1 Introduction

1.1 Acstro has been appointed by TS Developments to produce a Travel Plan in relation to the redevelopment of former tram sheds in Pendyris Street near Cardiff’s city centre.

1.2 The intended new uses include a multi-arts performance space, dance and activity studios, new live/ work residential units and a new business incubator.

1.3 The intention of the development is to create a vibrant new small business and arts heart south of the City Centre offering cultural facilities and supporting local start-up businesses in the community and in so doing be an integral part of the renewal of the Embankment area and the wider Core Area South redevelopments.

1.4 The redevelopment comprises of the conversion of the former tram shed to create a mixed use scheme comprising; a community store (A1), cafes/bars (A3), business incubator units (B1), multipurpose studios (D1/D2), residential live/work units (C3), gallery (D1) and performance hall (D2), access and servicing arrangements, sub-station and associated works.

1.5 The ultimate aim of any Travel Plan should be to influence long-term changes in travel behaviour by providing the right package of measures that promote and value sustainable transport initiatives. It is crucial to the success of a Travel Plan that the measures are site specific and tailored to the needs of the existing and future users of the site.

1.6 A Travel Plan is a dynamic process that will grow and develop with time, and with the changing circumstances of the site and the environment in which it works. It should be stressed that the Travel Plan will be flexible in which measures are implemented, and allow for changes to be made in line with Travel Plan performance.

1.7 In March 2009 Welsh Government announced that Cardiff would be Wales’ first Sustainable Travel City (STC) and a pathfinder scheme for the wider Sustainable Travel Town initiative planned for Wales. The Sustainable Travel City initiative aims to encourage as many people as possible to use active or sustainable transport for everyday trips.

1.8 The following guidance documents and sources of information have been referred to in the preparation of this Travel Plan:

2 Existing Conditions

The Site

2.1 The location of the site is shown in Appendix 1.

2.2 The site is located at the edge of the city centre. It is some 650m walk from Cardiff Central Railway Station and Wood Street Bus Station and some 500m from the edge of the city’s central business area (as defined in the Cardiff Deposit LDP).

2.3 The site’s northern boundary is formed by the main south wales railway line. The site abuts Pendyris Street to the south and Clare Road to the west. Immediately to the east of the site is a student accommodation development. On the southern side of Pendyris Street, opposite the development site there are some apartments located around the junction with Mardy Street (Cwrt Pendyris and Mardy Court).

2.4 The site is approximately 0.45 hectares in area and accommodates old tram sheds that have a floor area of approximately 2,950m2. The buildings are currently vacant but were last used as a Council depot / Central Workshops.

2.5 The surrounding area to the south is generally residential other than Clare Road which has a mix of shops and commercial uses. Tudor Road to the north of the site also provides a mix of shops and commercial uses.

2.6 There are currently 5 vehicular accesses to the site. Their locations are shown in Figure 2. There is an access to a rear yard located off Clare Road at the site's north-western corner. This access will be retained as part of the development. The access provides 2.4×43 m visibility in both directions.

2.7 There is another vehicular access at the corner of Clare Road and Pendyris Street and three accesses into the tram sheds building from Pendyris Street. These accesses will be closed to vehicles as part of the development.

Pedestrian & Cycle Network

2.8 There are footways adjacent to the site on Pendyris Street and Clare Road. They form part of an extensive network of footways along the streets in the area and ensure that pedestrians can travel to and from the site safely. The site is within easy walking distance to the city centre and the city’s main railway and bus stations with pedestrian routes provided beneath the railway at both ends of Pendyris Street.

2.9 The site is within some 200m of National Cycle Route 8 (Taff Trail), which runs along Taffs Mead Embankment. This provides a high quality cycle route to Cardiff Bay to the south and areas adjacent to the Taff to the north. There are several connecting cycle routes that link the Taff Trail to the city centre.

2.10 The city’s cycle network is also being developed further with the introduction of the Enfys Cardiff Cycle Network. A number of strategic cycle routes have been identified. The main network of routes includes the Ely Trail, Taff Trail, Rhymney Trail and Bay Trail and is being developed to link with other destinations including Ely, St Fagan’s, Fairwater, Llandaff, Ty Glas, Heath, Rumney and the campuses of the Cardiff Metropolitan University. Routes within the network are numbered and will have a different colour and their own signposting.

Public Transport

2.11 The site is within 650m to the Wood Street bus station and Cardiff Central Railway Station. There are plans to relocate the bus station as part of the proposed Central Square redevelopment. The existing bus station will close in June 2015 with services operating from streets around the city centre until a new transport interchange opens in 2017. The new bus station will be located on land adjacent to and to the east of the existing.

