The nearest domestic airport is located at Ranchi. Ramgarh is the nearest township with railway station. A SCOPE OF SUPPLY FOR HDPE PIPES

1.0 INTRODUCTION ABOUT PROJECT

The North Karanpura Coalfield is the western most and second largest (1230 km2) coal basin of the Hazaribagh, Palamu and Chatra districts of Jharkhand, India. It is situated about 60 km northwest of Ranchi and 20km SW of Hazaribagh. North Karanpura CBM Block (NK-CBM-2001/1) is a part of the North Karanpura Coal field covering an area of 340 sq. Kms. Subsequent to relinquishment of 68.5 sq.km area after initial assessment, 271.5 sq.km are left for CBM exploration and development. Presently, approx. 49 sq. kms area has been carved out for initial development with a provision for further development in future. The North Karanpura block area is sparsely populated with a forest cover of over 20% of the area. Active coal mines are few in this coalfield and all are located outside the block area. PEPL, referred to as Company, on behalf of consortium partner comprises of ONGC, IOCL & PEPL proposes to start CBM development operations by drilling 68 vertical wells in North Karanpura CBM Block NK-CBM-2001/1, Jharkhand starting in the year of 2017-18. Company plans to develop surface facilities for 74 wells (6 existing wells & 68 new development wells).

2.0 REFERENCE DOCUMENTS AND ATTACHMENTS

The applicable sections of the latest editions of the codes, standards and specifications listed below shall be considered part of this Scope of Supply. In case of any conflict between the reference documents, the Vendor shall notify the Buyer in writing. In general, the order of invoked priority for specifications and reference documents shall be:

4.0 SCOPE OF SUPPLY

4.1 OUTLINE SCOPE OF SUPPLY

4.1.1 This document defines the Scope of Supply to be performed under the Material Requisition.

4.1.2 Seller’s scope shall include, but not be limited to the following:

4.1.2.1 Sourcing and supply of the material listed in the requisition (HDPE pipe)

4.1.2.2 Vendor data required in the requisition

4.1.2.3 Inspection and testing as per material requisition and approved Inspection and Test Plan.

4.1.2.4 Preparation, preservation and packing for shipment including material

4.1.3 The material shall be supplied in accordance with the documents contained in the MR.

4.1.4 Seller shall note that compliance with the Scope of Supply & specifications stated therein shall not relive the Seller from the responsibility of supplying pipes to meet the start up, operating and performance guarantee conditions as per this Material Requisition.

4.2 DETAIL SCOPE OF SUPPLY

4.2.1 Seller’s Scope of Supply

4.2.1.1 Seller’s scope includes supply of the material identified on MR. Seller shall note that the scope of supply stated herein is to be considered as the minimum requirement. Any item necessary to meet the requirements of this Scope of Supply and statutory rules / codes though not explicitly stated herein, shall be deemed included in Seller’s Scope of Supply. Seller shall have full responsibility for supply of the material, which is complete and meets all identified codes, standards and Project requirements.

4.2.1.2 Material to consist of items identified by size, quality and description

4.2.1.3 Seller’s Scope includes supply of Special tools (if any) required for unloading the pipes at Buyer’s yard. A detailed list of such Special tools shall be submitted to Buyer along with the Bid.

4.2.1.4 Seller shall procure HDPE Resin material from reputed source in India, Middle East, Europe & USA and approved by Buyer. If Seller is sourcing the natural resin, then P – type material shall be used for carbon black master patch which is suitable for gas application. Seller to take prior approval for sourcing this material.

4.2.1.5 All HDPE pipe shall be provided in the largest spoolatable lengths, unless pipe diameter prohibits this. For diameters that are too large to be spooled, the minimum length shall be 12 M (nominal) unless specified otherwise.

4.2.2 Quality Assurance, Inspection, Testing and Certification

ITP FOR Raw Material shall specify the Resin Name, applicable ASTM standard and the material Cell Classification.

