Pakistan Afghanistan Joint Chamber of Commerce & Industry (PAJCCI)Profile

The formation of Pakistan-Afghanistan Joint Chamber of Commerce and Industry (PAJCCI)is a breath of fresh air for both the countries. Despite existing political upheavals andsensitive socio-cultural issues, the push for economic collaboration from businesscommunity across the border has always been explicit. The economic platforms are eagerlyrethinking their bilateral relationship and discussions are underway with respect toreviving the economic ties, curtailing smuggling and preventing flow of prohibited goods.This pressing need was sensed by business representatives in both the countries and theymutually agreed to establish a cooperative body on a private initiative in order to bring thebusiness communities of the two countries closer together.Pakistan Afghanistan Joint Chamber of Commerce & Industry (PAJCCI) is a jointcollaboration between Karachi Chamber of Commerce (KCCI), Chaman Chamber ofCommerce (CCCI), Khyber Pakhtoonkhwa Chamber of Commerce (KPCCI) and AfghanistanChamber of Commerce (ACCI). The entity is duly recognized and licensed by IslamicRepublic of Afghanistan as well as Islamic Republic of Pakistan.The core objective of this trans-border arrangement is not only to transform the economiclandscape of the South and Central Asian region but also to facilitate peace prospects and tocurb extremism and terrorism. The Chamber was established with members of theBusiness and Industrial community and a motive to provide a level playing field forpromoting bi-lateral trade and investment, ensuring transfer of technology, exploring newtrade opportunities and areas of mutual interests, alleviating illegal trade and promotingpositive image of both the countries across the globe. In addition to that, the Chamber shallconstitute an Arbitration Tribunal / Committee to which the members may refer forsettlement of all those cases of dispute arising out of their commercial transactions.It would also be a catalyst to easing out any pressures induced by Political or Legalframework in the respective countries in the most appropriate manner possible. It wasagreed between the two sides to ease trade between the two countries and all problems orhurdles are done away with. It was also decided to resolve the issue in board amicably andthen put forward to respective governments. It was agreed mutually that this platform willnot only resolve trade based issues amicably but would strategize on the macro-level tofacilitate respective Governments to revive bi-lateral political relationship as well, in thegreater interest of both the countries. Under the visionary leadership, the Chamber willfacilitate Pakistan to gain access to the Central Asian States via Afghanistan and wouldfurther enhance the trade opportunities. The Chamber will serve to ensure win-winsituation for all stakeholders and will serve as a body to enhance trade relations betweentwo brotherly nations without succumbing to any unrelated political or cultural influence.

Vision

To foster peace and prosperity through promotion of bi-lateral trade between Afghanistanand Pakistan.

Objectives

To establish a Joint Chamber comprising of members from the trade industry andservices to represent and deal with the affairs pertaining to commercial, commerceand industrial relations between Pakistan and Afghanistan To promote commerce and business relations between Pakistan and Afghanistan inthe sphere of influence of PAJCCI To provide trade level playing field to all the cross-section of business communitiesboth in Pakistan and Afghanistan. To accomplish this purpose, the Chamber shall maintain close liaison with KCCI,CCCI, KPCCI and other Chambers in Pakistan and its Afghan counterparts, thecorresponding foreign authorities, industrial associations, enterprises and businesspersons of various branches. To establish more Branch/Regional offices in both countries if necessary, afterapproval of PAJCCI Board. To promote mutually beneficial trade, commerce, investment, industrialcollaborations, technology transfer, joint ventures, holding international exhibitions,conferences, seminars, training programs, exchange of business delegations,information, exploring new trade and economic cooperation opportunities,identifying areas of mutual interests, mediation to narrow down differences,discourage illegal trade, promote positive aspects and perception of both thecountries, rejecting terrorism and extremism as per policy as and when needed. To conduct research, market studies and surveys to disseminate viable, timelyinformation to members and non-members for their benefit. To survey all matters of trade and commerce in order to decipher proper methodsto deal with these issues. To constitute Arbitration Tribunal/Committee to which members shall refercases/matters for settlement of disputes arising out of their commercialtransactions. The Managing Committee/Country Board in consultation with PAJCCIBoard shall make bye-laws governing the working of arbitrationtribunal/committee.

