An overview of key progress in relation to Equality: Jan 2010- Jan 2011 The following report aims to provide an overview of the key progress that has been made during 2010. We have recently condensed our Equality Action plan to focus on four distinct equality related outcomes; this report provides a summary of progress in relation to our equality outcomes. The following report aims to provide an overview of the key progress that has been made during 2010. We have recently condensed our Equality Action plan to focus on four distinct equality related outcomes; this report provides a summary of progress in relation to our equality outcomes. Local case studies and additional information can be found in the appendices.

Corporate Development

Sport Wales and the wider sport sector have recently launched a vision for how sport can better deliver on the Welsh Assembly Government’s sport and physical activity agenda. Through the vision, our aspiration to see the continued development of a diverse range of opportunities, to ensure that everyone is able to get involved in sport regardless of age, gender, sexuality, ethnicity or disability is clearly identified.

‘We want everybody who has an interest in sport to be able to participate and enjoy the benefits of sport. We have to focus on identifying and tackling any barriers to participation as a sector, looking at what works elsewhere and not being afraid to try something different’

Sport Wales is currently updating its corporate plan; work indentified through our Equality Action Plan will be visual within this planning.

Performance Review for 2010

Sport Wales consistently achieves the performance targets set. The latest performance stats for April 2010 are shown below. Sport Wales’s organisational monitoring was extended to include sexual orientation and religion and belief in April 2010.

Discrimination Act 1995 defines a disabled person as anyone with a physical or mental impairment which has a substantial and long term adverse effect upon his/her ability to carry out normal day to day duties.

** This shows the percentage of staff in the minority of having a religion other than Christian. This percentage does not include those with no religion or those who chose not to answer.

The organisation was awarded the Preliminary level of the Equality Standard for Sport in June, and our internal audit commission cited the Sport Wales Equality Action Plan as an example of good practice. We will continue to support National Governing Bodies (NGBs) to progress through the Equality Standard for Sport, which is a One Wales commitment. To date, six NGBs have achieved the Foundation level and two the Preliminary level. A further five NGBs are to submit in February 2011. Our advocacy work with Local Authority partners has continued. Key Performance Indicators in relation to equality are now agreed with each Local Authority and embedded within the Local Authority Partnership Agreement. This has helped to focus development to meet local need.

Equality Impact Assessments undertaken

During 2010 we have continued our work to mainstream Equality Impact Assessment. Various Human Resource policies have been assessed. Sport Wales Coaching and Elite Sport strategies (launched in 2010); have recently been assessed for impact. Earlier in the year, a tool kit for Equality Impact Assessment within and across our work was developed, and with reference to this, training for Senior Officers took place. Whilst Equality Impact Assessment is embedded into the People and Programme Departments project development process; there is much work to do to mainstream this completely. It is proposed to have EIA clinics held quarterly, which would include representatives from the Equality Development Group and those undertaking EIAs to assist in supporting colleagues in undertaking EIAs.

Communication

Sport Wales has continued to strengthen its equality steering group to steer and scrutinise corporate development. The development group advocates delivery and reports progress in relation to the Equality Action Plan. This year, the group has been instrumental in the developed of an organisational level communication plan. Staff have been invited to attend a range of briefing events, which have been delivered by Sporting Equals and the Women’s Sport and Fitness Foundation. ‘Equality’ is now a regular feature in our staff magazine. This work will continue to develop and the communication plan sets out details of future events planned in line with our key priority areas.

Consultation and research

Through our programmes we have continued to encourage key partners to consult with under representative groups to shape their action planning. At a national level, our policy development

work has involved some consultation e.g.; Development of the coaching strategy and vision for sport. We recognise that we can do more to consult and involve under representative groups. Sport Wales, through the Equality Steering Group needs to detail and prioritise who it will consult with, how this will be done and when. Due to resources and priorities, Sport Wales will not be able to consult and engage with every strand, but needs to ensure engagement does take place with different strands to ensure our work is well informed. We will prioritise areas which will have the greatest impact on our vision, and prioritise those that face the greatest barriers to participate in sport.

Outcome 2: To have Increased female representation in all aspects of sport.

