised a comprehensive effort to clean the beach in Majis,

located near Sohar Industrial Estate, just a kilometre from Sohar I & Sohar II plant.

Mike Mosley, Site manager of the Sohar I & Sohar II Power and Desalination plants commented,

“The Sultanate boasts some of the most beautiful beaches in the region, and we feel it a responsibility

to help the community during clean-up. As a socially conscious organisation, STOMO has constantly

been involved in initiatives that benefit the environment as well as bringing together its employees

and member of the community towards a common goal.”

Participants in the half-day clean up were STOMO staff, members of Sohar Power Company (SPC)

as well as Al Batinah Power Company (ABPC), Majis Municipality personnel and public officials, and

Majis middle school students – totalling to around 150 people. Through the morning, in a joined

effort, the volunteers picked up litter from the beach on the Al Batinah coast, in order to make the

area cleaner for everyone to enjoy. Much rubbish and trash was collected over the course of three

hours, with the majority of the litter being comprised of discarded food containers and drink cans,

broken glass pieces and fishing equipment.

With a coastline of over 3,000km, Oman offers some of the most stunning beaches in the region.

However, with increasing visitors to the area, these coastal regions have become collecting spots for

litter and debris which can be harmful and even fatal, to all manners of marine wildlife. This initiative

from STOMO not just highlights the need for action, but also engages its employees in protecting

the ecosystem.

Saud Al Waili, Operations Manager from STOMO also added, “It was exceedingly satisfying to

be able to contribute to make our neighbourhood’s Majis beach spick and span. We were very

encouraged by the large number of staff and their families who volunteered for this activity and

spent half a day, preserving the marine environment of Oman.”

Litter was found scattered along the vast stretch of the beach. The volunteers enjoyed socializing

and a small drink and snack offered by STOMO during the clean-up campaign.

STOMO manages the operations and maintenance at both Sohar I & Sohar II plants, and is actively

involved in community related initiatives in the Sohar area. The beach clean-up drive took place as

part of the larger STOMO social programme, which demonstrates a commitment towards corporate

social responsibility, with the aim to use its own assets and human resources to benefit the local

environment and the community at large.

in Singapore, operating across a wide spectrum of industries and markets, including airport, rail, healthcare, education, government, mission-critical commercial facilities. Keppel FMO employs around 1,000 people and generates annual revenues of around 55 million Euros.

Strengthening ties within the vocational

training sector, Suez-Tractebel Operation and

Maintenance Oman (STOMO) recently welcomed

students from the International Maritime

College of Oman, conducting a comprehensive

site tour of the Sohar I Independent Power and

Desalination Plant. A group of 40 students

completing their Bachelor’s Degree in Maritime

Course visited the plant in two batches and

received a comprehensive overview of site

operations and procedures, together with a

detailed presentation on the desalinisation

technology used at the plant.

Welcoming the students, Mike Mosley, Site

Manager of Sohar I Power and Desalination Plant

began the tour with a presentation of STOMO’s

role in managing and maintaining the plant

as well as explaining the processes involved

for efficient power generation and water

desalination. The students were then escorted

by STOMO staff to receive a behind the scenes

tour of the plant, including the control room,

power generating gas turbines and the reverse

osmosis (RO) plant. Sohar I is a 585MW electricity

generation and 33 million imperial gallons a day

(MIGD) seawater desalination plant. The site is

located in the Sohar Industrial Port Area in the

northern Al Batinah region of the Sultanate. The

visit was coordinated by Hamid Soltani, Senior

Marine Engineering Teacher of the college and

two teachers accompanied the students on site.

Commenting on the first ever visit of students

from the International Maritime College of

Oman, Mike Mosley noted, “The tour of Sohar

I provided students with a comprehensive

overview of the massive plant and its operations,

comprising a very in-depth technical

presentation and a behind the scenes tour of

operations. We also highlighted many unique

interesting features around the site. Receiving a

first-hand understanding of the functioning of

the plant gives students a clearer idea of what

they have been studying in classrooms.”

The International Maritime College of Oman

is located in Sohar, adjacent to the Sohar Port

and offers Diploma and Degree Courses, and

Short Courses for the Maritime, Shipping,

Port, Transport and Petro-Chemical Process

Industries.

The maritime curriculum includes the

process of desalination of water and production

of electricity within a ship, and the site visit

helped students get first-hand knowledge of

the actual process behind the theory taught

in classrooms. They had the opportunity to

further understand how boilers, steam turbines

worked along with an overview of feed water

and condensate system, thermal desalination

plant, remineralisation plant, and ejectors and

deaerators.

“The organisation of site visits with institutes

like International Maritime College of Oman

gives us as employers an opportunity to meet

future potential recruits passionate about this

industry.” Added Mike.

Henrik Petersen, Acting Head of Maritime

Department of the International Maritime

College of Oman (IMCO) said, “The students were

fascinated to witness the plant’s equipment

that they have been seeing in miniature form

on ships. IMCO is a leading learning institution

in the fields of maritime, logistics and process

operations, that is committed to providing Oman,

the region and beyond with professionals ready

to face the emerging challenges of industry. Our

aim is to provide high quality education and

practical training, and this visit served as a great

opportunity to help students understand the

workings of power and desalination plants.”

Walkathon For 11 years Muscat has been supporting a walkathon for the Oman Cancer Association and each year the participation and awareness is getting larger and larger. STOMO showed their support by attending the walkathon on the 28th October at 3pm. It was really incredible to see how many thousands of people turned up to show their support. Hopefully STOMO can make a bigger presence next near.
