1. Introduction

Max Value for WASH in Bangladesh (Max-WASH) is a child mortality reduction program

financing by Max Foundation (MF) and The Embassy of the Kingdom of the Netherlands

(EKN); integrated with WASH approach through a number of interventions such as Safe

water, Sanitation and Hygiene, Safe Motherhood, Reproductive Health and Rights (SRHR)

education and prevention of child stunting in hard to reach areas in Bangladesh. Through

this program approximately 8,90,000 people across the country get benefits from adopting a

range of innovative good practices for instance Maxi Basin, Latrine attached to House (latrine

within 12 steps), School Latrine with Menstrual Hygiene Management System, Women

bathing chamber, community cluster based piped water supply, Stunted Free Village (SFV)

approach, Off Pit Latrine, Community Child Growth Chart etc.

Since July 2013, Max Foundation is an active partner of Horizontal Learning Program (HLP);

a peer learning platform facilitated by Government of Bangladesh (GoB) and supported by

development partners. The objectives of this program are (i) enhance the capacities of the

Local Government Institutions (LGI)s;(ii)Scale up good practices;(iii) Influence policies on

the basis of scaling up of good practices;(iv)Create a platform of LGIs for networking. In the

light of HLP objectives, Max foundation organized a good practice sharing workshop with

HLP partners at National Institute of Local Government (NILG).

2. Opening of the meeting

With support of Max Foundation, NILG and Horizontal Learning Centre (HLC) organized

the workshop titled “Sharing Experiences of Max Foundation Good Practices with HLP

Partners” held on 15th

January’2017 at NILG conference room. Around 40 people joined the

meeting from diverse HLP development partners like NILG, JICA, Care Bangladesh,

HELVETAS, CDD, Prip Trust, ACF, BRAC alongside some Max WASH program partners

and guest organizations such as SPACE, Dhaka Ahsania Mission, Angkur, VERC, ESDO,

EPRC,HYSAWA etc.

The meeting was began with the

welcoming speech of Dr. Md.

Golam Mohammad Yahia,

Director (Training & Consultancy)

and HLP Focal person for NILG.

He appreciated the initiative of

Max Foundation for sharing good

practices among the HLP Partners,

as HLP is a peer learning platform.

The respected Director General of

NILG, Mr. Tapan Kumar

Karmaker inaugurated the

workshop with his brief speech. He mentioned the contribution of NGOs to improving quality

of life of unprivileged communities. He also highlighted the achievement of making open

defecation almost zero in which NGOs are the equal claimant with Government of

Bangladesh (GoB). Above all, he acknowledged that HLP is a major contributor to

disseminate different LGIs good practices across the country for further replication.

3. Objectives of the workshop

The overall objective of the workshop was to share the good practices of Max Foundation to

the HLP partners. Besides there were some other objectives given below:

1. To know Max Foundation and its activities;

2. To share their innovative good practices of Max Foundation to HLP partners;

3. To learn and discuss about the future prospect of these good practices;

4. To identify potential technical support required for HLP partners to replicate the good

practices.

4. Workshop Sessions

The workshop has divided into two major parts to attain the objectives of the meeting.

i) PowerPoint presentation;

ii) Video documentary session;

iii) Group work & presentation.

i) PowerPoint presentation

In this session, a presentation

has shown the brief history of

Max Foundation, a

Netherlands based

development organization

established in 2005 in the

memory of Max Le Poole died

of a viral infection at the age

of 8 months. The activities of

Max Foundation are basically

focused on reducing child

mortality, nutrition, child

stunting reduction and

ensuring safe motherhood with

the integration of WASH programs. About ten local NGOs are working as implementation

partners of Max Foundation in twelve districts of Bangladesh.

Aiming at the sustainable hand washing behavior among people, Max foundation introduces

maxi basin hand washing device near dining place. This approach found very helpful to the

people for improving hand sanitation habit. Such seven innovative good practices were

highlighted in the presentation alongside Max Foundation’s achievement since their

inception in Bangladesh. The session has conducted by Engr. Imam Mahmud Riad, Country

Director, Max Foundation Bangladesh.

ii) Video documentary session

Four video documentaries on innovative best practices of Max Foundation have presented in

the workshop. The documentaries gave a clear scenario of how people get benefits from these

good practices and the change of social outlook regarding the issues that Max Foundation

addressed. Basically through this session the HLP partners got primary ideas of these good

practices for replication at their own intervention area.

