    1 Execut ive Summary

    1.1 This Vehicle Parking Policy is being introduced trust-wide to allow improvedmanagement of current vehicle parking capacity and better enforcement of parkingregulations and restrictions. In addition, it aims to reduce and manage the demand for carparking, by allocating parking space based on greatest need. This will involve restricting theissue of staff parking permits using criteria based on need.

    1.2 The general principles of this Vehicle Parking Policy are:

    Parking is a privilege, not an automatic right

    The parking system will be operated on a needs basis as the main priority, togive those with greatest need a better chance of obtaining a parking space.

    Scarce parking resources will be allocated more equitably, efficiently andeffectively.

    Effective operation of Trust sites and improving congestion on sites needs tobe ensured.

    The Vehicle Parking Policy will cover all types of parking user on the hospitalsites

    1.3 The key aspects within this policy are:1.3.1 All staff will be required to re-apply for a new permit to park their cars on Hospitalsites.

    1.3.2 The application will be based on the following criteria, which are listed in no particularpriority order:

    distance from home to work,

    hours of work,

    the need to use a car on hospital business,

    public transport alternatives,

    any caring responsibilities.

    1.3.3 Staff will no longer be automatically entitled to a parking permit and a number of staffwill lose their right to park on hospital sites with a permit. In future, a still to be determinednumber of staff at each hospital site will no longer have a parking permit or be entitled topark their cars on site, unless paying visitor rates. It will also alter the basis upon which

    priority parking is currently allocated.

    1.4 The policy seeks to improve parking management and space uti lisation1.4.1 The policy allows the creation of parking areas for specific types of user. This willentail creating drop off zones, with a maximum waiting time of 15 minutes, to allow thosewith greatest need to drop off near important hospital destinations and also increase thenumber of parking spaces available to patients and visitors, making these spaces closer tothe hospital buildings and key destinations than the majority of daytime staff parking. Betterparking management will enable this specific parking provision to be relaxed at night times,when staff safety and security become issues of greater importance.

    1.5 The policy will strengthen enforcement of parking policy1.5.1 The policy creates a process to allow the issue of penalty charge notices for parkinginfringements on an escalating scale, based on the number of previous offences. These

    penalty charge notices will be applicable to all types of parking user. The policy also detailsappeal and recovery processes for these fines. In short, incorrectly or badly parked vehicleswill now be subject to penalty fines. This will be implemented on a gradual phased basis, inconjunction with measures 1 and 2 detailed above.

    1.5.2 The Vehicle Parking Policy seeks to provide resolutions to some of the parkingproblems and issues that have developed on Trust hospital sites in the preceding years. Itwill form a key element within the Trusts global Travel and Access Strategy solution andneeds to be implemented in conjunction with a range of measures designed to encouragethe use of alternative travel choices to individual car use, contained within site specific travelplans.

    2 Introduction2.1 The Vehicle Parking Policy has been developed in response to:

    Concerns from both staff and patients about the problems of site and traffic

    congestion, parking difficulties and parking allocation.

    Local and national policies aimed at reducing the adverse impact of travel andtransport on the environment.

    Pressure from the local community and local authorities for the Trust toeffectively manage car parking arrangements on site.

    Recommendations from :

    3 Aims3.1 The aims of the Vehicle Parking Policy are to ensure that the hospital on-site vehicleparking is managed effectively, efficiently and equitably. This policy, in conjunction with sitespecific travel plans, will form a key part of the delivery of the six objectives outlined in thePennine Acute Hospitals Trust Travel and Access Strategy.

    3.2 Monitoring Compliance3.2.1 As the Vehicle Parking Policy is to be introduced on a gradual, phased basis; anaudit based upon guidance and criteria contained within the trusts Policy on ControlledDocuments (Ref: EDQ001), will be carried out either 6 months after issue and introduction

    of the policy, or at least 2 months prior to the review date of this document.

    4 Scope of the Policy4.1 This policy applies to private cars and commercial vehicles on all sites owned andmanaged by the Trust. Motorcycles and bicycles are not subject to this policy. This policysets out the arrangements for controlling vehicle parking and includes the following:

    Staff and visitor parking allocation.

    The regulations applying to patients and visitors car parking charges.

    The eligibility criteria for staff parking permits.

    Car parking management and enforcement.

    5 Parking Area Allocations5.1 To meet the Trusts core value: Patient care is at the centre of everything we do.Car parking nearest to main entrances and key services and destinations for patients andvisitors will, where practicable, be allocated to patient/ visitor parking only. Drop-off areas willalso be provided at marked key locations on each site, which will allow short stay waiting for

    a maximum of 15 minutes.

    5.2 The following colour and shape codes will be used to identify who may use eachparking area.

    Green, circle symbol, patient and visitor, only.

    Aqua Green, oval symbol, general. (General parking areas for patients, visitorsand staff.)

    Blue, square symbol, Blue Badge holder parking, only.

    Orange, star symbol, drop off point maximum stay 15 minutes, any vehicles.

    Dark Pink, triangle pointing upwards symbol, staff only parking (Paying, permitholders only).

    Dark Pink, triangle pointing downwards symbol, priority parking for specialspecific permit holders only.

    6 Patient and Visitor Only Parking6.1 Green (Circle symbol) parking areas are designated for use by patients and visitorsonly. Parking will be charged as further detailed in Section 11 of this policy and in CarParking Charge Information. In these areas there may be designated parking for Blue Badgeholders, (permits for people with disabilities). In addition, there may be some parent/carer

    with child parking spaces, these will be clearly marked.

    6.2 Unauthorised users of such designated spaces will be penalised for unauthorisedparking and subject to the Trusts parking enforcement policy, as detailed in Sections 14 to20 of this policy.

    6.3 How you can use these spaces: Patients and visitors:Pay the appropriate charges unless in the parking area

    for less than 15 minutes, or a Blue Badge holder.