To discuss and deal with all questions that seems to be connected with or have abearing as such on trade, commerce and industry. To protect and promote rights and privileges of trade and industry in and outsidePakistan/Afghanistan and to represent their grievances before the government(s)and public bodies for remedial actions. To discuss, promote and oppose legislative and other measures that seem to beconnected with or to have a bearing on trade, commerce and industry. To keep a close liaison with various Chambers, diplomatic missions and NGOs inorder to exchange trade related information and to introduce PAJCCI activities. To publish periodicals, trade bulletins, and other publications and to disseminatethis information to its members. To specially focus on young entrepreneurs andencourage them for their active participations in business activities in both thecountries. Both the countries have significant percentage of youth and inculcatingentrepreneurial skills in them to pave the way for employment generation andpoverty alleviation. To render services to its members and non-members service by collecting a fee; therate of which shall be determined by the Managing Committee/Country Board inconsultation with the PAJCCI Board. To collect subscription and other charges from members and to borrow or raise anymoney required for the purposes of the Chamber. To acquire by gift, donation, purchase, take on lease or otherwise, lands and allother property, moveable and immovable, which the Chamber for the purposesthereof may deem proper to acquire. To borrow, raise money, or secure repayment of such money, in the manner theChamber thinks fit; and in particular, by the creation and issue of debentures, stock,perpetual or otherwise, charged upon all or any of the Chamber’s property (presentor future) and to purchase, redeem or pay off any such securities. To sell, prove, manage, develop, exchange, lease or let under lease, sublet, mortgage,dispose of, turn to account or otherwise deal with all or any part of the property ofthe Chamber. To construct upon the premises acquired for the purposes of the Chamber or anybuilding or buildings for the purposes of the Chamber and to alter, add to or removeany building upon such premises. To take effective steps for the eradication of unethical business practices from thefield of trade, commerce and industry. To co-operate with other Chambers and organizations of trade and industry inPakistan and Afghanistan on matters of mutual interest. To enter into any arrangement with government(s) of Pakistan/Afghanistan andany public authority, local government, or otherwise which may seem conducive tothe Chamber’s objects and to obtain from government, or such authority of body anyrights, privileges or concessions which the Chamber may think desirable to obtain.

Board Composition and Profiles

Khan Jan AlokozayCo-President

Khan Jan Alokozai Son of Amir Jan was born in 1952, in Kunar province district of Sarkani,village, of Sarkani Alokozai.Alokozai completed the primary education in the basic school of Sarkani, district, then hefinished his secondary education form Umar Khan school Kunur province in 1351. He inbasic school of naw abad till year 1357 and after that he was working as a teacher as well at1375. He was selected as district governor of sarkani district and then in the last days ofthe 1358, he joined as a head of Ariana press in Kabul province. This needs to be checkedwith original text from which it is translated.After that he was arrested by Hafizullah Amin at 1358, he spent one year in prison andwas released in 1359, after that term he was selected as a responsible of area No 4, ofKabul. Then, in year 1361 he was appointed as governor of Helmand province. He workedas governor of the Helmand for four years after that he was transferred from Helmand tothe Tribes and in the office of state chancellery and then the central committee of thattime. He was then appointed as inspector of chancellery till Taliban’s government. He wasdismissed by Taliban due to the fact that he had worked with previous regimes,particularly that of communists and had gone to foreign countries (former soviet unioncountries for study, etc), Then he started his own business as a trader in 1376 and till nowhe is busy on his own business as Managing Director of Khan Jan Alokozai constructioncompany.Again in 1360 he followed the institute of social science for six months and from thisinstitute he was introduced to Boolean Marshllvefsky, Berlin of Germany and receiveddiploma in political economy.