ITP for HDPE Pipe shall specify the Resin Name, applicable ASTM standard, Material Cell Classification and SDR

Seller shall submit Inspection & Test Plan for the Raw Material (Resin) as per ASTM D2513, for the HDPE pipes in Gas Service and for HDPE pipes in Water service as per ASTM F2619

Seller shall submit the Material Test Certificates from the Resin Manufacturer for the Raw Material(Resin).The Material Test Certificates from the resin manufacturer shall include following as the minimum:

Seller shall carry out Type Testing of HDPE Pipe and Resin Material at a reputed independent laboratory such as CIPET etc.

Inspection & Test Plan for Type Testing shall include all include all ASTM D2513 &ASTM F2619testing requirements and shall be submitted for Company’s review and approval prior to approval of Testing.

Test for the Slow Crack Growth (SCG) Resistance as per the ASTM F1473 or ISO 13479 shall be carried out at a reputed independent laboratory. If, SCG has already been carried out by the Seller then Test Reports for the same shall be furnished by the Company.

Seller shall submit Type Test Reports for the HDPE Pipe and Resin Material for Company’s review and Comments.

Following are the minimum Inspection & Testing requirements for the HDPE pipes as per the ASTM D2513(Gas Service ) during the production of HDPE pipes.

For HDPE Pipes

If the test results are not in compliance with the relevant ASTM standards; Note A1.2 of ASTM D2513 shall be referred for pipes in Gas Service and Section 9.1 of ASTM F2619 shall be for pipes in Water Service.

4.2.2.1 The material shall be inspected by Buyer and or Buyer’s appointed Third Party Inspection Agency (TPIA) as per MR & approved ITP.

4.2.2.2 TPIA is in Buyer’s Scope and will be appointed by the Buyer’s.

4.2.2.3 Seller shall submit inspection and test plan (ITP) for Buyer’s review and approval.

4.2.2.4 Material certification shall be to EN 10204 Type 3.1 as a minimum.

4.2.2.5 The Seller shall issue inspection to the Buyer for all test mentioned in the approved ITP. The Buyers and /or Buyers representatives reserves the right of Inspection and testing at the Seller’s Sub – Seller’s works.

4.2.2.6 The Buyer shall issue a Release for Shipment for each shipment after review of the Seller’s Quality Verification Documentation.

4.2.3 Preparation for Shipment and Preservation

4.2.3.1 Seller shall supply a comprehensive packing list, for each shipment, clearly identifying the bulks supplied, with detail description and quality.

4.2.3.2 Seller shall carry out a detail inspection of all the shipments prior to delivery,with respect to packing list in order to ensure the completeness of the material.Buyer reserves the right to dispatch its authorized representative to witness the inspection.

4.2.3.3 Supplier of HDPE Pipes shall make necessary arrangements for optimum utilization of space time & cost and apply techniques /methods such as Nesting during transporting of HDPE Pipes.

4.2.4 Receiving Inspection at Site

Within thirty days of receipt of material at site, an Inspection of the material shall be carried out by the representatives of Buyer. The objective of the inspection is to check and verify completeness of supply including damages. A report shall be prepared identifying the list of short receipt / missing / damaged supply (if any). Buyer shall give Seller two weeks to discuss the report.

Seller shall ensure prompt and time bound replenishment of all short receipt damaged items within Buyer’s project schedule.

4.3 TECHNICAL REQUIREMENTS

4.3.1 General requirements

4.3.1.1 All bulk piping materials shall be supplied in strict accordance with the applicable technical requirements in this scope of supply and with the applicable referenced standards.

Vendor shall quote on piping materials in the MTO that he can supply to meet the exact requirements of this scope of supply. Alternate quotes, unless requested to the specifications described in the MTO will not be accepted.

The following documents are part of this Scope of Supply:

Seller Documents Requirement Schedule (SDRS). Inspection Test Plan (Furnished by Seller, approved by Buyer)

The SDRS specifies the required documentation that the vendor shall provide and states the required time frame and number of copies to be supplied. The Inspection test Plan specifies the inspection and test activities to be performed and level of control during the manufacture of materials.

