Programme

The Professional master programme “Innovations and entrepreneurship” submitted for accreditation has been approved by the RTU Senate on 2 June 2003, Minutes No.478 (see Appendix A).

After receipt of the licence the programme “Innovations and entrepreneurship” was amended pursuant to the resolution of the Senate No. 490 of 25 October 2004 and the order issued by the RTU Vice-Rector for Academic Affairs No. Nr.02/35 of 3 November 2004.

2. Licence of the Programme

Licence No. 04051-18 has been issued by the LR Ministry of Education and Science based on the resolution of 28 November 2003 allowing to realise the programme until 6 November 2006 (see Appendix B).

3. Activities should the Programme be liquidated

In case the study programme is liquidated, students may continue studies in the accredited RTU study programme “Management and entrepreneurship” (accredited on 21 December 2000 for 6 years), or in the RTU study programme “Management of enterprises and organisations” (accredited on 22 May 2002 for 6 years).

The content, organisation and structure of the study programme “Innovations and entrepreneurship” provide students with the necessary flexibility, should the programme be liquidated, enabling them to be transferred to another master study programme, where necessary covering and passing the required additional subjects. The students of the programme “Innovations and entrepreneurship” are entitled all rights and guarantees eligible to RTU students.

4. Description of the Programme

The international professional master programme “Innovations and entrepreneurship” was established as a continuation of successful cooperation between the RTU Faculty of Engineering Economics and the Buskerud University College in Norway. The programme was developed based on a thorough study of academic programmes of the Massachusetts Institute of Technology (USA), as well as the experience amassed by the Norwegian partners, duly adapting it to the real-time requirements posed by the employers and effective legislation governing education in the Republic of Latvia.

The programme was originally launched supported by the funding 3.6 million NOK granted by the Norwegian government, which has, for three years, allowed to actively attract highly qualified academic staff from Norway alongside with Latvian colleagues to implement and develop the programme.

General description of the Professional master programme “Innovations and entrepreneurship”

Study level: professional master studies

Nominal duration of the programme:

1.5 years2.5 years (for persons having an academic bachelor degree)

Scope of studies: 60 CP100 CP (for persons having an academic bachelor degree)

Academic prerequisites: Professional bachelor degree and/or 2nd level professional tertiary education and at least 2-year entrepreneurial or managerial experience;academic bachelor degree in social sciences and at least 3-year entrepreneurial or managerial experience.

Upon completion of studies, students have to elaborate and defend a master thesis. The subjects included on the programme and their scope in credit points is given in Table 1 below.

The sequence of acquiring the subjects for full-time and part-time studies is presented in Appendix C and D.

The abstracts of subjects to be mastered in the programme and the corresponding course curricula are presented in Appendix E. The compulsory core subjects and compulsory specialisation electives are especially designed for this programme. Pedagogy and psychology subjects are selected from the range of subject courses offered by the RTU Humanities Institute.

In the 3rd semester, the programme envisages a study trip to Norway (8 days). The trip includes visits of enterprises and associations, as well as lectures on different relevant political and economic issues within the context of EU developments and globalisation processes, with a special focus on the experience amassed in Norway in the area of development of innovations. A sample of a study visit programme is presented in Appendix 8.

Taking into account Latvia’s integration into the European Union, as well as globalisation of business, the programme is conducted in English. As a result, students also acquire relevant international business terminology.

The studies include lectures, workshops, group work and analysis of real projects. Upon completion of the course students are to elaborate and defend a master thesis. The themes of master thesis are related with tackling real-time business problems in enterprises, by applying the knowledge acquired during the programme.

Content, structure and mode of implementation of the ProgrammeThe study programme may be realized as full-time and part-time studies, by acquiring

the programme in 1.5 or 2 years (for students with a prior academic bachelor degree in 2.5 or 3 years). The part-time study programme is adapted to meet the needs of working students, by offering them an opportunity to acquire qualitative education.

The study process is split into modules, each course subject comprising up to 3 modules. The modules are designed according to the following pattern: 2 separate in-class blocks followed by individual and group work.

A sample of arrangement of acquisition of a 4 CP course is the following: 1. An in-class study block 3 evening and 1 daytime intensive session of lectures, practical classes, group work, case studies: Wednesday, Thursday and Friday evenings –18:00 - 21:00; Saturday – 09:00 - 16:00.Intermediate period:4-5 weeks devoted to case studies, discussions and home assignments. Basic lecturer-student, and student-student communication medium is the Electronic Blackboard Learning System – a special academic communications system in the Internet.2. An in-class study block3 evening and 1 daytime intensive session of lectures, practical classes, group work, case studies: Wednesday, Thursday and Friday evenings –18:00 - 21:00; Saturday – 09:00 - 16:00.Intermediate period:4-5 weeks devoted to case studies, discussions and home assignments. Basic lecturer-student, and student-student communication medium is the Electronic Blackboard Learning System.Examination/assessment:May vary depending on the course, but all courses contain a written examination.