    Patients and visitors: attending hospital on a frequent basis. Please seeSection 11.4 for details of possible cost reductions.

    Blue Badge holders: are exempt from charges. They must display a valid BlueBadge (both sections) clearly on the dashboard. In barrier car parks, thelocation or method for gaining exemption to exit will be clearly displayed. Incases where the driver of the vehicle is not the blue badge holder, vehiclesmay be required to use alternative parking and drop off zones in order to freeup blue badge spaces for blue badge holding drivers.

    Staff: are not allowed to park in the patient and visitor car parks, unless theypay the appropriate patient and visitor charges. They may be requested andrequired to remove their vehicle if the space is required to maintain patient andvisitor car parking availability.

    Contractors: are not allowed to park in the patient and visitor car parks, unless

    they pay the appropriate charges or have specific prior permission and a permitto do so. They may be requested and required to remove their vehicle if thespace is required to maintain patient and visitor car parking availability. Pleasesee Section 13.3 for further information regarding Contractors.

    7 General Parking Allocation7.1 Aqua Green (Oval symbol) parking areas are designated as general parking areas.These parking areas will be available for patient, visitor, staff and contractor. In these areasthere may be designated parking for Blue Badge holders, (permits for people withdisabilities). In addition, there may be some parent/carer with child parking spaces, these will

    be clearly marked.

    Patients and visitors: Pay the appropriate charges as further detailed in Section10 of this policy and in Car Parking Charge Information, unless waiting for lessthan 15 minutes or a Blue Badge holder.

    Staff: who are part of the Trusts paid staff car parking permit scheme mustdisplay their valid parking permit clearly on the dashboard. Staff without validpermits must pay the patient and visitor charges.

    Contractors: will pay the appropriate charges as further detailed in Section 10of this policy and in Car Parking Charge Information, unless they have been

    issued with a valid permit which must be displayed clearly on the dashboard.Please see Section 13.3 for further information regarding Contractors.

    7.2 Blue (Square symbol) parking areas have been designated for Blue Badge holdersonly.

    Patients and visitors: only permitted to park if they are Blue Badge holders.

    Blue Badge holders: are exempt from charges. They must display a valid BlueBadge clearly on the dashboard. In barrier car parks, the location or method forgaining exemption to exit will be clearly displayed. In cases where the driver ofthe vehicle is not the blue badge holder, vehicles may be required to usealternative parking and drop off zones in order to free up blue badge spaces for

    blue badge holding drivers. Staff: only permitted to park if they are Blue Badge holders.

    Contractors: only permitted to park if they are Blue Badge holders.

    8 Drop-off Parking8.1 Orange (star symbol) parking areas are for drop-off only, parking is free, waiting timeis a maximum of 15 minutes. Open to all types of user.

    8.2 Anyone waiting in these areas for longer than 15 minutes will be penalised forunauthorised parking and subject to the Trusts Parking Enforcement Policy, as detailed in

    Sections 14 to 20 of this policy.

    9 Staff Parking Areas9.1 Dark Pink (Triangle pointing upwards symbol) parking areas are for staff parking(permit holders only) and other relevant permit holders.

    Patients and visitors: are not allowed to park in these areas, unless they arefrequent patients/visitors who have been issued with the relevant permit orcard.

    Blue Badge holders: only staff who are Blue Badge holders are allowed to park

    in the designated blue badge bays within the staff parking areas. Unless theyare frequent patients/visitors who have been issued with the relevant permit orcard.

    Staff: with valid parking permits will be allowed to park. As long as their permitis clearly displayed on the dashboard/window.

    Contractors: with valid parking permits will be allowed to park. As long as theirpermit is clearly displayed on the dashboard/window. Please see Section 13.3for further information regarding Contractors.

    9.2 Dark Pink (Triangle pointing downwards symbol) priority parking areas are availablefor identified priority groups relating to each individual parking priority area. Each priority

    parking area will be clearly signed indicating which group may use theparking area. All

    users of priority parking areas will be required to display the appropriate parking permit orauthorisation designated for that specific parking priority area.

    10 No Parking Areas

    10.1 Areas at each hospital site exist, where parking of any vehicles will not be permitteddue to reason of access, egress, safety and security. Vehicles should only park withincorrectly designated parking areas

    10.2 Parking in areas not specifically designated as a parking area, such as access roads,grass verges, footpaths etc. will be penalised as unauthorised parking and subject to theTrusts Parking Enforcement Policy, as detailed in Sections 14 to 20 of this policy.

    10.3 Other areas will be identified, either by signage or road markings clearly indicatingparking is not permitted and or by the use of double red or yellow lines at the kerbside of thecarriageway, yellow, red or white hatched areas, solid yellow, white or red lines. Anyvehicle found parked in these such areas will be penalised for unauthorised parking and

    subject to the Trusts Parking Enforcement Policy, as detailed in Sections 14 to 20 of thispolicy.

    10.4 In addition to these, parking areas may exist where only certain types of vehicle,such as ambulances, buses or delivery vehicles, may be allowed to park/wait. Suchlocations will have signage or road markings to indicate this in addition to the possible use ofdouble red or yellow lines at the kerbside of the carriageway, yellow, red or white hatchedareas, solid yellow, white or red lines. Any vehicle found parked not meeting the specificrequirements detailed for the area will be penalised for unauthorised parking and subject tothe Trusts Parking Enforcement Policy, as detailed in Sections 14 to 20 of this policy.

    11 Patient and Visitor Car Parking Charges11.1 The Trust will operate a range of car parking management methods at each site,appropriate to the geographical layout of the site. The payment methods will be clearlysigned in each car parking area.

    11.2 Details of the specific charges for parking on Pennine Acute Hospital Trust sites arecontained within the Car Parking Charge Information document, which is separate to thispolicy.

    11.3 Patient and visitor information will include the current car parking charges and therequirements for any correct change when using the car park.

