+ + C M Y K Port Blair, July 29 In pursuance of the Order issued by the Chief Secretary, A&N Administration dated 28.07.2020, the District Magistrate, South Andaman District has issued an Order No. 868-dt. 29th July, 2020 stating that owners of shops and establishments shall strictly ensure physical distancing norms of 6 feet to be maintained inside the premises. Depending on space availability, not more than 5 customers to be allowed in a shop at a time. For smaller shops/booths, not more than one person to be serviced at a time. Other customers will maintain physical distancing of 6 feet- 2 Gaz ki Doori. Space markers denoting ‘2 Gaz ki Doori’ (6 Feet) shall be marked outside the shops for lining up. All workers/customers/visitors to be allowed entry only if using face cover/masks. The face cover/ mask has to be worn by all, at all times inside the shop/ establishment. The Order further mentioned that respiratory etiquettes to be strictly followed. This involves strict practice of covering one's mouth and nose while coughing/sneezing with a tissue/handkerchief/flexed elbow and disposing off the used tissues properly. Self-monitoring of health by all staff and reporting any illness at the earliest to helpline Nos. 1070/1077. The staff for home deliveries shall be screened thermally prior to allowing home deliveries. Cleaning and sanitation of the shops/establishments. Regular disinfection (using 1% sodium hypochlorite) of frequently touched surfaces like knobs, counters, hand rails etc. For Market complexes (vegetable, fish etc) the following is mandated: Shops to be opened alternatively on days to maintain physical distancing between shopkeepers and customers. Entry point to have facility for hand sanitization/ washing. All persons entering the complex/market to be thermal screened. Market association to deploy volunteers for queue management and Thermal screening. All workers/customers/visitors to be allowed entry in the market complex, only if using face cover/ masks. The face cover/mask has to be worn by all, at all times inside the market complex. Proper Hygiene and Sanitization inside the market complex to be maintained by the market Association/ PBMC/Panchayat. Any violation of the above directives would be viewed very seriously and the concerned shop/establishment/ will be sealed/closed for 7 days by the enforcement team of the Administration, besides levy of fines along with any other action under the relevant law, the order issued by DM, SA added. Meanwhile, in order to ensure effective compliance of National Directives on COVID-19 management and to contain the spread of COVID-19 virus in North and Middle Andaman District, the District Magistrate, North & Middle Andaman District by virtue of powers vested under the Disaster Management Act, 2005 has also directed that all shops in North and Middle Andaman District should not allow more than five persons at a time and to ensure that '2 gaz ki doori' is maintained between customers and with staff. Everyone must mandatorily wear face cover/mask and observe good respiratory hygiene. The 49 year old male patient with co-morbidities of hypertension and diabetes was admitted in the hospital on 25/07/2020 with complaint of breathlessness. After testing, he was found positive. When the symptoms worsened, he was shifted to ICU on 26.07.2020. The X -ray chest findings were of classical patches of COVID lesions. Further, the patient's O2 saturation dropped steadily and was put on ventilator on 28.07.2020. In spite of giving all supportive medications, he succumbed to death on 29.07.2020 at 6 pm. Currently, the UT has reported 428 cases of COVID-19, out of which, 201 patients have recovered. Two patients have been reported expired against the total confirmed cases of 428. The fatality rate is 0.4% against the national average of 2.28%. However, every life is precious and the teams of health care workers including Doctors, Police and District Second COVID-19 death reported in Isles Administration are working day and night in the field for tracing the suspect cases, testing them and thereafter treating them. The Administration has increased its surveillance at Airport and in the field, so that any person who has symptoms of the virus is detected and isolated. Fresh restrictions were issued to prevent the transmission of virus at entry level itself and also in Containment Zones. Under the new restrictions, all passengers are being tested at the entry point and are subject to 7 days quarantine. Moreover, complete lockdown on weekends will prevent the transmission locally. The Department of Health is able to detect more confirmed cases in the Islands due to its increased testing capacity. Currently, the UT is conducting 56513 test per million which is highest in the country. It is still observed that many people are still roaming around at public places without safety measures such as without mask and in congregations which may be proved fatal to them. Therefore, it is necessary to meticulously observe all safety measures by all people as prescribed by the Government of India and the Local Administration, until the vaccine is developed. Wearing mask in public places and observing respiratory etiquette including maintaining '2 Gaj Ki Doori' is the best way to keep the virus away. The Administration is taking all-out efforts to prevent the spread of virus in the Islands. However, it needs help and cooperation from public to fight against this disease more effectively. People should avoid travelling in and outside the Islands and not come out from home until and unless it is necessary for replenishing essential supplies and medical requirements. schools, open learning for classes 3, 5 and 8 through NIOS and State Open Schools,

