    Is everyone happy in the settlement? Is public order above or closeto 100, so rio ts are unlikely) Settlem ents where there are rio ts and disorderm ay even rebel I Hint: try altering the tax rate : your people don 't likepaying taxes,

    Is the settlement making or losing money?     Settlement Rally PointsUnits tra ined in a settlem en t are usually added to the garrison . W hen the garrison isfu ll, the new ly tra ined unit appears outside the settlem ent. N aval un its (sh ips) alw aysappear in the harbo r on the province 's coast. W hen the harbor is fu ll. they appearoutside the harbor.H ow ever. it's possib le to set up a rally point: a location som ew here on the cam paigngam e m ap w here all un its are sen t after they 've been tra ined in a settlem ent.