    11.4 Patients and visitors who attend the hospital on a frequent basis may be entitled todiscounts on parking charges. Further information on these discounts will be made availablewithin parking and travel information, or can be obtained by contacting the relevant parkingcontact for the hospital. Staff at the Trust should try to inform patients of potential discountsand the parking contact details when planning long-term treatment and also inform visitors tolonger stay patients, patients in critical care and parents of children who are patients of thisoption. The parking contacts at each hospital site are detailed in Section 22 Appendix 11.

    11.5 Patients (but not visitors) who receive certain benefits may be able to claimreimbursement of some travel costs. This scheme is known as the Hospital Travel CostsScheme. For further details on this scheme, please contact the relevant hospital General

    11.6 Refunds will be made from the General Office at each hospital site, on presentationof a travel claim form and benefit form.

    12 Staff Parking Permits

    12.1 Parking at all Trust sites is very limited. In order for the Trust to meet its core valuesand travel and access strategy objectives, it is essential that patients andvisitors are ableto access the hospital site. Therefore, it will be necessary to allocate staff parking permits ona basis of need and parking capacity availability.

    12.2 Permit types12.2.1 Only staff with a current valid fully paid for car parking permit will be entitled to parkat Trust sites in areas designated for staff parking. Staff parking permits do notcover anymember of staff parking in designated patient and visitor car parking areas.

    12.2.2 Staff parking permits do notguarantee a parking space on any hospital site. Theyprovide access to staff parking areas, where spaces may or may not be available at the time

    required. The total cost of a parking permit also does not cover the total cost of provisionand maintenance of a parking space.

    12.2.3 There are two types of staff permit:o A standard permit that allows staff to park, without further charge, in general

    aqua green car parks or standard staff dark pink car parks.o Priority permits which will only be valid for the designated priority dark pink car

    parking area or a place in the general aqua green or standard staff dark pink carparking areas. Priority permits are not transferable to other priority car parkingareas or users.

    12.2.5 Staff who are car sharers can have a shared parking permit, thus reducing theirparking costs between them. Only one permit will be issued, which can be transferredbetween identified vehicles. Please see Section 22 Appendix 6 for a copy of a Car SharingPermit Application Form.

    12.3 Display of permits12.3.1 Permits must be clearly displayed on the dashboard/ windscreen of the vehicle whenit is parked at any of the Trust sites. Parking permits will be issued by the parkingadministration teams.

    12.3.2 Staff parking permits will only be issued under the following criteria, noted below inno particular priority order, which are assessed using the Trust Staff Car Parking Permit

    Application Form, shown in Section 22 appendix 4: Disabled staff, Blue Badge holders.

    Staff who use their car as part of their daily work e.g. Community Midwives.

    Staff who have to use their cars in the course of their work on most days (those usingtheir car for work less frequently can be asked to claim parking fees as an expense).

    Staff working hours, whether working social hours, shifts or on-call.

    Staff resident more than one mile from the hospital.

    Staff who have no appropriate public transport route and live too far away to walk.

    Staff who have responsibilities as carers for example, dropping off small children or

    caring for elderly relatives which cannot be met using available public transport.

    12.3.3 Individual cases may be assessed on personal commitment. Staff may be entitled todifferent permits based on having a caring responsibility which in relation to working hours,prevent them from using other transport alternatives. These circumstances in the main relateonly to childcare/schooling or caring for a relative.12.3.4 Staff should provide additional written information, as required, on the criteriaapplication form. This further information will be items such as specific reasons, dates, timesor frequency information. In order to ensure consistency in the application process, staffshould try to provide as much clear detail as possible but there is no need to providepersonal or confidential information.

    12.3.5 If you have a particular personal or confidential issue that you believe needs to beconsidered as part of your application for a permit, please speak to the relevant parkingadministration contact or the Human Resources Department for advice.

    12.3.6 In exceptional circumstances, additional details, confirmations, or a letter from therelevant school/nursery/social services may be required to ensure consistent application ofthe permit criteria.

    12.3.7 The Trust recognises, and is sensitive to, the needs of various staff groups to park atthe hospital. However, parking is not a right and the requirements of patients and visitors topark must take precedence.

    12.3.8 All applications for a permit to park will be treated on the same basis and evaluatedunder the same eligibility criteria. Permits to park do not guarantee staff a parking spacewithin the car parking areas.

    12.3.9 Car parking at the Trust must be managed and controlled in order that the maximumbenefit to all users is realised.

    12.4 Appeal12.4.1 The Trust reserves the right to issue and withdraw staff parking permits and parkingallocation. There are two levels of appeal against any withdrawal of permit or parkingallocation taken under the Vehicle Parking Policy. These levels of appeal are as follows:

    Initial appeals these can be made against a refusal or revocation of a ParkingPermit or any enforcement action or CPN issued under the Vehicle ParkingPolicy. Staff wishing to make an appeal can do so in writing, by completing therelevant paperwork (see Section 22 appendix 9), outlining specific reasons forappeal, to one of the following at the relevant hospital site:

    A Parking Appeals Body, including a staff or Trades Union representative, theAssociate Director of Facilities and a member of the Human ResourcesDirectorate and possibly in the case of patient/ visitor appeals, a patientrepresentative will review any further appeal requests put forward. This bodywill contact the appellant directly over how the review process is carried out.

    12.5 Staff Parking Fees12.5.1 Staff parking fees must be paid by deduction from salary, unless there areextenuating circumstances that must be discussed on an individual basis with the relevantparking administration team (see Section 22 appendix 11 for contact details). Thedeductions will continue until the Trust receives a completed Cancellation or Suspension ofCar Parking Fees form (see Section 22 appendix 5) and the returned car parking permit.

    12.5.2 If staff, after discussion with the Car Parking Administration Teams, are paying fortheir permits in advance, they must be paid in full before issue for a minimum of a 3 monthlyperiod. If during this period the permit is cancelled, a refund will be provided, based on theperiod remaining on the permit.

