(b) Change to Senate Bylaws and Regulations
It is proposed that the Senate membership be expanded by one to allow elective membership status for Librarians on the University Senate and its committees.
Currently, Librarians with academic status cannot serve as elected Senate members, although Librarians can participate on Senate as representatives of the Faculty Association or serve on subcommittees. The Chief Librarian, as an ex-officio member, is eligible for positions on Senate Committees. There is a basis for recognizing that Librarians can contribute to University governance and deserve an elected position in their own rank. Given that Senate and its Committees often deliberate on a number of issues pertaining to new courses and programs, student instruction, the dissemination of knowledge and barriers, inter-relationships with Library collections at other universities, it is believed that the views of the Librarians are relevant to a number of issues that are debated at Senate. As decisions related to these issues and access to information become more complex, the rationale for eligibility for elected Senate membership and committee participation becomes more pertinent.
Senate membership for Librarians on a non-ex-officio basis is now a feature of many university Senates across Canada, for example, at McGill, New Brunswick, Victoria and York. In these cases, there is recognition that an elected position should off-set an ex-officio appointment to address all Library related matters.
If approved, the Senate Bylaws and Regulations should be revised as follows:

Regulations Governing Election of a Librarian to Senate.
1. Term of Office
The term of office shall be three Sessions of Senate beginning september 1 in the year of the election and ending August 31st, three Sessions of Senate later.
2. Representation
There will be a Librarian member of Senate elected by and from the academic Librarians.
3. Eligibility
(a) To be considered for representation
Librarians not identified as ex-officio members of Senate shall be eligible to be considered, providing they hold a full time academic appointment at the University of Guelph.
Any Librarian registered for a degree or diploma at this University shall be ineligible for election.
(b) To vote
Librarians not identified as ex-officio members of Senate shall be eligible to vote provided they hold a full-time academic appointment at the University of Guelph.
(c) To Nominate
Librarians not identified as ex-officio members of Senate shall be eligible to nominate, provided they hold a full-time academic appointment at the University of Guelph. They shall not be eligible to nominate if they are registered for a degree or diploma at this University. Any Librarian on leave of absence will be able to nominate.
(d) To Stand for Election
Librarians not identified as ex-officio members of senate shall be eligible to stand for election provided they have held a full-time academic appointment at the University of Guelph at least 12 months prior to the beginning of the Semester in which the election is held.
Any Librarian who is registered for a degree or diploma at this University shall be ineligible to stand for election. Librarians on leave of absence shall be considered ineligible for nomination unless they will be returning to the University of Guelph for the first Senate session for which they are standing for election.

(e) To continue on senate
A Librarian who is registered for a degree or diploma at this University shall be unable to continue as a member of Senate. Any Librarian that takes a leave of absence for more than one semester during a session of Senate shall be ineligible to continue as a member of Senate. Any Librarian who anticipates a leave of absence for more than one semester shall forward a letter of resignation to the Secretary of Senate.
(f) To Stand for Re-Election
A Librarian who is a Senator, if otherwise qualified, shall be eligible to stand for re-election.
4. Vacancies and Replacements
Replacements for vacancies will be determined in a manner similar to that outlined under (a) Regulations Governing Election of Faculty to Senate.
5. Nominations
Nominations will be handled in a manner to similar to (a) Regulations Governing Election of Faculty to Senate.
6. Election
Balloting will occur in a manner similar to that outlined in (a) Regulations Governing Election of Faculty to Senate.
7. Administration of Election
The committee shall be responsible for the administration of the election of Librarians to Senate.

(b) New Exchange Agreements
The Board of Graduate Studies has approved two Letters of Agreement containing exchange opportunities; one in Austria and one in Costa Rica. The agreement with Austria for an international exchange program is with the Vienna University of Agriculture.. The general linkage agreement is intended to facilitate University personnel visits, cooperative research, and graduate training.
The agreement with Costa Rica involves the Centro Agronomico Tropical de Investigacion y Ensenanza (CATIE) in Turrialba. The general linkage agreement provides for University personnel visits, cooperative research and graduate training. These two documents have been added to the inventory of Study Abroad and Exchange Opportunities.

(d) University Graduate Scholarships Program
In Winter 1991 Senate approved a major new program to attract and support first-class graduate students in the graduate programs across the University. This was' in response to the considerable growth in numbers of graduate students at the University and the University's intention to place even greater emphasis on the size and quality of graduate programs in the future. University-wide, internal scholarship funded for graduate students had not been improved for over a decade and the amount and value of the existing awards programs was widely felt to be inadequate.
The new program, endorsed by Senate again in the Winter 1992, aimed to place significant new funds in the hands of the individual departments to assist in the recruiting of top quality students, and represented the only major recruiting dollars available to most departments. For this reason all barriers to holding these internal awards in conjunction with external awards were removed. To cope with inflation and to avoid the steady devaluation that occurred with the previous awards program, the amount of each award was explicitly set to increase by $100 in each fiscal year. Thus the 1991-92 awards, set at $1500 per semester, rose to $1600 in 1992-93 and will rise again to $1700 in 1993-94.
To fund this scholarship program fully in 1991-92, as set out in the scheme presented to Senate, $918,000 was needed. Unfortunately, the University administration was able to allocate only 53.9% ($494,600) of the required total. In 1992-93 the program remained significantly underfunded, receiving $495,000 or just 50.5% of the required amount.
Graduate student numbers and programs continue to expand on this campus, and the graduate students themselves are paying a higher proportion of the costs with increases in fees in recent years. To alleviate this burden for top quality students and to support individual departments 4t seeking the mix of first-class students many envisaged, it is essential that the University Graduate Scholarship program be fully funded and be given a chance to have the impact for which it was designed.
The Senate Awards Committee has been consulted in this matter and has reaffirmed its support of the program.

