If your questions or comments pertain to litigation, student, or personnel matters, the Board asks that you see the Superintendent after the meeting since the Board does not, pursuant to the Open Public Meetings Act, discuss or respond to these items in public. In addition, please note that the Board has established a specific grievance process in order to ensure an orderly and prompt response to certain public complaints. The process is set forth in File Code: 1312, “Community Complaints and Inquiries.” A copy of this policy is available at your request in the Office of the Superintendent. PENNSVILLE BOARD OF EDUCATION FILE CODE: 5141.3

HEALTH EXAMINATIONS AND IMMUNIZATIONS Pupils who enter the district schools for the first time shall present a certificate from a licensed physician to attest to their physical condition. Documentation of physical condition must be presented to the District within 30 days. If it is not received within 30 days, the student will be excluded from school until documentation of the physical condition is provided. If documentation of an appointment scheduled after the 30 day requirement is provided, the school nurse may grant provisional admittance until the required documentation is received after the scheduled appointment. At the parent/guardian's request, the school physician may conduct an examination and sign the certificate. A parent/guardian who because of religious convictions does not wish his/her child to be examined must state this in writing. Documentation of the physical condition must be presented to the District within 30 days. Every pupil who enters the district schools transferring from an out of state school or that is enrolling in school for the first time shall present an immunization record as required by law. Documentation of past immunization must be presented to the District within 30 days. If not received within the 30 days, the student can be granted provisional admittance for not more than one year if the school nurse can (1) verify that the student has received at least one dose of each age appropriate vaccine(s) or antigen(s) and (2) that the student is in the process of receiving the remaining immunizations. If the student does not complete the required immunizations by the end of the provisional admittance or if the above cannot be verified, then the student will be excluded from school. At the parent/guardian's request, these immunizations may be administered by the school physician. NOTE: THIS IS PERMISSIVE, NOT REQUIRED. In order to protect the health of the children and staff in district schools, all regulations of the state department of education, the state department of health and the local board of health shall be scrupulously observed, particularly those dealing with contagious/infectious diseases or conditions. Pupils seeking to enter school who have been identified as having a communicable/infectious disease or condition shall not be enrolled unless they qualify under the above agencies' rules pertaining to periods of incubation, communicability, quarantine and reporting. The chief school administrator shall formulate regulations for this policy and for regular pupil health examinations at appropriate grade levels; before participation in sports programs; and for tuberculosis, scoliosis, hearing loss, visual acuity and any other physical examinations required by law. Any health defects revealed by any examination given by the school health services must be reported to the parent/guardian. The board shall review the regulations and adopt those required by law. CONDUCT AND DRESS – CERTIFIED STAFF

The Board expects staff conduct to be that of appropriate role models for pupils. The Board expects all staff members to be neatly groomed and dressed in clothing suitable for the subject of instruction, the work being performed, or the occasion. The Board retains the authority to specify the following dress and grooming guidelines for staff, within law, that will prevent such matters from having an adverse impact on the educational process. All staff members shall, when assigned to District duty: A. Be physically clean, neat and well groomed; B. Dress in a manner reflecting their assignments; C. Dress in a manner that does not cause damage to district property; and D. Dress and be groomed in such a way so as not to cause a health or safety

hazard. If a staff member feels that an exception to this policy would enable him/her to carry out assigned duties more effectively, a written request must be made to the Superintendent or his/her designee. The Superintendent or designee will develop regulations or guidelines to implement this Policy. Unbecoming Conduct When an employee, either within the schools or outside normal duties, creates conditions under which the proper operation of the schools is affected, the Board upon recommendation of the Superintendent and in accordance with statute shall determine whether such acts or lack of actions constitute conduct unbecoming a school employee, and if so, will proceed against the employee in accordance with law. Unbecoming conduct sufficient to warrant board review may result from a single flagrant incident or from a series of incidents. CONDUCT AND DRESS – NON CERTIFIED STAFF

