From the Director

Dear Colleagues, Yes it is anti-bullying week and I did deliberately set out in odd socks on Monday ☺. This is such an important initiative. I have been tracking the appalling statistics about the high percentages of children and young people who are bullied simply because they are different (including, unbelievably, young carers). Some great work going on across schools in the city and the conference on Wednesday. I love that phrase “we are all different fish but swim in the same sea”. Saw it at Marsh Hill where the Anti-Bullying Ambassadors are being elected this week. Massive congratulations to Andy Moffat from Parkfield who received his MBE from the Queen on Tuesday in recognition of his No Outsiders work and wore odd socks for the occasion! We know that there has been much turbulence in early years recently with so many changes impacting on all providers. Good to meet with the Nursery School Heads on Tuesday at Allens Croft for a very open discussion about the issues the heads are managing now and how we can plan for the future. Look forward to that “sleeves rolled up” session at Early Years Forum where we can work together to re-set that vision and plan strategically with you. The future of school funding continues to be a national story with over 5,000 headteachers “from Cornwall to Cumbria” presenting petitions calling for more funds. We know that Birmingham schools will suffer real term cuts overall based on the modelling of the National Funding Formula. You can find details as shared with Schools Forum last week below from Anil Nayyar. Out and about, really good to make a first visit to Selly Park Technology College for Girls and see the school at work on a busy Monday morning. First learning point for me was the safeguarding notice that visitors must read. It is so clear on the positive contribution that visitors can make but, equally, clear on how the girls must be allowed to learn in climate of open debate and discussion. Second learning point was all about the amazing international links that have been developed over the years: this is truly a global school. And now you can find it on Twitter @sellyparkgirls. Looking forward to the S4E Primary Leaders’ Conference on Thursday and Friday. Congratulations to Osborne Nursery School who have been awarded the “Governor Mark” accreditation, this is a fantastic achievement in completing the programme successfully and we believe they are the first stand-alone nursery in the country to do so. Finally, you’ll see details below from Razia Butt of an extremely exciting conference happening in February at the Blues Ground. Please do attend if you can, it promises to be an excellent day. School Funding update At this point based on the indicative allocations we have received from the DfE for Reception to Year 11 provision we can say the following: 1. For 2018/19 we have received a 0.5% per pupil increase in our total school block equating to

an indicative £5.044m increase over 2017/18 (final allocations will not be known until December). The 0.5% per pupil increase:

• does not cover expected pay awards and price inflation for 2018/19.

• is based on 2017/18 pupil characteristics data so while we will receive an increase in funding if October 2017 census pupil numbers show a increase compared to October 2016, we will not receive any additional funding if for example deprivation eligibility has increased – it will have to be subsumed within the overall school block total

2. It is important to understand that while the DfE have produced indicative notional budgets for

each school using the NFF it is only for the purpose of arriving at the indicative School Block total. It is not what schools will receive when Birmingham (and other local authorities) apply the NFF or continue with their local funding formula (which the regulations will allow for the next 2 years). We have undertaken modelling on what it would mean to apply the NFF from 2018/19 and are currently consulting with schools. The modelling indicates that up to 371 schools out of 386 (including academies and free schools) will receive lower levels of funding compared to the current local formula before MFG is applied. Our intention would be to apply the maximum permitted MFG of 100% protection which would mean funding per pupil stays the same as 2017/18

