Adaptation Implementation• Many of our mitigation efforts also have
adaptation benefits. • Forest Carbon Plan, GGRF Projects, Healthy
Soils, climate legislation. • Executive Order B-30-15:– Safeguarding California: Implementation Action
Plans, Safeguarding California updated every 3yrs– Technical Advisory Group
• Inter-agency coordination
Impacts from Climate Change
• Longer Fire Season• Rising Sea Levels• Earlier Melting of Snowpack

State Adaptation Strategy
• 2009 California Adaptation Plan was our first statewide adaptation strategy
• It outlined vulnerabilities, recommended key actions in 7 sectors and was detailed and actionable
• 2014 Safeguarding California updated 2009 plan; 10 sectors and provided high-level recommendations and cross sector emphasis

Implementation Action Plans
• Safeguarding California: Implementation Action Plans – What the state’s doing– What the state’s planning to do next– How are we monitoring and measuring resiliency– Where we are heading for the 2017 update to
Safeguarding California
Ask the Climate Question
Establish a mandate and guidelines for all state agencies to consider climate risks in their policies, planning efforts, and investments
Provide data, tools, and guidance to support efforts to reduce climate risks
Build the capacity to plan for and implement actions to reduce climate risk through collaboration, education, outreach and funding
Safeguarding CA Plan - Cross Sector Strategies
State Adaptation Strategy
• 2009 Adaptation Strategy very different from Safeguarding California
• 2014 Safeguarding California Plan actionable? – high-level goals and lots of information.
• Adaptation policy is difficult to wrap our heads around.
Tricky
• Adaptation requires preparing for impacts that are in the “distant future”, relies on science, generally hard to communicate?
• Funding for adaptation is dispersed, linked to diverse pots of money, and not always the main goal.
Implementation Action Plans
• Adopt simple format– Introduction, Vulnerability Assessment, Current
Actions, Next Steps, Monitoring and Evaluation• Add new sector: Community Development
and Land Use• Compile state action on adaptation in one
place• Recognize the need to include more diverse
voices in creating adaptation strategies

• Adaptation objectives
• SGC will help coordinate to achieve state’s adaptation goals
SB 379
• Starting in 2017, every update to a local hazard mitigation plan (LHMP) must include adaptation strategies based on a local vulnerability assessment
• By 2022, all cities and counties must adopt a climate-conscious LHMP.
