Statutory Requirement: The Emergency Resource Mobilization Plan is required under 24-33.5-1210, C.R.S

Authority:Established by statute to the Division of Fire Safety

Mandate: To maintain a statewide mobilization plan to provide for All-Hazards resources in the event of a disaster or local incident that requires more resources than those available under any existing inter-jurisdictional or mutual aid agreement.

Additional Plan Support:Plan specifically supports the Colorado Disaster Emergency Act of 1992 (24-32-2104,C.R.S) and Colorado State Emergency Operations Plan.

Activating Resources in ColoradoAuthority to Request State Resource Mobilization

The authority to request state resource mobilization is vested in the: County Emergency Manager or Designee

County Sheriff County Executive Board of County Commissioners Emergency Manager municipality population > 400,000 Emergency Manager municipality population >100,000 that encompasses

multiple counties. Tribal Emergency Manager Incident Commander acting under a direct delegation of authority from

any of the above.

Addressing Local to State Transitions for Resource Ordering

• In the past, incidents were handled by local responders (Initial Attack) and the Hail Mary call went out. Mutual aid responded without trigger points, county and state agencies became involved without trigger points and when the incident concluded, resources went home. This presented an issue when it came to accountability and payment of resources.

• In January of 2011, the State of Colorado Resource Mobilization Working Group developed a sub-committee to address a statewide plan for identification of trigger points which will guide all jurisdictions through the resource ordering process

• The goal is to simplify the process and fine tune Resource Ordering during an event

Resource Databases

There are several sources used for resource management:

Wildland Firefighting Resources, Aircraft, Overhead, Supplies, Equipment and limited Public Works resources (Ongoing)

All Hazard Resources, Wildland Resources, Aircraft, Supplies, and Equipment. Includes resources for Fire / HazMat, Law Enforcement, Public Works, Emergency Management, Incident Management, Search and Rescue, Public Health, and Animal Emergency Management resources (2004 to 2011)

Colorado Mobilization Database

Connect Colorado is the new Colorado Mobilization Database. It also includes a voluntary registry of private sector business resources such as trucks, equipment, skilled personnel, and power generation that can be called upon by state and local emergency management organizations during disasters. (2011 and beyond)

The Colorado Emergency Resource Inventory web site hasa new face.

Connect Colorado combines the resources always seen in the old database with the an interaction connection with the State’s Private Sector Community.

This project was developed through the combined efforts of the Resource Mobilization Plan Working Group and Colorado Emergency Preparedness Partnership- CEPP, Booz Alan Hamilton and the Federal Emergency Management Administration

The new site will open to a secure screen for access through your email address and password. You will be required to register as a new user, click the user sign up box and request access and during vetting of access you can begin updating and loading the system with information.

The enrollment process takes only a few minutes and will guide you through all the necessary information needed to set up a user account.

The Password strength indicator will tell you if you have a sufficiently safe password (Low, Medium, High)

Next the walkthrough will ask about your agency or organization

As the database grows the dropdown organization list will grow to contain your organization..Look Closely for your Org Name

If not simply type your information in the New Organization and click next.

If you have multiple stations, substations or locations you can enter them later

Finally the registration is completed by asking for your name

Once you enter your name and click next, you will be asked to login and confirm information collected

You can then start adding other facilities, resources and additional information

• Because of proprietary information contained within the Private Sector / Commercial side of the database, those users may only see a list of participating entities, and no list of resources or facilities. These users, however, will have full access to their own information.