secondary education programs equivalent to Grades 10 and 12, vocational courses,

adult literacy and life-enrichment programs are some of the proposed ways for

achieving this. About 2 crore out of school children will be brought back into main

stream under NEP 2020.

With emphasis on Early Childhood Care and Education, the 10+2 structure of

school curricula is to be replaced by a 5+3+3+4 curricular structure corresponding

to ages 3-8, 8-11, 11-14, and 14-18 years respectively. This will bring the hitherto

uncovered age group of 3-6 years under school curriculum, which has been

recognized globally as the crucial stage for development of mental faculties of a

child. The new system will have 12 years of schooling with three years of Anganwadi/

pre schooling.

NCERT will develop a National Curricular and Pedagogical Framework for Early

Childhood Care and Education (NCPFECCE) for children up to the age of 8. ECCE

will be delivered through a significantly expanded and strengthened system of

institutions including Anganwadis and pre-schools that will have teachers and

Anganwadi workers trained in the ECCE pedagogy and curriculum. The planning

and implementation of ECCE will be carried out jointly by the Ministries of HRD,

Women and Child Development (WCD), Health and Family Welfare (HFW), and

Tribal Affairs.

Recognizing Foundational Literacy and Numeracy as an urgent and necessary

prerequisite to learning, NEP 2020 calls for setting up of a National Mission on

Foundational Literacy and Numeracy by MHRD. States will prepare an

implementation plan for attaining universal foundational literacy and numeracy in

all primary schools for all learners by grade 3 by 2025.A National Book Promotion

Policy is to be formulated.

The school curricula and pedagogy will aim for holistic development of learners

by equipping them with the key 21st century skills, reduction in curricular content

to enhance essential learning and critical thinking and greater focus on experiential

learning. Students will have increased flexibility and choice of subjects. There will

be no rigid separations between Arts and Sciences, between curricular and extra-

curricular activities, between vocational and academic streams.

A new and comprehensive National Curricular Framework for School Education,

NCFSE 2020-21, will be developed by the NCERT.

The policy has emphasized mother tongue/local language/regional language as

the medium of instruction at least till Grade 5, but preferably till Grade 8 and beyond.

Sanskrit to be offered at all levels of school and higher education as an option for

students, including in the three-language formula. Other classical languages and

literatures of India also to be available as options. No language will be imposed on

any student. Students to participate in a fun project/activity on 'The Languages of

India', sometime in Grades 6-8, such as, under the 'Ek Bharat Shrestha Bharat'

initiative. Several foreign languages will also be offered at the secondary level.

Indian Sign Language (ISL) will be standardized across the country and National

and State curriculum materials developed, for use by students with hearing

impairment.

strict enforcement in the form of prosecution is being done under Indian Penal

Code and Disaster Management Act, 2005 against wilful violators for violating the

orders/directions issued by the Government of India and the A&N Administration

from time to time. In the last ten days,35 people have been arrested for violations

and more than 2900 people have been challaned under the Disaster Management

Act,2005. Till, 28th July, 2020, a total of 288 cases have been registered, in which

362 people have been arrested so far. As many as 1845 vehicles have been seized

and around 17,500 people have been challaned for violation of National Directive

for COVID-19 Management, resulting in imposing of fine amounting to Rs. 52.60

lakhs. As frontline Corona Warrior, some of the police officers and staff also

contracted COVID-19, but this did not dampen the spirit of police personnel in its

fight against COVID-19. The endeavour and action on the part of Police Department

are continued unabated. A&N Police appeals to general public not to step out of

their homes during lockdown on weekends until there is an absolute emergent

situation.