Santanu Lahiri, Sr. Decentralization Consultant, World Bank appreciated the initiative of

disseminating good practices through videos. The documentaries were valued by the

participants of the events, though some feedback also came to make it more informative and

touching. The video documentaries were directed by Tareq Mahamud, Consultant and a video

documentary team (Md. Ahidul Islam Kazal, Program Manager, Max Foundation and the Max

team) worked hard to make the job successful.

iii) Group work & presentation

The last session of the

event was group work

and presentation.

Participants are

divided into three

groups mainly focused

on what were the good

practices HLP partners

interested to share in

their intervention

areas, how they would

proceed and by when.

This group work was

significant as because

the sharing of these

good practices in union

parishads through HLP partners will let people learn some innovative good practices which

also they can emphasize in different HLP workshops. The session was moderated by Santanu

Lahiri, Consultant, World Bank.

Concept Note Sharing Experiences of Max Foundation Good Practices

with HLP Partners

Introduction:

The Horizontal Learning Program is a Union Parishad (UP) led peer-to-peer learning

initiative facilitated by the Government of Bangladesh and supported by development

partners. Under this program, local governments connect with each other to identify, share

and replicate the good practices of their peers (see http://www.horizontallearning.net). The

program is governed by the HLP Working Team chaired by the Additional Secretary (Water

Supply) LGD and the Horizontal Learning Centre (HLC) is the Secretariat for the program

located at the National Institute of Local Government (NILG).

Max Foundation (MF) and The Embassy of the Kingdom of the Netherlands (EKN) are

funding Max Value for WASH in Bangladesh (Max-WASH); a 4 year program to reduce

child mortality in Bangladesh by providing approximately 900,000 people with an integrated

WASH approach combining the interventions of Water, Sanitation and Hygiene education,

pre and post natal care, education on reproductive health rights and education for prevention

of stunted growth. Max Foundation initiated HLP activities in Patualkhali district from July

2013 and now organizing a sharing meeting to disseminate the experiences of innovative

Max good practices in Patuakhali district in terms of capacity building as an institution and

progress towards sustainability. Still it is in the process of development and stepping forward

to become sustainable.

Under the processes of HLP, UPs are encouraged to identify their good practices with

indicators that are validated by partner agencies and UPs; select the good practices they wish

to visit in order to learn from their peers and appreciate their context; prioritize, discuss with

citizens and integrate appropriate good practices into their annual plan and budget by

utilizing their own fund. It is encouraging to note that after analyzing the Annual Budget

2015-16 of 650 UPs, it was revealed that in total more than Taka 131 million has been

allocated by UPs in the Annual Development Program for replicating 54 good practices,

identified under HLP.

Objectives of the Sharing Meeting

The overall objective of the disseminating meeting is to share experiences including

opportunities, challenges and successes of implementing innovative Max good practices in

Patuakhali district alongside discuss regarding the potentiality of embracing HLP process for

mainstreaming in the second phase started from November 2016 onwards.

The main objectives of the meeting are:

a. to share the observations and experiences of the innovative Max good practices in

Patuakhali district.

b. to learn from the HLP process for mainstreaming in the next phase and progress

towards sustainability;

c. to explore whether any holding hand supports will be required for replication of

good practices in near future;

d. to discuss challenges of Max Foundation in line with HLP process and the next

actions; and

e. to identify next steps for scaling-up, deepening and sustainability of Horizontal

Learning Program;

Also the HLP Partner organizations will demonstrate Max innovative good practices and take

initiative to replicate in their own program areas of LGIs; if they need any assistance during

replication they will help each other. Therefore, UPs will be strengthened through this

process and that might lead towards sustainability.

Meeting Participation/Organizations

It is expected that the meeting will be attended by around 40+ participants who will be from

HLP partners including BRDB, JICA, WaterAid Bangladesh, PRIP Trust, Breaking The

Silence, Care Bangladesh, DASCOH, HELVETAS, CDD, Plan Bangladesh, Blue Gold,

Voice of South Bangladesh, BRAC, Media Professionals Group, ACF, CRC, and others.

The dissemination meeting on sharing experiences will be held on 15 January 2017 from

09:30 am to 2:00 pm at NILG Conference Room (Room #201), Agargaon, Dhaka 1207.