    12.5.3 The Scale of fees will be reviewed from time to time in consultation with the JointNegotiating and Consultative Committee. Fees will be advised to staff making applicationsfor permits.

    12.5.4 If the scale of fees changes within the period of a permit paid for in advance, holdersof such permits will be required to make an additional payment to cover the increase in costof the permit from the date of increase to the expiry date of the permit. Likewise, anydecrease in cost will result in a refund from the date of change to the expiry date of thepermit.

    12.5.5 If you lose your permit, you should immediately advise the relevant parkingadministration staff, who will cancel your existing permit and issue a new permit for you. If

    total number of replacement permits issued is high a charge for the replacement of lostpermits may be made to cover costs, unless the loss was crime related and a police crimenumber can be provided. Please see Section 22 appendix 4 for further information.

    12.5.6 If any of the details that you supplied to obtain your parking permit change, you mustadvise the relevant parking administration staff as soon as possible and complete a newparking permit application, if required.

    12.5.7 If you leave the employment of the Trust, it is essential that you surrender your carparking permit to your issuing office on the day that you leave and complete the form entitledCancellation/ Suspension/ Change of Car parking fees , as shown in Section 22 appendix5, available from your permit issuing office.

    12.6 Car parking charge refunds12.6.1 In circumstances such as maternity leave, or prolonged periods of absence, refundsmay be available. Contact the relevant parking administration team for eligibility details.

    13 Other vehicles and users on-site13.1 Taxis13.1.1 Taxis collecting or dropping off at the site are exempt from car parking charges for 15minutes or less. Taxis parking for more than this period must obtain a valid ticket. Taxis mustalso abide by the rules for each parking area and should only use designated taxi ranks orPatient and Visitor (Green), Shared (Aqua Green) or Drop-off (Orange) parking areas.

    13.2 Deliveries

    13.2.1 Vehicles making deliveries or collecting goods may stop for a short period at thedesignated delivery areas, or for a maximum of 15 minutes at drop-off areas. These vehiclesare exempt from charges when;

    parked in designated delivery areas, providing the vehicle is removedimmediately after delivery or collection is made.

    parked in drop off areas for no longer than the 15 minute permitted waitingtime, without seriously impeding the passage of other vehicles.

    13.2.2 With all other types of delivery, the relevant deliverer and trust staff receiving arerequired to complete a Trust Contractor/ Delivery Permission to Park Application Form inadvance, a copy of which is shown in Section 22 appendix 7.

    13.2.3 In all other situations, delivery vehicles must park in the appropriate parking areasand pay the parking fee. Where deliveries need to be made where the vehicle must be

    adjacent to a specific point, other than a delivery area, the persons organising the deliverymust obtain a contractors permit to park from the relevant parking administration team (seeSection 22 appendix 11 for contact details) and fully advise them of the proposed delivery.

    13.3 Contractors13.3.1 Contractors, including service engineers, must park in the appropriate parking areasand pay the parking fee or obtain and clearly display a relevant permit. Permits are issuedby the parking administration team and may be charged for at the same rate as a standardstaff permit. This requirement will be referred to in the Estates Departments contractdocuments. The only exceptions are where the contract specifies provision of space in adesignated contractors compound, or where work cannot be carried out unless the vehicle isadjacent to the place of work.

    13.3.2 In all cases, relevant trust staff and contractors are required to complete a TrustContractor/ Delivery Permission to Park Application Form in advance, a copy of which isshown in Section 22 appendix 7 in order to request a contractors permit to park from therelevant parking administration team.

    13.4 Local Bus Services13.4.1 Bus services operating through or to and from bus stops on hospital sites are unlikelyto be parked or waiting in areas other than local bus stops, however there are still issueswith parking infringement and excessive waiting. A specific bus stop parking policy iscurrently being developed to cover these local bus services, outside of the vehicle parking

    13.5 Visitors on official business13.5.1 Visitors on official business with the Trust must park in Patient and Visitor (Green) orGeneral (Aqua Green) areas and pay the appropriate charge. Individual managers and ordepartments are not permitted to issue chits to authorise parking in any area. When invitingor guiding visitors to a hospital site, in addition to directions, information on public transport

    links and alternative travel choices to the hospital should be provided. For large numbers ofvisitors attending, please see section 13.8 below for further information.

    13.6 The Emergency Services13.6.1 The emergency services, (Police, Fire, Ambulance or any Armed Forces or otherGovernment agencies) are exempt from car parking charges. Ambulances waiting on sitemust use designated parking bays/ waiting areas and could be asked to clear hospitalentrances expeditiously when dropping off or collecting patients.

    13.7 Special arrangements13.7.1 Pennine Acute Hospital Trusts staff and management are sensitive to the needs andcircumstances of many of our patients and relatives. Special parking arrangements can be

    organised through contacting the relevant site parking administration team (see Section 22appendix 11 for contact details).These special arrangements must be requested through a Departmental or Ward Managerand will be authorised only by the relevant site parking administration team (see Section 22appendix 11 for contact details).

    13.8 Conferences and special events13.8.1 Organisers of conferences and/or special events at the hospitals should considermaking arrangements for attendees to travel by alternative transport means to the hospitalvenue (e.g. hired coach, park and ride, public transport). This is to avoid overloading theexisting car parks and preventing staff and patients from being able to park. Organisersshould, when sending out invitations, include information on public transport links andalternative travel choices to the hospital.

    13.8.2 If the conference or special event will involve parking for at least 10 cars or a largevehicle, they must advise the relevant site parking administration team (see Section 22appendix 11 for contact details) in advance (as early as possible) with details of the eventand how many people are expected to be attending.

    13.9 Resident staff13.9.1 Resident permit holders are not guaranteed a space on the main hospital site. Onlyone vehicle specific permit will be issued per resident and the appropriate parking fee ispayable.