He got married in year 1351, he have eleven children and six of them have got married andall of them have gotten high education. They live in Kabul province and with coming ofAfghanistan government he became the head of EU importer Afghanistan in year 1383 andin the side of that he also became member of the board of international which was built byCIPE , in 1385, he was chosen as vice chair of the Afghanistan Chambers of Commerce andIndustries (ACCI) and then as Co-president and President of Pakistan and Afghanistan JointChambers of Commerce and Industries (PAJCCI)

Ahmadullah AfghanChief Executive Director of Pakistan Afghanistan joint Chamber of Commerce and

IndustryAhmadullah Afghan was born in 1985. He received his education in Afghanistan & Indiawhere he graduated in Economics from Nangarhar University. After graduation he hasdone MBA in Finance & Global Business from GGIPU University (Delhi), whilst at the sametime furthering his professional career in business, management and economy relatedfields. With the social and economic situation in Afghanistan stabilizing, he worked asBranch manager of Maiwand bank in Nangarhar province from 2008 to 2009, since 2011 to2012 he has been working as Finance controller for Afghanistan Chamber of Commerceand Industries. Ahmadullah Afghan became Chief Executive Director of PakistanAfghanistan joint Chamber of Commerce and Industry (PAJCCI), a position he occupies todate.

Naqibullah SafiMembership ManagerNaqibullah Safi has been working as Membership Manager with Pakistan Afghanistan jointChamber of Commerce and Industry at Kabul office since March 2012; he was born inKunar province at 1987, he completed his 12 Grade study from Syed Jamaludin AfghanHigher Secondary School Peshawar and received BSc (Hons) degree in Economics fromInternational Islamic University Islamabad Pakistan.

During University, he did his one year diploma in Islamic Law and attended training onIslamic banking and Finance. He was the Finance Secretary of Afghan Student Union inIslamabad and also a member of representatives of all Afghan students Union in Pakistan atPAK – Afghan jargha held in Islamabad.At a very young age, Mr.Naqibullah Safi attended political, social and economic workshops,training and conferences. He started his career with a US-funded project entitled “HawakVision construction Crop” as its Finance Officer, after which he joined RAMP UP East (theRegional Afghan Municipalities Program for Urban Populations) as their EconomicAdvisor.He was the supervisor of Gender Project for Nangrahar Province before joining thePakistan Afghanistan joint chamber of commerce and industry.

Mohammad JavidAdmin & Finance ManagerDr Mohammad Javid Nasiri was born on March 25, 1984 in the Logar province ofAfghanistan. He graduated from Hazrat Omar Farooq High School in Peshawar, Pakistanand then went on to complete his medical degree from Kabul Medical University & DBAfrom Karwan Higher Education Institute in Kabul.. His first job was in Moby Group (LemarTV) as its program Producer & Presenter from 2006 – 2010. And From 2009 –until October2013,he worked with the Afghanistan Chamber of Commerce & Industries (ACCI) as theFinance Manager and as the Admin & Finance Manager with Pakistan Afghanistan JointChamber of Commerce & Industries from Nov-2013 till date.

President’s MessagePakistan is our Muslim brother country. We share with Pakistan more than 2000 km ofborder, same religion, history, culture and language. Pakistan has been a route oftransportation for Afghanistan since the 18th century. Pakistan and Afghanistan both playa key role in the ancient Silk Road. Pakistan Karachi port is the shortest and cheapest toconnect Afghanistan with the rest of the world. Afghanistan is the most important route forPakistan to connect with the Central Asian Countries. Central Asian Countries with apopulation of close to sixty million people can become a market for Pakistani products witha potential of twice the size of Afghanistan itself. Today, whatever Pakistan can produce,has a market in Afghanistan; from food items to pharmaceuticals and manufactured goods.It has been necessary to bring both the countries under one roof which would helpenhancing bilateral trade and relations between the two countries. The establishment ofPAJCCI is an important step in connecting both the countries to trade and commerce.PAJCCI will help facilitate the traders across the borders to establish and access businesses,investment, export and import. I am also of the opinion that the minor problems existing onboth sides of our common border - cannot be solved due to bureaucratic hurdles andshould be ironed out by our mutual efforts under the umbrella of PAJCCI. I wouldencourage the business community on both sides of the border to get membership ofPAJCCI and support the step we have taken to develop a better business relations andeconomic development for both the countries.Message from the Executive DirectorWelcome to the Pakistan – Afghanistan Joint Chamber of Commerce & Industries.Our chamber serves as the voice of private sector, local businesses and supportingorganizations. Committees’ Meetings