Materials shall be recently manufactured, new and un unused without any repairs of first quality (not second grade) conforming to relevant specification or other applicable specifications.

Tests for the Raw Material (Resin) and Pipes shall be carried out during the production as [per ASTMD2513 (Gas Service) and ASTM F2619 (Water service) for each resin batch or as mutually agreed between Company and Seller. The samples required to fulfil these tests shall be taken at random throughout the resin batch.

4.3.2 Specific requirements

Unless specified differently in the requisition, the following material standards shall be applicable for each listed component type.

High density Polyethylene Pipe for Gas Service

Grade: PE 100 / PE 4710 Cell classification: PE 445576C as defined in ASTM D3350 Dimensional per ASTM D2513. However the outside diameter & minimum

wall thickness shall meet the requirements specified in the MTO. The Hydraulic design Basis of HDPE materials for gas service shall have

been validated per section 5.9 of ASTM D2513 within five years of the date of manufacture. The production of the materials shall not have substantial changed between the time of validation and the time of manufacture. Any substantial change in the production of the material shall warrant re-validation of the process.

High density Polyethylene Pipe for Water Service

Grade: PE 100 / PE 4710 Cell classification: PE 445576C as defined in ASTM D3350 Dimensional per ASTM D2513. However the outside diameter & minimum

wall thickness shall meet the requirements specified in the MTO.

For Material not specially listed, the material standards called out in the item description shall supply.

a) HDPE Pipe Supply Length, (New Supply) per below:

Seller shall supply HDPE Pipes in length as per the details provided below:

Size 4” - supply shall be in coils

Size 4” - Coil Size should be either 100 meters or more

Above 4” Size- 12 meter (nominal) minimum length

b) Short Length of Pipes, (New Supply) per below:

In case of power failure, there is a possibility of defects on the pipe surface which are not acceptable. Such defective length of pipes shall be cut and pipes with reduced length between 6m to 11m shall be supplied. Short length of supply quantity shall not exceed more than 2% of the total PO quantity of each size.

4.3.3 Marking

All piping materials shall have permanent identification markings in accordance with the applicable ASTM specification, and as specified herein as a minimum.

The minimum information to be marked on all pipes shall be follows:

All pipes shall be provided with outside surface color strips as specified in the MTO. These color strips shall be inseparably co-extruded as part of the pipe outside surface.

Cut pipe ends shall be squarely cut and clean without ledges, shaving tails, burns or cracks.

All pipes shall have outdoor storage stability of at least 5 years and there shall not be any deterioration in pipes due to prolonged exposure to Solar Radiation and Weathering.

HDPE Pipes may remain in contact with certain chemicals in hydro-test water like Biocides/Oxygen Scavengers etc. Seller shall confirm that due to addition of such chemicals, HDPE Pipe shall not have any impact /deterioration in its mechanical or physical properties.

Seller shall submit Qualified Joining Procedures for Butt & Electro-fusion Welding. These joining procedures shall include parameters such as Material Grade, Pipe Size, Wall Thickness, Welding Temperature, Holding Pressure etc.

4.4 FINAL DOCUMENTATION

Seller shall submit comprehensive Manufacturer Data Records (MDR) for all material in accordance with the SDRS. MDR shall include all test reports. Prior to submission, MDR index shall be submitted for review and approval by Buyer. These Data books shall include, but shall not be limited, to the following:

All engineering deliverable marked as “Certified Final” or “As Built” whichever is applicable.

Inspection and Test procedures.

All Inspection reports and test certificates.

Material test reports

Catalogue of all components.

Installation / Erection instruction manual.

Inspection and Test Plan (ITP).

TPIA Release note.

Buyer’s Release for shipment.

Seller shall provide two sets of soft copies on DVD’s and four sets of hard copies of all above documents including software, Manufacturer Data Records and Manuals.