    13.10 Temporary staff (agency/bank/locum)13.10.1 Temporary staff may apply for a permit under the same eligibility criteria andconditions as permanent staff. Alternatively, those who do not apply for a permit may park inthe General (Aqua Green) parking areas, paying the standard patient and visitor parkingcharges.

    13.11 Students13.11.1 All students are subject to the same criteria and fees as other members of staff.Alternatively, those who do not apply for a permit may park in the General (Aqua Green)parking areas, paying the standard patient and visitor parking charge.

    13.12 Volunteers13.12.1 Volunteers will be issued with parking permits as required for the hours and daysbeing worked. Volunteer parking permits will be issued free of charge but section 12.5regarding Staff Parking permits will still apply to these permits. The permits will betemporary in nature and subject to regular review.

    13.12.2 To apply for a volunteer parking permit, volunteers should complete the formdetailed in Section 22 Appendix 10 and return this to the relevant parking contact for thehospital site.

    14 Car Parking Management14.1 Car parking is managed internally by the Trust, using facilities and security staff ateach site. The Trust will:

    Provide an efficient, courteous car parking service to meet the needs ofpatients, visitors and staff at all Trust sites.

    Manage parking areas through progressive enforcement to reduce congestionand control obstructive parking within the hospital grounds.

    Maintain regular patrols around the car parking areas to monitor car parkingand to act as a deterrent against theft, vandalism and ensure security ofvehicles within the car parking areas.

    Monitor car crime statistics and, as necessary, liaise with the Police in anyinvestigations in respect of car crime.

    Monitor, record, collect and protect car parking revenue, ensuring that parkingareas are used to their maximum potential for the benefit of all car users to theTrust.

    To quickly respond to and resolve, if possible, queries relating to parkingmatters.

    14.2 This will be supported by the Security Staff Briefing Note in Section 22 Appendix 8.

    14.3 On an ongoing basis, when work is carried out on parking areas, facilities will beimproved in order to meet the few recommendations that have not already been achievedwithin the Department for Transport Publication Inclusive Mobility A Guide to best practiceon access to pedestrian and transport infrastructure.- Section 5:Published in November2002 and revised in 2005. A copy of the section from this publication is provided in Section22 Appendix 3.

    15 Enforcement and Control15.1 Introduction15.1 The need for an effective, sensible enforcement process is the basis for any good carparking management scheme.

    15.2 On weekdays, there are often not enough spaces to allow all those who wish to driveto work or visit our hospitals to park safely and lawfully. Good control of parking at thesetimes is therefore essential, whilst at other times it is necessary to prevent unauthorised use.

    15.3 Traffic control and parking enforcement is naturally accorded a high priority to sustain

    options for people to park safely. To meet the requirements of all visitors, staff and patientsto the hospital there are a number of physical controls in place including barriers, warningsigns and an enforcement policy.

    15.4 Effective enforcement of all traffic management and payment to park regulations isessential for the attainment of consistently high levels of compliance if the aims and objectsof any scheme to provide controlled parking at a location are to be achieved and sustained.

    15.5 A clear and definite policy provides the foundation from which a cohesive, impartialand consistent enforcement activity can be structured and implemented.15.6 The implications arising from the Private Security Industry Act 2001 for vehicleimmobilisation (wheel-clamping) activities and the increasing desire for NHS Trusts toreplace vehicle clamping as the ultimate deterrent as a remedy for parking offences onprivate land, has culminated in the need for a change in policy.

    15.7 A system of Civil Penalty Notices (CPN's) incorporating fines issued to vehiclesparked in contravention of the parking and payment regulations is deemed to be the mostsuitable alternative to wheel-clamping.

    15.8 The legal power, authority and organisation to immobilise vehicles would, however,

    be retained as a remedy of last resort for vehicles where the ownership or registered keepercannot be established beyond all doubt.

    16 Policy16.1 The main objective of the escalation procedure shall be to identify, track andpersuade persistent offenders to comply and shall not seek to unduly penalise first timeoffenders, be they staff or members of the public.

    16.2 The enforcement shall be based on the issue of a series of computer generatedwarnings with an escalation of the severity of the fine values.

    16.3 The enforcement shall be implemented in a fair, consistent and equitable manner atall times and shall apply equally to all members of staff (regardless of status) as well asvisitors and patients.

    16.4 An early settlement for the payment of all fines shall feature on the CPN toencourage prompt payment and thereby avoid costly follow-up procedures.

    16.5 The Trust distinguishes between unauthorised parking which is inconsiderate orunpaid, and unauthorised parking which puts other users of the site at risk. For example,parking in specifically zoned areas which could prevent the emergency services fromaccessing key locations.

    16.6 In the case of inconsiderate or unpaid parking, the Trust retains the facility to issuepolite warning notices to any class of user in the first instance. Such warnings will notconstitute a formal warning for the purposes of the policy.

    17 Patients and Visitors17.1 The escalation procedure shall be:

    First recorded offence 1st

    warning & 5 penalty charge to be paid within 14days of issue.

    Second recorded offence 2nd

    warning & 10 penalty charge to be paid within

    14 days of issue, discounted to 8 if paid within 5 working days of issue.

    Fourth recorded offence 4th

    warning & 65 penalty charge to be paid within14 days of issue, discounted to 35 if paid within 5 working days of issue.

    17.2 Each subsequent offence thereafter, regardless whether payment is made in full ornot, will result in a 65.00 penalty charge to be paid within 14 days of issue (with no promptsettlement discount). There will be no monitoring period.

    17.3 The interpretation and implementation of the enforcement policy shall at all times beconducted in a manner that recognises and is sensitive to the hospital environment.

    17.4 The Trust shall retain the exclusive right to:i) intervene in the enforcement or fine escalation process at any time if it is judged

    to be in the best interests of the Trust to do so.ii) instruct that any particular fine or series of fines be withdrawn and deleted from

    the database of persistent offenders at any time if it is judged to be in the bestinterests of the Trust to do so.