5. Advertising and informative materials about the possibilities to undertake the Programme

Information about the programme and the possibilities to obtain the professional master degree is spread by using different advertising media.

The most relevant are printed materials, ads, advertising booklets, catalogues, and making the information available via the Internet, as well as participation in exhibitions (one of the most important events being an annually held exhibition “Skola”).

In addition, information is also disseminated in cooperation with the representatives of employers; especially good cooperation has been established with the Latvian Employers Confederation, spreading the information about the programme among its members. Essential support is being rendered by the Embassy of Norway, which has passed information about the programme to Norwegian businessmen doing business in Latvia.

The programme is also advertised through the most up-to-date means of advertising and information medium – the Internet. Information about the programme is available in its web page: www.mba-inovation.lv, as well as in the RTU web page: www.rtu.lv, and in the web page of the Faculty of Engineering Economics: www.ief.rtu.lv.

All these activities are aimed at promoting interest in innovations and entrepreneurship, ensuring substantial interest in the study programme “Innovations and entrepreneurship” offered by the RTU Faculty of Engineering Economics and drawing a considerable number of students to this programme.

6. Perspective evaluation of the Programme

6.1. Correspondence to the National Tertiary Professional Education Standard

To evaluate the compliance of the professional master programme “Innovations and entrepreneurship” with relevant LR normative acts, Table 2 presents the comparison of its correspondence to the LR MC regulations on the national standard of the 2nd level professional tertiary education (No.481, 20 November 2001).

State examination, part of which shall constitute elaboration and defence of a master thesis or a diploma thesis (diploma project) and whose scope shall be at least 20 CP.

The scope of the master degree thesis is 20 CP.

Upon fulfilment of the enrolment requirements in the respective master degree programme, persons with a previously completed professional bachelor degree or an academic bachelor degree, or a professional qualification acquired after completion of at least a 4-year study programme.

Prerequisites with regard to prior education:Professional bachelor degree and/or 2nd level professional tertiary education and at least 2-year entrepreneurial or managerial experience; Academic bachelor degree in social sciences and at least 3-year entrepreneurial or managerial experience.

Graduates of the master programme shall be awarded the professional master degree in the particular branch, intermediary branch or profession.

Manager of enterprises and organisations

The programme ensures acquisition of the knowledge and skills specified in the professional standard “Manager of enterprises and organisations”.

6.2. Results of employers survey The Programme Advisory Board was established to ensure involvement of employers

in the development of the study programme and incorporates local and international businessmen, representatives of associations, as well as representatives of academic staff. The members of the Board regularly participate in the elaboration and development of the programme. The list of the members of Advisory Board is appended as Appendix G.

The employers’ survey shows that master degree students are theoretically and practically well prepared. The survey also indicates that the level of preparation of specialists is different (dependent on the particular person). Employers outline specialists’ desire to professionally develop, as well as point out the necessity to establish closer cooperation, especially in the field of practical training. 7. Evaluation of the Programme

7.1. Programme goals and objectives Latvia being a small state with an open economy, rapid growth of economy and social

wellbeing is to a great extent dependent on the ability to create and realise competitive products and services in the world market. To enhance overall competitiveness, it is necessary to ensure accelerated development of knowledge-based industries and to increase the share of high value added goods in traditional industries. The ability to generate new ideas and to use

them commercially is the decisive driver of economic growth. This process is relevant for all types and branches of business (production, services, tourism, agriculture), as well as all kinds of companies (small, medium-sized, big, and multinational).

The principal aim of the specialisation of the Professional master programme “Innovations and entrepreneurship” is to educate businesspersons and managers, by placing a special focus on the acquisition of the latest knowledge with regard to innovations and product development. The programme offers acquisition of knowledge and competence relevant for management and development of enterprise.

The aim pursued by the RTU Faculty of Engineering Economics, when developing study programmes, is to develop coordinated and successive educational programmes meeting labour market requirements and ensuring the quality of education correspondent to the programmes offered by tertiary education establishments internationally.

General study programme objectives are:- to encourage development of analytical skills of master degree students;- to promote acquisition of skills relevant for doing research;- to develop skills to identify problem-areas, formulate goals, and come up with

feasible solutions;- to develop the intellectual potential of students, to encourage their spiritual

advancement, to promote application of their intellectual acumen both in the study process as well as in further practical activities;

- to provoke students’ interest in social developments;- to offer students an opportunity to undertake a programme to obtain the

professional master’s degree.

7.2. Organisation of the ProgrammeThe system of studies at Riga Technical University is developed pursuant to the LR law

“On education” and the law “On tertiary establishments”, allowing to achieve the goals set forth by the particular study programme and facilitating fulfilment of its objectives. The system of studies at RTU is also governed by internal regulatory documents specifying students - University relations, as well as organisation and realisation of studies.