From our Active Young People Survey (2009), we know that ‘Children’s sports club participation has increased over the last decade: rising from 72% in 2000 to 80% in 2009. Most notably, are the increases we have seen among girls’ participation within the club environment: from 67% to 78% over the same period. Young people’s participation in extra-curricular sport has also increased: from 72% in 2001 to 77% in 2009. Again, we have seen bigger increases in participation among girls: rising from 69% to 76%. Increases in children and young people’s involvement in sport, and particularly girls’ participation in sport, is testament to the targeted approach that we have taken, through programmes such as Dragon Sport, Girls First, and 5x60, to encourage young people to become more active. This has been a significant achievement in a relatively short period; our ambition is to improve on this.’

From our Active Adults Survey (2008-09), we know that more men participate in sport and physical recreation than women. Pure sport club membership is far greater amongst men. However, leisure or fitness centre based activity is slightly higher for women. The ‘drop off’ rate for girls is still prevalent in the 16 to 19 age group.

Sport Wales Women in Sport, Leadership Development Programme

Sport Wales recognises the poor representation of women within sports administration across the sector in Wales. As an exemplar of this, of all Welsh National Governing Bodies (NGBs) there is only one female Chief Executive, and there are very few female CEO’s within Local Authorities. In October 2009, a Woman in Sport Leadership Development Programme was launched, with the aim of leveling the gender playing field when it comes to leadership and decision-making in sport. The aim of the programme is to provide support and training to further develop the skills and competencies of women working in the sport sector in Wales. The programme is steered by a working group of representatives from NGBs, Local Authorities and Sport Wales. Currently there are 15 participants taking part, who come from a variety of backgrounds from across the sector,

bringing with them a range of different experiences, knowledge and interests. The programme itself consists of a number of specific training workshops/ seminars alongside a mentoring programme. Throughout the year, there have also been a number of excellent guest speaker sessions that have allowed women in high profile positions to share their experienced.The mentoring scheme matches women in influential roles in Wales, with participants, in order to offer guidance and advice to help them reach their goals.

Increasing female representation on NGB Boards

Sport Wales has joined forces with Chwarae Teg to offer support for NGB Chairs and CEO’s in reflecting diversity through their Board. NGBs are now asked to identify the steps that they will take in establishing a diverse board as part of the Sport Wales funding agreement.

Young Ambassador programme

Young Ambassadors are selected due to their sporting talent, and more importantly, due to their outstanding commitment and ability as young leaders or volunteers. The role of a Young Ambassador involves increasing participation in school sport and PE, spreading the word of the Olympic and Paralympic Values – respect, friendship, personal excellence, courage, determination, inspiration and equality – and promoting the London 2012 Olympic and Paralympic Games. The Young ambassador programme in Wales has 57 Gold Ambassadors, currently 27 are female. These will act not only as ambassadors, but also as role models to encourage more females to participate in sport.

Sport Wales continues to provide investment for the Disability Sport Wales community programme. Data for 2010 is expected during February 2011, the information below shows data as of June 2010 (6 months progress).

Through our communications activity we seek to portray positive examples of disability, particularly through showcasing the achievements of our paralympians. Most recently we have had

Paralympic athletes Pippa Britton and Liz Johnson both featuring in our Behind Every Star campaign aimed at recruiting more coaches and volunteers into sport in Wales

Paralympic Gold medalist David Roberts featured at the 10 years of Dragon Sport event at the Senedd

Jenny McLoughlin went to Olympic Park visit Coach of the Year specific disabled category. Peter Pearse, winner of disabled category also

won main Coach of the Year award A number of the Young Ambassadors are disabled We also profile disabled athletes in our performance work, particularly in the run up to the

