Turn people with coronavirus symptoms away. If a staff member (or someone in their household) has a persistent cough, a high temperature or has lost their sense of taste or smell, they should be isolating.

Individuals should not work at the office if they are advised to stay at home under existing government guidance. This includes individuals who have symptoms of COVID-19 as well as those who live in a household with someone who has symptoms and those who are advised to self-isolate as part of the Government’s test and trace program. These staff are able to work from home while self-isolating if appropriate.

3.2.1 Scenic Glass Lifts:

Stairs to be used to access floors wherever possible.

3.2.4 Stairwells:

Centre stairwell to be used for upwards travel in building.

Fire exit stairs in each corner of the building to be used for downwards travel

Additional cleaning of handrails throughout the day.

Users to maintain 2 metre distance from other stair users.

Signage is in place to show the one way system and to remind building users to maintain 2 metre distance.

3.3.1 Open Plan Office Space

Work areas are restricted to Ground and First Floor until occupancy of the building increases

Reduce movement around the building as much as possible. Use telephone, jabber, teams, Iserve instead of visiting another team/person.

Staff to remain observant and retain social distancing.

Hot desking should be avoided during this period. Staff should be allocated desks.

Staff should not rotate between working at home and the office to minimise the risk of cross-contamination.

One way system has been introduced with signage indicating the direction of travel.

Signage has been provided to show which desks are not to be used to maintain social distancing and some areas will be taped off to prevent access.

Alternate banks of desks are to be used as phase 1 until occupancy increases and to manage safe circulation areas.

Low level screens are already in place to shield facing desks but staff will sit diagonally:

Bank of 6 desks can seat 3 people – sitting non facing

Banks of 4 desks can seat 2 people – sitting non facing.

Whilst desk capacity can be 25% as phase 1, this would compromise social distancing in other areas of the building. Managers should ensure that staff work from home wherever possible.

Avoid people needing to unduly raise their voices to each other. This includes, but is not limited to, refraining from playing music or broadcasts that may encourage shouting, including if played at a volume that makes normal conversation difficult. This is because of the potential for increased risk of transmission, particularly from aerosol transmission.

3.3.2 Directors and Executive Area (Floors 1 and 4)

Reduce movement around the building as much as possible. Use telephone, jabber, teams, Iserve instead of visiting another team/person.

Visits to the area should be by invitation/appointment only.

Staff to remain observant and retain social distancing.

Hot desking should be avoided during this period. Staff should be allocated desks and not sit directly opposite each other.

Staff should not rotate between working at home and the office to minimise the risk of cross-contamination.

This is a restricted, low traffic area so there is no one-way system in place.

Director’s area - entry should be through the door near Meeting Room 105. Exit should be through either of the doors at the end of the area.

Service specific RAs must be written and approved by Corporate Safety where face to face meetings are to be held.

Only absolutely necessary participants should physically attend meetings and should maintain social distancing (2m, or 1m with risk mitigation where 2m is not viable).

Avoiding transmission during meetings, for example avoiding sharing pens, documents and other objects.

Sanitising wipes and hand gel to be placed in each meeting room.

Maximum occupancy is displayed outside each meeting room. This should not be exceeded.

Furniture has been positioned to maintain 2 metre social distancing. This should not be rearranged.

The use of the meeting rooms with external windows is preferable to ensure natural ventilation.

No refreshments service will be operating for meetings to avoid the risk of infection transmission from the equipment.

Use of other meeting rooms throughout the building to be reviewed when occupancy increases.

3.4.2 Council Chamber:

The principles set out in the ‘Safer workplaces’ guidance for Council Buildings apply but are not limited to: - meetings of civic, political or community groups (e.g. parish

council meeting, ward meeting of political party; charity board of trustees)

- MP or councillor surgery/drop-in sessions - public meetings and local consultations (e.g. planning)

Contactless hand sanitiser station to be sited on each floor outside the entrance to the Chamber.

Reduce the use of the desks which can be used to maintain a 2 metre distance from the next person.

The maximum occupancy of the room is 25 plus 5 in the viewing area at the back of the room.

Additional chairs have been removed so that the maximum capacity is not exceeded.

The Chair of the meeting to carry out risk assessment and manage number of attendees to take into account social distancing.

If the viewing area is required, chairs should be spaced 2 metres apart and the numbers restricted.

3.5.1 Ground Floor Kitchen:

Where possible, staff should bring cold packed lunches in cool bags to avoid contact with appliances such as microwaves and fridges and reduce the risk of infection transmission.

Staff should wash hands when entering and leaving the kitchen.