The Board expects staff conduct to be that of appropriate role models for pupils. The Board expects all staff members to be neatly groomed and dressed in clothing suitable for the subject of instruction, the work being performed, or the occasion. The Board retains the authority to specify the following dress and grooming guidelines for staff, within law, that will prevent such matters from having an adverse impact on the educational process. All staff members shall, when assigned to District duty: A. Be physically clean, neat and well groomed; B. Dress in a manner reflecting their assignments; C. Dress in a manner that does not cause damage to district property; and D. Dress and be groomed in such a way so as not to cause a health or safety

hazard. If a staff member feels that an exception to this policy would enable him/her to carry out assigned duties more effectively, a written request must be made to the Superintendent or his/her designee. The Superintendent or designee will develop regulations or guidelines to implement this Policy. Unbecoming Conduct When an employee, either within the schools or outside normal duties, creates conditions under which the proper operation of the schools is affected, the Board upon recommendation of the Superintendent and in accordance with statute shall determine whether such acts or lack of actions constitute conduct unbecoming a school employee, and if so, will proceed against the employee in accordance with law. Unbecoming conduct sufficient to warrant board review may result from a single flagrant incident or from a series of incidents. ONLINE COURSES

The Board recognizes the value of offering standards-based and student-centered online courses to expand student’s educational opportunities in the 21st century. Online courses can prepare students for the digital age through the discovery of new educational tools and acquisition of essential skills in information and communication technology, such as multimedia presentation, online collaboration and communication. Furthermore, online courses offer flexibility in student access to the curriculum, whether such access is for credit replacement, enrichment, etc. Online courses will be offered by the Board subject to the following:

1. The Guidance Office will maintain a master list of approved virtual high school programs for doing on-line course work.

2. Students seeking to take on-line courses must complete the Online Course Form and have it signed by the Guidance Counselor, parent and the student. Students must submit the completed Online Course Form for approval prior to beginning any online course.

3. Enrollment in online courses will be limited based on the total number of seats

available according to the contracted Virtual School Agreement.

4. Students will be considered based on their current and cumulative grade-point average (“GPA”), recommendations from their teachers, recommendations from their assigned counselor, and the order that their application form is received in the Counseling office.

5. Students may take a maximum of 10 credits through online courses per year.

6. All grades for online courses will be recorded on a student’s transcript and

calculated in the student’s GPA unless the student requests that the course(s) be taken pass/fail. If the course is taken pass/fail the grades will not be calculated in the student’s GPA.

7. All online courses must conform to standards and requirements of Board policy and applicable policies of the New Jersey Department of Education.

COMMUNITY RESOURCES

The Board will draw on the knowledge and opinions of the community in developing mandated policies and programs in compliance with applicable Statutes and Administrative Code provisions, as well as to aid in meeting the District's identified needs. The Board encourages local businesses and individual residents who are especially qualified because of training, experience or interest to take an active part in the District's educational programs. Those persons and representatives of businesses identified by the Superintendent or his/her designee and the staff, and are approved by the Board may be invited to act as advisors in groups or individually in appropriate circumstances and situations. The District shall also take advantage of the physical and financial resources of the community and of organizations, including businesses, when such facilities or locations provide learning and enrichment opportunities not otherwise available to our pupils. RESOLUTION

2013-2014 COMPREHENSIVE MAINTENANCE PLAN

Whereas, the New Jersey Department of Education requires New Jersey school districts to submit three year comprehensive maintenance plans documenting “required” maintenance activities for each of its public school facilities, and Whereas, the required maintenance activities as listed in the Comprehensive Maintenance Plan document for the various school facilities of the Pennsville School District are complete and in compliance with the requirements of N.J.A.C. 6A:26A-3, and Whereas, the comprehensive maintenance plan includes activities and expenditures for each school facility that qualify as required maintenance pursuant to N.J.A.C. 6A:26A-2 and are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid, Now Therefore Be It Resolved, that the Pennsville School District hereby authorizes the School Business Administrator to submit the 2013-2014 Comprehensive Maintenance Plan for the Pennsville School District in compliance with New Jersey Department of Education requirements. _________________________ Board Secretary Date: September 30, 2013
