ACKNOWLEDGEMENT The original concept and development of the SERAT program was through the combined efforts of James H. Strothers, member of the founding Squadron, Sanibel – Captiva Sail and Power and Tim Barrett, Training Officer, for the Sanibel Fire and Rescue District.
PREFACE This manual is intended to be a guideline for the Squadron Emergency Response Assistance Team program. All activities must conform to the USPS Bylaws and the Operations Manual. Should it be found there is a conflict between this manual and said areas steps should be taken immediately to remove the conflict.

SERAT Squadron Emergency Response Assistance Team
Section 1.0
Purpose: The Squadron Emergency Response Assistance Team is a sanctioned arm of this Sail and Power Squadron operating as an internal organization within said Squadron. The mission of the Squadron Emergency Response Assistance Team is to render voluntary assistance to the local Fire and Rescue Department, local Police Department and other Agencies in the event of a water related emergency. The duties shall be to provide a team of qualified and experienced boaters with knowledge of the local waters that are willing to donate time and effort to assist in the event of an emergency. Such emergency may consist of a water rescue, water search and rescue, water related patrols and/or help in securing the area of the emergency. It is recognized this will be a volunteer team called to render assistance and if at anytime a member of the SERAT feels they are uncomfortable with the assignment at hand they will NOT be compelled to assist.

Section 2.0
Section 2.01 Team Membership: Membership on the SERAT is open to any member of the United States Power Squadrons who is willing to volunteer his or her services with the qualifications listed for each type of membership.

Section 2.02 Captain Member B (Boat):
1. Captain Member B is open to any member who wishes to utilize his vessel as part of the SERAT unit.
2. Members shall have at least the grade of Pilot or provide proof of greater. Qualifications: i.e. United States Coast Guard License
3. Members shall have completed any First Aid requirements of the local Fire and Rescue Department.
4. Members shall hold a valid CPR/AED card. 5. Member’s vessel shall have a current Vessel Safety Inspection
Decal and provide a copy of the inspection to the Vessel Compliance Committee.
6. Vessel shall be equipped with a Marine VHF radio. Members shall follow the radio procedure protocol set up by local Fire Rescue Department, Police Department and/or other Agencies when responding to assist.
7. In addition to the minimum safety equipment the vessel shall have at least one throw able device with tethering. Additional on- board material as determined by the SERAT Team Leader.
8. When rendering assistance the vessel shall display all appropriate identification such as the Kilo Flag (Desire to Communicate) , identification lights and other identification as established by the SERAT Team used to identify the vessel as part of the team to the proper Authorities.
9. No member shall participate in any on-water activities without wearing a USCG certified life vest approved by the Team Leader.
10. Members are subject to Section 2.06 requirements.

Section 2.03 Captain Member NB (No Boat):
1. Captain Member NB is open to any member who does not own or does not wish to utilize his vessel as part of the SERAT unit.
2. Members shall have at least the grade of Pilot or provide proof of greater. Qualifications: i.e. United States Coast Guard License.
3. Members shall have completed any First Aid requirements of the local Fire and Rescue Department.
4. Members shall hold a valid CPR/AED card. 5. No member shall participate in any on-water activities without
wearing a USCG certified life vest approved by the Team Leader.
6. Captain Member NB must maintain the same requirements as a Captain Member B with the exception of the vessel requirements. A Captain Member NB may command another SERAT vessel only if authorized by the Captain of an approved SERAT vessel. The authorizing Captain must be aboard the vessel at the time a Captain Member NB is commanding the vessel.
7. A Captain Member NB may be upgraded to Captain Member B upon completion of the requirements for said membership.
8. Members are subject to Section 2.06 requirements.

Section 2.04 Crew Member:
1. Members shall have at least the grade of Seaman or provide proof of greater qualifications.
2. Crew Members are not authorized to command a vessel during a SERAT operation even if that vessel is owned by the crewmember.
3. Members shall have completed any First Aid requirements of the local Fire and Rescue Department.
4. Members shall hold a valid CPR/AED card. 5. No member shall participate in any on-water activities without
wearing a USCG certified life vest approved by the Team Leader. 6. Any Member may be upgraded to Captain Member B or NB upon
completion of the requirements established for said membership. 7. In addition to Section 2.04.6 a Crew Member must participate in
a minimum of two (2) on-water SERAT drills prior to being upgraded to Captain Member B or NB.
8. Members are subject to Section 2.06 requirements.