Most relevant documents specifying the relations between students and the University are enrolment documents and the study agreement stating the requirements for obtaining education, as well as the regulations concerning internal order and procedures.

Basic documents and governing bodies regulating, administering and determining the course, order and organisation of studies are:

- Charter of Riga Technical University;- RTU Administration and the Senate;- Administration of the Faculty and the Faculty Council;- Administration of study programmes;- Students Self-Government;- Study programme (Appendix A);- Course programmes (Appendix E);- Study plan (Appendix C and D).

All the documents referred to above are available with the administration of the Professional master programme “Innovations and entrepreneurship” or the administration of the Faculty.

The student enrolled in the programme is issued an RTU student’s identity card. Starting with the moment of enrolment, the student is entitled to all the rights enjoyed by RTU

students as provided for by the LR law “On education” and the law “On tertiary education establishments”, the Charter of Riga Technical University, and other binding documents. Students may acquire additional knowledge, change the type of studies and study programme, including the right of transfer of the grades acquired in other study programmes of other tertiary educational establishments, as well as to temporarily (but not longer than for 2 years) suspend studies, retaining the relations with RTU.

The relevant normative documents regulating the activities of the University are available with the administration of the programme and also in the RTU web page in the Internet.

7.3. Practical realisation of the ProgrammeThe study programme is realised by the administration of the programme “Innovations

and entrepreneurship”, the International Programme Department, and the following institutes, chairs and professors’ groups of the RTU Faculty of Engineering Economics:

Institute of Production and Entrepreneurship: the International Programme Department (Director: Modris Ozoliņš, diploma

of sc.ing., Mg.oec., MBA, Assoc. Prof.) Chair of Economy of Production and Entrepreneurship

(Head: Konstantīns Didenko, Dr.oec., Professor);

Institute of International Business and Customs: IIBC Language Instruction Group

(Head: Irēna Matisone, Mg.filol., Assoc. Prof.)

The programme is administered and managed by the International Programme Department.

The study process is ensured by the academic staff of the institutes, chairs and professors’ groups involved in designing and updating the programmes of course subjects, ensuring delivery of courses, supervision of elaboration and defence of master theses, and the required methodological and educational materials.

The programme is supported also by corresponding technical and maintenance personnel.

Studies are organised as lectures and practical classes conducted in classrooms and computer rooms.

Practical placement is organised as follows:- Requirements for the enrolment on the programme specify that applicants should

have at least 2 - 3 year long managerial experience; - In part-time studies, practical placement is arranged at student’s place of work,

thus combining work with studies and offering students an opportunity to apply theoretical concepts and practical skills acquired in class in the companies / organisations the students are working for;

- The foreign study trip provides students with an opportunity to have an insight into and to master the practices of Norwegian enterprises.

Practical skills and competencies are also perfected in class and through individual and group work and projects. The results of group projects are generally publicly presented in class, with a subsequent peer and professor evaluation.

Practical placement (10 CP) is planned for students having professional qualification. Students having a prior academic bachelor degree are to have additional placement (26 CP).

A special focus of the programme is regular real business case studies, using internationally recognized case studies developed by leading business schools (e.g., Richard Ivey, Harvard, Western Ontario etc.), as well as local-business-based cases included as indispensable elements of other individual courses.

In addition to the projects referred to above being realised within the framework of specific courses, the programme is to be completed with the elaboration of the master thesis. The master thesis should reflect the student’s ability to academically and professionally integrate and apply the knowledge, skills and competencies acquired during the studies and practical placement. The aim of the master thesis is:

To demonstrate the ability to apply the concepts, methodology and analytical skills acquired in the course of the programme to address specific issues chosen as the focus area of the research resulting in the master thesis;

To demonstrate the ability to identify and come up with feasible solutions of corporate management problems;

To demonstrate the ability to elaborate the master thesis, systematically and in a structured manner, and to publicly defend the results of the research.

The commission evaluating the defence of the master theses will also include leading experts representing Latvian and international businesses. Most of the solutions proposed by the authors of the master theses are intended to improve the operation of real enterprises.

7.4. System of assessmentThe assessment of the knowledge is effected pursuant to the requirements of the national

academic education standard according to the ten-grade scale.The basic principles of evaluation of the progress in the Programme are:

The principle of aggregation of positive achievements; The principle of compulsory examination; The principle of openness and transparency of assessment criteria; The principle of diversity of forms of assessment; The principle of accessibility of examination.

Basic assessment types to evaluate the acquisition of the programme are examinations and tests to be passed at the end of each study course. The type of assessment is indicated in the curricula. Acquisition of the programme is assessed in an examination according to the 10-grade scale as specified by the National Education Standard. Examinations are accepted by the academic staff conducting the corresponding course or by academic staff appointed by the former. Tests are assessed as “passed” or “not passed” and are accepted by the academic staff conducting the specific course.