To have more stringent enforcement and prosecution, A&N Police has further

geared up and has decided to take the bull by its horns. To further increase its

outreach, and add more muscles to prosecution, Andaman & Nicobar Police is

launching its Motor Cycle Squad named as 'Hawk Squad'. There will be total 8

motorcycles in this squad. These motorcycles are equipped with many gadgets,

including Public Announcement System. The idea behind introducing 'Hawk Squad'

is to increase mobility and swift response of the police to maximise police presence

and visibility. 'Hawk Squad' will be flagged of by the Director General of Police

from the Police Headquarters, Atlanta Point on 30th July, 2020 by observing

necessary protocol and safeguards against COVID-19, a press release from PHQ,

WHEREAS,an order No. 40-2/2020-DM-I(A) dated 29/06/2020

was issued by the Ministry of Home Affairs u/s 10(2)(1) of the Disaster Management Act 2005, in which Guidelines for phased

Reopeing (Unlock 2) were directed to be implemented.

AND WHEREAS, as per point no.5 of these Guidelines,

States/UTs based on their assessment of the situation, may prohibit

certain activities outside the containment zones, or impose such

restrictions as deemed necessary. AND WHEREAS, in exercise of powers conferred under section

24(l) of the Disaster Management Act, 2005, the Chief Secretary,

A&N Administration has ordered that additional steps will be taken to

prevent the spread of COVID-19 in Andaman & Nicobar Islands.

NOW THEREFORE, in order to prevent the spread of COVID-19

in the North and Middle Andaman District, I, Dr. Angel Bhati

Chauhan, IAS, District Magistrate, North & Middle Andaman, in

exercise of the powers vested in me u/s 144 of Cr. P.C., and in

supersession of the Order No.183 dated 30.06.2020, do hereby direct

the following: -

1. Movement of individuals shall remain strictly prohibited between

10.00 PM to 5.00 AM throughout North & Middle Andaman District,

except for essential activities, including operation of industrial units in

multiple shifts, movement of persons and goods on National and State

Highways, loading and unloading of cargo and travel of persons to

their destinations after disembarking from buses, airplanes, Ships,

Boats and Helicopters and subject to point No. 2 below.

2. Complete lockdown is imposed on weekends i.e, Saturday and

Sunday till further orders. All the offices of Government of

India/UT/local bodies, shops commercial and private establishments,

industrial establishments, transport services, hospitality services, etc.

shall remain closed during the lockdown period. However, essential

services such as water, electricity, sanitization, hospitals, veterinary

hospitals, medical establishments including their manufacturing and

distribution units both in public and private sector such as

dispensaries, chemists, pharmacies (including Jan Aushadhi Kendra),

medical equipment shops, laboratories, nursing homes, ambulances,

police, fire and emergency services, Disaster Management, Prison

Management, the transportation services involved in logistics of

essential services will remain exempted from the lockdown.

AND WHEREAS, this order shall come in force from 1200 hrs

29th July 2020 and shall be effective till further orders;

AND WHEREAS, in view of the emergent circumstances, this

order is being issued ex-parte and is addressed to the public in general.

This order shall be promulgated in the North & Middle Andaman

District by announcement through publicity vans and affixing of

copies thereof at notice boards of the Office of the District

Magistrate/Sub-Divisional Magistrates/Tehsildars as well as public

places of prominence and publication in the newspapers having

circulation in the district. Any disobedience of the above orders shall invite penal action u/s

188 of Indian Penal Code, 1860 and the relevant provisions of the

Disaster Management Act, 2005 against the violator(s).