Executive Committee MeetingIn second year of the joint chamber, the executive committee of Afghan chapter held ameeting. The participants of the meeting were executive committee members such asMr.Khan Jan Alokozay, and Mr.Mohammad Yonass Momand The Committee discussed andmade some decisions as follows:Mr. Alokozay suggested/instructed PAJCCI staffs that they give priority to providing the tothose services for businesses which meet their utmost needs and provision of servicesshould be proportionate to the category (value) of membership and they should be treatedaccordingly. He also added that PAJCCI will develop a plan for coming program and eventswhich will take place in 2015.Mr.Yonass momand also emphasized that our main focus will be on trade delegation toPakistan with Afghan president Mr. Ashraf Ghani which will happen in coming future and itshowed that PAJCCI are willing to promote the trade between both countries, he addedthat they would have good preparation for the next APTTCA meeting which will take placein Month of December 2014.Membership Committee MeetingOn August 12, 2013 the membership committee of Afghan chapter held a meeting in Kabul;the meeting was chaired by Mr.Ahmad Sha who is the board member of Afghan chapterand also the member of membership committee, the aims were to develop themembership and he elaborated the now plan for the recruitment of the new members.Mr. Noor Wali Yaqoobi, member of membership committee and Mr.Naqibullah SafiMembership Manager were also there in the meeting. The major part of the meeting was tochoose the best and most applicable strategy which attracts the new members and policyfor membership and also to develop membership data base and requirements.And they decided that they should recruits more than 500 members till end of December2014.He also emphasized to review the old service list and prepare the new services list for themembers, therefore the committee worked on services list to facilitate better service to themembers.However, the committee also decided that there should be four categories of membershipwhich will be distinguished by services and each one will have their own fee.

Audit and Finance CommitteeOn 4th September 2014 the PAJCCI Afghan chapter Audit and Finance Committee meetingtook place in PAJCCI office Kabul. Mr.Alokzoay, Audit & Finance committee members &staff members were there,The main focus of this meeting was on the current finance position of PAJCCI & beyond2014 the Audit and Finance committee were there to discuss the issues and make a plan foryear 2015. Audit and Finance committee was headed by Mr.Alokozay.In this meeting Mr.Alokozay said that PAJCCI would develop a financial manual and alsothere should be a best plan for the sustainability of PAJCCI beyond 2014.He added that Audit and Finance committee was responsible for reviewing draft auditedfinancial statements and management letter comments as well as the implementation of suchcomments as deemed necessaryMr.Daood Moosa added that along with membership fee we would be conductingexhibition and conferences which would be the source of revenues for PAJCCI, he alsosuggested to the Board to encourage the business community to make PAJCCI a sustainableproject for business community of both the countries.Advocacy Committee Meeting

The meeting took place at the end of September of 2014 in PAJCCI office Kabul, both PAJCCIAfghan chapter Advocacy committee members & board of Directors were present in thisimportant meeting, which we receive a very positive response from meeting and improve ouractivities for coming year, the main focus of this meeting was to make both the governments toimplement the Afghanistan Pakistan transit and trade agreement (APTTA).

Mr.Khanjan Alokozay said that the Advocacy committee members should monitor public policyissues which have relevance to the trade & transit & Advice the board in development of publicpolicies position & he added we should assigne a committee to collect and point out all theAPTTA issues of Afghan chapter and same will be in Pakistan by Pakistan chapter, so then wewill put at the front of government and request them to solve these issues.