5.0 BID DOCUMENTATION

Seller shall submit the following details as a minimum along with the bid:

1. List of Special tools, as may be required. 2. Seller’s organization chart for the project. 3. ASTM/ ISO Certificate. 4. ITP for similar project executed earlier by Seller. 5. Quality & HSE documents. 6. Detailed Schedule indicating key milestones, with realistic activity duration &

logical sequence and proper interfaces and highlighting the critical path. Schedule to include commissioning and performance test.

7. Reports of Previous Projects with similar magnitude & complexity to establish Seller’s capability / expertise:

8. Descriptive brochures and catalogue / manuals, as appropriate. 9. Guaranteed Performance Parameters. 10. Documentation giving guidelines/procedures on safe storage & handling of

HDPE Pipes. The Procedures shall provide minimum information on stacking height, precautions for storing & handling pipes in open yards as the pipes will be stored in the yard for longer duration before put to use.

This Specification defines the minimum technical requirements for manufacturing, inspection, testing and supply of HDPE fittings for North Karanpura (Ranchi) CBM field development project.

4.0 TECHNICAL REQUIREMENTS:

4.1 GENERAL REQUIREMENTS

4.1.1 All materials shall be supplied strictly in accordance with the applicable technical requirements in these specifications and with the other applicable referenced standards.

4.1.2 Material shall be new (not older than 2 years), unused, without any repairs, of first quality, conforming to relevant applicable specifications.

4.1.3 Inside Diameter of the fittings at weld ends shall match with SDR 17 pipes of same IPS size

4.1.4 All fittings shall have the pressure rating equivalent to the SDR 17 pipes of same grade.

4.1.5 The Seller shall source HDPE Resin material from reputed manufacturer in India, Middle East, Europe and USA. Resin shall be procured from reputed manufacturers such as Borough Pte LTD, Lyondell Basell, Ineous

In case, resin material is sourced from any other manufacturer then the following information and Resin Test results shall be furnished as per Cell Classification CC4455 76C of ASTM D3350 for the Buyer review and approval

Validation of Resin material for “Minimum Required Strength” (MRS) as per ISO 9080/ISO 12162 or “Hydrostatic Design Basis “(HDB) as per ASTM D2837 shall be validated as per section 5.9 of ASTM D2513. Any substantial change in the manufacturing of the resin material shall warrant re validation of the process.

The Seller shall provide sectional drawings of all fittings for the Buyer review and approval prior to start of manufacture/supply of fittings.

6.4 Fabricated Fittings

6.4.1 All jointing for fabricated fittings shall be carried out by Butt Fusion process.

6.4.2 Inside Diameter (ID) of the fittings shall match with SDR 17 pipes of same size.

6.4.3 All fittings shall have pressure rating equivalent to the SDR 17 pipes of same grade

6.4.5 if higher thickness pipes are anticipated to meet the above requirement, it shall be

ensured that the Inside diameter at Butt Fusion ends shall match that of SDR 17 pipes

of specified IPS size.

6.4.6 As these fittings are meant for pig-gable pipeline application, the inside diameter of all

the fabricated fittings shall be explicitly stated in the bid.

6.4.7 The ends of the fittings shall be suitable for making butt fusion joints at site.

shall be made to PLD- 0011/PLD -8012 for dimension details

6.5.4 The interior of the fitting should not contain sharp edges in which pig can get stuck

6.5.5 Bevel end preparation at steel end shall be as per ASME B31.8. HDPE ends shall

be suitable for Butt Fusion joints

6.5.6 The seller shall provide sectional drawings of proposed transition fitting design for

7.0 Marking

7.3 All fittings shall be marked on the body or hub. For transition fittings, markings shall be

made at both HDPE and SS sides.