2.12 The nearest bus stops to the site are located on Clare Road, some 70m to the south. These stops provide access to regular and frequent bus services to and from the city centre. The majority of the services travel along Clare Road and Tudor Street. Howevre from Tudor Street bus stops (approximately 300m walk from the site) two other bus services can be accessed. The services that stop on Clare road and /or Tudor Street are summarized below.

2.13 Pendyris Street is relatively lightly trafficked street that links Clare Road to Taffs Mead Embankment and Penarth Road. There are speed reducing features (road humps and speed cushions) at regular intervals. Pendyris Street has a 9m wide carriageway with on-street pay & display parking bays along both sides of the street.

2.14 Clare Road is a busier street and links Grangetown with Riverside and the western parts of the city centre. It forms part of the A4119 that runs broadly parallel with and to the west of the River Taff.

3 Proposed Development

3.1 The intention of the development is to create a vibrant new small business and arts heart south of the city centre offering cultural facilities and supporting local start-up businesses in the community.

3.2 The layout of the development is provided as Appendix 2.

3.3 The intended new uses include a multi-arts performance space, dance and activity studios, new live/ work residential units and a new business incubator.

3.4 A new performance venue including a small 40-person screening room/cinema will be located at the western end of the building. Ancillary facilities will be provided including a bar, performers’ area, scenery and technical equipment stores, WC’s control rooms etc. The venue will be largely self-contained and run separately to the rest of the building.

3.5 The Hub of the building, accessed from Pendyris Street, will include business incubator units, a café/bar, gallery space and small retail/salon units. A central foyer is planned giving access to the various facilities and to an external seating area to the rear. The café/bar and gallery space will also have its own separate access onto Pendyris Street.

3.6 A maximum of 19 new business start-up units are planned. The intention is that start-up businesses can rent space and benefit from shared meeting spaces, kitchen, and external social space to the rear and a close link to the cafe for more casual working, entertaining and socialising. The business units are planned along the northern facade of the building.

3.7 The café/bar and gallery space is located to the front of the building.

3.8 Towards the eastern end of the café/bar with a separate entrance will be a pair of multipurpose studios. The larger studio will be 10m x 10m and will be suitable for dance groups. The smaller studio will be 7.5m x 7.5m and suitable for smaller groups, yoga etc. The studios will have shared changing rooms, WC’s, storage and small admin space to support the studios’ function so that they can be operated separately from other uses.

3.9 At the eastern end of the building at ground floor level a small convenience retail store is proposed.

3.10 On the first floor 31 residential ‘loft-style’ apartments with the capacity for live/work usage will be provided. The entrance lobby to the new residential areas will be separate at ground level from Pendyris Street.

3.11 A summary of the proposed uses within the development and amount of space given over to each is provided below.

3.12 The proposed opening times of the venue and cafe / restaurant bars will be:

• Cafe/Bar to Pendyris Street : Mon – Sat 07.00 - 23.00, Sun 07.00 - 22.30

• Venue and ancillary bar : Mon – Thurs 08.00 - 23.00, Fri and Sat 08.00 - 00.30, and Sun 10.00 - 22.30

Access & Servicing

3.13 The only vehicular access that is retained is at the eastern end of the site onto Clare Road. This provides access to a service yard that serves the venue and provides access for refuse collection.

3.14 The existing vehicle access off Clare Road will be retained providing access to the yard area between the building and the railway line. The eastern half of this current space will be maintained for vehicle manoeuvring space giving access to stage deliveries to the new performance space and general day-to-day deliveries and refuse collection for the cafe, performance space, business centre, salons and studios.

3.15 Larger articulated vehicles are not expected to require access on a regular basis. However, for occasional access, it is proposed that these stop on Clare Road and reverse into the site under supervision.

3.16 The retail space at the eastern end of the building will be serviced from Pendyris Street, with provision made for the storage of good stories and refuse containers within the building until they are collected.

3.17 The residential units on the upper floors will have a pedestrian entrance from Pendyris Street for general access. They will have a bin storage compound to the rear accessible for collection from the service yard area.

Parking

3.18 Secure cycle parking will be provided to the rear of the building within the service yard compound for staff and residents and within the rear business courtyard for occupants of the business units. The cycle parking areas will be accessed via a demarcated path alongside the rear of the service yard.

3.19 There are no car parking spaces proposed as part of the development. Visitor parking, if required, can be accommodated within the pay & display spaces located on Pendyris Street.

