pendence. Some leading power mustlay a strong hand on her, and see to itthat she is well governed. This powerneeds to be one which the natives regardas in sympathy with them. Germanyhas shown herself indifferent to therights and feelings of Samoans, and is
J probably looked upon as an enemy, by ai majority of them. The possession offoreign dependencies is contrary to thetraditional policy of the United States,and the government of that country hasheretofore refused opportunities for ac-
quiring power in the South Pacific, whenthe same were- - fairly thrust upon it. Inview of all the facts of the case, GreatBritain would seem to be Samoa'snatural protector. Political complica-tions and rivalries may forbid her to as-
sume that position. But we see littleprospect of any other road to peace andorder being found for Samoa. Asidefrom a natural interest in a tribe kindredto Hawaiians, we do not know that thefuture of Samoa is likely in any way toaffect our own.

The case against the North RiverSugar Refinery Company was continuedat New York on December 5th. Mr.James C. Carter, counsel for the de-
fendant, argued that the combina-tion of sugar refining companieswas not intended as a monop-oly for the manufacture of sugar, norwas it for the purpose of increasing theprice of sugar. Sugar, he said, was acommodity limited only by inability tomanufacture. The raw material is un-
limited in supply, and all that was re-
quired for its manufacture was capitaland labor. There were other commodi-ties that were by nature restricted insupply, and combinations to controlsuch for the purpose of increasing valuemight come under the charge of viola-tion of law. Sugar is not a necessity oflife, although, being so much used bypeople all over the globe, it might beconsidered nearly so.
The North River Sugar Refining Com-pany, Carter continued, was not insti-tuted for the benefit of the people,, butexclusively for the benefit of those whosecapital was embarked in it. 'The objectof all business was gain. If men cancontrol the coal fields of Pennsylvaniathey can control the price of coal by lim-iting the production. The definition ofmonopolist, according to Carter, is oneto whom exclusive right to sell or buy acommodity is given. As to sugar, whichmay be brought to us in avalanches ifthe trouble to extract it be taken, theterm monopoly cannot in any degree beappropriately applied. "Take the Stan-dard Oil Trust," continued Carter."When it was first organized oil was soldby the . gallon for a certain number ofdollars: How is it to-da-y that a, gallonof petroleum can be purchased by theconsumer at a cost of six cents? And yetthere was a combination so vast andwell organized that it could have in-
creased the price of the commodity.This combination is the Standard OilCompany."
The arguments being concluded JudgeBarrett gave counsel until the 22d inst.to submit their briefs, and reserved hisdecision.
The African Slave Trade.Fifty members of the Emin Bey Re-
lief Committee held a meeting and it wasunanimously decided to send Louis Wis-sima- n
as soon as possible to lead thefirst column. Dr. Peters will in themeantime prepare to equip a supportingcolumn of which he will have command.

Three Arab caravans, with slaves andivory, are reported to have fought theirway into Bagamayo through opposing:coast tribes. They said that the Ger-mans then armed them with breech-loa- ders and sent them back to fight the tribesagain. The latter have dug rifle pitsalong the coast to protect themselvesfrom the German shell fire.

Theattempt to confederate the five CentralAmerican republics bids fair to be a fail-ure.
Colonial Governors.In the Sydney Assembly the Premier
moved an address to the Queen advisingthat the office of Governor of a colonyhenceforth be confined to a class ofpublic men who can be called to assistin the government of the empire, andthat the Colonial Government be in-formed of the proposed nominations.

Water Notice.In accordance with Section 1 of Chapter
XXVII of the Laws of 1886:All persons holding water privileges or
those paying water rates, are hereby notified that the water rates for the termending June 30, 1889, will be due and pay,able at the office of the Honolulu WaterWorks on the 1st of January, 1889.
All such rates remaining unpaid for fif-
teen days, after they are due, will be subject to an additional 10 per cent.
Parties paying rates will please presenttheir last receipt.
Rates are payable at the office of theWater Works in the Kapuaiwa Building.
The statute allowing no discretion, strictenforcement of this clause will be made,

SAMOANS AS FIGHTERS.
The Samoan natives appear to havereally earned pome credit as valiant inwarfare. By the late mail per Zealandia,wo hear of a stiff fight, and the takingand retaking of forts, with hand-to-han-d
struggle, axes and clubbed rifles, and allthe desperate determination of a FairOaks or a Gettysburg. It seems a littleodd that while we haoles were killingour Thanksgiving poultry, our Samoanneighbors, nine thousand strong, werekilling each other in such a bloodystruggle. It is interesting and not alto-
gether unsatisfactory, to be remindedthat our Polynesian friends, with alltheir gentleness and good humor; can,when duly roused, play the man, andhold their own, not so far behind otherfighting races of mankind. It is pleasantto recognize strong elements of manhoodwherever we see them, even though wedo not know how well or ill directed thoseforces may have been. It is the moreso, when we know these qualities to havebeen displayed by the same race of peo-
ple as the native Hawaiians, with whomwe are so closely and pleasantly asso-
ciated. Even though it be probable thattheir energies will not in the future becalled out in physical warfare, it is asatisfaction to feel ourselves associatedwith brave and valorous people, and notwith lean and cringing Bengalese. It isno new thing, however, for the Polynes-
ian to display this quality. He is habit-ually brave and daring, when the occa-
sion calls. When Cook tried to abducttheir King, the men of Kona, so gentlehitherto, surprised the overbearingwhites by their unflinching and daunt-less resistance. The Hudson's BayCompany in Oregon used to count onkanakas as among their best recruits forfighting Indians. No boatsteerer layshis boat up more intrepidly to lance themaddened jivhale, than the kanaka. TheMaoris of New Zealand made themselvesrespected by their valor "in conflict withthe white man.
It is also satisfactory to note that theSamoan warfare, as reported, is notstained with either treachery or cruelty.It seems to have been fair and manlybattle. The wounded were not des-
patched but cared for. No doubt thiscivilized style of fighting is largely owingto the comparatively thorough diffusionof Christian ideas. But still more is dueto the natural kindness of the Polynesian,so far superior in this to most of the un-
civilized races. It was the same disposi-tion which led the stern and still heathenQueen Kaahumanu to dismiss unhurther defeated foe and subject. For sucha people we can be somewhat hopeful,notwithstanding some less encouragingelements of character.
Upon the respective merits of the twocontending parties in Samoa, we do nothere undertake to decide. .Tamaseseseems to have a tolerably strong follow-ing, although he owes his kingship orig-inally to German force. Mataafa, on theother hand, ejeems to represent the na-tional interest in the place of Malietoa,exiled by the Germans. Neither partyunhappily, seems competent to maintaingood, honest, and secure government,such as the developing commerce of theSoutb. Pacific demands and will exact in