    17.5 The policy shall be subject to review and amendment in the light of operationalexperience.

    18 Staff18.1 Staff will face the same financial penalties as members of the public for parkingbreaches.

    18.2 In addition to this, the Trust distinguishes between unauthorised parking which is

    inconsiderate or unpaid, and unauthorised parking which puts other users of the site at risk.For example, parking in specifically zoned areas which could prevent the emergencyservices from accessing key locations.

    18.3 The escalation procedure shall be:

    First recorded offence 1st

    warning & 5 penalty charge to be paid within 14days of issue.

    Second recorded offence 2nd

    warning & 10 penalty charge to be paid within14 days of issue, discounted to 8 if paid within 5 working days of issue.

    Third recorded offence 3rd

    warning & 65 penalty charge to be paid within 14days of issue, discounted to 35 if paid within 5 working days of issue.

    Fourth recorded offence 4th

    warning & 65 penalty charge to be paid within14 days of issue, discounted to 35 if paid within 5 working days of issue.

    18.4 Each subsequent offence thereafter, regardless whether payment is made in full ornot, will result in a 65.00 penalty charge to be paid within 14 days of issue (with no promptsettlement discount) and the removal of the staff parking permit and parking entitlement, ifapplicable. There will be no monitoring period.

    18.5 The interpretation and implementation of the enforcement policy shall at all times beconducted in a manner that recognises and is sensitive to the hospital environment.

    18.6 The Trust shall retain the exclusive right to:

    i) intervene in the enforcement or fine escalation process at any time if it is judged tobe in the best interests of the Trust to do so.ii) instruct that any particular fine or series of fines be withdrawn and deleted from thedatabase of persistent offenders at any time if it is judged to be in the best interestsof the Trust to do so.

    18.7 The policy shall be subject to review and amendment in the light of operationalexperience.

    19 Policy Rules19.1 The policy shall apply, without exception, to all users of the parking facilities androadways provided and maintained by the Trust.

    19.2 Civil Penalty Notices (CPNs) shall be issued to all vehicles clearly parked incontravention of any parking restrictions and/or payment requirements to:

    i) generate sufficient revenue from parking to ensure that the cost of provision

    maintenance and management of the parking facilities is totally funded by the usersof such facilities.ii) ensure that traffic movement for essential services is unimpeded and potentiallyhazardous acts of parking are addressed.

    19.3 Each parking or payment offence shall have the date and time indicated and beallocated a unique 5 part reference, that shall give a unique reference number, location,distinguish between type of vehicle/ user and shall indicate the type of offence in thefollowing format:

    i) Unique Reference Number e.g. 0001

    ii) Location; F- Fairfield, N- North Manchester, O- Oldham, R- Rochdale and Z-

    other location covered by policyiii) Type of vehicle/ user; B- Bus, C- Contractor, D- Delivery, P- Public, S Staff, T-

    Taxi.

    iv) P Polite Informal Warning, W Warning and Fine issued

    v) Code for offence, see section 22, appendices 1 and 2 for details of thesecodes.

    19.4 Thus, a Civil Penalty Notice bearing 0001R-PW01 will indicate a payment offenceissued at Rochdale Infirmary to a vehicle presumed to be public, for the offence of parkingwithout a valid ticket.

    19.5 Appeal19.5.1 There are two levels of appeal against any enforcement action taken under theVehicle Parking Policy.

    19.5.2 The first level of appeal is as follows:

    Initial appeals these can be made against any enforcement action or CPNissued under the Vehicle Parking Policy. This initial appeal must be madewithin 5 working days of the enforcement action taking place. Patients, Visitorsor Staff wishing to make an appeal can do so when paying the fine bycompleting the relevant paperwork (see section 22, appendix 9), outliningspecific reasons for appeal, to one of the following at the relevant hospital site:

    19.5.3 Following the decision of this initial appeal, if the appeal is rejected and theenforcement action is upheld, the appellant will have a period of 10 working days to instigatea further appeal. If no further appeal is made within this period and any fines are stilloutstanding, action as detailed under section 20 Recovery Process will be instigated. If the

    appeal is successful, any fines paid relating to the appeal will be refunded.

    19.5.4 Following the decision of this further appeal, if the appeal is rejected and the

    enforcement action is upheld, if the fine is still outstanding, the appellant will have a period of14 days to pay the fine. If full payment is not made within this period, action as detailedunder section 20 Recovery Process will be instigated. If the appeal is successful, any finespaid relating to the appeal will be refunded.

    20 Recovery Process20.1 The recovery of any unpaid fines is not a financial recovery scheme, but anenforcement issue. It shall be undertaken for the deterrent effect and any recoveries will beincluded as part of parking revenue.

    20.2 The recovery process shall follow a pre-determined sequence of key dates and shallnot be influenced by claims for undue consideration from the debtor.

    20.3 If the recovery process is instigated against an individual or vehicle, the recoveryaction will include the collection of all unpaid fines that are outstanding against that individualor vehicle.

    20.4 An example of the recovery process would be as follows:

    Following the issue of a 3

    offence warning with a face value fine of 65.00:i) The discounted value of 35.00 should be received within 5 working days of issueof the CPN.

    ii) Alternatively, the full value of 65.00 should be received within 14 days of issue ofthe CPN.

    iii) Should full or part payment be outstanding after 21 days from the date of issue ofthe CPN, application shall be made to the DVLA in Swansea for the name andaddress of the registered keeper of the offending vehicle.

    20.5 Upon receipt of the registered keeper/ driver details, an account will be dispatcheditemising all of the parking offences where fines remain unpaid, together with the

    consequences of failing to make full settlement within the following 14 day period.

    20.6 A final reminder letter will be sent to the debtor, if payment in full is not receivedwithin the specified 14 days, the account will be passed to an approved debt collectionagency for recovery.

