REPORT OF THE CBRSETIs DIRECTOR’S CONCLAVE.

Date:8th ,9th and 10th November 2012

Venue: Hotel Bell, Bangalore

Introduction:

Among the many best practices of RSETI model, organizing a conclave for capacity Building of all the RSETI Directors once in a year is found to be very effective. During the conclave the Directors of various RSETIs will have the opportunity to interact with executives of the Banks and the Bank in turn will review the performance of each RSETI. Canara Bank being the pioneer in RUDSETI movement conducting the event every year is worth emulating by other Banks. Ministry of Rural Development Government of India also has advised all the participating Banks to organize 2- days Conclave of RSETI Directors every year.

Accordingly Three days Annual Conclave of Directors of Canara Bank Rural Self Employment Training Institute and CBCRD Trust sponsored training Institute was organized by the Trust. The Conclave was participated by the Directors of 21 CBRSETIs , 3 Directors from Canara Bank Artisans Training Institutes and 4 Directors from the Canara Bank Institute for Information Technology. The proceedings began with rendering of invocation by Mrs Kusuma and Nalini, followed by welcome address by Sri Sunil Kurtkoti, DGM of PC & FI Wing.

INAUGURATION OF THE CONCLAVE

The conclave was inaugurated by Dr. E.V.Ramana Reddy, IAS, Principal Secretary, Ministry of Rural Development and Panchayath Raj, Govt. of Karnataka by lighting the Lamp. Sri S.S.Bhat General Manager, PC &FI Wing, Canara Bank Head Office presided over the programme. Sri Sunil Kurtkoti Deputy General Manager, PC &FI Wing, Sri K.N.Janardhana Chief Project Coordinator, Monitoring Cell National Academy of RUDSETI were present on the occasion. Dr. Ramana Reddy in his inaugural address covered the following areas:

and sensitize the concept at all levels. The Ministry has periodically instructed the hierarchy for a co-ordinated approach in RSETI programmes.

Emphasized that skill development programes should have greater orientation on self employment programmes.

Service Sector is a flourishing income generating avenue and the need for devising an appropriate model for the same.

Training should be supplemented by the timely credit linkage to the trainees for sustainable vocation and very importantly hand holding to continue for a reasonable period even after the completion of the training.

Recalling the contribution from the State of Karnataka in the Banking Sector, he added that the State is also in the forefront of promoting SHGs and RSETIs should involve in strengthening the SHG movement.

Sri S.S.Bhat General Manager,PC &FI Wing, delivering presidential addresses

Shri. S S Bhat, General Manager, PC & FI Wing, Head Office in his presidential address explained the transformation of RSETIs as an “Idea” into a movement over a period of time. The effectiveness of the RUDSETI module has played a great role in MoRD, Govt. of India emulating the same all over India through many Banks. This needs to be sustained for a meaningful creation of entrepreneurial skill among the rural youth. The Directors of RSETIs have to

play key role in success of RSETIs and they need to be dynamic and vibrant to the local needs.

He called for development of model of excellence by each institute depending on the local market driven vocation. Post Training assistance, skill up gradation of the past trainees, data base of local environment are areas for focused effort, he stressed.

Briefing the audience on the Bank’s support, involvement in the programme, he impressed on the expectations from the Top level hierarchy of the Bank. The personal rapport or touch with the trainees by the Directors shall have long lasting impact, he outlined.

Directors to impress BLBCs so that each bank branch in the area sponsor atleat 10 trainees to the training Institute.

To adopt the updated Training Module as per the comprehensive document prepared by the National Academy of RUDSETI, headed by its Director General.

The process of Gradation and Methodology adopted by the MoRD, Govt. of India was explained in detail

Among the various parameters, the staff strength of each Institute, Infrastructure facilities available in the Institute, Quality of the trainings provided to the candidates, and the settlement rate of trainees greatly determine the grading pattern

The targets have been fixed as per the feed back and should be achieved The advantages of obtaining A/A+ gradation in getting the

reimbursement directly from the Ministry was stressed He called upon the Directors to aim towards securing the Best Training

Institute instead for only concentrating on gradation of A + or A

The post inaugural session was handled by K.N.Janarsdhana CPC, Monitoring Cell NAR, and gave detailed guidelines on the grading of RSETIs. He appreciated the good performance of Canara Bank RSETIs and advised all the RSETIs to excel in the fiscal to secure A+ by all the Institutes.