In the case of High Needs the increase in funding is £4.807m which, although welcomed, is insufficient to meet current pressures. We expect a similar incremental increase in high needs funding for 2019/20. In total the indicative increase in the School, High Needs and Central School Services block is £9,986k which is 0.95% above the 2017/18 baseline and places Birmingham in the bottom 12 local authorities in England. Connecting globally, acting locally, leading compassionately: 9 February 2018 All Birmingham schools are invited to attend a conference taking place on Friday 9 February 2018 at St Andrew’s Stadium. The conference will offer an alternative vision to school improvement by blending approaches from the CoED Foundation, SACRE and UFA. Action Counters Terrorism For Youth campaign Action Counters Terrorism (ACT) is Counter Terrorism Policing’s brand platform which brings together communications to warn, inform and reassure the public, and encourage them to take action to help save lives. In September, ACT’s Act For Youth campaign launched, designed to help educate 11 to 16 year olds on how to stay safe in the event of a firearms or weapons terrorist attack. Key advice is to follow Run, Hide, Tell guidance until police arrive on the scene but insight shows that this messaging is not always effectively reaching younger audiences. The second phase of the campaign started this week and focuses on the launch of an animated film in conjunction with the first-ever terrorism safety lessons to be taught in UK schools. This phase of the campaign is aimed at education practitioners, including teachers and youth group leaders, and encourages them to use the PSHE designed lesson plans as part of educational activity with 11 to 16 year olds. SINCE 9/11 is a UK Educational Charity established on the 10th anniversary of the September 11th terrorist attacks which killed almost 3000 innocent people. Our mission is to educate younger generations on 9/11 and terrorism, in order to help prevent future atrocities and ensure that the victims of terrorism are never forgotten. Fair Access Protocol workshops for Headteachers and Chairs of Governors You will be aware that the revised Fair Access Protocol has been circulated and that we are asking for all schools to sign up to confirm they agree with it. Speed Down, Save Lives

Driving is unpredictable and if something unexpected happens on the road ahead - such as a child stepping out from between parked cars - it is a driver’s speed that will determine whether they can stop in time. That’s why we believe that Slower is Safer, and we are encouraging your school community to take part in the Speed down Save Lives campaign during Road Safety Week (20-26 November 2017). In Birmingham, 20mph speed limits have been implemented in three areas of the city, City Centre, Central East and Central South. We are launching a Slower is Safer toolkit for schools, containing

activity ideas, lesson plans and resources to enable you to deliver your own 20mph themed activities. If your school is within a 20mph speed limit area and you would like to be one of the first to test out our free kits, please email [email protected]. Brake (the Road Safety charity) also has a free Speed Down Save Lives action pack available online to all schools, organisations and individuals. The best way to improve road safety around the school gate and help improve the physical and mental wellbeing of your school community is to cut down on car journeys. Encourage children, parents and staff to walk, cycle and use public transport to get to school. And remember to wear bright clothing as we head into winter and darker mornings and nights. Sign up to Modeshift STARS for help with travel planning, then activities during Road Safety Week will help you work towards bronze, silver or gold accreditation. Birmingham Online Bullying Survey 2017-18 BRAG is excited to announce the publication of a new online anti-bullying survey for Birmingham Schools. Two versions of the survey are available, primary & secondary, with supporting lesson plans & presentations available on our website. Our intention is that by collecting information about what is happening in our schools we can better plan our resources to prevent and respond to bullying effectively. School Organisation: Harborne Primary School The Governing Body of Harborne Primary School has made a decision for the following proposal: Revocation of Expansion onto the site of Lordswood Girls’ School.

Harborne Primary School is a community primary school located on Station Road, Harborne, within the Harborne ward of the Edgbaston District of the City. In November 2014 the Governing Body issued proposals and made the decision to expand the school onto an additional site at Lordswood Girls’ School.

• At Boldmere Infant and Nursery School; and Boldmere Junior School

• To establish a resource base to provide for up to 24 infant and junior pupils

• For pupils with diagnosed autistic spectrum condition (ASC) and a statement of special educational needs (SEN); or an education, health and care plan (EHCP) which names one or both of the schools