4 Tram Shed Travel Plan

Travel Plan Aims

4.1 It is important that the Travel Plan has a focus and direction in what it is trying to achieve. This can be accomplished through the identification of Travel Plan aims, which are realistic and site specific. The aims of this Travel Plan are:

o To widen the travel options available to all users of the development. It is vitally important that the users of the development are made fully aware of the sustainable transport choices available to them from the opening of the site so that sustainable travel habits are established from the outset. The focus of the Travel Plan will be to inform the residents of the proposed development of the travel options available to them.

o To encourage less reliance on the car, wherever practicable, particularly for drive alone journeys. The measures contained in the following sections not only encourage and facilitate pedestrian and cycle use but also better use of the car through initiatives such as car sharing

o To improve the health of all users to the site. Current Government advice for living a healthier lifestyle is to engage in moderate exercise (that raises your breathing and heart rate) for 30 minutes a day. This Travel Plan aims to encourage greater take up of walking and cycling to the site within the area.

o To reduce the potential volume of traffic and parking demand in and around the site.

o To carefully monitor and manage the Travel Plan. It is imperative to the success of the Travel Plan that there are the right mechanisms in place to monitor and manage it so that it is effective year on year.

Travel Plan Co-ordinator

4.2 For a Travel Plan to succeed, it must be treated as an ongoing programme, requiring regular management input. Experience has shown that the most successful Travel Plans have a dedicated Travel Plan Co-ordinator (TPC). The TPC is vital as they provide the focus for the Travel Plan to promote, implement and monitor it.

4.3 A TPC will be appointed, and the LPA advised of his/her contact details prior to the occupation of the development. The duties of the TPC will include:

o The introduction of Travel Plan initiatives;

o To promote and encourage the increased use of alternative modes of transport and to provide general and specific information on the options available;

o To encourage participation and compliance with Travel Plan policies;

o Organise & encourage site wide participation in local and national travel events e.g. Walk to Work Week, Bike Week, Liftshare Week;

o Produce Travel Information packs to all new residents.

o To arrange regular travel surveys and monitoring reports;

o To act as a point of contact and provide information relating to the operation of the Travel Plan to relevant parties;

o To review, update and implement Travel Plan measures, as appropriate, within specified timescales and with the agreement of all parties; and

o Liaison with other TPC’s from other nearby organisations, to optimise Travel Plan initiatives, for example, car sharing opportunities;

4.4 To ensure a long lasting Travel Plan legacy, it is crucial that there is the right management structure in place to continually support and drive the Travel Plan forward.

4.5 Details of the Travel Plan will be provided within Welcome Packs provided to all new occupants of the development. Within the welcome pack will be the contact details of the TPC and those wishing to play a part in steering the ongoing development of the Travel Plan will be invited to make contact.

Travel Survey

4.6 Travel surveys are vital in understanding the travel patterns of all users to the site. By gaining an understanding of actual and perceived barriers to sustainable transport choices it will enable an assessment for the scope to influence modal shift.

4.7 Travel surveys will also identify what measures existing users of more sustainable modes (those that already car share, use public transport, walk and cycle) would like as part of the Travel Plan. This ensures that these users will feel valued and that behaviour will be reinforced by the measures on offer.

4.8 Travel surveys will be undertaken within 3 months of the site’s first occupation and conducted annually thereafter to compare changes in travel behaviour. Analysis of the survey results will allow the TPC’s to identify the measures with the greatest chance of success in terms of achieving the Travel Plan’s aims.

4.9 The Travel Surveys will take the form of a questionnaire survey that will record people’s mode of travel to and from the development. The survey will also record the origin/destination of the trip, its purpose and invite the views of people on what barriers there might be that prevent the use of sustainable modes of transport.

Travel Plan Measures

Welcome Packs

4.10 The main elements of the Travel Plan will include the preparation and dissemination of information and publicity material to encourage walking, cycling and the use of public transport. These will take the form of a Welcome Pack that will be provided to all new residents

Walking

4.11 Walking as a form of transport will be actively promoted by:

• Promotion of walking as a healthy form of transport;

• Details of bus services & stops and other facilities within walking distance publicised;

• Information and advice on pedestrian routes to be made available to users of the site;

• Identify from Surveys journeys of under 2km and target these for the promotion of walking through personalised Journey Planning;

• Walking websites, which offer informed advice and route planning services will also be promoted such as www.walkit.com

Cycling Strategy

4.12 In order to encourage this form of transport the following measures will be implimented:

• Provision of XX covered and X external cycle parking spaces.