Section 2.05 Auxiliary Members: This is the entry level designed to allow a person to volunteer to
assist with the Team mission. 1. Members need not be a member of the (SQUADRON NAME)
Sail and Power Squadron. They must however be a spouse or significant other of a member of the Squadron.
2. No Auxiliary member shall participate in any on-water activities. 3. Auxiliary members may assist the Team with land-based
operations. These operations may consist of telephone communications, coordinating assignments of the Team with the Team Leader during an operation, arranging to obtain and provide relief supplies to Team members participating in an on- water assignment and any other general assistance that may be needed.
4. Auxiliary members are encouraged to complete any First Aid requirements of the local Fire and Rescue Department
5. Auxiliary members are encouraged to hold a valid CPR/AED card
6. Any Member may be upgraded to Crew Member or Captain Member NB or B upon completion of the requirements for said member.

Section 2.06 Retention of Membership Level:
Training and Education is an important function of the SERAT unit. All levels of membership require various standards and qualifications in order to obtain a designated level. Maintaining these standards and qualifications is essential to the operation of SERAT. SERAT conducts monthly meetings, periodic training sessions and on-water training exercises to maintain and enhance the qualifications and skills of the members.
The following commitments are recommended for members to
maintain the standards and qualifications essential to the operations of SERAT depending on your level of membership.
1. Attendance at regular monthly meetings. 2. Attendance at periodic training sessions. 3. Participate in on-water exercises. 4. Maintain as current all vessel requirements (i.e. VSC) if
applicable. 5. Maintain as current all educational requirements (i.e.
CPR/AED card). 6. Maintain all SERAT issued equipment in good condition.
Equipment to be reviewed and checked annually or as deemed necessary.
7. Communicate all activities to the respective Compliance Committee Coordinator.

Member activity will be reviewed yearly in order to monitor the commitment level for all members. Consideration will be given to those members who are seasonal residents when reviewing the commitment levels. Members will be notified if it appears the commitment level does not match the member’s classification to review their intentions. If it is determined that a member cannot fulfill his or her commitment level they may be reclassified to a member classification that meets their current commitment level until a higher level of commitment is achieved.

Section 3.0
Section 3.01 Organization The SERAT Team shall be under the office of the Commander of the Sail and Power Squadron. The organizational structure of the SERAT Team shall consist of a Team Leader, Assistant Team Leaders (1st, 2nd, etc.), Auxiliary Group Leader, Captains B and NB, Crew Members and Auxiliary Members. Additional Assistant Team Leaders may be developed as the need arises. The SERAT Team is established having its own unique Membership requirements and Command Structure. The Team structure is considered to be consistent with the USPS Command structure at the National, District and Squadron levels. As such the SERAT Team shall be considered an internal organization within the individual Squadron acting as a liaison with outside organizations to accomplish its mission.

Section 3.02 The Team Leader shall:
1. Coordinate the activities of the SERAT Team. 2. Be responsible for notification of Team members for assistance
calls. 3. Maintain a list of all Team members and qualifications. 4. Provide a current list of members to the local Fire and Rescue
District, local Police Department and any other appropriate Agency as required.
5. Maintain a list of all equipment purchased for the use of the SERAT Team. The list shall be provided to the Squadron Property Officer upon request.
6. Provide periodic reports of the Team’s activities to the Squadron Commander.
7. Maintain a log of member activity for purposes of Merit Marks.
8. Establish goals to be achieved by the Team. 9. Develop various subcommittees to be headed by a Committee
Coordinator to achieve the goals of the Team.

Section 3.03 An Assistant Team Leader shall:
1. Assist the Team Leader in notification of Team members within his or her area for assistance calls.
2. Coordinate the activities of the Team members within his or her area with the Team Leader.
3. In the absence of the Team Leader perform duties of the Team Leader.