Commonwealth Games

We have planned to collaborate with the Federation of Disability Sport Wales (FDSW) during 2011 to showcase through regional press how sport has built the confidence of people with disabilities. During 2010, Sport Wales publicised FDSW’s two events in North and South West Wales to celebrate 10 years of their community programme. The celebration event in the South West was included in Neath Port Talbot Council’s week-long disability festival. A visually impaired young person gave a talk about what sport means to him. Several of the participants were interviewed by ITV and Newyddion for news broadcasts. All press releases contained case studies of participants and/or volunteers in each local authority area. In the North, a celebration event was held at Caernarfon’s Arfon Tennis Centre, with representatives from Gwynedd County Council, FDSW and Sport Wales, all there to view a showcase of projects, individuals and athletes that exemplified the successes of the programme. More than 100 local children from Special Education Need (SEN) schools across the county. FDSW distributed press packs that contained local case studies. To progress this work, we are planning to undertake some press activity prior to the London 2012 Olympic Games, this will include profiling paralympians and raising the profile of the Paralympics.

Outcome 4: To have research and information that will support our work to increase participation amongst our ethnic communities.

Sport Wales has recently worked with Cardiff Black Minority Ethnic (BME) Communities to conduct local level consultation into the barriers facing our BME communities. Some targeted work to action some of the recommendations will be taken forward during 2011. Additional bespoke research in relation to BME groups is planned as part of the research strategy. In addition, to force closer links and involve ethnic minority groups, Sport Wales has recently agreed to join the black voluntary sector networking group in Cardiff

Current Active Young People Performance data for the period Jan 2010 to Dec 2010 has showed an increase of over 500 registrations for Dragon Sport participants from an ethnic background.

Figures to date show that we on target to (by April 2011), have equaled the number of BME specific application as for 2009/10.

Priorities for the next twelve months

In recognition of the public sector duty, as set out in the 2010 Equality Act, Sport Wales’s priorities for the next 12 months will ensure that we are able to demonstrate our commitment to the duty set

Mainstreaming of Equality Impact Assessment. Increase awareness internally and with partners through development of the Sport Wales

Equality Communication Plan. Integrate Equality Outcomes into corporate planning. Develop and improve Sport Wales consultation and involvement with under representative

groups. Continue to develop the Equality Action plan. Consider steps to encourage diversity within Sport Wales and NGB Boards. Guide key partners in relation to the requirements of the general duty.

Appendix 1: Local Case studies in relational to the Sport Wales Equality Outcomes

Outcome 2: To have increased female representation in all aspects of sport.

Neath Port Talbot - Some Programme costs for 5x60 were readjusted to focus on promoting activities specifically for girls at KS4 through 5x60. This significantly increased the participation rates for this target audience.

Neath Port Talbot - Really successful Girls football club developed in Llandysul through using a Female football coach who was a really good role model. She is an international footballer and related well to the players. This was LAPA funded.

Swansea - A new swimming club has been established at Bishop Gore Comprehensive School for Asian girls, through the 5x60 scheme.  Established during the autumn term 2010. Girls only swimming at Bishop Gore School is held every Wednesday lunch time and is taken by the 5x60 officer Louise who is a qualified swimming teacher.  Girls of all year groups can access time to either swim at their own leisure or have a swimming lesson to either improve stroke technique or to learn to swim. A Silver Ambassador for Bishop Gore, a year 11 pupil volunteer acts as the lifeguard as she has the relevant award to do so.  This session is supported by the Girls P.E department who regularly help out teaching swimming because of the increase in numbers that attend the session. There are 32 names on the register all of mixed ethnic background, and an average of 16 attending every session. It's a fun and enjoyable session that seem to make the girls come back week in week out.

Swansea - 5x60 girls' football development centre has been established and will take place at the Elba Sports Centre. Sessions Delivered by former D&O trainee, who has progressed through volunteering and held a trainee post, which is now a contracted position in coaching and sports development. Organised in partnership with FAW Trust. Support provided by a volunteer. For year 5,6,7,8 pupils, who are interested in playing football.

Caerphilly AYP - After several discussions with girls in year 10 they expressed their interest in dodgeball and football. 5x60 officer gave the girls responsibility to identify a group to warrant a court every Wednesday and they did just that. Football takes place on the Muga and dodgeball in the Hall (Heolddu)

Powys PESS - Schools are reporting PESS dance is increasing boys’ willingness to take part.  “It has made it fun and the boys really enjoy it.” Llanfechain Primary school. Beguildy school has started using the KS 2 Dance resource, looking at a new aspect children haven’t done before. Comments: Year 6 girls “have never had so much fun in a PE lesson.” Year 5 boys even want to enter the URDD dance competition, so it has been a great success.