The others Board members appreciated the plan for APTTA and requested from AtiullahMominazada and Mr.Daood Moosa to write all the issues happened to Afghan traders inAPTTA and submit it to PAJCCI office to share with Pak – Afghan government.

Membership Analysis of Year 2014The number of total members of PAJCCI Afghan chapter is 470 excluding renewed members, in whichonly 272 new members joined in 2014. At the start of the year, the numbers of new membership wereslow; however, following the Afghan presidential election, the membership increased incredibly. 9th Meeting of Afghan – Pak Joint Economic Commission Heldin Kabul

The 9th meeting of Afghan – Pak Joint Economic Commission was held on 23 - 24 February2014 in Intercontinental Hotel of Kabul. Mr. Zakhilwal spoke about the purpose of the meeting and mentioned that the decision regardingthe meeting was taken while President Karzai traveled to Pakistan. He stated that “the meeting issignificant for strengthening business relationships of both neighboring countries.”

Mr. Ishaq Dar also underlined importance of increase in trade turnover between the twocountries. He stated: “Pakistan is committed to have mutual cooperation with Afghanistan indifferent stages, especially in facilitation of visa issuance processing for traders and labors,custom duties and protocols and also immunity of commercials contracts between Afghan andPak traders.”

The meeting concentrated on following topics:

1- Increase in trade turnover between the two countries up to more than five billion dollars bythe next few years through trade and transit of goods;

2- Cooperation in the field of energy, including hydropower project in the Kunar River;

3- Transfer of 1300 MW of power from Central Asia to Pakistan through Afghanistan’s soil;

4- Discussion on the gas pipeline project from Turkmenistan to Pakistan and India throughAfghanistan’s soil;

5- Discussion and decision-making on a railway project (Torkham - Jalalabad – Chaman -Spin Boldak) to connect both countries;

6- Discussion on road project to connect Pakistan and Tajikistan through Afghanistan;

7- Discussion and decision-making on how to facilitate visa issuance processing for workersand businessmen of the two countries as well as taxation issues and immunity of contractors;

8- Providing three thousands scholarship for Afghan students to study in Islamic Republic ofPakistan;

9- Cooperation between two countries in the industry, agriculture and livestock sectors.

It’s noteworthy that at end of the event, both finance ministers opened two projects in NangarharProvince, Torkham – Jalalabad Road and Health Center for Kidney Diseases.The 8th meeting for Afghan – Pak Joint Economic Commission was held on 16 – 17 January2012 in Islamabad with the Afghan delegation led by Mr. Hazrat Omar Zakhilwal, FinanceMinister and in composition of ACCI’s leadership. On March 17 2014, the Khaibar Pakhtoon Khwa business delegation from various sectors, incomposition with 18 traders and investors,came to Afghanistan and met their Afghancounterparts in B2B matchmaking at the Nangarhar governor house .

Mr. Ludeen pointed out existing investment opportunities, especially in various sectors inAfghanistan, and urged both Afghans and Pakistani to move their capital to manufacturing ratherthan importing goods from aboard. He said, “we will be achieving our self-sufficiency ineconomic circumstance and in terms of developing and promoting our local products”.

A Central Asian Business Opportunities Conference (CABOC) was planned to collectivelyidentify opportunities for, and impediments to, expanding regional trade, investment, andeconomic growth. The three-day international conference ended with the signing of 16 memorandums ofunderstandings (MoUs) among Pakistan, Afghanistan and Central Asian States on exploring andutilizing the vast potential of investment and trade in the respective regions.The MoUs will facilitate regional economic growth through the historical Silk Route — one ofthe major ancient international trade arteries linking the East to the West.At the concluding session of the ‘Central Asian Business Opportunities Conference’, stronghandshakes were exchanged between more than 250 private and public participants fromPakistan, Afghanistan and the Central Asian Republics of Kazakhstan, Kyrgyzstan,Turkmenistan, Tajikistan and Uzbekistan that came together to seek new business opportunitiesand pursue greater regional coordination of trade and investment.Pakistan, having served as a transit hub with potential to provide the Central Asia andAfghanistan a gateway to the Arabian Sea and beyond, has been negligible with its exports andimports for the Central Asian Republics (CARs) in recent years with each accounting for lessthan 1% of Pakistan’s total imports and exports.