ORDER NO. 231 WHEREAS, an order No.40-3/2020-DM-I(A) dated 29.06.2020 was

issued by the Ministry of Home affairs u/s 10(2)(l) of the Disaster

Management Act, 2005, in which guidelines for Phased Reopening

(Unlock-2) were directed to be implemented;

AND WHEREAS, as per point no. 5 of these guidelines, States/UTs

based on their assessment of the situation, may prohibit certain activities

outside the containment zones, or impose such restrictions as deemed necessary;

AND WHEREAS, in view of the increasing number of COVID-19

cases in the A&N Islands, it is deemed necessary that additional

restrictions be imposed;

AND WHEREAS, in exercise of the powers conferred under section

24(l) of the Disaster Management Act, 2005, the Chief Secretary, A&N

Islands has ordered that additional steps will be taken to prevent the spread of COVID-19 in A&N Islands.

NOW THEREFORE, in pursuance of powers vested in me u/s

51(b) of the Disaster Management Act, 2005 and in order to enforce

strict compliance of the National Directives on COVID-19 and in

continuation of the Order No. 230 dated 29.07.2020, I, Dr.Angel Bhati

Chauhan, IAS, District Magistrate, North and Middle Andaman District,

hereby direct the following:-

1. All passengers arriving by Ship/Boat/Helicopter/Airplane in North

and Middle Andaman District shall be compulsorily home quarantined

for seven (07) days from the day they enter into the island/district or till they are tested negative, whoever is earlier. All such passengers shall

further self-monitor their health for further seven (07) days period.

2. To regulate the movement of people into and out of North & Middle

Andaman District via the sea route and to prevent the spread of COVID-

19, the following Standard Operating Procedure (SOP)of concerned

departments is hereby notified:

3. Medical Officer (i/c), to deploy sufficient numbers of doctors and

health professionals for medical screening of both inbound and

outbound persons, and maintain a proper record in prescribed format.

This has to be shared regularly with the area tehsildar with information

to the concerned ACs.

4. If found free from ILI/SARI symptoms, have to be put under mandatory 7-day home quarantine.

5. If found symptomatic to ILI/SARI, notify the concerned health

officials for management as per the protocols given by MoHFW.

6. On receipt of information the health officials the tehsildar will order

quarantine of all in bound passengers, ensure fixation of quarantine

notice on the houses and share the order with all concerned for strict

enforcement of the same.

7. For ensuring compliance of Home quarantine order, the officials

deployed vide Order No. 176 dated 29th June 2020, as per the

containment plan of North & Middle Andaman District will be

communicated the list the people put under home quarantine on real time basis. The supervisors of each team will ensure daily checking of

each household put under quarantine which will also include enquiry

regarding neighbours throughout the date and report regarding this to be

submitted to NO COVID-19, North & Middle Andaman.

8. Concerned Forest Beat officer under control of Range officer of each

village will independently monitor the same and giving daily report in

their respective areas as detailed above.

quarantine protocols by the suspected COVID-19 person of his family

members/members sharing same premises, alongwith some evidence

viz. photograph (if possible) to the area patwari, police, SDMs or

control rooms on number 03192-272241 (Diglipur)/03192-262960

(Mayabunder)/03192-274111 (Rangat).

12. On receiving information of any violation, the revenue department

houses under quarantine in the common proforma as annexed, over and

above their departmental reporting proformas, if any. The monthly

common report shall be submitted to the Nodal Officer COVID-19,

North and Middle Andaman District.

14. Shipping department will intimate the schedule for plying of

passenger ships to all stakeholders well in advance and will share

passenger manifest along with details with the district administration to

make arrangements accordingly.

15. The Police department shall:

Ensure sufficient deployment of police personnel at their Jetties for

effectively maintain social distancing.

Ensure that no one coming from South Andaman district is allowed

to pass without medical screening.