Section 3.04 A Captain shall:
1. Perform the duties required as provided for under the section of Captain Member B and NB of the SERAT Manual.
2. In the absence of the Team Leader and Assistant Team Leaders perform the duties of the Team Leader until relieved by the Team Leader or an Assistant Team Leader.

Section 3.05 A Crew Member shall:
1. Perform the duties required as provided for under the section of Crew Member of the SERAT Manual.
2. Perform the duties as directed by the Captain of the vessel.

Section 3.06 The Auxiliary Group Leader shall:
1. Coordinate the activities of the Auxiliary members with the Team Leader or by the SERAT Member in charge of the operation.

1. Perform the duties required as provided for under the section of Auxiliary Member of the SERAT Manual.
2. Perform the duties as requested by the Team Leader or by the SERAT Member in charge of the operation.

Section 3.10 Chain of Command: The following is the step down in the Chain of Command of the SERAT Team: 1st: Team Leader 2nd: First Assistant Team Leader
In order to maintain a proper chain of command, the First Assistant Team Leader in the absence of the Team Leader shall assume command of the situation until relieved by the Team Leader.
3rd: Second Assistant Team Leader In order to maintain a proper chain of command, the Second Assistant Team Leader in the absence of the Team Leader and First Assistant Team Leader shall assume command of the situation until relieved by the Team Leader or First Assistant Team Leader.
4th: Third Assistant Team Leader In order to maintain a proper chain of command, the Third Assistant Team Leader in the absence of the Team Leader and First and Second Assistant Team Leaders shall assume command of the situation until relieved by the Team Leader or First or Second Assistant Team Leader.
5th: Captain B and NB Each Captain shall have equal authority to command the Team. In order to maintain a proper chain of command the first Captain able to be contacted in the absence of the Team Leader or any Assistant Team Leaders shall assume command of the situation until relieved by the Team Leader or an Assistant Team Leader.

Section 3.12 Administration: Administration duties of the SERAT Team shall be conducted by the Team Leader, Assistant Team Leaders, the Auxiliary Group leader and one Member-At-Large serving as the Operating Committee of the Team. Administration duties would include but not limited to, have general charge of the policy, management and finances of the Team. In addition to these duties the Operating Committee shall review and approve the Tactics developed by the various Committees to achieve the goals as outlined. Other related issues regarding the SERAT Team shall be voted upon and approved by a majority of the members present at the time.

Section 3.13 Succession of Leadership: The SERAT Team leader, Assistant Team Leaders (if required) and Auxiliary Group leader shall be chosen by the members of the SERAT unit on a periodic basis. When succession of the Team Leader or Assistant Team Leaders is necessary the Operations Committee shall chose a name or a list of names from the SERAT Team who meet the qualifications of Team Leadership as specified below. In order to provide for an effective continuous operation the SERAT Team leader should be a full time resident of the area. This is important to insure that the operations are maintained in areas of many seasonal residents. There shall be no term limits applied to the leader or assistants. To insure for proper leadership training qualifications, the Team Leader candidate shall have served at least one year as an Assistant Team Leader prior to being chosen as Team Leader. With the exception of the Auxiliary Group leader all persons serving as Team leader and Group leaders shall have met the requirement level of Captain B or Captain NB

Section 4.0
Coordination The notification of the needed assistance will be through the use of a Team Leader or Assistant Team Leaders, which will be notified by either the local Fire Rescue, local Police Department or other appropriate Agencies. The Leaders will then notify members of the Team with the type of emergency; how and where to respond. The coordination of the assignment of the SERAT will be at the direction of the local Fire Rescue, the local Police Department or other Agencies through their Officers on duty at the time unless otherwise defined. At no time shall the SERAT or any individual member act on his own. Team members on the water in the event of an emergency may check in with either Agencies and make their availability known. Outside the scope of the SERAT, members are encouraged to use their superior training and skills when on the water to identify, report, and render assistance to boaters, as the Rules of the Sea require.