Collectively, the Central Asian Republics has a population of 65 million with a GDP of $336.41billion. Afghanistan adds an additional population of 31 million with a GDP of $20.65 billion. Intotal, the five Central Asian Republics, Afghanistan and Pakistan comprise of a marketpopulation of 289 million and a GDP of $594 billion, thus creating a huge reservoir of untappedeconomic potential. However, physical and other barriers to trade and investment prevent theregion from realizing its economic potential.With a business-to-government approach, tailored plenary session allowed participants toidentify and discuss business opportunities between countries. The focus of the conference wason agriculture products, textiles, leather, pharmaceuticals and construction. PAJCCI’s third Annual Conference on “Way-Forward - Afghanistan in Transition: LookingBeyond 2014” commenced on April 30, 2014 at Islamabad. PAJCCI has always engaged bothofficials and business community across the border at the same platform to deliberate and discussways forward. Keeping the latest developments in terms of new governmental set-up in Pakistan,elections in Afghanistan, withdrawal of US troops, PAJCCI has organized the forum to delveinto significance of such challenges and upcoming strategies to help stabilize the economic andpeace developments throughout the region via Pakistan and Afghanistan corridors.

Khan Jan Alokozay, President PAJCCI elaborated on the pretext of Afghanistan in Post 2014scenario and highlighted that Afghanistan is not the same as it was thirty years ago. It is now anincreasingly urban, substantially more connected, academically sound nation in contrast toprevious years. The challenges exist but Afghanistan would not disengage and leave connectivitywith international community.

Zubair Motiwala, Co-President PAJCCI stated that Pakistan’s role in Afghanistan’s developmentand stability is multidimensional. Pakistan has made tangible commitments to the Afghanistan’sfuture and intends to continue the same in Post 2014 scenario. He established that not only transitBut bilateral trade must be strengthened significantly to cement the relationships between thetwo countries. He also appreciated the peaceful and constructive election process in Afghanistanand Confirmed that this illustrates commitment of Afghanistan towards prosperous and self-sustainable future.

H.E. Ambassador Afghanistan appreciated role of PAJCCI and extended that embassy andconsulates of Afghanistan and Pakistan is currently issuing 6 months multiple visa to Pakistanibusiness community especially on recommendation of PAJCCI.

H.E. Wafiullah Iftekhar deliberated that as per MoU between AISA and PAJCCI, the businesslicense in Afghanistan would be facilitated upon recommendation letter of PAJCCI. H.E. AbbasKhan Afridi, Federal Minister for textile industry established that this is an important forum butstrategizing is more important and due execution is critical. This forum should resolve issues oneby one and facilitate trade and transit across the border. He further highlighted that immediatereforms may be devised and implemented to establish confidence amongst each other.

During the interactive session, on the spot decisions were taken and answered accordingly.Ambassador Afghanistan committed to extend 12 months duration visas to PAJCCI members. Inresponse to a project proposal of setting up factory in Kabul by PAJCCI member, WafiullahIftekhar committed to allocate plot to investors on the basis of relevant project proposals. It wasproposed to Ministry of Commerce and DG Transit Trade by Zubair Motiwala that in order toresolve transit issues immediately, a committee may be formulated on urgent basis to deal withtactical and operational issues. The recommendation was well accepted and proposal is soughtfrom PAJCCI that a proposal in this context may be submitted to Ministry of Commerce andFBR. It was also highlighted that Ghulam Khan check post needs to be activated but DG transittrade elaborated due to law and order situation and he would further see to this matter.

Meeting with Afghan Ambassador at Islamabad

During the visit of the Afghan trade delegation to Islamabad on 29 April 2014,the meetingcommenced with a speech from the Afghan Ambassador Mr.Janan Moosazai. The delegation hadbeen invited by the Embassy of Afghanistan at Islamabad and all the delegation met with Mr.Ambassador in his residence.

