Cooperations and Diploma Theses are carried out with industry: The Chair of Energy Economics and Public Sector Management (EE 2 ) was founded and integrated into the Department of Business Management and Economics at Dresden University of Technology in October 2004. It was endowed by the local utility, DREWAG Stadtwerke Dresden GmbH. The Chair engages in teaching, research, and consulting in all areas of energy economics and management, as well as in public sector management and other network industries, such as the transport sector. TU Dresden is one of the leading Universities of Technology in Germany, hosting about 33,000 students. The Energy Competence Centre 21++ pools a number of chairs and institutions from power engineering, energy economics, and industry. TU Dresden also has an independent Faculty of Transportation and Traffic Sciences „Friedrich List“. The Department of Business and Economics offers courses in industrial engineering, business administration, economics, and information systems, and various postgraduate studies to about 3,000 students. From 2007 onward, the curriculae will correspond to the Bachelor-Master-PhD System (“Bologna”). Doctoral ProgramsTeaching ResearchThe Chair offers teaching activities in the fi elds of The Chair offers teaching activities in the fi elds of energy economics and management, public sector energy economics and management, public sector management, and economics of other infrastructure sectors, such as transport. Undergraduate and graduate education prepares students for careers in industry, economic research and consulting, regulatory agencies, banks, international organizations, public sector management and public policy.

The courses in Energy Economics and Energy Management provide an interdisciplinary introduction to the functioning of international energy markets and corporate strategies therein. Among the specializations are electricity economics, risk management, corporate strategies in energy markets, economics of environment and global warming, and modeling of energy markets and networks.

Teaching in Public Sector Management focuses on infrastructure economics, regulatory management and the management of enterprises that are either and the management of enterprises that are either publicly owned or have been corporatized and privatized only recently. Our focus is on transport economics and management, but we also cover economics and management, but we also cover other sectors such as water, waste, education, health, culture, and sports. Among the courses taught are effi ciency analysis, regulatory management, Public-Private Partnerships (PPP‘s), and organizational models of privatization and unbundling.

EE2 participates actively in several programs leading to a specialized and research-focused education of PhD-candidates:

• The European Doctoral Seminar on Natural Gas Economics is held twice a year and regroups doctoral students from various European countries. The seminar was initiated by the International University of Bremen (IUB) and is open to all PhD-candidates with an interest in natural gas economics and management (contact Franziska Holz: [email protected]);• the DIW Berlin Graduate Center of Economic and Social Research (www.diw.de); within the curriculum of the center , Prof. von Hirschhausen and EE2 staff will offer courses in electricity economics and effi ciency analysis;• INFRATRAIN, Courses in Applied Infrastructure Research and Policy Training, carried out jointly with TU Berlin;• the Chair is currently developing a Doctoral Program on Energy Economics and Management, in cooperation with other chairs at Dresden University of Technology, and an international external faculty.

Research addresses two broad areas:

Energy markets, in particular electricity and natural gas, are moving from monopolies towards regulated competition, from regional and national towards international and global corporate structures, from fossil-fuel dominated power plants to more distributed generation with a signifi cant share for renewable energies. Public Sector Management is characterized by modern approaches to productivity increases (“benchmarking”), new organizational forms, in particular Public-Private-Partnerships (PPPs) and regulatory management within enterprises and between the public sector and regulators.

The research approach is interdisciplinary,often in cooperation with engineers, other social sciences, and the legal profession. Currently, the Chair is engaged in six research programs:

Publications have appeared in The Energy Journal, Energy Economics, Applied Economics, Utilities Policy, Journal of Energy and Development, Energy Policy, OPEC Review, Perspektiven der Wirtschaftspolitik, Zeitschrift für Energiewirtschaft, Zeitschrift für Verkehrswissenschaft, Internationales Verkehrswesen.The Chair organizes the conference on „Energy Economics and Energy Technology“ (Enerday); it is also co-organizer of the annual „Conference on Applied Infrastructure Research“ (Infraday).

Short CoursesEE2 regularly offers short courses (between one and fi ve days) for graduate students, PhD students, and practitioners. Among the topics covered are modeling of the European electricity and natural gas markets, environmental and global warming economics, effi ciency analysis, and regulatory management.

One innovative teaching institution are „study projects“ (Studienprojekte), which integrate graduate students into current research projects. Study projects conducted thus far have dealt with energy sector reform in Eastern Europe (2004), nodal pricing and wind integration (2005), and CO2-Economics (2006).