Ensure law and order at the Jetty at all times.

Impose penalties on noticing any violations as notified by District

Administration, N&MA.

16. All the visiting staff must take adequate safety and security measures

and use needed personal protective equipment (mask, gloves, PP Suits,

etc) while visiting the houses under quarantine. High standards of

personal and respiratory hygiene alongwith frequent hand washing

should be followed by them.

17. Further the following fines are prescribed for violation of the

National Directives on COVID-19 management issued by the MHA and

the directions issued under this order: -

Major Head 0070-Other Receipts. A daily statement of the fines

imposed and collected by the respective offices of all the Sub-Divisions

shall be submitted by the Sub-Divisional Magistrates by 6.00 PM every

day to the undersigned without fail.

This order shall come into effect from 1200 hrs on 29th July, 2020

and shall remain in force till further orders.

ORDER NO.228 In order to ensure effective compliance of National

Directives on COVID-19 management and to contain the spread of

COVID-19 virus in North and Middle Andaman District, the

undersigned by virtue of powers vested under the Disaster

ManagementAct, 2005 direct that all shops in North and Middle

Andaman District should not allow more than 05 (five) persons at a

time and ensure that “2 gazkidoori” is maintained between customers

and with staff. Everyone must mandatorily wear face cover/mask and

observe good respiratory hygiene.

Any shops violating these protocol will be shut for 07 (seven)

days and shall invite penal action u/s 188 of Indian Penal Code, 1860

and the relevant provisions of the Disaster Management Act, 2005,

apart from fines as prescribed via Order No.184 dated 30th

June, 2020.

This order shall come into effect from the 12.00 noon of 29th

July 2020 and shall remain in force till further orders.

ORDER NO 868 In pursuance of the Orders issued by this office vide No.861 dt.

25.07.2020 the orders issued by the Chief Secretary, A&N

Administration vide No. CS/ Sr. PS/ 05/2020 dated 28.07.2020, all

owners of Shops and establishments shall strictly ensure the following:

i. Physical distancing norms of 6 Feet to be maintained inside the

premises. Depending on space availability, not more than 5 customers

to be allowed in a shop at a time. For smaller shops/booths, not more

than one person to be serviced at a time. Other customers will

maintain physical distancing of 6 feet- 2 Gaz ki Doori.

ii. Space markers denoting "2 Gaz ki Doori" (6 Feet) shall be marked

outside the shops for lining up.

iii. All workers/customers/visitors to be allowed entry only if using

face cover/masks. The face cover/mask has to be worn by all, at all

times inside the Shop/establishment.

iv. Respiratory etiquettes to be strictly followed. This involves strict

practice of covering one's mouth and nose while coughing/sneezing

with a tissue/handkerchief/flexed elbow and disposing off used tissues

properly.

v. Self-monitoring of health by all staff and reporting any illness at the

earliest to helpline Nos. 1070/ 1077. vi. The staff for home deliveries shall be screened thermally prior to

allowing home deliveries.

vii. Cleaning and sanitization of the shops/establishments. Regular

disinfection (using 1% sodium hypochlorite) of frequently touched

surfaces like knobs, counters, hand rails etc.

viii. For Market complexes (vegetable, fish etc) the following is

mandated:

a. Shops to be opened alternatively on days to maintain physical

distancing between shopkeepers and customers.

b. Entry point to have facility for hand sanitization/washing.

c. All persons entering the complex/market to be thermal screened.

d. Market association to deploy volunteers for queue management and

Thermal screening.

e. All workers/customers/visitors to be allowed entry in the market

complex, only if using face cover/masks. The face cover/mask has to

be worn by all, at all times inside the market complex.

f. Proper Hygiene and sanitization inside the market complex to be maintained by the market Association/PBMC/Panchayat.

Any violation of the above directives would be viewed very seriously

and the concerned shop/establishment/ will be sealed/closed for 07

days by the enforcement team of the administration, besides levy of

fines along with any other action under the relevant law.
