Health research is a valuable contributor to the knowledge economy. It creates intellectual capacity, builds institutional excellence, and has a wide-ranging and long-term impact on the health of people and communities. We believe we are at a pivotal point in time for health research in Saskatchewan. There is a growing appreciation among business, community and government leaders of the importance of the knowledge economy and the return that can be achieved from investing in research and innovation.

In Saskatchewan we have many successes and strengths to build on. We are a leader in infectious disease research, agricultural biotechnology, community-based and population health research, and human growth and development research. For decades, we have been a leader in health care and have continued to grow our health services research sector. Clinical research, or patient-oriented research, remains a vital link to the health care system, translating knowledge from bench to bedside and to better health.

This plan positions SHRF at the hub of Saskatchewan’s health research enterprise: continually working to build upon our province’s successes and strengths; facilitating a co-operative and collaborative environment that enhances health research enterprise and innovation; while ensuring that health research has value and impact to the people of Saskatchewan.

The improved health and health care that results from health research will generate social and economic benefits for our province and country for decades to come. Our Strategic Plan is written with that vision in mind.

Building on past successes; working towards a promising future.

Before our organization was activated, in early 2001, Ken Fyke authored a pivotal report titled Caring for Medicare. A key recommendation was to increase annual spending on health research in Saskatchewan to the equivalent of at least one per cent of the health budget – about $45-million in today’s environment – as part of a strategy to renew health science education programs and improve the health-care system. It was one of five “supporting changes” that he considered necessary to enable all his other recommended changes. Later in 2001, the Action Plan for Saskatchewan Health Care promised an immediate $2-million addition to the existing $5-million annual research investment – with further increases to follow as resources permit.

With SHRF commencing operations in 2003 (see the SHRF Act and Board values in Appendix A), this increased investment started to flow as annual revenue to the Foundation. For SHRF this was timely. Its new mandate was to organize, manage and allocate most of the province’s health research funding - a much broader responsibility than both its predecessors. In addition, SHRF was tasked with sharing research knowledge with the public and health professionals, assisting the Minister of Health in developing and implementing a provincial health research strategy, and seeking new sources of revenue to advance health research.

Quickly, dialogue and communication drove SHRF. It was important to define goals and objectives in consultation with the research community and other provincial partners. The summer of 2003 began a history of consultation for SHRF that continues to this day. As a result of these early consultations, rich feedback and evidence gathering, the provincial government was able to release its Health Research Strategy in 2004. This 10-year vision for strengthening health research in Saskatchewan has remained the resource for much of what SHRF has undertaken, including:

• creatinganintegratedfundingandgrantingplatform awarded through peer review;

• throughextensiveinput,gatheringabetterunderstanding of rural and remote health care needs;

• demonstratingthevalueandimpactofhealthresearch in action;

• publishinginformationontheeconomicbenefitsof health research in Saskatchewan;

• creatingSaskatchewanResearchChairsaimedatattracting, supporting, and retaining top-quality research leaders working in provincial priority areas;

• publishingareportonthehealthresearchcapacity in Saskatchewan; and

• providingstrategicsupportonmajorhealthresearch files for the Government of Saskatchewan.

A mid-term evaluation of the Strategy in 2009-10 showed that good progress has been made on its implementation and the vision and plan still resonate with stakeholders (see Appendix B for the expert panel’s conclusions and recommendations). As the lead agency on the provincial Strategy, SHRF is committed to working with partners on a revitalized second phase. We will work with our universities to strengthen research capacity and ultimately enhance success in attaining federal research dollars. Our health regions will be key in increasing the amount of clinical research done in our province. SHRF looks forward to partnerships with more Saskatchewan-based charities. In addition, SHRF will be working to engage the private sector through a larger focus on fund development.

SHRF is building on this history and tradition. Over the next five years, SHRF will continue to lead, advance and promote a strong health research community in Saskatchewan through this Strategic Plan.

Trusted support. Strong science. Valued impact.

It is difficult to simplify a vision for health research. There are many partners, funders and research stakeholders. There is an entire province of people who can benefit from the outcomes and knowledge transfer that results from health research. For SHRF, our stated vision is “building a healthy Saskatchewan through health research.” To do this, our Board has identified three crosscutting business strategies:• buildpartnershipswithpublicandprivatesectororganizationstoincrease

resources for health research (trusted support);

• leadandco-ordinatestrategichealthresearchopportunitiesfortheprovince (strong science); and

• facilitatelinkagesacrossresearch,innovationandpractice(valuedimpact).

University of Saskatchewan researcher Dr. Darrell Mousseau was awarded the Saskatchewan Research Chair in Alzheimer’s Disease and Related Dementia in April, 2010. This Chair is a partnership among SHRF, the Alzheimer Society of Saskatchewan, and the University of Saskatchewan.

Trusted supportStrong governance that translates our mandate into support for the current health research and business environment has directed SHRF since it commenced operations in 2003. The way we work is well-understood and well-accepted by Saskatchewan’s research community.

As SHRF has developed and grown as a funding agency, so has our ability to grow, leverage and direct funds to key areas of need to enhance Saskatchewan’s health research capacity. With board leadership, SHRF will develop strategies and pursue activities that continue to grow a larger, sustained funding envelope for health research in Saskatchewan.

SHRF has a vision to: Maintain and grow our constituents’ trust in us to increase the pool of investment dollars available to support and sustain Saskatchewan’s growing health research enterprise.