The meeting was chaired by Mr.Khan Jan Alokozai President PAJCCI and Vice President ofACCI.

Alokozay elaborated the issues of the Afghan business community and urged to revise the APTTA andincorporate the suggestions made by the business community

Mr. Moosazai agreed upon with the suggestions of Mr.Khan Jan Alokozai and said that theAfghan Embassy will always support and enhance the Afghan business community to promotebilateral trade and transit between both the nations.

Mr. Azrakhsh Hafizi, Director PAJCCI /ACCI, briefly explained the issues and problems intrade; he was interested and requested Mr. Ambassador to concentrate on joint venture betweenboth the countries.

All the delegates were explained and elaborated on the issues in deferent sectors of Afghanistanand the meeting was finished after two hours successfully.

At the end, the Ambassador thanked all the delegates and showed his full support during thevisit. He was especially supportive of the Afghan traders in Pakistan.

The 7th Board of Director meeting was held at Marriott hotel on 29 April, 2014 at IslamabadPakistan. The meeting was started by reciting holy Quran.

Following the agenda of the meeting Mr.Khan Jan Alokozai chaired the meeting and confirm thelast board meeting minutes after that the meeting was proceed by discussing different issueshappened in business community of both countries.

Both the executive directors Ms.Faiza and Mr.Ahmadullah presented the membership, financialand advisory reports respectively and requested from the board of Directors to enhance themembership increment. The major issue which was discussed in the Board meeting was the(issue of transit which was related to the APTTA (Afghanistan Pakistan transit and tradeagreement).

Mr.Khan jan Alokozai and Mr.Zubair motiwala promised that both side will focus andpressurized the governments to obtain the revision of APTTA and implement this agreement ontheir departments. Afghan side also raised the issue of illegal money which was taken byPakistani authority; however the Pakistan chapter was requested to discuss this criticallyimportant issue with Pakistani Authority. Meanwhile, Mr.Atiqullah Mominzada appreciated theenhancement and improvement of Railway rout between Afghanistan and Pakistan.

After a long discussion on transit problems the board of Directors decided to discuss on otherPAJCCI Activities.

Therefore, the Board of Directors planed and discussed the next Board meeting and tradedelegation which will be held in Kabul.

On August 25, 2014, the ACCI & PAJCCI Board of Directors delegation met separately withboth presidential candidates, Dr. Ashraf Ghani Ahmadzai and Dr. Abdullah Abdullah to discussconcerns of the economy and electoral deadlock that had been taking place six months prior tothe meeting.

Mr. Alkozay, Frist Vice-Chairman of ACCI & President of PAJCCI, spoke about the recentpolitical conflicts that drove the election runoff. “Most companies, especially traders, areimporting the commodities in lower quantity due to recent political disputes. We do believe thatno new investment has started since four months ago,” Alkozay said.

Mr. Alkozay also notified both candidates that there are a few politicians who exist in bothelections teams and usually speak carelessly and irresponsibly in media about political matterswhich creates a negative image of the private sectors.

Dr. Ahamdzai assured the ACCI’s delegation that Inauguration of New President will be takeplace on September 2, 2014 in an Afghan style ceremony. The transition power, he stated, willtake place one month later.

He also spoke about his economic platform in the new government. Dr. Ahmadzai stated: “I willallocate 40 percent of my business time for economic matters. My office will be where I willplan, manage and regularly monitor economic projects. I intend to create a governmentalcommission in composition of ministerial level and headed by the President to make decisions onhuge governmental procurement contracts.”

He emphasized the immunity for capital that caused capital flight from Afghanistan. “In the newgovernment, we will try to encourage and persuade traders to convert their capital tomanufacturing. And then we will have more production, more export and also more jobs,” hesaid.