The afternoon session of the day commenced with the review/performance presentation by the each Director through power point. The review was conducted by Shri. Sunil S Kurtkoti, DGM, PC & FI Wing, HO, Smt. K Suseela, AGM and the Managing Trustee of CBCRD Trust, Shri. Rajesh R Singh, Senior Manager and the Secretary, CBCRD Trust and Shri. Ananathayya Achar, Senior Manager. The deliberations were focused on the performance of each Institute during the current fiscal and comparative analysis of previous years.

The review session was continued on 10th November 2012 in the morning session. Visual display of infrastructure, training programmes, visitors and a few success stories of trained candidates was also presented. The review was summed up by Shri Sunil S Kurtkoti, DGM as under

The capacity utilization by each centre should be 100%, as under utilization is telling on the performance

Each batch of training should have a minimum of 30 and two batches should be held simultaneously

Focus to be on conducting of more skill EDPs by the Institute directly.

The training programmes are to be market driven, diversified and income generating for a sustainable period

The Training should not be of very short duration ,as it is difficult to change the mindset of the rural youth in a very short duration like 1 to 6 days.

One LAC meeting should be compulsorily held once a quarter Branch Managers/Department Officials to be invited to the

inaugural/valedictory function of the training The Directors should take at least one session every day in all trainings. There should not be any compromise on achieving the target. The

Institute must continuously publicize on the training programmes in the local press, Radio. A pamphlet/Notice on training programmes be displayed at all Government departments, Bank Branches and NGO

The Institute should have the e mailing of important departments, and all bank branches of the area, development agencies of the region.

The settlement of trainees is the prime objective of the Institute and the settlement rate should consistently improve. The credit linkage to the trainees is very important.

The library must be fully equipped and strengthened periodically. The allotted budget must be utilized effectively and expenses under each

head should be as per norms. Every Institute must activate the Farmers Training Centre’s (FTCs ) and at

least one farmers training programme be held every month. The Directors should focus on securing higher gradation from the

Ministry so as to create better image for the bank. Being the pioneers of RSETIs, we are better placed and equipped to achieve the same.

The faculty to be engaged by all institutes as per norms, within December 2012.

Each successful trainee/entrepreneur should be made our bank’s client and role of our branches be increased through sustained effort involving Circle Office also.

The maintenance, up keeping and ambience of the Institute should be appealing. Greenery in the campus, solar lighting to be adopted on priority.

Mrs. Suseela K, the Managing Trustee of the Trust and AGM of the Bank proposed vote of thanks at the end of the Inauguration.

9th November 2012

The Second Day’s deliberations commenced with the presentation of MILLY by Shri.Balakrishnan Director, Calicut, RSETI. The day was earmarked for capacity building of the Directors to achieve better results. The same was imparted through the Resource Support of “People’s Skills India Pvt. Ltd.”. The programme was divided into four sessions, handled by expert faculties in the field. Understanding the trainee, Communication to infuse confidence, training techniques to enhance the interest levels, effectiveness of short games and stories in the training, show casing the success stories in a simple but in a pointed manner, utilizing the spread of news through the mouth of trainees and consistent support available to them are few of the topics dealt at the training sessions.

The following topics were covered in the Capacity building workshop.

Need for informal approach to teach entrepreunship and informal approach.

To enhance the quality of synergy, acceptance, adoptability, flexibility, and other values needed for an entrepreneur

To enhance the thinking skills, importance of narrating the stories and live examples in the training.

The Directors team left for an exposure visit in the post evening session to the CBRSETI, Chikkaballapura where new, spacious campus had come up in the three acres of land.

The day commenced with prayer and MILLY presented by Shri Thiagarajan, Director, RSETI Tirupur. There after the review of the Institutes continued.