Section 4.01 Notification Procedure This is the general procedure for notifying the SERAT Team in the event of the need for service. If you are an Assistant Team Leader and receive the call from the Call Originator you must assume the Team Leader is unavailable and back track to make the necessary calls. If you are a Boat Captain and receive the call from the Call Originator you must assume no Assistant Team Leader is available and back track to make the necessary calls. Call Originator

Section 4.02 Telephone Assignments It is the intent of this section to provide for notification of ALL SERAT personnel. Coordination is essential to insure everyone is notified and properly assigned. A flow chart would provide the telephone assignments for notification of the Team in the event of the need for service. Following the procedures as outlined in Section 4.01 if you receive a notification call from someone other than your primary contact you must assume they are not available. It shall then be your responsibility to make all the necessary calls including his designated crew. In the event a Captain is not available his designated crew will be assigned to another vessel as required. In the event a Captain’s boat is unavailable or unsuitable for the mission, the Captain and crew will be assigned to a responding vessel as required. The Assignable Crew members or Crew members without a Captain will either be advised which Captain they are assigned to for contacting or informed of a rendezvous point for pick-up by a responding vessel. The Team Leader and Assistant Team Leaders shall have authority to re-assign Captains and Crew Members as necessary to provide for the efficient operation of the Team during a mission.

Section 5
Section 5.01 Communications:
Each SERAT Vessel is required to be equipped with a Marine VHF radio in good working order. It is recommended that any team member that owns a Handheld VHF radio also carry the handheld on SERAT missions.
Primary communication will be via the VHF Radio on a frequency to be determined by the on-scene authority and the SERAT Team Leader.
Team members should keep in mind that during emergencies, communication is a vital part of effective service. It is also the critical component that frequently fails because of failure to set working frequencies, emergency communication frequencies and adhering to them or log jamming the frequency. Therefore it is SERAT members’ primary communication responsibility to use the assigned frequencies.

Section 5.02 Emergency Lights Designated SERAT Vessels will be equipped with Red and Amber Strobe lights specifically for SERAT. If the lights are provided by the Squadron, the lights will remain the property of the Squadron. It is recommended that Captains of vessels provided with emergency lights keep them in a safe place when not in use. The emergency lights are only for use by the SERAT vessels when actually involved in approved activities. The lights should be affixed to the vessel with the Red strobe on the port side, consistent with a display of a red navigation light to port. Amber should be displayed on the starboard side. Lights should, where practical, be located at a height above the operator’s line of vision. Each light is equipped with its own on/off switch. During an operation it is imperative that both lights be on. Team members should keep in mind that during emergencies, lights are a vital part of effective service. The lights indicate to the general public and other vessels in the area that the vessel displaying the red and amber lights is actually involved in specific water related activity. Lights therefore should only be activated when authorized activities are in progress. The display of Red and Amber emergency lights DOES NOT grant the vessel any priorities above the RULES OF THE ROAD.

Section 5.03
Identification Banner: Designated SERAT Vessels shall be equipped with Vessel Identification banners for proper identification on SERAT operations. These banners will remain the property of the Squadron. It is recommended that Captains of vessels provided with the banners keep them in a safe place when not in use.
These banners shall be prominently displayed for all approaching vessels to see. One banner shall be placed on the port side of the boat and the other on the starboard side. Placement of the banners shall be as not to impede the sight vision of the Captain.
As the banners are used to identify the vessel as a SERAT vessel on an operation the banners shall not be “displayed” when not on an official mission.

READINESS ACTION PLAN Each member of the SERAT should prepare a Readiness Action Plan since events most likely will dictate an immediate response. As a member you have received training that prepares you for action, however, you need to be ready. Much in the way it is suggested that you have an “evacuation kit” for natural disasters; you should have a SERAT kit and plan. On-board you will need: A working VHF radio Binoculars Basic First Aid Kit Charts of the Area (SERAT manual) A wearable life vest preferably in international Orange SERAT identification flag, lights and other identification as required For yourself: it is suggested Leave a message in writing at home where you are going! A cooler with water and some ice Food or snacks if you feel you need them Any medication that you might need Sunscreen – an absolute must! Sunglasses – polarized if possible A hat with a brim Water repellant jacket and sweatshirt (remember wind-chill factor) Dry Towel Cell Phone if you normally carry one A grab bag with most things already in it

Section 8.01 SERAT Resources:
The SERAT Team Leader shall maintain a list of all available SERAT resources. This list shall include by not limited to the following:
1. A list of all members including membership status, training and contact information.
2. A list of all vessels authorized for SERAT missions. The list shall include owner location of vessel, type of vessel, size and draft and vessel name if applicable.
3. A list of available contacts
All SERAT members shall provide to the Team Leader all information to keep the resource list up to date.