• Identify common journeys of under 5km and target these for the promotion of cycling through Personalised Journey Planning.

• Provision of Cycle Maps.

4.13 Other cycling organisations such as Sustrans offer advice, events and information for sustainable modes of transport. Sustrans try to influence the way in which people choose to travel in ways that benefit their health and the environment. Every day Sustrans work on practical, innovative ways of dealing with the transport challenges that affect us all. Public Transport Strategy

4.14 In order to encourage the use of public transport to access the site the following measures will be included within the full Travel Plans:

• Promotion of public transport as a form of transport;

• Details of bus stops and railway station locations, route maps, timetables and fare information to be prominently displayed; and

• The TPC will liaise with bus service operators to ensure that up-to-date timetable and route information is displayed.

Taxi

4.15 The following measures are designed to encourage use of taxis to access the site:

• The TPC will ensure the provision of contact details of suitably regulated local taxi operators will be provided within Welcome Packs

5 The Venue

5.1 In addition to encouraging users of the development to adopt sustainable travel behavior the Travel Plan seeks to introduce measures that will ensure that the customers of The Venue can disperse in a safe and orderly manner at the end of the evening, minimizing disturbance to the general public.

5.2 The precise detail of the measures will be prepared in consultation with the licensing officers of the local council, police, representative of local resident groups and other stakeholders. These discussions will take place and be concluded prior to the Venue beginning to trade. The measures will be monitored and continually reviewed in consultation with other stakeholders. There is an absolute responsibility to a high level duty of care to the public.

5.3 It is considered that the vast majority of audience members will disperse toward the town centre for transport links, car parking or to eat/drink. The only people that will head towards any of the residential areas other than Pendyris Street will be the residents of those areas.

5.4 Having considered the site specific matters and local circumstances, the following measures can be incorporated to ensure quiet, controlled and swift movement of the general public away from the site:

• Extensive employee inductions and ongoing refresher training covering responsibilities in the local area and towards local residents.

• Responsible management of customers inside and outside of the venue.

• The main entrance/exit managed by staff at all times.

• Highly visible notices will be placed in foyer and exit areas requesting customers to leave the area quickly and quietly.

• Signage confirming that customers will not be allowed to leave the premises with bottles or glasses. This policy will be supported by a vigilant door team searching customers where necessary.

• All staff familiar with public transport options so that they can advise customers as required

• A rubbish / litter patrol can be included within the venues closing procedures

• CCTV Coverage will be provided around the entrances / exits, and outside spaces, as part of the premises license.

• There will be a specific contact for local residents to call if there is a problem, which will be a requirement of any premises license.

• Doors and windows kept closed as part of the premises license.

• The venue has a large lobby area to minimise noise break out from the premises.

• All information produced by the venue (printed/web etc) will have information on

the nearest transport links and car parks with routes to and from the site, as well as a statement on respecting the neighbourhood and leaving the venue quietly.

• The venue staff and security will have an exit plan to ensure that the audience will leave the venue in a controlled manner over period of for example 5 minutes rather than an open the floodgates approach.

5.5 The door security team will play a key role in the implementation of operational management plan. They will:

o Draw the attention of the public to notices asking them to be considerate to neighbouring residents

o Actively encouraging customers not to congregate outside the venue

o Direct customers to nearest public transport options

o Wear high visibility clothing to create a highly visible presence and to communicate, rather than deal with, potential problems

5.6 It is considered that with these measures in place, the Venue can operate without any unacceptable issues of residential amenity arising.

6 Monitoring Strategy

6.1 The ongoing monitoring and review of the Travel Plan is a vital component in assessing progress and for highlighting any changes that may be required in the Travel Plan to meet the targets set. As a ‘living manual’ the Travel Plan can adapt to changes in travel behaviour highlighted in the annual travel survey.

6.2 Travel surveys will be undertaken annually. This will ensure that the success or otherwise of various measures can be identified and adjusted accordingly. The results of the surveys and actions that emanate from their analysis will be recorded and made available to the LPA.

6.3 The Travel Plan and the measures contained within it will be managed for 5 years after the completion and occupation of the development. After this, a comprehensive review, in consultation with the LPA, will take place to assess the success of the Travel Plan and the future direction it should take.

6.4 The effectiveness of the measures adopted to ensure that people disperse safely, quietly and with the minimum of disturbance to others will be continually monitored. Measures will be reviewed and adapted, in consultation with other relevant stakeholders on a continual basis.