This was followed by handling of the session by Shri. Somashekhar, Asst. General Manager Canara Bank, and the Director General of National Academy of RUDSETIs, Bangalore. He effectively touched on the prime objective of training and settlement, which is akin to the software. Supporting his presentation with the power point, he drew the parallels on the live examples of trainees of different institutes across the country. He mentioned about one center, which were lacking in infrastructure but grabbed the coveted prize of best institute in the entire country only because of its impressive performance under training and settlement. Briefing the findings of the survey on this settlement, it was found, entrepreneurs who were innovative in nature succeeded to a great extent. He also stressed upon the importance of EDP inputs in all training programmes which will help the candidates to be a successful entrepreneur. He concluded his session with the visual presentation of these successful trainees who had come from humble background. The NAR provided the document of Course Module for Training brought by it and training games kit to the Directors.

The post lunch of the third day of the conclave witnessed Smt. Renuka Kumar, Deputy Secretary, MoRD, Govt. of India presenting the functioning of RSETIs from the Govt. of India’s perspective.

In the presence of Ms. Renuka Kumar, four successful trainees interacted with the participants and explained how the training inputs have helped them in their success as follows:

Mr. Shivalinge Gowda, Xtd Std. from a remote village of Hassan district is now running two computer service centers and accessories sales centre with a monthly profit of Rs.one to one lac fifty thousand. He was a product of CBIIT, Bangalore, undergone computer Hardware training.

Mrs. Rajeshwari, a housewife with two children, is involved in producing areca leaf plates providing employment to 15 other women and earning a net income of Rs.40,000/-pm. She was trained in CBRSETI, Hassan

Mr. Vijayasimha, differently abled person was a sort of rejected person in the society as per his version and dropped out of school. He was trained under mobile servicing at our RSETI Vajarahalli and now self employed with Rs.8,000/- per month income.

Mr. Kumar, also trained in mobile servicing at our RSETI Vajarahalli has set up a mobile sales and service center with a net monthly income of Rs.28,000/-.

VALEDICTORY OF CONCLAVE

Ms. Renuka Kumar, Deputy Secretary, MoRD, GoI, giving Valedictory address

The valedictory function was chaired by Smt Renuka Kumar Deputy Secretary, MoRD, and Government of India. In her speech she informed that as the reports of RSETIs are now being presented to the Central Cabinet and various Ministries are evincing interest. Her Ministry, which is a funding agency to RSETIs for Infrastructure and sponsorship reimbursement to the training programmes, has broadly classified each institute under two basic categories one under infrastructure and second under quality of training. While the Onus of the first one mainly rests on the sponsoring banks/Govt. the Onus on the second one rests squarely on the Directors. With the RSETIs growing in strength with each passing year, she opined that the private sector may evince interest in participating in running RSETIs.

Ms. Kumar lauded the efforts of all Directors which made Canara Bank achieving the distinction of Best Bank in implementing RSETIs. She felt that the RSETIs should remain the flagship of sponsoring banks and the Directors should work in that direction.

Shri C M N Murthy, Director of RSETI, Hassan presented a brief reports of the three days conclave.

Releasing of Quarterly News Magazine “BEYOND BANKING’’:

“Beyond Banking”, a quarterly news magazine from PC & FI Wing, HO was released by Ms. Renuks Kumar,the Deputy Secretary MoRD, Govt. of India. The magazine has been designed by Shri. Raju, an ex trainee of CBIIT, Bangalore. The news magazine contained with the activities conducted by Rural Development Section, CED for Women Cell and Social Banking Cell of the wing.

There after the Deputy Secretary distributed a book, on behalf of the bank, titled “I too had a dream”, an experience of late Shri. Varghese Kurien, hailed as father of white revolution, to all the Directors. The event was succeeded by Shri. Rajesh R Singh, Secretary, CBCRD Trust providing insight into the report submission, common MIS system, calendar of events to all the Directors. Shri. Ananthayya Achar, Senior Manager, Rural Development Section has co-ordinated the conclave

Smt. K Suseela, Asst. General Manager appreciated the keen participation and making the deliberations very effective by the Directors. She called upon all the Directors to show exemplary commitment to achieve the set targets, which is indeed a noble cause.

Categorically assuring all the support to the Directors, she thanked the Deputy secretary for having spend her valuable time with us and thanked all the participants for successful conduction of the meet
