The City of Eau Claire is offering garden plots for rent at the gardens on Forest Street, at the intersection of Forest Street and Oak Street along the river.

Hobbs Ice Center is the “center” for activity in the Chippewa Valley in the heart of Eau Claire. The Ice Center operates a daily schedule of ice events throughout the year, and with recent renovations the Ice Center is now available for dry �oor events and activities. The expanded facility is now over 93,000 sq. feet and includes a third indoor ice sheet, multiple locker rooms, meeting/party room, club viewing room, and a mezzanine viewing area. A new lobby was also constructed, with added restrooms and a state of the art sound system throughout the facility.

aquatic program informationLOCKER ROOM ATTENDANTS are NOT on duty. All program participants are encouraged to lock up their valuables. Cell phones are prohibited in all locker rooms.

SPECTATORSTo minimize distractions, we encourage parents and “spectators” to leave the pool area during lessons. We do encourage you to attend the �rst, fourth and last day of each session.

POOL TEMPERATURES are regulated by Schools, not the Parks & Recreation Department. The Schools try to maintain a comfortable water temperature.

POOL LOCATIONS • Delong Middle School is located at 2000 Vine Street, off

Clairemont Avenue. Enter door #1 and turn right, the pool is located on the left.

• Fairfax Park Municipal Pool is located at 4200 Fairfax Street, off of Golf Road, adjacent to Pine Meadows Golf Course.

• North High School is located at 1801 Piedmont Road, just off the North Crossing. Enter door #1 near the “Husky.”

• South Middle School is located at 2125 Mitscher Avenue, just off Fairfax Street. Enter door #1 and turn right, the pool is located on the left.

Skills: Learning to expect adult supervision when near the water; learning more ways to enter and exit the water safely; submerging completely in a rhythmic pattern; gliding on the front and back with assistance; performing combined strokes on front and back with assistance; changing position from front to back; learning about the importance of wearing a life jacket and experience wearing one; learning how to stay safe in and around various aquatic environments; learning how to recognize an emergency, call for help and perform simple nonswimming assists; learning how to avoid overexposure to direct sunlight; learning to look carefully before entering the water; learning what to think about and do when exhausted or caught in a dangerous situation. LEVEL 1 (AGES 6 & OLDER)

Skills: Entering and exiting the water; blowing bubbles through mouth and nose; opening eyes under water and retrieving submerged objects; front and back �oats and glides; recovering to a vertical position; rolling from front to back and back to front; treading water; beginner arm and leg actions on front and back; combined stroke on front and back.

LEVEL 2Prerequisites: Successful completion of Level 1 or be able to: 1) enter the water safely, travel 5 yards, bob 3 times and safely exit; 2) Glide on front for 2 body lengths, roll to a back �oat for 3 seconds, and recover to vertical.Skills: Stepping or jumping in from the side; fully submerging and holding breath; bobbing; opening eyes under water and retrieving submerged objects; front, back, jelly�sh and tuck �oats; front and back glides; rolling over from front to back and back to front; changing direction while swimming; treading water using arm and leg actions; combined stroke on front and back; �nning arm action.

LEVEL 3Prerequisites: Successful completion of Level 2 or be able to: 1) Step into chest-deep water, move into a front �oat for 5 seconds, roll to back and �oat for 5 seconds, and return to a vertical position; 2) Move into a back �oat for 5 seconds, roll to front and recover to a vertical position; 3) Push off and swim using combined arm and leg actions for 5 body lengths, roll to back, �oat for 15 seconds, roll to front and continue swimming for 5 body lengths.Skills: Jumping from the side; entering the water head �rst from sitting and kneeling positions; bobbing to safety; rotary breathing; survival �oating; back �oating in deep water; changing positions from vertical to horizontal on front and back; treading water with arms and legs; �utter, scissor, dolphin, and breaststroke kicks on front; front crawl and the elementary back stroke.

LEVEL 4 Prerequisites: Successful completion of Level 3 or be able to: Jump into deep water from the side, swim front crawl for 15 yards, maintain position by treading or �oating for 30 seconds, and swim elementary backstroke for 15 yards.Skills: Entering head �rst from the side in compact and stride positions; swimming under water; feet �rst surface dives; survival swimming; front and backstroke open turns; treading water with using 2 different kicks; Front and back crawl, elementary backstroke, breaststroke, sidestroke, and butter�y; �utter and dolphin kick on back.

LEVEL 5Prerequisites: Successful completion of Level 4 or be able to: 1) Perform a feet �rst entry into deep water, swim front crawl for 25 yards, change direction and position as necessary and swim elementary back stroke for 25 yards; 2) Swim breaststroke for 15 yards, change direction and position as necessary and swim back crawl for 15 yards.Skills: Shallow angle dive from the side, glide, and begin a front stroke; tuck and pike surface dives; front and back �ip turns; front and back crawl, elementary backstroke, breaststroke, butter�y, and sidestroke; sculling.