Besides the final assessment, upon completion of the course there are also current progress tests – current tests, assessment of presentations at seminars, independent academic work assignments etc. These current progress tests are specified in the academic curricula

Credit points are awarded for each completed study course, on condition that the evaluation grade is at least 4 (almost satisfactory) or “tested”.

Students may get the following information about the conditions and requirements concerning final assessment for each study course:

conditions, requirements and list of questions for final assessment are available with the programme administration and academic staff conducting the respective course;

conditions, requirements and questions included in the assessment are elucidated at the first class of the respective academic course.

The programme is to be completed with the elaboration and defence of the master thesis, assessed according to the 10-grade scale. The evaluation criteria for assessing the defence of the master thesis are:

systematisation, consolidation and expansion of theoretical knowledge and practical experience;

independence in acquiring of literary and other reference sources; skills to present theoretical approaches and resolve the problems being

investigated, which include specific professional summaries, complex generalisations and novelty elements;

analysis of a topical business problem; elaboration of feasible practical solutions in the form of proposals and

recommendations; development and consolidation of skills to independently tackle a business-related

research and to defend the results.

This system of evaluation is effective at RTU since 2001/2002, and it has justified itself as allowing to achieve a higher level of knowledge and competence, as well as providing better transparency and correspondence of the assessment results to students’ academic performance – the knowledge and skills acquired.

The results of the assessment of students’ progress are analysed twice a year and discussed at the Programme Management Council meetings, the results of the defence of the master theses are also analysed at the FEE meetings, the results are collected and evaluated also by the Programme Administration, so that they can serve as the basis for further improving the study process.

7.5. Students7.5.1. Number of students in the programme

In 2004/2005, the number of students enrolled in the 1st year - 38.

7.5.3. Number of graduates

So far, being a new programme, the programme has no graduates. The planned number of graduates for 2005 is 22.

7.5.4. Students’ questionnaires and analysis of results

Students’ questionnaires are conducted regularly, at the end of completion of each semester. Currently, questionnaires are available on the courses already completed.

The results of the questionnaires are submitted to and collected by the Programme Administration. They are analysed in professors’ groups and are used for perfecting the content of the subject courses and improving organisation of the studies.

7.5.5. Graduate questionnaires and analysis

The questionnaires of programme graduates will be conducted at the end of 2004/2005 when first graduates will complete the programme. The questionnaires will be conducted in compliance with the procedures and methodology elaborated and approved by the RTU FEE.

7.5.6. Participation of students in the improvement of the study process

Students may participate in perfecting the study process directly – by expressing their wishes directly to the Programme Administration or through the Students Self-Government, whose representatives take part in the FEE Council meetings. Students express their evaluation and proposals for improving the study process at the end of each academic year, using special course evaluation forms.

Students are actively involved in advertising the programme (e.g., at the Open Door Days) and propagating the results of their research, presenting their projects to the Counsellor Convention etc.

7.6. Academic staff engaged in the Programme

7.6.1. Academic staff The study programme is implemented by the academic staff of the RTU Faculty of

Engineering Economics (FEE) and Norwegian tertiary educational establishments. Until 2006, subject courses are mostly taught by Norwegian academic staff, gradually transferring responsibility for further implementation of the programme to the Latvian colleagues.

The implementation of the programme is ensured by such highly qualified academic staff of Norwegian universities and colleges as Assoc. Prof. K. G. Hoff., R. Qvenild, K. Jakobsen, N-O. Ørjasæter; and academic staff of the Faculty of Engineering Economics of Riga Technical University – Prof. K. Didenko, Prof. G. Merkurjeva, Assoc. Prof. N. Lāce, Assoc. Prof. V. Jurenoks, Assoc. Prof. M. Ozoliņš; academic staff of RTU Riga Business School – Assoc. Prof.. A. Laizāns, Assoc. Prof. D. Beļicka, lecturer U. Cimdiņš, lecturer J. Caune, lecturer B. Apine and others.

Business English is taught by the academic staff of the Language Instruction Group of the Institute of International Business and Customs (RTU FEE) – Assoc. Prof. I. Matisone, Assoc. Prof. I.Blumfelde, lecturer A. Ķēbere and others.

In the initial phase of implementation of the programme, it is not envisaged to take on additional supporting personnel. Currently, the existing personnel of the Faculty of Engineering Economics are performing all the functions required to support the programme technically.

Information about the academic staff involved in the implementation of the programme is summarised in Appendix H. The list and CVs of academic staff are appended there.

7.6.2. Faculty characteristics

The academic staff is appropriate to study program requirements. The faculty can be characterized by their CV-s (see appendix J). Faculty members are actively engaged in research and methodological activities. Faculty members are active participants of scientific and methodological Conferences, seminars and workshops in Latvia and abroad, e.g. Germany, Great Britain, Slovenia, Poland, Lithuania, Estonia, Belarus, Ukraine and others.

