As we close the 2009-2010 administration, I would like to take this op-portunity to express my sin-cere gratitude for all your sup-port and for be-lieving in me. I could have

not done it without YOU! You truly made a difference. As a non-profit organization that needs people to give their time and effort to volun-teer 100%, it takes SPECIAL people to have the passion to do that.

From the bottom of my heart, I thank you for all that you are and do. It has been a privilege and a wonderful journey to have been your president.

I always believe in serving from the heart and from within. I truly have the most aspiration for those that serve year after year as I have been serving in this organization for many years. You are the "heroes" of

Alex Saulus

President's Messageour community. Your service will be the legacy to this fine organiza-tion. Throughout my years of ser-vice to the Pico Rivera Chamber, I wanted to make a difference and always have in mind Steve Job’s Three Rules of Life…as it goes like this.

1. Your time is limited, so don't waste it living someone else's life.

2. Don't be trapped by dogma - which is living with the results of other people's thinking. Don't let the noise of others' opinions drown out your own inner voice.

3. Have the courage to fol-low your heart and intuition - they somehow already know what you truly want to become.

The nature of life is constant change. The world is not the same today as it was yesterday, and it will be different still tomorrow. We can be victims of that change, or we can proactively drive change. The way of success that I’ve learned is that: Visualize the end result, Plan, Take action, Persevere, Re-plan, Take ac-tion, Persevere.

As your president, there were a lot of times in this environment that I needed to adapt to the new cli-mate and need to persevere. I was warned from the start that I need to be prepared and to never loose FO-CUS, for at the end of the day, you are still the same person as you are if you believe from your heart and from within.

The Pico Rivera Chamber has become part of my family. YOU are the family that I hold close to my heart. I was fortunate to have a distinguished group of men and women composed of our Chamber’s Board of Directors and Chairper-son on each event and programs for 2009-2010. The strong teamwork that emanates from this group really allowed the Chamber in achieving and able to reach our goals togeth-er, our "A New Beginning." I am indeed very grateful to all of you.

Is E-mail marketing worth it?

E-mail marketing is a form of direct marketing which uses elec-tronic mail as a means of commu-nicating commercial or fundraising messages to an audience. In its broadest sense, every e-mail sent to a potential or current customer could be considered e-mail market-ing. However, the term is usually used to refer to:

•sending e-mails with the pur-pose of enhancing the relationship of a merchant with its current or previous customers and to encour-age customer loyalty and repeat business,

•sending e-mails with the pur-pose of acquiring new customers or convincing current customers to purchase something immediately,

•adding advertisements to e-mails sent by other companies to their customers, and

•sending e-mails over the Inter-net, as e-mail did and does exist outside the Internet (e.g., network e-mail and FIDO).

Researchers estimate that United States firms alone spent US$400 million on e-mail market-ing in 2006.There are advantages and disadvantages to using tradi-tional advertising mail in compari-son to e-mail.Advantages

E-mail marketing (on the Inter-net) is popular with companies for several reasons:

•An exact return on investment can be tracked ("track to basket") and has proven to be high when done properly. E-mail marketing is often reported as second only to search marketing as the most effec-tive online marketing tactic.[2]

•Advertisers can reach substan-tial numbers of e-mail subscribers who have opted in (i.e., consented) to receive e-mail communications on subjects of interest to them.

• Over half of Internet users check or send e-mail on a typical day.

• E-mail is popular with digital marketers, rising an estimated 15% in 2009 to £292m in the UK.[4]Disadvantages

A report issued by the e-mail services company Return Path, as of mid-2008 e-mail deliverabil-ity is still an issue for legitimate marketers. According to the report, legitimate e-mail servers averaged a delivery rate of 56%; twenty per-cent of the messages were rejected, and eight percent were filtered.Spam Laws

Companies considering the use of an e-mail marketing program must make sure that their program does not violate spam laws such as the United States' Controlling the Assault of Non-Solicited Pornog-raphy and Marketing Act (CAN-SPAM),the European Privacy and Electronic Communications Regulations 2003, or their Internet service provider's acceptable use

Internet Marketing 101policy.Opt-in e-mail advertising

Opt-in e-mail advertising, or permission marketing, is a method of advertising via e-mail whereby the recipient of the advertisement has consented to receive it. This method is one of several developed by marketers to eliminate the dis-advantages of e-mail marketing.

Opt-in e-mail marketing may evolve into a technology that uses a handshake protocol between the sender and receiver. This system is intended to eventually result in a high degree of satisfaction between consumers and marketers. If opt-in e-mail advertising is used, the material that is e-mailed to con-sumers will be "anticipated". It is assumed that the consumer wants to receive it, which makes it unlike unsolicited advertisements sent to the consumer. Ideally, opt-in e-mail advertisements will be more per-sonal and relevant to the consumer than untargeted advertisements.