(a) New Awards Descriptions
1. Friends of Music In-Course Scholarship
A scholarship in the amount of $300 is awarded annually to a student registered in a major or minor in Music. The scholarship will be awarded to the student who, in the given year, completes the music core with the highest average in the core courses. Application is not required.
2. Friends of Music Book Prize
A book prize is awarded annually to the graduating B.A. student in honours music who has received the highest cumulative average in courses offered by the Department of Music. Application is not required.
3. Roy C. Anderson Graduate Scholarship
In honour of Roy C. Anderson, professor and former chair of the Department of Zoology, an award of $300 will be made to a student who is registered in the Faculty of Graduate Studies and enrolled in any department. Students must be conducting research in parasitology, which is defined to include all aspects of microbial, protozoan, and metazoan infections in animals and plants. The recipient will be chosen on the basis of high academic standing. A student may hold the award only once. Apply to the Dean, College of Biological Science, by December 31.
COU REPORT JANUARY 19)3
The 212th Meeting of COU was one in which not many new items were tabled. It was, however, one of the better meetings that I've attended, simply because we had more time for in depth discussion than usual. The Honourable Lynn Macleod had to cancel her presentation at the last minute.
RETRAINING: The question of retraining in the economic renewal of Ontario received considerable attention, most of which centred on the concern that the government is apparently convinced that Universities have little relevance. Renewed efforts are being made at several levels to 'shore up our image', but it is likely that the Colleges will get a far larger share of funds designated for retraining than universities.
ACHIEVEMENT TESTING: This seems to be one of those issues in which everyone seems to think that something should be done, but no one can agree on just what the 'something' should be. Would entrance examinations be more appropriate? What subjects should be tested? Should more focus be on the curriculum and the educational process in secondary schools as opposed to testing (should schools instead of students be examined?)? How can one ensure equity in any form of a test? Evidently, it is rare to find any two educators with similar opinions. Because of this dilemma, COU is proposing to have a dedicated workshop, perhaps in the spring, and hopefully this will lead to some consensus. I have my doubts.
GOVERNMENT RELATIONS: Apparently the morale of the staff at the Ministry of Colleges and Universities, and in other ministries, is at an all time low. The threat of layoffs, cutbacks, joining together of ministries, and heavier workloads is leading to tension and frustration. Indeed, because of this internal stress, many civil servants are not very sympathetic to the universities' financial woes.
SYSTEM RESTRUCTURING: The steering committee has submitted its report to the Minister~ listing six priority items for restructuring. These are:
Technical innovation: Including technologically-mediated instruction, instruction and technology-aided research. Inter-institutional cooperation: Including increased transferability of credits, increased joint programs, networking. Finances: Including enhanced private and public support of the university system. Equity: Including the enhancement of equity in access to, the climate of universities and in the inclusiveness of the curricula. Improving student aid and creating better equity data bases. Research: Including strengthened research and scholarship at the highest qUality. Teaching and learning functions: The general improvement of teaching and learning methods.
The Minister has countered with his own 'priorities'. These are: An open learning system Student-responsive delivery
Creation of a post-secondary equity data base Funding and accountability Inter-institutional cooperation
The details associated with these priorities are not yet available. The Minister will evidently be distributing an amended version which may, or may not, more highly reflect the priorities of the steering committee. However, he has already taken steps to create a task force on implementing an open learning system at the post-secondary level. It is expected that a flurry of activity will take place on restructuring in early 1993.

BOARD OF GOVERNORS REPORT TO SENATE January 6, 1993

Items of business considered by the Board of Governors during the fall of 1992 included:
Faculty Policy The Joint Faculty Policies Committee proposed revisions to the Faculty Policy on External Remunerative Activities and Faculty Policy covering Departmental Chairs which were discussed and accepted.
Retirees Pension Plan The Pensions and Benefits Committee of the Board recommended an improvement to the indexing formula of the Retirees Pension Plan by way of an ad-hoc adjustment. The suggestion was approved by the Board.
Presidential Task Force on Pension Reform The Task Force made a presentation of its Final Report by the Presidential Task Force on Pension Reform to the Board last spring. The Pension Reform Implementation Group now provides information to the Pensions and Benefits Committee for its ongoing consideration. This matter will continue to go before the Board for information and discussion.
Two matters which will be going forward to the February 25, 1993 Board of Governors meeting are:
Proposed Revisions to the Sexual Harassment Policy The proposed revisions to the Sexual Harassment Policy were presented for information at the September 24, 1992 meeting of the Board. The Board recommended the University community be widely consulted with respect to the proposed changes. It was also requested that the proposed changes be submitted to the February 1993 meeting of the Board for final consideration.
Annual Report on Environmental Health and Safety The annual report on Environmental Health and Safety will be presented along with legal opinions reviewing Board member liability.