Consider staggering break times.

Signage is provided to indicate maximum occupancy in each area.

Staff should be aware of the number of persons in the kitchen at any one time to ensure social distancing.

Hand soap is provided in the kitchen.

The kitchen will be cleaned regularly throughout the day Microwaves

3.5.4 MFDs

Only use MFDs and other shared equipment in the resource areas when absolutely necessary.

Sanitizer will be provided next to the vending machine so that building users can cleanse their hands before and after use.

3.5.7 Cycle Stands

Stagger arrival/departure times to reduce crowding in the cycle

stand area.

Staff should be aware of social distancing whilst waiting to store

their bicycles.

3.6.1 Fire Strategy:

The fire risk assessment has been reviewed to take into consideration reduced occupancy and social distancing.

While the building is at low occupancy staff will be requested to work on the Ground and First Floor to enable the safe evacuation of staff.

If the fire alarm sounds a sweep will be made of the Ground and First floors only to ensure these are clear.

This will be reviewed if occupancy increases.

While social distancing is important if the fire alarm sounds the first priority is to leave the building safely and go to the Assembly Point.

When staff are safely out of the building they should maintain social distancing.

Changes to be communicated to all staff based at Civic Office.

Any staff currently using the building who are not usually based there to contact ICT to be added to the Civic Office email distribution group to ensure they receive all updates

3.6.2 First Aid:

In an emergency e.g. an accident, people do not have to stay 2m apart if it would be unsafe.

People involved in the provision of assistance to others should pay particular attention to sanitation measures immediately afterwards, including washing hands.

Cleaning/maintaining the workplace

The Civic Office has been partially open during lock-down.

All areas have been deep-cleaned in advance of staff returning to work.

All statutory maintenance has been completed during the period of reduced occupancy, including ventilation systems.

Additional flushing of all outlets has been undertaken weekly due to reduced usage.

Hand sanitiser has been provided on entry points to the building, in meeting rooms and near shared equipment such as MFDs.

There is increased cleaning throughout the day of frequently touched areas such as door handles and hand-rails.

Wipes have been provided to enable building users to clean their own workstation prior to and after use.

Signs and posters have been provided to build awareness of good handwashing technique and the need to increase handwashing frequency.

Washroom occupancy reduced to one person by fitting additional handles on outer door.

Contactless hand sanitiser station is sited on each floor outside the toilets.

Persons waiting to use the toilet facilities should adhere to social distancing.

Use of PPE

Where PPE is already in use in work activities to protect against non-COVID-19 risks this will continue.

When managing the risk of COVID-19, additional PPE beyond what is usually worn is not beneficial. This is because COVID-19 is a different type of risk to the risks normally faced in a workplace, and needs to be managed through social distancing, hygiene and fixed teams or partnering, not through the use of PPE.

The precautionary use of extra PPE to protect against COVID-19 outside clinical settings or when responding to a suspected or confirmed case of COVID-19 should not be encouraged.

As the risk of COVID-19 transmission is not high, in the general office no PPE is required.

See the Councils guidance booklet and flow chart for PPE requirements in non-Health Care/Clinical settings for further advice.

Service Managers to consider requirement for specific tasks. Face coverings: It is important to know that the evidence of the benefit of using a face covering to protect others is weak and the effect is likely to be small, therefore face coverings are not a replacement for the other ways of managing risk, including minimising time spent in contact, using fixed teams and partnering for close-up work, and increasing hand and surface washing. These other measures remain the best ways of managing risk in the workplace and government would therefore not expect to see employers relying on face coverings as risk management for the purpose of their health and safety assessments. Wearing a face covering is optional and is not required by law, including in the workplace.

Employers should support their workers in using face coverings safely if they choose to wear one.

Wash your hands thoroughly with soap and water for 20 seconds or use hand sanitiser before putting a face covering on, and after removing it.

Workforce management

A service specific RA has been developed for Facilities Management staff to consider their tasks, work patterns and travel between sites.

To make sure all workers understand COVID-19 related safety procedures:

Provide regular updates about any changes in how the building operates.

Engaging with workers through existing communication routes and worker representatives to explain and agree any changes in working arrangements.

Providing updates to staff based in the building to communicate changes in working arrangements.

Service/People Managers to consider the way work is organised to create distinct groups and reduce the number of contacts each employee has. As far as possible, where people are split into teams or shift groups, fixing these teams or shift groups so that where contact is unavoidable, this happens between the same people. Identifying areas where people directly pass things to each other e.g. office supplies, and finding ways to remove direct contact, such as drop-off points or transfer zones.