LEVEL 6Prerequisites: Successful completion of Level 5 or be able to: 1) Perform a shallow angle dive into deep water, swim front crawl for 50 yards, change direction or position as necessary and swim elementary backstroke for 50 yards; 2) Swim breaststroke for 25 yards, change direction and position as necessary and swim back crawl for 25 yards.Skills: Breaststroke and butter�y turns; treading water, using only legs; surface dive and retrieve an object; endurance swimming; advanced stroke techniques for front crawl, back crawl, elementary backstroke, breaststroke, sidestroke, and butter�y.

JUNIOR LIFEGUARDINGThe Junior Lifeguarding course (formerly known as “GuardStart”) builds a foundation of knowledge, attitudes and skills for future lifeguards. Junior Lifeguarding has a strong focus on developing swimming skills to help participants meet the Lifeguarding course prerequisite. The course also introduces participants to lifesaving skills, such as in-water rescues, use of a rescue tube, and �rst aid, CPR and AED. Participants also have the opportunity to shadow lifeguards in rotation to get a real sense of being on the job. Textbooks may be purchased or downloaded thru the Red Cross. Students will use the current American Red Cross Lifeguarding Manual.Prerequisites: 1) Swim the front crawl and breaststroke for 25 yards each demonstrating a rhythmic breathing pattern. 2) Swim continuously for 25 yards using the elementary backstroke or back crawl. 3) Tread water for 1 minute using arms and legs. 4) Submerge and swim a distance of 10 feet under water.

LIFEGUARD TRAINING This Red Cross course trains and certi�es successful participants in American Red Cross Lifeguarding/First Aid/CPR/AED. The lifeguard certi�cation requires a number of hours of training. Successful completion requires that participants are PRESENT FOR ALL CLASS SESSIONS, attain 80 % on the written exam, and demonstrate pro�ciency in all skills.Prerequisites: 1) Students must be 15 years old by the completion of this course, the ability to swim at least 300 yards continuously demonstrating breath control and rhythmic breathing. Certain strokes will be required during a portion of the 300 yards (front crawl & breaststroke). 2) The ability to tread water for 2 minutes using only the legs. 3) Successful completion of a timed event in 1 minute, 40 seconds. This event requires a participant to: surface dive, feet-�rst or head-�rst, to a depth of 7-10 feet and retrieve a 10 pound object; surface and swim 20 yards on their back with the object (both hands must remain on the object throughout); exit the water without using the ladder or steps.Upon successful completion, participants will receive a Red Cross certi�cate that indicates Lifeguarding/First Aid/CPR/AED and is valid for 2 years. The lifeguard certi�cation requires a number of hours of training and participants are REQUIRED TO BE PRESENT FOR ALL CLASS SESSIONS. Students are required to possess a copy of the participant manual for the newest Lifeguarding program. Students will learn the basic fundamentals of golf. Stance, grip, alignment, posture, aim, balance, and proper swing techniques will be taught as well as basic golf course rules and etiquette. Students may be taken on the course if time allows during the last class, but will not play entire rounds of golf. Golf balls are provided. Clubs will be available for players that do not have clubs. Students may bring their own clubs. An appropriate size putter, high lofted iron (7, 8, 9, wedge) and a wood of some sort will be all they will need for class.

THE AMAZING EAU CLAIRE CLEAN-UP

Saturday, April 20, 2013 • 9:00am-12:00pmWorking together to improve our parks!

The Eau Claire Parks, Recreation, & Forestry Department is organizing the “Amazing Eau Claire Clean-Up” for Saturday, April 20, 2013. This event sends volunteers to locations throughout the city including community parks, neighbor-hood playgrounds, picnic areas, and recreational trails, where they clean the areas, plant trees and prepare �ower-beds for spring planting. The Amazing Eau Claire Clean-up is a great opportunity for people to work together and make a difference in our community.

The event starts at 9:00 A.M at different sites throughout Eau Claire. Groups will be assigned to each location. In ad-dition to the Clean-up, we will be preparing the �owerbeds throughout the park system for planting in May.

The Amazing Eau Claire Clean-up will be completed by noon. Following the clean up, volunteers are invited to Hobbs Ice Center for food and prizes. This will last until approximately 12:00 P.M.

COMMUNITY BEAUTIFICATION OPPORTUNITY

The Community Beauti�cation Association, Inc. (CBA) is a non-pro�t volunteer organization dedicated to the purpose of enhancing our community by planting and maintaining gardens. VOLUNTEERSIn all of the activities that the Parks and Recreation Department has to offer, there are often many volunteers who work with our

staff to make the program a success. Coaches of youth sport programs spend many hours in practice and coaching games, dedicating their time to the youth of Eau Claire. The quality of these programs and the bene�ts that the kids receive would not

be as great, if it were not for these caring individuals.

