Rullion Background and Profile

The Rullion Group is one of the largest independent recruitment companies in the UK with growing international operations, employing over 300 recruitment professionals and with an annual turnover of £280 million. So how does it all work? With flexibility comes complexity and as such all client specific proposals are constructed on a case by case basis once the needs have been identified.

Our client relationships work across the whole spectrum from competitive preferred lists through to 100% sole supply arrangements. Traditional recruiting activities are of course at the heart of our service irrespective of the method or framework. Modern technological enhancements provided by the internet and our own bespoke IT infrastructure tie this together and further

increase our competitive advantage.

We are experienced in delivering complex project solutions that are implemented by dedicated recruitment teams in order to ensure timely rallying of contractor teams for outages and short term projects. In addition fully outsourced resourcing campaigns guarantee the best permanent candidates are sourced for long term assignments within a set timeline. Dedicated solutions such as these and other all encompassing agreements such as master vendor, managed service and sole supply flourish due to the deployment of dedicated teams and onsite presence.

In all encompassing arrangements our in-house, “My Recruiter” software solution delivers total visibility, control and compliance for both contractors and permanent staff. Rullion manpower planning software can be integrated to further enhance our client’s skill mapping, FTE utilisation and project cost planning.

Business process improvements relating to recruiting and contractor

management are regularly identified and deployed as a part of the account management process, through this process to realise cost and efficiency savings for our customer. As standard we offer legislative advice to our clients free of charge to help reduce the risks associated with contractor relations. Our expertise with recruitment advertising media can be invaluable in both our customers own internal activities or to our own customer specific campaigns. We even work with some clients to help with internal referral schemes reducing overall cost per hire across all recruiting activities.

Graduate sourcing and selection campaigns can be designed from scratch and integrated with our clients training and on-boarding protocols. For “business critical” positions we assign additional and dedicated personnel to ensure the best people are found on-time every time. We work with many organisations to plan their forthcoming manpower needs and proactively source candidates for them in advance of those vacancies going live, driving significant operational benefit.

Contract status: Managed Service – Culham Centre Fusion Energy (Nuclear Sector) Background

Culham Centre for Fusion Energy (CCFE) is the UK's national laboratory for fusion research. CCFE (formerly known as UKAEA Culham) is based at Culham Science Centre in Oxfordshire, and is owned and operated by the United Kingdom Atomic Energy Authority. In addition, CCFE hosts the world's largest magnetic fusion experiment, JET (Joint European Torus), on behalf of its European partners. The JET facilities are operated for scientists from around Europe.

Rullion have been the sole supplier of engineering, technical and scientific agency personnel to the Culham Science Centre (formerly UKAEA) since January 2006 and involved the migration of 300 ASW’s from the outgoing supplier. The initial contract award was for a 3 year period and was extended for a further 3 years (1+1+1 - the maximum allowed under the contract). A recent competitive tendering process has resulted in contract re-award to Rullion commencing July 2012 (3 years +1+1+1 year extensions) Typical Roles / Skill Sets Supplied

Cost & Efficiency Achievements

o The electronic timesheet functionality provides CCFE with a detailed breakdown of all hours worked (standard time and overtime) by project, and gives significant additional security over the previous paper-based system. The data extract from myRecruiter for upload into SAP has achieved a ‘zero error’ rate by removing the need to manually enter data from a number of different sources. Over 1,300 monthly data entry and accounting transactions have been reduced to ONE!.

o On Rullion advice, the annual cost of living increase for ASW rates was removed and replaced with individual rate assessments. The result has been that on average only 20% of ASW’s receive a rate increase during the course of a year, as opposed to 100% receiving a rate increase under the previous arrangement.

o Rullion undertake regular pay rate benchmarking exercises to ensure that ASW pay rates are in line with local market expectations. This rate benchmarking has result in a reduction of ASW rates by approximately 5% within certain functions.

o Rullion has worked with CCFE to identify those roles which would be better suited to staff roles and has run a number of temp to perm conversion programmes during the life of the contract.

o Rullion provided CCFE with a reduction in the agency mark up based on improved payment terms.

Innovation – Technology Platform Implementation

Rullion undertook a detailed scoping exercise to develop a thorough understanding of CCFE’s needs and existing operational processes. Our project team then provided CCFE with a detailed implementation plan and configured myRecruiter to provide a bespoke solution for CCFE which included:

o Information capture and workflows configured to match their existing recruitment processes

o Multi-level approval for new hire requirements

o Candidate on-boarding to incorporate PO number, payroll number and security pass

o An electronic timesheet solution that records time worked against specific projects/project codes

o Defined allowance claims incorporated into the electronic timesheet

o A data extract from myRecruiter to upload information directly into SAP

To enable a smooth transition to using myRecruiter, we provided CCFE with comprehensive online training covering all system functionality for both ASWs and hiring managers. Rullion have introduced an e-recruitment tool into the contract which facilitates the raising, actioning and tracking of requirements.

Service Improvements Achievements

o Rullion myRecruiter has provided CCFE with complete visibility and control over the entire recruitment, on-boarding and ongoing management of ASWs. Over 100 hiring managers can now raise hiring requests, review candidate submissions, arrange interviews, manage offers, on-board candidates, review and approve hours worked; all via a single integrated system.

o The number of vacancies filled within the defined timescale has improved by 165% since Rullion were awarded the contract and 100% of all vacancies have been filled within the agreed timescale for the past two years.

o Rullion have reduced the time to hire cycle by on average of 6 weeks, which has a positive impact on project timescales. o Rullion runs regular workshops for all UKAEA hiring managers regarding the management of ASW’s and each are issued

with a ‘Legislation update Handbook’ produced by Rullion. This has significantly reduced the risk and incidences of ASW’s issues and claims.

compliance with site regulations.

Our commitment to health & safety combined

with our stringent and extensive portfolio of

candidate checks ensure we minimize risk at

all levels of interaction with our customers.

Our proactive approach to this ensures we are

able to supply the right candidates at the right

time. Rullion have provided workers to almost

every geographical area of the UK and many

international locations too.

Due to the stringent checks for some sites

there will be some roles that require a more

lengthy screening process. Rullion

understand fully that the needs of our

customers vary and our approach to the

recruitment process is tailored accordingly.

Rullion is a registered Umbrella Body for

undertaking Criminal Records Bureau checks,

and, where appropriate, can undertake basic

and enhanced disclosure checks on

candidates provided to our clients. We are

also experienced in arranging for medicals,

health screening and safety passports and any

other testing as required by our clients.

In addition to the above Rullion recognise the

additional pressure associated with pay-

rolling contractors and housing employees in

international locations. International

employment/taxation legislation, expense

claims, general payroll, multi currency

transactions are highly complex. Rullion can

consolidate this in a manageable way whilst

maintaining compliance and minimising risk.

Higgins (MD of Rullion Engineering ) is on the

board of the REC and as such a leading figure