Standard Operating Procedures

Standard Operating Procedure
Subject: Life Vests No: 9.01 Purpose: To define the requirements of the use of life vests while a member of
the SERAT Team. Policy: As a Member of the SERAT Team you will be responsible to wear a life
vest as approved by the Team Leader on all missions undertaken by the Team. The life vest shall be a Type III Industrial Flotation Vest. The color of the vest shall be International Orange with reflecting bars.
If the Squadron provides an approved life vest for you use this vest is the property of the Squadron and shall remain as such. If a member wishes to no longer be part of the Team the said member shall return the vest to the Squadron for reassignment. You will be responsible to maintain this vest in good condition and readily available for use in the case of an emergency. You are also to report any damage to the vest that would make it inoperable. You may be financially responsible for any damage that may occur due to mistreatment or neglect.
The members of the Team when performing the duties of the Team while on the water shall wear this vest. The vest shall not be worn as a personal life vest of the member while not performing the duties of the Team due to its secondary function as an identifier of the SERAT Team. It is not required to wear the vest for any activity of the Team while on land unless it is determined to be necessary for safety reasons.
In the event the approved life vast is unavailable to the Member at the time of the emergency a suitable substitute may be used with the approval of the Team Leader or other authorized person.

Page 2 Any member of the Team who wishes to personally purchase an approved vest for his use shall follow the same rules for use as stated above with the exception of returning the vest upon leaving the Team.
This SOP shall not apply to any Team member who performs only land-based functions for the Team. These members will not be issued vests.
The Team Leader shall maintain an inventory of the personnel with life vests and supply a yearly report to the Squadron Property Officer.
Approval: This Standard Operating Procedure was approved and adopted as part of
the SERAT program.

Standard Operating Procedure Subject: Leaving the Vessel No: 9.02 Purpose: To set Vessel operating standards for members of the SERAT Team. Policy: At no time during on water operations should a Captain or Crew Member
leave the vessel and enter the water. Only one exception: If it is judged that leaving the vessel is the only
course of action available in the saving life of a victim. SERAT members must always wear life vests.
Approval: This Standard Operating Procedure was approved and adopted as part of
the SERAT program.

Standard Operating Procedure Subject: Towing or attempting to remove a grounded vessel No: 9.03 Purpose: To set Vessel operating standards for members of the SERAT Team. Policy: At no time during on water operations should a Captain or Crew Member
Tow a disable vessel or attempt to remove a grounded vessel. Federal Law and USCG Policy requires that the USCG issue a MARB (Marine Assistance Request Broadcast) over Channel 16 VHF SERAT members may not interfere with Commercial Assistance Towing
firms in the area. Definition: Throwing a line to a vessel and pulling it along side to
facilitate assisting a victim is not towing and is permissible. . Approval: This Standard Operating Procedure was approved and adopted as part of
the SERAT program.

Standard Operating Procedure Subject: Incidence Response No: 9.04 Purpose: To define the proper chain of command while responding on a
SERAT mission. Policy: In order to provide for a coordinated response by the members of the
SERAT Team the following procedures shall be used. Depending on the nature of the Incident the Incident Command shall
designate the first arriving SERAT vessel as the SERAT Command. All responding vessels shall report to the SERAT Command providing the Captain’s SERAT number and the numbers of the crew members on board. The SERAT Command shall remain in control of the first arriving SERAT Team until relieved by a higher-ranking member. It shall be at the discretion of the higher-ranking member if the command on the situation shall be turned over to him or remain as is.
It shall also be the policy that the SERAT Command may also be turned
over to another SERAT member upon the approval of the Incident Command.
An example of this policy is as follows. The Team Leader may request that the SERAT Command be transferred
to a Group Leader or other SERAT member present at the scene until relieved by the previous command or another designated SERAT member.
. Approval: This Standard Operating Procedure was approved and adopted as part of
the SERAT program.