Since 2002 the faculty members have been involved in 5 research projects financed by Latvian Council of Science. Among them:

Project No. 01 0566 „Modeling of Development of Information Market in Latvia”;Project No. 4.0567 „Statistical Modeling of Macroeconomic Processes”;Grant No .04.102 Project No. 04.1026 (2004. – 2007.) „Economic Role of Information

Resources in Development of Entrepreneurship in Latvia.

The faculty members are involved in different forms of research activities. Some of projects to be mentioned are:

The faculty members are heavily involved in supervising of Master’s and Doctoral Thesis. During the last 2 years the faculty members have fulfilled 11 contracts commissioned by business.

During the study year 2003/2004 66 scientific publications have been published by the academic personnel of FEE, including 11 articles in international issues. 23 methodological works have been published during the last study year, as well.

7.6.3. Policy of selection, renewal, training and professional advancement of academic staff

The number of academic staff engaged in the programme is stable, which is determined by the stabilisation of the number of students over the recent years and programme prospects for the near future. Average age of FEE academic staff is as follows: lecturers – 35-40, assistant professors and associate professors – 45-50, professors > 55.

Selection and renewal of academic staff is effected through doctoral studies. Advancement of professional qualifications of academic staff is achieved also through participation in conferences, seminars, various courses, through involvement in the organisation of the study process and consultants’ activities.

The selection of academic staff to a certain extent is restricted by the comparatively low remuneration of academic staff, especially in the initial period. Therefore, the FEE tries to attract practitioners from companies/organisations having correspondent qualifications, thus enriching and making the implementation of the programme more versatile.

The academic staff are actively involved in various research projects and professional advancement programmes, which allows them to apply the most up-to-date theoretical concepts and practical approaches also in the study process. Master degree students have an

opportunity to participate in annual RTU Students Scientific Conferences, as well as publish the results of their research in the Conference Proceedings.

FEE academic staff are actively raising their qualification and advancing professionally also participating in the courses delivered by Norwegian professors as co-instructors, elaborating and evaluating projects, practical work assignments etc.

7.7. Sources of financing and provision of infrastructureStudies provide students with qualifications and knowledge that can be classified as a

special form of intellectual property and costs for acquiring special knowledge, i.e., as a special personalised capital – an investment into the intellectual development of an individual.

The following forms of financing are available to students: financing provided by students’ employers; students’ personal funds; commercial credits granted for studies.

Tuition is for charge, which only partly covers programme implementation costs. In 2004/2005, the tuition fee payable by the students undertaking the programme is LVL 750. The rest, the costs of launching and realising the programme for the period of 3 years, is covered by the Norwegian government grant amounting to NOK 3.6 million.

To especially attract students from small and medium-sized enterprises (SMEs), applicants may apply for scholarships that cover the tuition fee for one full academic semester. The programme provides scholarships, which are granted on a competitive basis.

To be granted a scholarship, the student has to fulfil the following academic requirements:

- he/she has to complete the semester with good grades,- he/she has to represent a SME.

To be eligible to a scholarship for the whole academic year, student’s academic performance and activities are repeatedly revised after each semester.

After the grant of Norwegian government is fully utilised, it is envisaged that programme costs will be covered by the students; at the same time, it is also planned to attract financing from the state budgetary funds as well as from businesses.

Library The programme requirements are supported by a special methodological room and a

newly developed library. Programme students receive a full set of textbooks required for studies into their personal possession. Students may also draw on the resources of the RTU Scientific Library, as well as on the funds of the Methodological room of the Faculty of Engineering Economics. Library funds are formed, considering the academic and research tracks pursued by RTU.

Total fund of the RTU Scientific Library comprises 2 648 217 units:Books – 2 007 416;

Serial publications – 568 666;Normative publications regulating production – 47 153;Product catalogues – 18 509;Overviews of scientific research work – 4 910; Dissertations – 1 478; Electronic documents – 85 titles.

Library funds includes scientific books, encyclopaedias, dictionaries, manuals, serial publications, textbooks, bibliographical reference sources, normative documents, overviews of research work, dissertations, and electronic documents. The funds contain literature on

natural and engineering sciences and technology, architecture, economics, social sciences, art and fiction. 15% of the funds are available in Latvian, 67% - in Russian, 18% - in other languages.

The funds of the Library are located in the Central Library as well as in specialised branch libraries and reading rooms. Efficient access to the Library funds is ensured by a unified catalogues system, providing information about total funds and separate library funds, and by the bibliographic reference service. Since 1994, all new acquisitions of the Library are being entered in an electronic catalogue.

The RTU Scientific Library is a member of the Association of Latvian Academic Libraries and the International Association of Libraries of Technological Universities.

Information can be obtained and processed electronically in computer rooms equipped with more than 100 work places.