Strong scienceSHRF has developed strong grant and funding processes to support the diversity of scientific inquiry and health research taking place in the province. Continuous service improvement is critical to ensure our health research communities remain healthy themselves. SHRF believes we continually improve through dialogue and collaboration. Partnerships and engagement are, and will continue to be, key strategies in fulfilling our role as catalyst for the Provincial Strategy and as Saskatchewan’s funder and facilitator of health research.

SHRF has a vision to: Work with our many partners and stakeholders to strengthen health research and build processes and programs that support strong science.

Valued impactRevitalizing the provincial Health Research Strategy means achieving this province’s potential to build and strengthen a health research system that improves health outcomes and supports a patient-first health system. While we’ve made good progress, the mid-term evaluation of the Strategy points to areas that can be improved and enhanced. The expert evaluation panel advised SHRF to strengthen partner engagement and linkages between research and practice to ensure the valued impact.

In the context of our Strategic Plan we talk about “enterprise,” “economy,” and “innovation.” We also need to remain focused on who “peoples” the enterprise and economy. Researchers, institutions, government and the broader health community need to establish and sustain a dialogue with the people of Saskatchewan, telling stories of success and impact, but also sharing and using the knowledge that has been gained through health research.

The Balanced Scorecard is an integrated strategic management tool that SHRF uses to translate our strategic plan into action and to evaluate the progress and impact over the next four years. The SHRF Balanced Scorecard is presented below, along with definitions of terms explaining the connections between operational, strategic, and performance goals.

Performance Goals are high-level outcomes and impacts that all stakeholders in health research contribute to achieving. SHRF’s Strategic Plan 2011-2015 is one component of many working toward a successful health research enterprise in Saskatchewan.

Strategic Goals are intended to create impact for stakeholders and ultimately realize SHRF’s vision of building a healthy Saskatchewan through health research. Four themes comprise SHRF’s Strategic Goals: 1) Focusing on research priorities; 2) Supporting the research environment; 3) Encouraging the sharing and use of health research; and 4) Achieving excellence.

Operational Goals are the foundation that: 1) Provides support for the organization’s work and 2) Conveys the strategies SHRF employs to support its staff and Board of Directors in achieving success for the organization.

SHRF’s main performance goal will be to: Grow Saskatchewan’s health research enterprise through increased dollars invested in Saskatchewan from all potential funders of health research.

To do this, the Strategic Plan is structured around the following four strategic goals and accompanying actions.

1. Focusing on research priorities that reflect needs and strengths;

2. Supporting the research environment;

3. Encouraging the sharing and using of health research; and

4. Achieving excellence.

In addition, the plan also incorporates three cross-cutting business strategies that will shape SHRF’s work for years to come:

The overall plan is designed to help SHRF fulfill its mandate to fund and facilitate health research in Saskatchewan, thereby contributing to a stronger health system, better health for citizens, and a stronger economy.

The Future

Looking ahead to 2015, SHRF sees a Saskatchewan health research sector that is more vibrant than it is today. Our Strategic Plan has driven us forward to increase the level of funding support we offer, strengthened our ability to address the needs of our growing health research communities, and set in motion health system improvement initiatives directly related to the knowledge and sharing that results from healthy collaboration.

In four years, we will report to all of our partners and constituents our success in moving ever closer to our vision.

Health research is the R&D sector of our health system. Our investments will pay dividends and we will be able to clearly say: SHRF has earned the trust placed in us to grow the health research enterprise; SHRF has built a solid foundation that supports strong science in Saskatchewan; and the benefits to health and health care are visible.

Our long-term vision will continue – SHRF will work towards building a healthy Saskatchewan through health research.

Conclusions

The expert panel’s mid-term review of the Saskatchewan Health Research Strategy has provided five conclusions:

1) SHRF has made good progress on the action items designated for it in Saskatchewan’s Health Research Strategy, while action items designated for other agencies have not progressed as expected.

2) The Saskatchewan Health Research Strategy’s strategic themes and priorities still resonate with stakeholders and align with strategic priorities of key provincial and federal agencies.

3) While there has been good progress on the Strategy, progress would be much stronger if there was greater awareness of the roles and responsibilities defined for various organizations, increased ownership of the Strategy among stakeholder agencies, health regions, and government, and more resources for strengthening health research.

4)Saskatchewan’sHealthResearchStrategy’sten-yeartimeframeestablishesalong-termvisionbutislikelytoo long to be sufficiently responsive to contextual changes in the research and political environments.

5) Overall, Saskatchewan’s Health Research Strategy is still a very good plan that resonates with stakeholders and, with some adjustment to revitalize it, will continue to provide strong direction for stakeholders in Saskatchewan to work together.

Recommendations

The expert panel made five recommendations aimed at addressing the issues identified and revitalizing the Strategy:

1)Renewal-Withtheprovincialgovernment’ssupport,to update and revitalize the Strategy, address issues and barriers identified in this evaluation, and engage partners (e.g., Universities and health regions) in discussions about focusing research investments in priority areas.

2)Investment-StrongersupportandfundingfromSaskatchewan’s provincial government are essential to sustaining and growing the province’s health research and innovation sector.

3)Performance-Greatersuccessinfederalfundingcompetitions by Saskatchewan researchers could be achieved by universities and other institutions setting institutional performance targets, determining and implementing the best tactics for achieving the targets, and measuring outcomes and impact.

4)Engagement-InarevitalizedStrategy,SHRFshould have a more engaged role in promoting and communicating the Strategy’s directions to stakeholders, encouraging them to become more involved in actions that would help fulfill the Strategy’s long-termvision.

5)Linkages-Astronger“pull”fromthehealthsystem(health regions and government) for research trained personnel and research evidence would create stronger linkages between research and practice, thereby improving health service delivery and health outcomes.