ATTACHMENT A- QULAIFICATION AND TESTING OF BUTT FUSION JOINTS

1.0 Procedure Qualification

To verify the quality of the fusion process and machine function, the Seller shall carryout

qualification test in accordance with ASME Sec. IX, clause no. QF- 200 using preliminary

Fusion Procedure Specification (FPS) as specified in QF- 480 of ASME Sec. IX.

Qualification/Testing shall be carried out in the presence of a TPIA.

The proposed pipe wall thickness ranges for procedure qualification in accordance with

QF202.2 shall be as follows.

1.1 Visual Inspection

Visual Inspection shall be carried out upon completion of the butt fusion. Allow the fusion

joint samples to cool to ambient temperature. The V groove between the beads should

not be deeper than half the bead height above the pipe.

The following guidelines for acceptable and unacceptable visual appearance for butt

fusion samples shall be considered applicable.

Acceptable visual appearance: Proper double roll -back bead with proper alignment.

Unacceptable visual appearance: Incomplete face- off

1.2 Reverse Bend testing of fused joints

To ensure the quality of fusion joint, the bend back testing of fused joints shall be carried

out as detailed below:

Cut the joints into straps as given in Fig: QF- 463 of ASME Sec. IX. Bend test shall be in

accordance with QF- 143 of ASME Sec. IX

Minimum four straps shall be cut at locations 12,3,6 and 9’o clock positions for two joints.

The cut sample shall be visually inspected for bond continuity and strength. The cut

sample shall not have any indication of voids, gaps, misalignment of surfaces, In case

any of the defects present the new test sample shall be prepared and tested again.

Bend each sample at the fusion joint with the inside of the pipe facing out until the ends

touch. Upon bending, sample shall be free of cracks and separations within the fusion

joint locations. If failure occurs at the weld in any of the samples then the fusion

procedure shall be reviewed and corrected and retest shall be carried out.

1.3 In case of any test sample fails to meet the applicable acceptance criteria the retest shall

be carried out as below. The causes for the test failure shall be analyzed and accordingly

the relevant parameters shall be changed.

After correction, another two sample fusion joints should be made per the new procedure

and retested.

Upon successful completion of testing, the Seller shall make the proper records with the

parameter monitored/applied during procedure qualification. The seller shall propose the

suitable format to accommodate all the necessary information and the essential variables

as applicable for the consultant /company review and approval. For each qualification,

the records shall be maintained and made available for verification.

All procedure qualification shall be certified by a TPIA.

1.4 Submission of Fusion Procedure Specification (FPS) and QPR

Upon successful completion of all testing, the Seller shall submit the Fusion Procedure

Specification along with supported Fusion PQR for review and approval of the Company

/Consultant. The formats shall be in accordance with QF-480 of ASME Sec. IX.

2.0 Qualification of Butt Operators

Each butt operator shall be qualified in accordance with clause no. QF - 300 of ASME

Sec. IX, Code.

The pipe diameter range for performance qualification shall be as per Table QF- 452.3 of

ASME Sec. IX. Fusion joining machine operator shall be re-qualified when there is

change in butt fusion joining machine/equipment manufacturer. Upon successful

qualification of butt fusion procedure, the same parameters shall be applied and

subsequently all operators to be qualified.

Visual and reverse bend test shall be carried on test samples for operator qualification in

accordance with Clause no. QF- 321 of ASME Sec IX Code.

A fusion machine operator who fails one or more tests prescribed in QF -302 of ASME

Sec. IX, as applicable shall be retested in accordance with Clause no. QF- 321 of ASME

Sec IX Code.

The Seller shall maintain the unique number for each operator and operator qualification

record shall be maintained for verification.

The records of fusion machine operator performance qualification tests shall include the

qualified ranges of essential performance variables. , the type of tests performed, and

the test results for each of fusion machine operator. Suggested forms for these records

in Form QF- 484 of ASME Sec IX Code.

The Seller shall ensure that each operator shall have adequate training and proper

guidance as required prior to production joints.

