Noncredit Advantage: Career Development College Preparation (CDCP)

• Noncredit CDCP instruction is a way to equity and closing the achievement gap.

• Noncredit courses have no enrollment fees which provide for greater access to educational opportunities.

• CDCP programs can be offered on an open-entry / open-exit basis to accommodate working adults.

• CDCP programs can have articulated pathways of college and career education with the credit programs of their own colleges and college districts.

Equalization of CDCP Funding

• Noncredit Career Development and College Preparation (CDCP) programs are designed to bridge CC students into higher education and/or earned employment

• 06/07 state funding per FTES:• credit:$4367 • CDCP: $3092• noncredit: $2626

• Trailer bill law for the 2014-15 State budget establishes an increase in the CDCP noncredit rate equal to the credit rate, beginning July 1, 2015.

CDCP Certificate Approval Requirements • Sequence of two or more courses that lead to:• “Certificate of Completion” for improved employability or job opportunities

• Certificate of Completion should correspond to programs in Short Term Vocational or Workforce Preparation.

-OR- • “Certificate of Competency” in a recognized career field transitioning to credit,

a degree, or baccalaureate institution• Certificate of Competency should correspond to English as a Second Language or

Elementary/Secondary Basic Skills.

• There are only four noncredit areas that are eligible for inclusion into CDCP certificates with noncredit instructional areas (CB22): • ESL • Elementary/Secondary Basic Skills• Short-Term Vocational• Workforce PrepRefer to Table 9 (page 96) of the Program and Course Approval Handbook (PCAH) for a description of each CDCP category and valid TOP Codes.

Accountability

• CCC Scorecard measures CDCP student outcomes:

• CDCP cohort: attempts of at least two CDCP courses within three years

• Six-year tracking period• Noncredit Student Progress and Achievement

Common errors for Noncredit Courses• Catalog Description on the CI proposal record does not match the

Catalog Description stated in the official course outline of record• Department Number stated in field CB01 does not match the

Department Number stated in the official course outline of record.• Course Title in field CB02 must match the Course Title stated in the

official course outline of record.• Course Hours stated on the official course outline of record must match

the Minimum and Maximum Course Hours fields on the CI proposal record.

• Time of the district governing board approval date. A “New” or “Substantial Change” course proposal requires a district governing board approval date that is within at least two years of the approval date.

• Courses incorrectly coded “B – Basic Skills” (field CB08 of course proposal record) but the content, objectives, and learning outcomes do not convey a reinforcement of basic skills (elementary and secondary) competencies and proficiencies.

Common errors for Certificate Programs• Required supporting documentation is not attached to the

certificate proposal (a complete narrative, official course outline of record(s), etc.)

• The “Course Report” section of the certificate proposal is incomplete and courses are not “attached” to the certificate

• CDCP Enhanced Funding – Upon Chancellor's Office approval of a NEW certificate program (program control number is issued), all courses for which enhanced funding is sought MUST be “attached” to the certificate program AND coded correctly for CDCP enhanced funding! Refer to the “Course Coding for CDCP Funding” section in the Program and Course Approval Handbook (page 99) and “Table 11: Noncredit Course Coding Guide for CDCP Enhanced Funding” (page 101) of the Program and Course Approval Handbook.

Timeline for approval• On average, 30 to 45 days from date submitted into the CCC

Curriculum Inventory. • Proposals submitted incorrectly will be returned for revisions

(“Revision Request”) in the CCC Curriculum Inventory and processed in the order in which it is resubmitted.