Standard Operating Procedure Subject: Radio Procedures No: 9.05 Purpose: To Define the procedures for use of the radio while on a SERAT
mission. Policy: The following radio procedures shall be followed during a SERAT
mission. Responding vessels shall use the Captain’s SERAT number as an
identifier. The Captain shall provide the SERAT Command the member number of the crewmembers on board.
While performing the duties assigned all communications shall use the
Captain’s number regardless of who is operating the radio. This will allow the Incident Command to determine the identity of the responding vessel and who is in command of the vessel. This will also allow the SERAT Command to maintain a proper count of the number of vessels on the scene.
At no time shall a member of the crew use his or hers SERAT number
while transmitting on the radio unless specifically requested to do so. . Approval: This Standard Operating Procedure was approved and adopted as part of
the SERAT program.

Subject: Incident Log No: 9.06 Purpose: To establish guidelines to monitor the status of the operations while
on a SERAT mission. Policy: In order to provide a method to monitor the status of an operation the
following procedures shall be followed. The Team Leader or the first contacted Team Member shall establish a
base of operation. The location of the base will depend upon the location of the Incident or location of the person designated to man the station. This base of operation may be at a member’s residence, mobile location or a supporting business marina.
The SERAT member commanding the Incident shall report the status of
the operation approximately every one-half hour. If the base of operation is a supporting marina the VHF radio may be used. All reporting to a private residence shall be through the use of a cell phone.

Subject: Vessel Mission Log No: 9.07 Purpose: To establish and maintain a log of each responding vessel while on a
SERAT mission Policy: Document the status of the operation of each responding SERAT vessel
the following procedures shall be followed. All boat captains shall prepare a Vessel Mission Log of important times
and information while on a SERAT mission. A crewmember may assist in keeping and preparing the report
Form 10.03 shall be used for the Vessel Mission Log, additional pages may be added.
Copies of the Vessel Mission Log shall be signed by the vessel Captain and provided to the Team Leader as soon as possible after the mission.

Standard Operating Procedure
Subject: Victim Recovery No: 9.08
Purpose: To establish procedures for recovering victims from the water.
Policy: It shall be the policy of the SERAT Team that when a victim is recovered from the water to avoid injuries all engines must be disengaged and turned off. This procedure shall be followed for any victims even if they are able to enter the vessel from the water under their own power. This policy is especially important for those SERAT vessels with rear swim platforms.
The ONLY exception to this SOP is a close quarter situation involving strong currents, wind, or a nearby hazard whereas not having power to control the recovery vessel would further worsen the situation causing greater risks to the crew and would be life threatening to the victim

Subject: General Procedure No: 9.09
Purpose: To develop and implement a procedure to establish the facts separate from opinions of an event before written conclusions will be presented to the members of SERAT as lessons learned. The lessons learned will then be discussed and followed up during the year and incorporated in our training drills so that we may grow based on lessons learned.
Policy: When an event occurs (good or bad) at a training drill or a real situation this policy will be adhered to. The policy may require the use of a third party (Fire/Rescue, USCG, or Law Enforcement) for additional input or to act as a moderator or facilitator depending on the event.
When the event is of a general nature the SERAT Team Leader shall make contact with the appropriate parties to discuss the event and learn the causes, with the goal of identifying a root cause that produced the event.
When the event involves a specific SERAT vessel the SERAT Team Leader shall make contact with the boat Captain and possibly the crewmembers to discuss the event and learn the causes, with the goal of identifying a root cause that produced the event.
An effort will be made to capture both the areas for improvement and also the activities that were properly performed. This will enable us to take corrective actions that can be instituted as well as reinforcing the areas that were properly performed.

1. To development a program of recommended and required medical training requirements for all levels of membership in the SERAT unit.

Committee. 4. Training may be conducted at regular monthly meetings. 5. To maintain a definition of current training requirements by level and
to implement new training as approved. 6. Prepare a list of tentative training courses and dates quarterly to be
submitted to SERAT Leader for notification. 7. Provide for the periodic inspection of all medical supplies and
equipment. This would involve checking expirations dates and insuring the proper number of items are current.

4. To establish a regular schedule to review radio communication
procedures with all members of the SERAT unit..