Material and technical base The classrooms used for the studies are located in the central RTU building at No.1

Kaļķu street in Riga and are fitted with most up-to-date technical equipment – stationary and laptop computers, multimedia projectors, audio and video equipment, overhead projectors and other presentation equipment.

The administration and academic staff are also provided with the necessary supporting equipment – computers, printers and copying machines. Technical support during study trips is provided by the international cooperation partners.

Other sources of financing are grants, contractual assignments, cooperation with foreign universities, which additionally allows to support the study process with computers, methodological materials and ensure a possibility for student exchange.

To further improve the studies, classroom equipment is still being updated, new methodological rooms and laboratories are being created, new office equipment, computers and textbooks are being purchased.

In 2003/2004, the following improvements of technical base were carried out:1. renovation of premises, purchase of new furniture;2. updating of computer equipment;3. preparation of teaching and methodological materials.

Programme students may also draw on the services offered by the RTU Scientific Library. They may also use FEE libraries of specialised institutes and methodological rooms, e.g., the International Business and Customs Institute, the Institute of Production and Entrepreneurship, and the Institute of National and Regional Economy, which contain the latest periodicals, statistical materials, books, conference materials on economy and entrepreneurship related issues.

7.8. External relations

7.8.1. Relations with employers

The RTU resolution of 24 September 2001 approved the formation of the RTU Counsellors Convention composed of 26 representatives of various enterprises, banks, associations, and state organisations. This programme, as has already been mentioned above, is also having its own Advisory Board.

The feedback is realised by means of employers’ questionnaires.Cooperation is effected through membership of academic staff in various professional

associations, e.g., the Latvian Employers Confederation, the Latvian Personnel Management Association, the Sworn Auditors Association, and the Baltic Management Development Association etc.

7.8.2. Cooperation with similar profile programmes in Latvia and abroad

The RTU Faculty of Engineering economics has established close cooperation with other Latvian tertiary education institutions (e.g., the University of Latvia, the Latvian Agricultural University, the Rēzekne Higher School, the Vidzeme Higher School, the Banking Institution of Higher Education etc.), as well as many foreign higher schools:

These relations are strengthened by cooperation agreements, such as:- cooperation on “The development of university level subjects in the area of management”

between RTU and Buskerud University College (Kongsberg, Norway) envisages:o attraction of visiting professors to deliver management-related courses –

“Management of entrepreneurship”, “Economics of entrepreneurship”, “Project management” ,

o provision of the study process with textbooks and other study and methodological materials, and

o the possibility for two students during one semester to conduct master thesis related research in Norway;

- agreement between the LU Faculty of Economics and Management, the Faculty of Economics of the Latvian Agricultural University and the RTU Faculty of Engineering Economics on coordination and cooperation in implementing the doctoral study programme;

- cooperation between RTU, LU and Wismar Technical University (Germany), which, among other things, also envisages students exchange for elaborating the master thesis;

- cooperation agreement between RTU, LU and the Hagen Distance Learning University (Germany) offering a new study programme “Double diploma in economics” offering students an opportunity to study in the master degree programme at RTU and, in parallel, at the Hagen Distance Learning University for obtaining two diplomas: the RTU master’s diploma and the second level economist’s diploma issued by the Hagen Distance Learning University that is equal to the master’s diploma;

- agreement between RTU, the Kiev National Economical University, and the Ukrainian Technical University aimed at development of Ukrainian and Latvian national economy, engineering and economic sciences, and educating highly qualified specialists.

7.8.3. Academic staff having teaching experience in foreign educational establishments or doing research abroad

In 2003/2004, four RTU FEE representatives of academic staff and administration had a professional trip to Norway together with the students of the programme “Innovations and entrepreneurship” to visit Norwegian enterprises and public organisations, and to attend lectures.

FEE academic staff regularly participates in international scientific conferences held in Germany, Ukraine, Russia, Switzerland etc.

7.8.4. Number of foreign visiting lecturers in the Programme

Until 2006, it is planned that most of the course subjects will be delivered by the joint team of RTU FEE academic staff and Norwegian partners. Norwegian visiting professors are K. G. Hoff., R. Qvenild, K. Jakobsen, N. O. Ørjasæter.

In 2002, the Norwegian visiting professor K.G.Hoff published a textbook in Latvian “Business economy” (pp.560).

7.8.5. Students that have studied abroad on exchange programmes

In 2003/2004, as planned, all 2nd year students went to Norway on a study trip.

Students may apply for studies at foreign universities, which are arranged by the RTU International Relations Department.

Programme student L.Vosekalna, having successfully completed the 1st year, continues studies in the USA; in 2004/2005, student A.Dutka – continues studies in Finland; in the spring 2005, student R.Lukjanska – is going to raise qualification in Norway on a short-term students exchange programme. Programme students’ ability to incorporate into foreign academic programmes attests to the comparability of the studies offered by the RTU and those available abroad.