Colwyn Bay FITC – Accessed Sportsmatch to set up new U12 and U14 girls sections – 2 new teams to compete in NW girls Football League. Also run “footy fit” sessions for women  - approx 15 per week attending

Brickfield Rangers FC  - really good club 400 + juniors, 60 +volunteers working towards FAW Gold Accreditation in 2010  Community Chest has supported development of Coach Education to support development of 2 new girls teams, 4 new coaches qualified, 45 girls now playing , 2 new teams playing within Wrexham and District League  NB club also has established 3 disability teams.

Outcome 3: To have increased participation amongst disabled people.

AYP - 20 students (10 from Ysgol Ty Coch, 10 from Ysgol Hen Felin Special Schools in RCT) completed the AYP training in December and will be assisting their PE teachers and 5x60 Officers in their schools.

Gold Ambassadors - Rhys Jones who plays for RCT Tigers (Disability football) also has represented Wales in athletics and badminton for FDSW academy, was nominated by his teachers/5x60 officer for Gold Ambassador and was selected as RCT Gold Ambassador following an interview process with a number of other students who were short listed. Rhys has also been involved with the community chest panel and came first place (with the three other RCT Gold Ambassadors) in the Dragons Den Pitching Event in Sport Wales in December, with the aim of securing funding for their project idea.

Vale LAPA – Girls & Disability Football - Girls feeder centre has been established.  The first 16 of the next generation of coaches have commenced training.  2 female coaches have been identified for a Level 2 course.  1 coach has been identified to train to Level 2 to work in SEN football.

Carmarthenshire Swimming: FDSW incorporated into the Learn to Swim Policy. Disabled swimmers are able to join main stream lessons and where appropriate one to one lessons are offered in Amman Valley LC, Carmarthen LC & Llanelli LC.

Pembrokeshire - Modern Print Shooting Club in Pembroke Dock – worked with club and DSW officer to create a Shooting range for Blind Shooters.  Range was installed last weekend and the club aims to attract 6 Blind shooters as members of the club.

Powys 5x60 - Ysgol Cedewain Introduction of new Paralympic Sport of Boccia into the school. The school purchased a Boccia set and lunch time sessions were set up, 2 volunteers were identified to run the club. A school – community club link was made with the local club. “The children have been kept busy during their lunchtimes and are keen to enter the Montgomeryshire Boccia Tournament in February.” “All ages and abilities can play and the pupils look forward to the volunteers visiting the school each week.” 5x60 has really hit off in Cedewain with 90% of the pupils attending at least 1 session in the first term.

Merthyr AYP - The introduction of additional Dragon Sport and 5 x 60 activity sessions at our SEN school has had a major impact on the level of physical activity being undertaken amongst KS2 pupils with 100% engagement. In previous years it had proven difficult to engage this school in either of the schemes but since a new deputy head came in to post sport and physical activity at the school has received greater attention and has allowed both the disability officer and the AYP officer to work in partnership with the school to provide a comprehensive activity programme. The school is already beginning to see improvements in pupil attention and behaviour in the classroom as a result of participating in weekly activity.

Newport AYP - 5x60 Officer at Caerleon Comprehensive in partnership with the Disability Sport Wales Officers for Newport and Monmouthshire established a weekly tennis session for children from the SEN unit. The sessions are run by a coach from the nearby Usk tennis club and have been running since November with a total of 15

children engaged and 12 children attending on weekly basis. All the children that attended were provided with information on appropriate exit routes within Newport and Usk (where a number of the children live). To date one of the children from the session has enrolled within the disability programme at Newport tennis centre and attends every week. This child has not previously shown any interest in any sport or attended any clubs.

Wheelchair Basketball – Support via DCC LAPA to establish a new wheelchair basketball satellite club  in Rhyl Leisure Centre, and train 2  new coaches to support it – linked to Wrexham Celtic Warriors Wheelchair basketball  Club ( only club in North Wales ) who are part of North West competitive structure

Bangaroos Trampolining  Club – The club expanded to provide both disability specific and inclusive sessions. Working really well and club now working towards Disability Sport Wales Clubmark award.