C SCOPE OF SUPPLY FOR HDPE PLB DUCTS

The Material Requisition and attachments form an integral part of this RFQ and will form

the technical basis for any resultant Purchase Order.

I SCOPE OF WORK

The WORK defined and described hereunder is not exhaustive. Seller’s scope includes

but not limited to the following.

1.0 Supply of new Goods should be as detailed in “Technical Specifications” &

Form A “Price Break Down Structure”.

2.0 Seller shall be responsible for complete design, manufacturing and supply of

Goods detailed in “Technical Specifications” and Form A – “Price Break Down

Structure”.

II SCOPE OF SUPPLY & TECHNICAL SPECIFICATIONS:

1.0 General: This section defines minimum requirements for manufacturing/ supply of

GOODS. All materials supplied under this specification shall be manufactured in

compliance to the latest edition of ASTM/IS/TEC standard specifications and other

requirements of BUYER as specified hereunder:

Bidder’s scope includes manufacturing and supply of the following:

HDPE Permanently Lubricated Duct (PLB) DUCT for Optical Fibre Cable Insertion as

specified in Form A – “Price Break Down Structure” and Annexure B - Technical

Specifications

2.1 Inspection

Prior to supply Seller shall get the Goods to be supplied under this Purchase Order

inspected by PEPL representative or PEPL authorized agency at Seller’s premise.

Seller shall submit to Buyer inspection report issued by PEPL representative or PEPL

authorized agency prior to supply. Seller shall notify Buyer at least 4 days prior to the

proposed inspection date, to facilitate PEPL to depute its representative.

The above inspection shall not relieve the Seller of his responsibility to supply Goods

as per ASTM/IS/TEC specifications. Seller shall replace at its cost all Goods, which

Buyer finds defective or not in conformance with the ASTM/IS/TEC Standards.

2.2 Testing

All Goods supplied against the order shall be tested as per ASTM/IS/TEC

specifications. Seller shall furnish a certificate of compliance that the Goods have

been manufactured, sampled, tested and inspected in accordance with the

ASTM/IS/TEC specification.

2.3 Marking

On each of the Goods shall be permanently marked by the manufacturer with the

following information, wherever applicable:

2.5 Packing

Bundling and shipping of Goods shall be as per standard industry practice.

Goods shall be delivered at Buyer’s designated base at PEPL warehouses,

North Karanpura,Ranchi.

Packing of Goods shall withstand rough handling during transportation, loading

and unloading.

2.6 List of Document to be submitted with bid

Bidder should submit documents including but not limited to followings along with bid:

1 Melt Flow Index

The change in the MFR caused by processing of raw material into the duct i.e. the difference between the measured value for the outer layer material from the duct and measured value for the raw material shall not be more than 30%. (The test shall be conducted by collecting raw material from the hopper during the extrusion and finished duct made from the same material)

2 Ash Content 0.3% max About one gram of the sample under test shall be taken and dried at 1050C for two hours in a platinum or glazed porcelain or silica or quartz crucible. The weight of the sample shall be noted. Subsequently, the sample with the crucible shall be transferred to a muffle furnace maintained at 600 + 500C and allowed to remain there for three hours. The ash content may be calculated as a percentage of the weight of the original shape

3 Environmental Stress

No Cracking ESCR test shall be carried out as per ASTM D 1693 when tested with 10% Igepal (CO 630) solution at 50 + 10C. For type approval testing the duration of the test shall be 1000 hours. For acceptance testing the duration of the test shall be 48 hours.

4 Oxidation Induction

8 Crush Resistance Test

Deflection not greater than 10% with load 50 kg and after recovery less than 2%.

Sample of duct of 150 mm + 2 mm in length shall be subjected to a dead load of not less than 50 Kg for one minute and shall be allowed to recover for 5 minutes. The deflection with load on and after recovery period shall not exceed 10% and 2% respectively.

9 Impact Strength There should be no crack/split when 10 kgs of load from 1.5 mtrs height after conditioning at 00 C for 1 hr duration
