M&O Override, Capital Override, and Bond Fiscal Year 2019 Report

BACKGROUND:

Per Arizona Revised Statute 15-481.Y, each school district that increases its budget pursuant to an override is required to hold a public meeting each year between September 1 and October 31 at which an update of the M&O programs and capital improvements financed through the override will be presented. The update will include the amount expended in the previous fiscal year and the amount included in the current budget for each of the purposes listed in the informational pamphlet. Per Arizona Revised Statue 15-491.K, each school district that expends bond proceeds is required to hold a public meeting each year between September 1 and October 31 and present the prior year expenditures and proposed expenditures for the current year. Mr. Gadd will present a brief PowerPoint explaining the reports.

Estimated Excess Capacity for the Arcadia and Coronado Learning Communities

Dr. Haghighat will lead a discussion regarding the estimated excess capacity in the Arcadia and Coronado Learning Communities. Per policy JFB, by December 1st each year, the estimate of excess capacity to accept transfer students shall be submitted to the Board for approval.

Renewal of the North Valley Education Consortium (NVEC) Intergovernmental Agreement (IGA)

RECOMMENDATION:

It is recommended that the Governing Board approve the renewal of the North Valley Education Consortium (NVEC) Intergovernmental Agreement (IGA) for a term from July 1, 2019- June 30, 2020 and shall automatically renew for four (4) additional years thereafter (through 2024), unless terminated by either party.

BACKGROUND:

On November 4, 1997 the Governing Board originally approved this IGA for the purpose of providing cost effective educational programs, activities and services to its member districts and to authorize subsequent agreement for joint exercise of authority in combing resources and facilities to provide services such as alternative education, join staff development or cooperative programs for disabled or exceptional students. Currently there are nine (9) districts participating in this consortium (Cave Creek, Fountain Hills, Paradise Valley, Deer Valley, Peoria, Dysart, Deer Valley, Buckeye Elementary, Madison Elementary and Scottsdale), with Paradise Valley acting as Fiscal Agent. The agreement is a multi year IGA effective through June 30, 2019 with annual renewals unless terminated, changed or modified in writing and signed by a duly authorized representative of each of the Parties.

It is recommended that the Governing Board approve a 9 month lease (with stipulations) for Head to Toe Therapy Inc. and authorize two (5) five year renewal periods if tenant has met all lease requirements.

Head to Toe Therapy Inc. – Apache – 4860 Sq. Ft.- $2,100/mo. X 9mo = $18,900

BACKGROUND:

A master lease agreement is generally used for each tenant with some modifications specific to the individual tenant based upon their previous lease arrangements. Tenant has expressed an intent to renew at Apache – 1201 N. 85th Place, Scottsdale, AZ. The initial lease is for only a nine (9) month period to assess their ability to pay the lease amounts that are in arrears along with the new lease amount. If payment is not made, the lease will be terminated before the 5-year renewal is approved by the District.

It is recommended that the Governing Board award the Auxiliary Gym Floor Replacement Project, at Coronado High School as presented by the Administration, to Arizona Gym Floors, LLC in the total amount of $134,739.00 using MOHAVE contract number 14U-GYM.

BACKGROUND:

Arizona Gym Floors has provided a quote to remove and replace the auxiliary gym floor at Coronado High School. The established 2016 Bond Budget for Coronado High School auxiliary gym floor replacement was $100,000. The revised flooring project includes moving of the bleachers and installation of a blower system for times of high humidity in addition to the complete removal and replacement of the gym floor. Although this project is slightly over budget, it is recommended that this project go forward as planned. We will find the necessary funds in the bond budget to cover this overage.