    20.7 The Trust shall retain the exclusive right to:i) intervene in the recovery process at any time if it is judged to be in the bestinterests of the Trust to do so.ii) instruct that any particular fine or series of fines be withdrawn and deleted from thedatabase of persistent offenders at any time if it is judged to be in the best interestsof the Trust to do so.

    21 Definition of Unauthorised Parking21.1 Unauthorised parking is defined as:

    Parking in a manner that causes obstruction to access routes, fire exits,roadways, footways, and cycle ways.

    Parking on double yellow lines, designated no parking areas, hatched areas,bus stops, ambulance bays, delivery areas, off-road parking and parking onpavements or in a disabled space without a valid Blue Badge.

    Failure to park correctly within a marked space.

    Blocking other vehicles access and egress from designated parking spacesand areas.

    Parking in a designated area without the appropriate permit or ticket.

    Parking in an area you are not authorised to park in.

    Failure to pay and display or parking for longer than the ticket allows.

    Waiting or parking for longer than 15 minutes in the designated drop-off areas.

    Not parking within a correctly designated parking area.

    21.2 This list is not exhaustive and other instances may occur that become or are defined

    as unauthorised parking within the policy and warrant enforcement action.

    5 Car parking5.1 General provis ion

    Provision should be made for car parking spaces for disabled motorists (Blue Badgeholders), wherever conventional parking spaces are provided. In off-street car parksoperated by a Local Authority and in car parks offered for public use by privatecompanies, spaces for Blue Badge holders should be provided as close as possible,preferably within 50 metres of the facilities served by the car park with level or ramped(preferred gradient 5 per cent) access, and under cover if possible.

    In open parking areas, designated parking spaces should be located on firm and levelground. The surface of designated parking spaces should be even and stable, with any

    variation of surface profile not exceeding 5mm (e.g. between paving, surface featuresor different surfaces). Where the provision of designated parking spaces close to thebuilding is not possible, a setting-down point for disabled passengers should be providedon firm and level ground, close to the principal entrance to the building. The surface ofthe pavement or footpath alongside a setting-down point should be level with thecarriageway at this point. Tactile indication of this type of setting-down point is necessaryto enable people with impaired vision to determine whether they are on the pavement orthe carriageway.

    In multi-storey car parks the spaces should be on the level or levels at which there ispedestrian access or, if this is not possible, near to a lift usable by wheelchair users.Where car parks serve a general area rather than a specific facility, consideration shouldbe given to providing a Shopmobility service (1)for disabled motorists between the carpark and the area served by it. This type of service, of which there are many examples,can also be helpful for older and disabled people who travel to a town centre by Dial-a-Ride or similar accessible bus services. A good location for a Shopmobility schemeoffice would be in close proximity to a large car park and set down/pick up points for localDial-a-Ride, Community Transport bus services and local public transport.

    Spaces reserved for use by disabled motorists should be monitored for abuse, withreminder notices or other appropriate action taken if cars are wrongly parked.Where park-and-ride facilities are available, the advance signing should includeinformation on whether or not the facility is served by wheelchair accessible buses.

    5.2 Recommended spaces for disabled motorists parking

    The recommended proportions of spaces (2)for Blue Badge holders are:(i) For car parks associated with existing employment premises: 2% of the total car parkcapacity, with a minimum of one space. Spaces for disabled employees must beadditional to those recommended above; reservations could be ensured, for example, bymarking a space with a registration number.

    (ii) For car parks associated with new employment premises: 5% of the total parkingcapacity should be designated (to include both employees and visitors).

    (iii) For car parks associated with shopping areas, leisure or recreational facilities, andplaces open to the general public: A minimum of one space for each employee who is adisabled motorist, plus 6% of the total capacity for visiting disabled motorists.

    The numbers of designated spaces may need to be greater at hotels and sports stadiathat specialize in accommodating groups of disabled people.At railway stations, the Strategic Rail Authority (SRA) (3)recommends the following:

    Fewer than 20 spaces, a minimum of 1 reserved space

    20 to 60 spaces, a minimum of 2 reserved spaces

    61 to 200 spaces, 6% of capacity, with a minimum of 3 reserved spaces

    Over 200 spaces, 4% of capacity, plus 4 reserved spaces

    An additional space should also be provided for any railway employee who is a disabledmotorist.

    5.3 Bay design

    DfT Traffic Advisory Leaflet 5/95 gives detailed advice on the provision and design ofparking for disabled car users, as does BS 8300, "Design of buildings and theirapproaches to meet the needs of disabled people Code of practice".

    On-street parking parallel to the kerb: within the marked parking space, a clearrectangular space should be provided which is a minimum of 6600mm long by 2700mmwide (preferably 3600mm). The extra width allows for an access zone on kerb or streetside.

    On-street parking at an angle to the kerb: the parking space should be a minimum of4200mm long by 3600mm wide. It is recommended that kerbside parking bays should besited where road gradient and camber are reasonably level, e.g. 1:50. A road with asteep camber causes difficulties for wheelchair users who have a side lift in their vehicle.

    Where designated bays on-street are at a different level from the adjacent pavement,dropped kerbs should be provided for wheelchair users, with appropriate tactile marking.

    It should be remembered that parking vehicles partly on the pavement is one of the maincauses of concern to blind and visually impaired people, deafblind and partially sightedpeople in the pedestrian environment. Every effort should be made to ensure that it doesnot occur or that, if it does, appropriate enforcement action is taken.

    Off-street parking: bays should be a minimum of 4800mm long by 2400mm wide withadditional space:

    Where bays are parallel to the access aisle and access is available from theside an extra length of at least 1800mm, or,

    Where bays are perpendicular to the access aisle, an additional width of atleast 1200mm along each side. Where bays are adjacent the same 1200mmspace can serve both sides. There should also be a 1200mm wide safety zoneat the vehicle access end of each bay to provide boot access or for use of arear hoist.