ECASD residents pay a materials/supply fee for activities identi�ed with this symbol. This is the second fee listed. Non-school district residents must pay the full registration fee (�rst fee).

SCHOOL DISTRICT RESIDENT POLICY Residents who do not reside within the Eau Claire Area School District (i.e. taxes for that speci�c residence are not paid to the Eau Claire Area School District) are considered Non-Eau Claire Area School District residents. Patrons are responsible for stating their residency when registering for any Parks & Recreation programs. Those who do not reside within the Eau Claire Area School District must pay the full program fee. If you need further clari�cation on this policy, please contact the Parks & Recreation Administrative staff at (715) 839-5032.

GENERAL INFORMATION Most programs have enrollment limits. Early registration is encouraged. All programs for which a fee is charged require pre-registration. Sales tax is included in the program fee.

REFUNDS • A full refund will be made to you for any programs cancelled by the Eau Claire Parks and Recreation Department.• A full refund will be made to you if there are any changes to the original schedule and you can no longer participate.• A refund will be made to you for any program when the Parks and Recreation Department is noti�ed of your cancellation 72 hours prior to the start of the program. (Lessa$5.00administrationfee.)• Refunds will not be issued for cancellations after 72 hours or after the start of the class/program. • Refunds of on-line registration or reservation service fees will not be issued.• Refunds will not be issued for pool passes or Amusement Park Tickets.• Refunds will not be issued for Adult Athletic Team registration fees after schedules have been completed.• Youth Leagues - 75% of the program fee may be refunded up to the �rst game, after games begin no refunds will be issued.• All transfers/cancellations must be done via phone or in person 72 hours prior to the �rst class to receive a refund. There are no guarantees with email noti�cations.• NEW! No refunds or credits will be kept on your account. If your account is credited with a refund or an overpayment is made, you will be issued a check in 1-2 weeks. If you currently have a credit on your account, it may be applied to program registrations.

CLASS CANCELLATIONS A minimum number of students are required before a class can be offered. The Parks and Recreation Department reserves the right to cancel a class or make schedule changes when enrollment does not reach the minimum number.

INSURANCE The Parks and Recreation Department does not provide accident or hospital insurance for people participating in sponsored activities. All participants should review their personal insurance policies for coverage.

AGE REQUIREMENTS For all youth programs will be as of the �rst day of the program. Parents, please, do not ask to have your child put in a class he/she does not belong in. All age requirements are set to bene�t the children and to make instruction easier for the program leader. In some instances, age requirements have been set for your child’s safety. Thank you for your cooperation.

WE LOVE PARENTS but... with your child’s best interest in mind, parents are invited to attend their child’s midterm and last class meeting only (instructional programs). Our instructors have found that the quality of instruction is affected by parent and/or sibling distractions and interruptions. We feel it is most bene�cial for your child to have recreational time with his/her peers. Instructors welcome the opportunity to discuss participants’ progress with parents. If you would like your child’s instructor to contact you, please call the Recreation Of�ce.

NON-CITY RESIDENT POLICY Department programs and activities that are not part of summer school offerings are supported by city property taxes. Non-city residents will be required to pay their “fair share” to support activities. The program fee for non-residents will bedouble the resident feeoranadditional$10.00,whichever isless. A non-resident is considered anyone who lives outside of the city limits (ie: township/county). Unfortunately, our registration software cannot always decipher if addresses are located within the Eau Claire city limits.  For this reason, all participant addresses are reviewed during each season.  Invoices will be sent to non-residents that pay the resident fee.

YOUTH SCHOLARSHIP PROGRAM Area businesses and community groups in Eau Claire support our scholarship program for low-income families. Any family that can provide proof of effective Food Share Quest Card (paperwork showing effective date), proof of residency (drivers license with current address or utility bill with name and address) and is a city of Eau Claire resident quali�es. Call the Recreation Of�ce for application materials or go to our website. If you would like to donate to our scholarship fund, please call the Recreation Of�ce for information.

AMERICANS WITH DISABILITIES ACT The Eau Claire Parks and Recreation Department intends to comply with the intent and spirit of the Americans with Disabilities Act (ADA). PHOTO/VIDEO POLICYThe Eau Claire Parks and Recreation Department provides programs in facilities and on property open to the public. Parks and Recreation staff may photograph or videotape participants enrolled in its programs for promotional or training purposes. These photographs or videos are the sole property of the City of Eau Claire.

LOST & FOUND ITEMS Fairfax Pool has a one-week policy for holding lost and found items due to the nature of items that are found. Items of value will be stored until the end of the season. All other programs and facilities will keep lost and found items for 3 months or until the end of each season.