7.8.6. Number of foreign students in the Programme, length of studies

In 2003/2004, there were no foreign students in the programme. At the same time, it is planned to cooperate also in this area. In November 2004, the administration of the programme discussed such a possibility with the representatives of Norwegian universities.

8. Programme development plan

The development plan of the academic master programme (see Table 5) has been elaborated, taking into account the results of students’ questionnaires, the analysis of statistical information and the development plan “Strategic aims and objectives of the activities of RTU” approved by the RTU Senate on 24 September 2001.

9. Benchmarking with similar programmes offered internationally

(EU, USA)

To evaluate the programme, considering its comparability and recognition internationally, the programme was benchmarked against the results of the survey conducted by the EMBA (Professional MBA) Council1, the master programme of technology management offered by the Sloan Business School of the Massachusetts Institute of Technology (USA), as well as with the master programme of business management of the Vilnius Gediminas Technical University.

The comparison of the programme with the results of the research conducted by the EMBA Council (see Appendix I), covering 97 universities and business schools across the globe, shows that 10 subjects included also on the master programme “Innovations and entrepreneurship” are among the most taught courses on the list presented by the EMBA Council (see Table 7).

The master programme of technology management offered by the Sloan Business School of the Massachusetts Institute of Technology (see Appendix J) is shorter in duration (1 year), at the same time, it is more intensive. The content of the subjects is similar to the RTU FEE master programme “Innovations and entrepreneurship”. The comparison of both programmes is given in Table 8.

DESCRIPTION OF THE CONTENT AND REALISATION OF THE PROFESSIONAL MASTER PROGRAMME

The executive master programme "Innovations and entrepreneurship” is an international Latvian – Norwegian joint cooperation project of the Faculty of Engineering Economics of Riga Technical University (RTU), RTU Riga Business Institute, and Norwegian universities, with coordinating functions being assumed by the Buskerud University College.

Programme goals As Latvia is a small open economy state, rapid growth of economy and social well-

being is to a great extent dependent on the ability to create and realise competitive products and services in the world market. To enhance overall competitiveness, it is necessary to ensure accelerated development of knowledge-based industries and to increase the share of high value added goods in traditional industries. The ability to generate new ideas and to use them commercially is the decisive driver of economic growth. This process is relevant for all types and branches of business (production, services, tourism, agriculture), as well as all kinds of companies (small, medium-sized, big, and multinational).

The principal aim of the specialisation of the professional master programme “Innovations and entrepreneurship” is to educate businesspersons and managers, by placing a special focus on the acquisition of the latest knowledge with regard to innovations and product development. The programme offers acquisition of knowledge and competence relevant for management and development of enterprises.

Academic prerequisites for undertaking the ProgrammeApplicants wishing to undertake the studies should have:

1) Professional bachelor degree and/or 2nd level professional tertiary education and at least 2-year entrepreneurial or managerial experience or2) Academic bachelor degree in social sciences and at least 3-year entrepreneurial or managerial experience.

Taking into account the international character of the programme and the necessity to freely communicate in English, the applicants have to prove their English language proficiency by doing the TOEFL test (or a language proficiency test of equal level and scope), the result of which has to be at least 550 points.

Content, structure and mode of implementation of the ProgrammeThe study programme may be realized as full-time and part-time studies, by acquiring

the programme in 1.5 or 2 years (for students with a prior academic bachelor degree in 2.5 or 3 years). The part-time study programme is adapted to meet the needs of working students, by offering them an opportunity to acquire qualitative education.

The study process is split into modules, each course subject comprising up to 3 modules. The modules are designed according to the following pattern: 2 separate in-class blocks followed by individual and group work.

A sample of arrangement of acquisition of a 4 CP course is the following: 1. An in-class study block 3 evening and 1 daytime intensive session of lectures, practical classes, group work, case studies: Wednesday, Thursday and Friday evenings –18:00 - 21:00; Saturday – 09:00 - 16:00.

Intermediate period:4-5 weeks devoted to case studies, discussions and home assignments. Basic lecturer-student, and student-student communication medium is the Electronic Blackboard Learning System – a special academic communications system in the Internet.

Taking into account Latvia’s integration into the European Union as well as globalisation of business, the programme is conducted in English. As a result, students will also acquire relevant international business terminology.

Studies include lectures and seminars, group work and analysis of real projects. Studies are completed with the elaboration and defence of the master thesis. The topics of the master theses are to be directly connected with implementation of innovations in the companies the students are working for, or the specific business area the company is operating in, as well as with innovative products or services developed in the course of studies.

Academic staff engaged in the implementation of the Programme, qualifications The study programme is implemented by the academic staff of the RTU Faculty of

Engineering Economics (FEE) and Norwegian tertiary educational establishments. Until 2006, subject courses are mostly taught by Norwegian academic staff, gradually transferring responsibility for further implementation of the programme to the Latvian colleagues.