    5.4 Bay marking and signing

    On-street bays should be indicated by signs in accordance with TSRGD; road markingsmust also confirm to TSRGD. Each bay should have a raised sign at the head of the bayto ensure that if snow or fallen leaves obscure the road markings, the purpose of the bayis still apparent.

    In off-street parks, bays should be marked with yellow lines and a yellow wheelchair

    symbol within the parking space. A sign or, if appropriate, signs should be provided atthe entrance to the car park to direct disabled motorists to designated parking spaceswhich, if the car park is not under cover, should also have raised signs at the head of thereserved bays.

    Signs inside the car park should show the most convenient way to the facilities served bythe park, with an approximate distance to those facilities.Where the car park is provided for a specific facility and where there are staff available,an emergency/ assistance point could be located adjacent to the area reserved fordisabled car users.

    5.5 Parking control equipment

    In many places Blue Badge holders do not have to pay for parking, but in some they do.Where this is so, the design of pay and display machines, parking meters etc, shouldconform to the standards given in Section 9.1. Signs should make it very clear that BlueBadge holders are required to pay.

    BS 8300 states that ticket dispensers and slots for coins or cards that need to beoperated from a wheelchair should not be less than 750mm and not more than 1200mmhigh. Any variable message displays or control instructions should be centred on1500mm above ground level. Keypads on those parking machines which requireregistration numbers to be typed in, should be no more than 1200mm high.

    Access to the ticket machine should take account of the space at foot level needed by awheelchair user and should not be placed on plinths, or, if a plinth is necessary, it should

    not extend out beyond the face of the equipment. To allow wheelchair users tomanoeuvre in front of the machine, there should be a clear space of 1850 x 2100mm.

    Barrier control units (for coin or card entry and ticket issue) should be between 1000mmand 1300mm above ground, with instruction plates placed at the lower end of the range(1000mm to 1600mm above ground) required by BS 6571.

    Irrespective of the particular type of charging system used, it helps disabled motorists ifthey are informed before entering the car park what sort of system is used or if there isno charge. It is also essential that the maximum acceptable height of vehicle is shown onthe approach to the car park.

    Some disabled motorists use vans or high-top cars, others use cars with their wheelchairstowed on top of the vehicle, so height can be critical. It is recommended that theminimum vertical clearance, from carriageway to designated parking bays should be2600mm. This height is sufficient for a car carrying a wheelchair on its roof and for thewheelchair to be positioned vertically during the hoisting process.

    If it is not possible to maintain this height along the route to the designated bays,information to that effect, specifying what the minimum clearance is, must be displayedprominently so that the driver of a higher vehicle has time to avoid entering the car park.At the same point, directions to a suitable alternative parking area must be displayed.

    Trust Staff Car Parking Permit Appl ication Form

    Before Completing the Application Form

    Only staff with a current valid, fully paid for car parking permit will be entitled to park at Trustsites in areas specifically designated for staff parking. Staff parking permits do not cover anymember of staff parking in designated patient and visitor only car parking areas.

    Staff parking permits do not guarantee a parking space on any hospital site. They provideaccess to staff parking areas, where spaces may or may not be available at the timerequired. The total cost of a parking permit also does not cover the total cost of provisionand maintenance of a parking space.

    Please fully complete the staff permit application form before handing it in. Any forms thatare not fully completed will not be processed further and you will not receive a parkingpermit. If you have any difficulties or queries when completing the application form, pleasecontact your relevant permit issuing office (details are at the end of this form). If you aresuccessful in your application for a permit, you will then be required to complete and returnthe permit issue form.

    Public Transport Information

    This links to a journey planner that following the inputting of locations, times and preferredoptions will calculate a public transport journey for you including walking times anddistances. The journey with the shortest journey time and the least number of changesshould be used when completing the form.

    Car Sharing Permits

    If you are applying for a Car Sharing Permit as part of a Car Sharing Group, you should onlycomplete the Staff Car Parking Permit Application Form. When each member of the grouphas completed this form, you should attach them to a single Car Sharing Permit ApplicationForm that should be completed by the person who will pay deductions for the group thatshould also be signed by all group members.

    Deduct ion f rom Salary Mandate

    The authority to deduct will continue until express written notice to cancel payments isreceived, using the form entitled Cancellation/ Suspension/ Change of Car parking feesavailable from your permit issuing office.

    Display of Permit

    Your permit should be clearly displayed in the windscreen of your vehicle when parked in thehospital grounds. It should also be legible to any staff monitoring parking on site. If yourpermit becomes damaged or faded so that it is unreadable, you should request a new permitfrom the relevant issuing office. Displaying an unreadable parking permit may result in

    enforcement action being taken.

    Voluntary Cancellation

    If you no longer wish to participate in the car parking scheme, whether you are paying foryour permit by deduction from salary, or by cheque paid in advance, you must surrenderyour permit to your permit issuing office and complete the form entitled Cancellation/

    Suspension/ Change of Car parking fees available from your permit issuing office.

    If you leave the employment of the Trust

    It is essential that you surrender your car parking permit to your issuing office on prior to oron the day that you leave and complete the form entitled Cancellation/ Suspension/ Changeof Car parking fees available from your permit issuing office in advance of your leaving date.Failure to do so may result in your salary still having the cost of the permit being deducted.

    If you lose your permit

    Your car parking permit is of great value and every effort should be made to ensure that you

    do not lose it. If you lose your permit, you should immediately advise the relevant parkingadministration staff, who will cancel your existing permit and issue a new permit for you. Ifthe total number of replacement permits issued is high a charge for the replacement of lostpermits may be made to cover costs, unless the loss was crime related and a police crimenumber can be provided.

    If your permit is stolen

    If your permit is stolen you should produce a police crime reference number in order to beissued with a replacement permit free of charge, otherwise the replacement charge mayhave to be paid as outlined above.