U.K Youth Parliament: Opportunities for 11-18 year olds The UK Youth Parliament provides opportunities for 11-18 year olds to use their elected voice to bring about social change through meaningful representation and campaigning. Members of Youth Parliament (MYP) are elected in youth elections throughout the UK. Once elected, MYPs attend

and organise events and projects, run campaigns and influence decision makers on the issues that matter to young people. Schools and college in Birmingham are being asked to put forward candidates to campaign for the five MYP and five deputy MYP vacancies to represent Birmingham on a regional and national level for the next two years. As many of you will know, Ambition School Leadership is a national education charity, building a network of exceptional school leaders at all levels to transform the lives of the children who need it most. You may not be aware that, alongside their well-known Future Leaders and Teaching Leaders programmes, they also offer Executive Educators programmes. Executive Educators: Leading Several Schools is designed to support serving executive leaders who have recently made the transition from headship to executive leadership, and whose role is focused on several (2+) schools. The programme supports participants to navigate the transition from headship to executive leadership, equipping them with the skills and knowledge to successfully and confidently lead several schools. It combines research-driven and expert-led training sessions with insights from experienced executive leaders, alongside opportunities for personalised development through structured peer learning and one-to-one executive coaching. Using the Autism Education Trust (AET) Schools programme: A Seminar for School Governors and Senior Leaders The AET programme is funded and approved by the DfE. It offers nationally delivered face to face training for staff working with children and young people with autism in mainstream and specialist settings. A set of national autism standards and a professional competency framework support the training modules (autismeducationtrust.org.uk).The programme is delivered by the Communication/Autism team and forms the basis of our model of service to all school in Birmingham, supporting schools to develop autism provision and staff knowledge. The session will provide an overview of the AET programme and will include:

• An introduction to the Tier 1 training module

• Case study of a Birmingham school and how they have implemented it within their setting

Safer Recruitment The purpose of this course is to assist schools and services to improve processes that help deter, reject or identify people who might abuse children or who are otherwise unsuited to working with them. Also to assist schools and services to meet the mandatory requirements of the Staffing Regulations, concerning staff appointment interviews. At the end of the course participants will take the Safer Recruitment examination. By the end of the training participants will have:

• An understanding of aspects of offender behaviour, characteristics of abusers and of how child sex abusers typically operate within organisations

NCTL Funded training in Physics, Languages and Maths for Secondary Teachers Free TSST training is available for Secondary Physics, MFL Teachers, Mathematics Teachers across the region with BCTSA. These Subject Specialism courses are aimed at those who are new to teaching a specific subject, who are returning to teaching, or who need to refresh their teaching practice in a certain area. The Physics programme is delivered in partnership with Keele University and is an established course with plenty of chances to try new science practicals. Previous delegates have said “the sessions were really engaging and useful – great ideas to take back to school”. Futures Cloud Training (previously Policy Central): 4 December 2017 Policy Central is upgrading to Futures Cloud - the latest in cloud technology to ensure that school leaders can identify potentially concerns or incidents. Futures Cloud will reduce the chance of potential risks being missed. A few places are left on this half day course! Delegates will examine some of the issues that pupils can be exposed to and be trained to use Futures Cloud effectively. This improved software will identify peer-to-peer cyberbullying, instances of grooming including radicalization, sexual threats, inappropriate or harmful behaviour, domestic violence and neglect. Hosted schools can work on their school system to review and update their settings. This session will support Headteachers or Senior Leaders meet the requirements of keeping children safe in education and will provide an understanding of:

GDPR - Data Protection for Senior Leaders: 24 November 2017 This additional training course is available for delegates to register. Delegates will hear about and discuss key differences between the current Data Protection Act 1998 and the new GDPR that will require schools and academies to make some changes to the way they collect, process and manage personal data. As part of the course: delegates will be signposted to resources; they will be offered support to gather information on how establishments currently process personal information, including advice for good practice moving forward in line with GDPR compliance. This course will enable delegates to:

• Understand the changes that GDPR will bring • Gain practical advice for compliance; taking action now to prepare for 25 May 2018 • Create an action plan and begin an information assets audit • Deal with Access Requests and Data Breaches

Identify risks and make sure that appropriate mitigations are in place to ensure that reasonable measures have been taken to protect data. Junior Memory Championship 2017/2018 Schools can now register for the Junior Memory Championship 2017/18. Participation in the Junior Memory Championship gives you access to substantial training materials which include a wide range of detailed lesson plans weaving memory training into the curriculum.