He also spoke about transparent taxation system, growth of formal economy and convert ofinformal economy to formal economy. He said: By the next five years, 95 percent of informaleconomy will be converted to formal. For this purpose, we need to reform our taxation system,fight corruption, and protect private sector capital.”

He urged private sector to draft their priorities towards a compromise with the new governmentbased on a mutualplatform.

Dr. Abduallah pledged that PAJCCI patiently carry out its results from the elections. He alsonoted that international community will continue their supports and approve the results of theelections by people. Thus, both candidates and their followers have to pay serious attention tothis important matter. He also reiterated that new government will always be listening to thevoice of the private sector and will go ahead and govern in mutual agreement with private sector.

Pakistan and Afghanistan held its 5th Afghanistan Pakistan Transit Trade CoordinationAuthority (APTTCA) meeting on 31 December 2014 in Islamabad. During the meeting, bothofficials deliberated upon issues pertaining to Pak - Afghan trade & transit.

The matter was discussed during the meeting which was co- chaired by Acting Minister forTrade and Commerce Afghanistan, Muzammil Shinwari, in the presence of Pakistan -Afghanistan Joint Chamber of Commerce & Industries (PAJCCI) Board of Directors, Mr.Khanjan Alokozay president of PAJCCI, Mr. Atiqullah Momenzada vice chairmen & DawoodMusa Board of Directors .

Pakistan and Afghanistan agreed to further strengthen its bilateral trade and economic relationsby addressing bottlenecks as a way of promoting trade and investment between the twocountries.

The two-countries also agreed on facilitating the trade and commerce sectors of their respectivecountries and started negotiation on Preferential Trade Agreement (PTA) and trilateral tradeagreement for the benefit of both economies.

The consensus was developed in a two-day meeting of Afghanistan Pakistan Transit TradeCoordination Authority (APTTCA), which was co-chaired by Secretary Commerce, Governmentof Pakistan, Shahzad Arbab and Acting Minister for Trade and Commerce Afghanistan,Muzammil Shinwari.

Both the countries signed the APTTCA under which the economic relations of both countriesflourished and it is expected that the trade and investment opportunities would further grow byremoving the hurdles in bilateral trade.

Speaking on the occasion, Acting Minister for Trade and Commerce Afghanistan, MuzammilShinwari, thanked PAJCCI for organizing the 5th meeting of APTTCA.

Kandahar is the most important province in Afghanistan in the field of business with Pakistan asit shares a border with the Quata and Chaman areas of Pakistan.

During the visit to Kanahar, PAJCCI delegates met with the Governor of Kandahar Province, H.E.Mr. Toryali Wesa. In the meeting, Mr.Khan Jan Alokozay elaborated on all the activities andstruggles of PAKCCI.

Mr. Governor appreciated all the activities conducted by PAJCCI and showed his full support toPAJCCI. He suggested that Mr. Ahmadullah Afghan hire an executive body in Kandahar to raisethe voice of Kandahar trader and investors.

The President Ghani, in response to a complaint by Pakistani business persons that 100 USDdemand from Pakistan transit to central Asia in customs , directed the Omer Zakhilwal NatonalEconomic Advisor to discuss the matter with the ministry of Finance and waive the mentioncharge from Pakistani trucks within few days.

The President Ghani, in response to a complaint by Iftikhar Ahmed Vohra, the Chairman ofKarachi Chamber of Commerce and Industry, that Afghan Government do not Allowed theNatural gas from central Asia to Pakistan.

He also directed the both Mr. Omer Zakhilwal National Economic Advisor of President Ghani,Mr. Mozammil Shinwari, Deputy Minister of Commerce and Industries to find out suitablesolution for the mention problem.

President Mohammad Ashraf Ghani said that the smuggling of goods is not acceptable, andAfghanistan will take serious measures to dismantle the goods’ smuggling. The President soughtfor similar acts of other countries as well.

Highlighting the economic opportunities emerged in Afghanistan, President Ghani said, “Thegovernment of Afghanistan is determined to ensure all facilities for domestic and internationalinvestments in Afghanistan.