The implementation of the programme is ensured by such highly qualified academic staff of Norwegian universities and colleges as Assoc. Prof. K. G. Hoff., R. Qvenild, K. Jakobsen, N-O. In the initial phase of implementation of the programme, it is not envisaged to take on additional supporting personnel. Currently, the existing personnel of the Faculty of Engineering Economics are performing all the functions required to support the programme technically.

Besides, all students will be provided, free of charge, with the latest textbooks and teaching materials necessary for each course.

Technical support during study trips will be provided by the international cooperation partners.

Required technical support personnel It is not envisaged to take on additional supporting personnel. It is planned to use the

staff of the Faculty of Engineering Economics, who will perform the functions of technical support of the programme.

Programme implementation costsTuition is for charge, which only partly covers programme implementation costs. The

annual (2 semesters) tuition fee payable by the students undertaking the programme will be LVL 750. The rest, the costs of launching and realising the programme for the period of 3 years, is covered by the Norwegian government grant amounting to NOK 3.6 million.

To especially attract students from small and medium-sized enterprises (SMEs), applicants will be able to apply for scholarships that cover full tuition fee for the whole programme. The programme will provide 8 scholarships to be granted on a competitive basis, when students complete the first semester.

To be eligible to a scholarship, the student has to comply with the following requirements: - he/she has to represent a small or medium-size enterprise (SME);- he/she has to complete the semester with good grades.

To be eligible to a scholarship for the whole study period, students academic performance and activities will be repeatedly revised after each semester.

After the grant of Norwegian government is fully utilised, programme costs will be covered by the students; at the same time, it is also planned to attract financing from the state budgetary funds as well as from businesses.

Abstracts of academic subjects and Syllabuses

ANNOTATIONS

Managerial Cost Accounting and Project Analysis (IUE520)The course provides conceptual and technical skills needed to manage special economic problems facing managers. Topics include cost measurement, accumulation methods, or analysis techniques (job, process, just-in-time, standard, activity based costing, cost behavior, cost-volume-profit analysis, contribution approach) that are relevant to various managerial decisions (productions, pricing, ect.)

Technology and New Product Marketing (IUE505)The goal of the course is to introduce students with technology and new product marketing management, including formulation and implementation of marketing strategies in a complex business environment. Students get acquainted with marketing theory, concepts, facts, procedures, models and their application in the process of new product development and introduction.

Total Quality Management (IUE535)This course starts out with an introduction to the evaluation of business, the development of the customer satisfaction concept and how to survive and prosper in rapidly changing world. Total quality management of product and service industries deals with all aspects of improving quality in design and operations. The course focuses on 4 levels of the organization - the individual, the team, the company or institution and the regional and global aspects of the relevant industry.

Innovation Technology (IUE530)Innovation is any novelty in each line of enterprise's activities of an enterprise if it is characterized as having positive economic or strategic impact. Measures relating to increasing the clients base, enlargement of market share, decrease in cost or arranging conditions for above-mentioned aspects are considered as examples of novelty. The creation of a harmonised environment for development of innovations at the same time favours strengthening the base for establishment of innovative enterprises and their growth. The course provides conceptual and technical skills required to manage special innovation problems facing managers. Topics include the concept of innovation management, creativity and innovative behavior, the innovation process, effectiveness of introduction of new methods and technology.

Entrepreneurship and Business Planning (IUE540)A core of the course is hence to convey that any company must have a creative process enabling the company employees to recognize opportunities, followed by a will and initiative to seize these opportunities. It requires a willingness to take calculated risks, balancing the risks with potential rewards. Commercialization of research ideas and local and international financial assistance for developing innovative products and services will also be covered.

Information Systems Management (IUE507)The main objective of this course is to understand the relationship between organizational business objectives and strategies and the management and use of information systems and IT-resources for problem-solving and better decision making. During the course, students will take the role of potential IT-managers with responsibility for making decisions regarding the adoption and integration of the new information technologies to their department and/or organization.

Special Business English Course in innovations and entrepreneurship (VID532)An integrated specialty and research related Business English course aimed at developing: 1) business terminology; 2) understanding of original texts; 3) writing skills (essays, executive summaries, abstracts etc.); 4) developing discussion skills (presenting information, explaining, expressing opinion, presenting arguments etc.); case studies; 5) improving listening comprehension skills to ensure effective professional communication, participation in lectures, seminars, conferences, projects etc.

Product Design and Development (IUE550)The focus of the course is integration of the marketing, design and manufacturing functions of the firm in creating a new product/service. The course is intended to provide students with a set of tools and methods for product design and development. During the course students will develop a real prototype of a new product/service.

Strategy Formulation, Change Management and Organizational Design (IUE508)Strategy Formulation, Change Management and Organizational Design sets the stage for organizational structure. It emphasizes the relationship between (1) the selection of strategies that lead to successful organizations, (2) the need foor adaptive (learning) organizations and (3) the design of organizational structures and systems necessary to implement different strategies and change the organization.
