MINUTES OF THE REGULAR MEETING OF THE GOVERNING BOARD School District No. 40 of Maricopa County, Arizona District Office Governing Board Room March 8, 2018 Present: Ms. Mary Ann Wilson, President Ms. Monica Pimentel, Clerk Mr. Jamie Aldama, Member Ms. Brenda Bartels, Member Ms. Sara Smith, Member CALL TO ORDER AND ROLL CALL The meeting was called to order by Ms. Wilson at 6:00 p.m. She noted the presence of all five Board members, constituting a quorum. OPENING EXERCISES Ms. Wilson welcomed everyone and thanked them for coming. She called for a moment of silence followed by the Pledge of Allegiance. Ms. Smith moved to adopt the meeting agenda and Ms. Bartels seconded the motion. Upon call to vote, the motion carried. CALL TO THE PUBLIC Ms. Michelle King addressed the Governing Board to express concerns regarding safety and security at Melvin E. Sine School. She suggested avoiding having passing times when younger students and older students interact. She also asked the Board to consider employing security officers for lunch and dismissal times. RECOGNITION Student Recognition The Governing Board recognized the students who placed first, second, third and fourth in the District’s annual Spelling Bee. School Recognition The Governing Board recognized the school with the highest teacher attendance rate from February 5, 2018, through March 2, 2018. Mr. Quintana announced Glendale Landmark to be the school honored this month. CONSENT AGENDA Mr. Quintana asked to pull the name next to number 15 under Resignations on the Certified Personnel Report be removed. Surplus Property Disposal/Donation The Governing Board approved the items listed for disposal as surplus property and

Out-of-County Field Trip The Governing Board approved the out-of-county field trip for seventh and eighth

grade students from Glendale Landmark School to travel to the Health Occupations Students of America State Conference in Tucson, Arizona April 3, 2018.

Request for Proposals The Governing Board approved the award of Request for Proposals 18.07.22 for

Curriculum Assessment Software to Assessment Technology, Incorporated for the 2018-2019 school year, with the right to renew for four (4) additional years.

Intergovernmental Agreement The Governing Board approved the intergovernmental agreement with Arizona State

University for continuation of the iTeach program.

Out of County Field Trip The Governing Board approved the out-of-county field trip for seventh and eighth

grade students from Challenger Middle School to travel to the University of Arizona in Tucson, AZ, May 14, 2018, for college and career exploration activities.

The following item was discussed separately:Certified Personnel Mr. Aldama inquired about the guest administrator. Mr. Quintana noted the

individual would be filling in for an administrator who will be going on maternity leave. Ms. Smith moved to approve the item as presented and Ms. Bartels seconded the motion. Upon call to vote, the motion carried. ACTION ITEMSBoard Meeting Calendar Mr. Quintana recommended the Governing Board approve the proposed meeting

calendar for the 2018-2019 school year as presented.

Ms. Wilson requested to move meeting times back to 5:30 start time. Mr. Aldama asked to have meeting times kept at 6:00 when students are performing.

Ms. Smith moved to approve the recommendation with meeting times moved back to 5:30 p.m. and Ms. Bartelsseconded the motion. Upon call to vote, the motion carried.

Teacher on Special Assignment Addendum Mr. Quintana recommended the Governing Board approve the Teacher on Special

Assignment Addendum as presented for the 2017-2018 and 2018-2019 school year. Ms. Bartels moved to approve the recommendation as stated and Ms. Smith seconded the motion. Upon call to vote, the motion carried.

Employment of Assistant Superintendent Mr. Quintana recommended the Governing Board approve the promotion of Dr. Gerry

Petersen-Incorvaia to Assistant Superintendent for Educational Services, salary and benefits commensurate with other Assistant Superintendents. Mr. Aldama moved to approve the recommendation as stated and Ms. Smith seconded the motion. Upon call to vote, the motion carried.

Meet and Confer Recommendations Mr. Quintana recommended the Governing Board approve the Meet and Confer

Recommendation for employee salary and benefits for the 2018-2019 school year. Ms. Megan McCave and Ms. Cheri Dawn Emerson reviewed the following presentation:

Mr. Aldama inquired if GEA was happy with the recommendation. Ms. McCave stated they had not ratified it yet, but the group is pleased with the process and outcome. He also asked Ms. Emerson if she was pleased with the outcome and she agreed she is.

Mr. Aldama moved to approve the recommendation as stated and Ms. Bartels seconded the motion. Upon call to vote, the motion carried.

FUTURE MEETINGSFuture Meetings and Agenda Item Request A list of upcoming meetings was reviewed. Governing Board Members were

given the opportunity to request items to be included on future meeting agendas for discussion, information and/or action. Mr. Quintana noted there are not items necessitating the March 29th meeting; however, a telephonic meeting may be needed for personnel matters.

The Board will meet on the 14th of April at 9 a.m. for a retreat.

Mr. Aldama requested administration research and report on school safety and security, specifically related to security employees and utilizing them as SROs instead. He would like to know how many staff members are employed in security and the cost of their salaries and benefits.

Ms. Smith requested a report on school safety.

Ms. Smith requested a review of discipline reports to include demographic information. This could be done during the workshop.

SUMMARY OF BOARD AND SUPERINTENDENT CURRENT EVENTSMr. Quintana thanked staff and the Glendale Police Department for their professional response to threats on their campuses. He acknowledged spring break is coming up and encouraged individuals to get rested up to come back ready to finish the school year strong. He invited Board members to attend the employee picnic tomorrow afternoon. He also congratulated Dr. Petersen-Incorvaia on his appointment to Assistant Superintendent.

Ms. Smith acknowledged staff for showing support by wearing red yesterday for #RedForEd.

Mr. Aldama thanked all employees for the hard work they do every day. He also expressed support for the #RedForEd movement.

Ms. Bartels looks forward to seeing Mensendick’s band perform in the future since they were unable to do so tonight. She also mentioned kindergarten registration is up and running.

Ms. Pimentel expressed her support for #RedForEd and for teachers in general. She also commented on her experience last week volunteering at Sunset Vista for Read Across America. She congratulated Dr. Petersen-Incorvaia.

Ms. Wilson also congratulated Dr. Petersen-Incorvaia.

ADJOURNMENTMr. Aldama moved to adjourn the meeting and Ms. Bartels seconded the motion. Upon call to a vote, the motion carried and the regular meeting adjourned at 6:51 p.m.