A common example of permis-sion marketing is a newsletter sent to an advertising firm's customers. Such newsletters inform customers

of upcoming events or promotions, or new products.[8] In this type of advertising, a company that wants to send a newsletter to their cus-tomers may ask them at the point of purchase if they would like to receive the newsletter.

With a foundation of opted-in contact information stored in their database, marketers can send out promotional materials automati-cally. They can also segment their promotions to specific market seg-ments.

Social Media: Friend or foe to your business?

The phenomenon called "so-cial media" is now inescapable. It's embodied by sites like Facebook, MySpace, LinkedIn, and Twitter, to name a few. Regardless of whether you're a social medialite, your em-ployees are more than likely already indoctrinated into the on-line cul-ture.

Facebook states it has 400 mil-lion active users--and yes, that's larger than the population of the United States. Social media issues permeate the workplace. Not only are your employees likely check-ing social media sites on their work computers or company or personal mobile devices during work hours, they are also probably "friending" or "following" co-workers, supervi-sors, or subordinates from their per-sonal social media accounts.

The explosion of social medial has raised a host of employment-re-lated issues, from sexual harassment and discrimination to background checks and wrongful termination. According to a June 2009 survey of 100 hiring managers at small, mid-size and large companies conduct-ed by Jump Start Social Media, 75 percent of managers said they use LinkedIn to research job candidates before making a job offer; 48 per-cent check out applicants’ Facebook sites; and 26 percent visit applicants’ Twitter sites.

Labor Law Corner

Q: We ask that all employees submit their vacation requests by March 1, but

most do not. Can we assign vacation time to employees who do not sign up to take vacation?

The employer has the right to schedule vacation. Labor Code Section 227.3 provides, in brief, that vacation is vested and requires unused vacation to be cashed out at termination. Further, there can be no forfeiture, such as a “use it or lose it” policy. The employer does have the right to manage the vaca-tion program by setting vacation dates.

The Labor Code section states that following:

“Unless otherwise provided by a collective-bargaining agreement, whenever a contract of employment or employer policy provides for paid vacations, and an employee is termi-nated without having taken off his vested vacation time, all vested va-cation shall be paid to him as wages at his final rate in accordance with such contract of employment or em-ployer policy respecting eligibility or time served; provided, however, that an employment contract or em-ployer policy shall not provide for forfeiture of vested vacation time upon termination. The Labor Com-missioner or a designated represen-tative, in the resolution of any dis-pute with regard to vested vacation time, shall apply the principles of equity and fairness.”Send Out Requests

One suggestion is to send out re-quests around the first of the year, giving the employees two choices of dates and make it clear that in any case of conflict, seniority or any non-discriminatory method will be used to determine who gets their preference. Also make it clear that company needs will prevail.

If an employee fails to respond, the company has the right to assign vacation dates. Managing vacation programs in this manner will help to alleviate end-of-the-year prob-lems and high vacation balances.

There's another, more promising side to social media for businesses -- networking and communicating with clients, customers, and other businesses. Even the Department of Fair Employment and Housing has a Facebook page, and our own HRCalifornia is also now on Face-book.

a major east west arterial with more than 30,000 vehicles passing daily. The project will also aesthetically enhance Beverly Blvd. In addition to the new landscaped medians and monument signs, the City will re-habilitate deteriorating pavement, curbs, gutters, sidewalks. The reha-bilitation portion of the project will reduce street vibration and noise from passing traffic. To improve pe-destrian safety, the City will install a new traffic signal at the Pico Park entrance on Sandoval Street. The $1.975 million project is funded by Prop C, Measure R, Prop 42, Pub-lic Image Enhancement, and Vital City Services Bond Funds. When questioned on how this project was linked to the Beverly Pavement Re-habilitation Project, Al Cablay, Pub-lic Works Director explained City staff took the project one step fur-ther. “We saw a need for greater im-provements to Beverly Boulevard,” said Cablay. “These new medians, landscape and street improvements will give Pico Rivera a fresh look; reduce traffic noise while improv-ing vehicle and pedestrian safety.”Passons Underpass Project

Department has been working with Caltrans and Burlington Northern & Santa Fe (BNSF) Railroad on the Passons Boulevard Underpass Proj-ect. Safety is a major factor behind the City’s desire to have the under-pass built. In order to accommo-date an increase in expected train travel, BNSF will install a third railroad line extending through Pas-sons Blvd. Construction will entail the separation of the BNSF railroad from Passons Blvd., which will be lowered by 25 feet. Passons Blvd. will also be realigned and widened. New sidewalks will be installed to keep pedestrians safe and away from traffic. Traffic circulation will be maintained by reconnecting the newly lowered Passons Blvd. to Ri-vera Road. To further improve safe-ty in and around the area, the City plans to close the at-grade crossing at Serapis Avenue. The $43.4 mil-lion project is fully funded using state and federal funding sources. Initial work on the project involved the demolition of four houses and a 90-unit apartment complex. Con-struction is expected to begin late summer and will be completed in 2012.
