Rajiv Yuva Kiranalu is conceived by the Govt. of Andhra Pradesh to build
job specific skills among the unemployed and place them in appropriate private
jobs. Vision of RYK is to convert large no. of non-literate, school dropout,
unskilled and unemployed youth into productive workforce by building their skills
thereby promoting inclusive growth. The mission proposes to employ 15 lakh
youth in jobs in the private industry by 2014. The implementation shall be on a
mission mode. To operationalize the programme, Government have constituted
1. High level council Rajiv Education and Employment Council of Andhra
Pradesh (REECAP) has been set up under the Chairmanship of Honorable Chief
Minister with 9 cabinet ministers, Principal Secretaries of relevant departments and
10 representatives of the Industry and Academia for creating necessary policy
environment and guiding the implementation process. This is a unique body which
brings the best of Govt. Industry and Academia together to maximize opportunities
for the unemployed youth.
2. An exclusive State Level Society Rajiv Education and Employment
Mission in Andhra Pradesh (REEMAP) have been registered to coordinate the
efforts of all sub-missions on a mission mode.

Employment Generation and Marketing Mission (EGMM) is a society
set up by the Department of Rural Development of the Andhra Pradesh
(AP) Government to provide employment to the rural unemployed youth.Set up five years back, EGMM has emerged as one of the largest Jobs
mission working for the underprivileged youth. To date it has trained 2,
26,909 and placed 75% of them in entry level corporate jobs. 45% are
girls and 37% are SCs/ STs. The youth are from economically and
socially underprivileged sections of the society. EGMM works in a
public-private partnership mode with Government, companies and the
rural communities as its stakeholders. The entire approach is a bottom-up
approach, tailored to move the rural poor from the unorganized to theorganized labor market.
The brand EGMM has been built by its innovative products developed
like the country's first Grassroots level English, Soft Skills & Computers

Academy, Textile Training Academy, and Security Academy. EGMM
has also customized the trainings linked to new investments like Rural

District Rural Development Agency (DRDA)DRDA has traditionally been the principal organ at the district level to oversee the
implementation of anti-poverty programmes of the Ministry of Rural Development. This agency was
created originally to implement the Integrated Rural Development Programme (IRDP). Subsequently
the DRDAs were entrusted with number of programmes of both state and central governments. From
01 April 1989 a separate DRDA Administration has been introduced to take care of the administrative
costs. This aims at strengthening the DRDAs and make them more professional in managing the anti-
poverty programmes and be an effective link between the ministry and the district level.
Rural development and poverty alleviation programmes are implemented on a
decentralised basis, keeping in view the large geographical areas, the administrative
requirements and the need to involve grassroots-level officials and the community in the
implementation of the programmes. At the central level the Ministry of Rural Areas &
Employment has been implementing these programmes. The Ministry is responsible for the
release of central share of funds, policy formulation, overall guidance, monitoring and
evaluation of the programmes. At the State level Prl Secretary, Rural Development and the
Commissioner of Rural Development are overall incharge for implementation of the rural
development programmes. At the District level, the programmes are implemented through the

DRDAs (District Rural Development Agencies). The governing body of DRDA includes
Members of Parliament (MPs), Members of Legislative Assemblies (MLAs), District level
officials of Development Departments, Bankers, NGO's and representatives of weaker sections
of the society. The District Collector is the Chairman of the Governing Board and the Project
Director the Member Secretary. The Governing body at the district level provides guidance and
directions to DRDA.
Many Schemes of the Central and State Governments are introduced from time to time.
Several schemes are available providing support to different components of Rural
Development. Schemes are also periodically modified to reflect the experience over the years.
The task of DRDA has been to identify the needs of the rural population and reach the
appropriate schemes where they are needed. In implementing the schemes, the role of the
DRDA has been Technical, Managerial and Financial. Thus DRDA is not only a body to
disburse the funds for the schemes but also provide appropriate Managerial and Technical
support.
Indira Kranthi Patham
The activities of DWCRA and Velugu were integrated under a programme called Indira KrantiPatham. The basic objective of this integration is to implement various programmes for strengthening of self-help Groups with similar implementation strategy. The new scheme IndiraKranti Patham had been designed by clubbing Women Empowerment with Poverty Alleviation
Indira Kranti Patham (IKP) is a statewide poverty reduction project to enable the rural poor toimprove their livelihoods and quality of life through their own organizations. It aims to cover all thrural poor households in the state with a special focus on the 30 lakh poorest of the poor households.