Outcome 4: To have research and information that will support our work to increase participation amongst our ethnic communities.

Monmouthshire - King Henry VIII School in Abergavenny. The 5x60 basketball club has 15 BME members, predominantly Asians. This is a relatively new, weekly club set up by the 5x60 officer which has proved popular. Previously, the Asian communities were particularly difficult to engage with for sporting activities.

SEF Cymru (Development Grant) - SEF-Cymru works with the aim of education, inclusion and equality for young people, and as part of this it runs a number of homework clubs in Cardiff.  This project focused on female youths from the minority community who are not engaged in any exercise, sport or recreational activities.Their end of project report submitted in January 2011 highlights that coaching in boxing, martial arts and cross fit was provided.  The project was very successful with 66 boys and 34 girls attending, many of these had no previous experience of organized sports or fitness activities.The expected outcome from this project was to encourage regular participation in sport and fitness for most of the participants.  The actual outcome highlighted that those with the financial means joined gyms or enrolled in boxing, football clubs.  Those families with reduced financial means were unable to afford most avenues available. In conclusion, the applicant found that it was not difficult to encourage the participants, male and female, into regular physical activity but the major barrier to participation is financial.

Mentro Allan – Changing Lifestyles Project (Sustainability Plan)

Activities to be sustained by March 2011 when the project funding ends include:

1. Salsa Dance – South Riverside Community Development Centre have secured funding to continue this activity.

2. Cycling – Re-Cycling Project, set up in partnership with Communities First.  Bikes provided by South Wales Police & Cardiff County Council.  10 individuals will be trained

to repair and recycle damaged/broken bikes & will be trained as cycle support leaders to lead learn to ride cycling sessions as well as group rides.

3. Local walks – 5 people attended the Walk Leader Training in November 2010 – 2 participants are from Princess Royal Trust Carers Centre and will sustain walks for the Upna Carers Group (a support service for carers from the minority communities of Cardiff) on Tuesdays in Roath Park.  Participants who are interested in doing so will also be filtered into the Let’s Walk Cymru walks across Cardiff from November to March 2011.

4. Netball – 14 girls have been trained as physical activity instructors with the Sports Leader Awards 6-week course which took place at the Star Centre from 18 September – 23 October 2010.

5. Yoga – Upna Carers Group run by the PRT Carers Centre have secured funding to continue the yoga sessions we have provided at the Mackintosh Centre & at South Riverside Warehouse in Riverside.  Barry Leisure Centre also made a presentation to our participants in Barry to encourage participants to attend sessions in the Vale at their local leisure centres.

6. Aerobics & Yoga - participants will be referred to the Ladies Only Morning at Penylan Library on Wednesdays between 9am and 12.30pm which includes Yoga, Pilates, Extend and use of the Fitness Suite at £2.50 or £1.37 for Max Card holders.

Cardiff AYP - The top three participation in schools (as a % of the school role during the autumn term 2010) are: Cathays High School, Michaelston Community College, Llanedeyrn High School. This is extremely pleasing as there is a high population of BME pupils at Cathays High School, and the other schools are in ‘Communities first’ areas.

Cardiff AYP - 5x60 ESOL Project- Willows High School has recently received a large intake of immigrant pupils (in particular Czech Roma) that are unable to settle into school life comfortably. These students now spend every Tuesday in the communities’ first building in Splott learning skills which will help them in everyday life. Part of this experience includes sport, which is provided by 5x60. Each week the students will participate in a different activity run by a 5x60 coach for one hour as a means of providing not only a fun way of interacting with one another, but participating in something which does not mean they are constrained by language barriers.

Black Environment Network -Extend the Chinese walk scheme (for Anglesey and Gwynedd) into the rest of North Wales  - 4 new LA areas, min 3 leaders per area, 150 new participants Now looking to set up 2 new swimming sessions for 24 females per week from the Bangladeshi community in the future.
