Addressing an event in New Delhi, Shri Prasad said digital India programme is helping change India so that no one has to stay away from the digital world. Shri Prasad said innovation should be part of the people who are associated with digital India programme. The Minister said the government is focusing on changing the country with low-cost technology being developed by the NIC. Shri Prasad said, India is working towards becoming a centre of data analytics. He emphasized that Digital India is beyond Video conferencing use in Districts as the Digital appetite is growing and the District Informatics Officer needs to work as part of a larger team and become a digital educator for the district. Addressing India Korea business Symposium in Seoul today, he said that in last four years India has jumped 65 places in World Bank's ‘Ease of Doing Business’ ranking and has reached to 77th position. Highlighting the investment-friendly ecosystem in India, he said that Foreign Direct Investment in more than 90 percent sectors is now on automatic route for approval and FDI worth over 250 billion dollars have been received in last four years. Prime Minister said that South Korea is a truly natural partner of India and business relations between the two countries have come a long way. He said that the negotiations to upgrade the Comprehensive Economic Partnership Agreement have been fast-tracked to achieve the bilateral trade target of 50 billion Dollars by 2030 from the present level of 21.5 billion dollars. He added that over 600 Korean companies have invested in India and their total investments into India have reached a cumulative figure of almost 6 billion Dollars. Prime Minister said that there is a huge demand in India in Transport, Power, Ports and Urban Infrastructure sectors and urged Korean businessmen to invest in these sectors and use their strong technological capabilities and capacities. Prime Minister also said research and innovation would be the driving force in the 4th industrial revolution era and the role of government is to provide the support system. In the first phase, four tourism projects for setting up of beach resort having 220 rooms in Long Island, 70 rooms in Smith Island, 50 rooms in Aves Island and 120 rooms in Holistic development of A&N Islands Incentives to be provided for setting up industrial units under LANIDS Shaheed Dweep have been identified. Land measuring 42.2 hectares in Long Island & 9.75 hectares in Shaheed Dweep is offered for a concession period of 60 years and 2.75 hectares land in Aves Island & 25 hectares land in Smith Island is offered for a concession period of 30 years. The RFQ document and response to the pre - application clarifications are available on the website http:// aniidco.and.nic.in. The last date for submission of RFQ application is 22nd February, 2019. To provide impetus to the development of these tourism projects, the A&N Administration has identified few infrastructure projects related to the activity which are being taken up on priority like civil enclave at Shibpur airport, Diglipur, Inter-island air connectivity under UDAN scheme, upgradation of Andaman Trunk Road including construction of bridges at Middle Strait creek and Hanspuri Strait creek, submarine fibre cable project, etc. A & N Administration shall provide upfront Environment Clearance, CRZ clearance and bar licences for the projects. A & N Administration will also facilitate assistance in obtaining other applicable permits. Further for the development of Industrial units, the Government of India has notified the "Lakshadweep and Andaman & Nicobar Islands Industrial Development Scheme, (LANIDS) 2018 for industrial units in Lakshadweep and Andaman & Nicobar (Contd. on last page) Port Blair, Feb 21 The Member of Parliament, Shri Bishnu Pada Ray, in a letter addressed to the Prime Minster of India has requested for conducting impartial inquiry into the mysterious death of V. Ramesh, a 2nd yr Civil Engineering student of Mount Zion Engineering College, Pudukottai, Tamil Nadu whose dead body was found on railway track on 3rd October, 2018. The letter was acknowledged by the PM's Office and further forwarded to the MP writes to PM for CBI inquiry into death of Ramesh DoP&T for appropriate action in the matter, according to a press release received here from the Office of the MP. Late V.Ramesh, S/o Shri M.Venkatesan was a meritorious student of this UT Island. Accordingly, the MP further pursued the matter with the Secretary, DoP&T, New Delhi to expedite the action to conduct CBI inquiry into the matter to award appropriate punishment to the culprits involved in the case, the release added. In this connection, the Employees and staff may be engaged on rotational basis and shall be given a weekly off. All concerned and tourism stakeholders who are dealing with tourism sites/spots/museums have been asked to strictly adhere to the same, a communication from the Asst. Seretery, (GA) said here today. Meanwhile, the President AATO, Shri M.Vinod, along with all its members has expressed gratitude towards the Lt. Initiating the training programme, the Nodal Officer MCC, Shri Yash Chaudhary through a power point presentation elaborated upon various aspects of MCC when it comes into force as soon as the election is declared. 'Khadi Paridhan Utsav' at Girls' School Auditorium on Feb.23 Port Blair, Feb 21 In a yet another major achievement, for the first time in the Isles, the Department of Surgery, GB Pant Hospital, Port Blair performed Advanced Laparoscopic Surgery on a 28 days old, male infant on Feb 4, 2019. An infant aged 28 days old was referred from BJR Hospital, Car Nicobar with complaints of large swellings in both groin regions since birth. The infant was admitted and evaluated with blood and radio imaging investigation at GB Pant Hospital, and found to have bilateral large congenital inguino-scrotal Major achievement by GB Pant Hospital 28 days old infant undergoes laparoscopic surgery hernia. Pre-anaesthetic evaluation was done by the Department of Anaesthesia and the baby was taken up for elective advanced laparoscopic surgery. A team of experts headed by Dr Saji Vargheese and Senior Anaesthetist Dr Narayanan and assisted by Nursing Officer Smti Annie performed advanced laparoscopic surgery and repaired bilateral large inguinal hernia from inside the abdomen by incising the hernial sac and closing the defect with intra- corporeal suturing. Post operatively the infant recovered very well and was started oral intake next day and discharged from the Hospital the next day itself. The infant came for follow up after one week and is doing well. It is worth mentioning here that this is the first time, an infant patient as young as 28 days has undergone advanced laparoscopic surgery at GB Pant Hospital, Port Blair. etc. of the Central Govt., State Govt., UT Administration, Public Undertaking of

Central and State Govt. Local Bodies, Municipalities, Marketing Board by

whatever name known, Co-operative Societies, Autonomous District Councils or

any other body in which public fund and Private Owners will have to be invoked

for the smooth conduct of the Election;

NOW, THEREFORE, in exercise of the powers conferred under Section 160

of Representation of Peoples Act, 1951, I, Admiral D K Joshi, PVSM, AVSM,

YSM, NM, VSM (Retd.), Lieutenant Governor (Administrator), Andaman and

Nicobar Islands, do hereby delegate the powers conferred on me under Section

160 of Representation of Peoples Act, 1951 read with Rule 98 of Conduct of
