The resurgence of Mindanao cinema is made possible with the advent of guerrilla filmmakers who are into making movies.

To celebrate Guerrilla filmmaking the Mindanao Film and Television Development Foundation last year held it’s Guerrilla Film-A-Thon. This is a 24-hour filmmaking race where participating filmmakers are given 24-hours to shoot and edit their films.

Aside from shooting, they will also be given challenges/tasks embedded in selected checkpoints/roadblocks all over the city.

With the assistance of the City Tourism Operations Office (CTOO) under OIC Lisette Marques, the Guerrilla film-a-thons were held around Davao City’s parks. The first staging

of the film-a-thon starting point was at Magsaysay Park and this year the jump-off point will be at the historic Osmena Park, the site of the first Christian settlement founded by Don Jose Oyanguren in the mid 19th century.

The first checkpoint is at the main marker of the early Davao settlement in the middle of Osmena Park. The second checkpoint was at the stage at the Rizal Park, the third checkpoint was at the Canon Store in Gaisano Mall, another roadblock task was to have their scenes filmed at the night market in Roxas Avenue.

The finish line was at the People’s Park with the showing of the completed entries held at the Davao Cinematheque.

Participating filmmakers include Red Motion Media led by Tagum filmmaker Arnel Barbarona, Storyteller films led by martial artist Hamir Achacoso, Baguhan Films by Zerich Bordios who helmed the 2008 Mindanao

Film Festival best film Anod. Semi-Colon Productions led by visual artist Aidx Paredes and Jamarley Productions led by Jamir Mallari.

The team of Arnel Barbarona was the first to reach the finish line. Their 24-hour short film entry “Haylo” tells of a thief being lured to his peril.

boy who picks up the martial art of Brazilian Jiujitsu to defend himself. Semi-Colon’s The Merry Joy Show lets viewers take a peek at a day in the life of a bored millennial. While Baguhan Films’ “Ungas” is an unconventional tale of a sexually-starved taong grasa while Jamarley’s “How Not to Make a Film.” details the filmmakers’ misadventures during the film-a-thon.

during the 11th Mindanao Film Festival to be held this December 9-15 at the Gaisano Mall Cinema 6.

DOLE supports creation of green jobs through Senate Bills

MANILA -- Labor and Employment Secretary Rosalinda Dimapilis-Baldoz expressed support to the enactment of Senate Bill Nos. 2893 and 2315 which seek to promote employment opportunities for the production of goods and services that benefit and preserve the environment. “The proposed legislations, if enacted, will be the first of their kind, not only in the Asia –Pacific region, but also in the world, for

being a national law that bears the term green jobs,” said Baldoz.

the discussions and agreements in several technical working group meetings held since last year with the Committee on Labor, Employment, and Human Resources of the House Representatives chaired by Rep. Karlo Alexei Nograles. The consolidated bill also provides incentives to individuals and business enterprise supporting a green economy including development and use of green technologies and practices; production of green jobs; and provision of green services.

“Foremost among the salient features of the bill is the Department of Labor and Employment’s task to formulate a national green jobs human resource development plan in coordination with other government agencies,” said Baldoz. “The effects of climate change could drain the economy and competitiveness is lost, thus, climate-smart policies must be pursued.”

“It is an affirmation of the growing consciousness that

development and care for the environment must be regarded as parallel activities,” she added.

The labor chief also emphasized that there is a need to provide a range of business development support to micro, small, and medium enterprises (MSMEs) which comprise 90 percent of business in the country. Support may include prototyping or modelling of technologies, conducting assessment to match technological need and demand, subcontracting business to develop clean technologies, providing technical written guides, procedures, as well as instructions, and training on clean technology for business. The need for exploring strategies of shifting to more environmental-friendly modes of transport and improving efficiency was also emphasized as well as developing and implementing programs that promote the importance of green building practices.

Baldoz said the DOLE,

through the National Wages and Productivity Commission (NWPC) and the Regional Tripartite Wages and Productivity Boards (RTWPBs), continues to support the transition of the country to a “green economy” through its regular programs, such as provision of training to MSMEs to mainstream a culture of productivity and quality at the workplace. These include environmental protection through application of environmental-friendly and sound manufacturing and service practices. (DOLE)

PH eyes free trade deal with Chile

MANILA -- The Philippines and Chile on Monday signed a letter of intent on a joint feasibility study that would look into the benefits of a free trade agreement between the two countries. President Benigno S. Aquino III and Chilean President Michelle Bachelet witnessed the signing of the Letter of Intent by Philippine Trade and Industry Secretary Gregory Domingo and Chilean Foreign Affairs Minister Heraldo Muñoz in Malacañang Palace. The Letter of Intent signifies the Philippines’ and Chile’s intent to commence discussions

on developing a framework for negotiating a mutually beneficial trade agreement that is flexible and pragmatic as to its depth and scope, which may contribute to an increase in trade, in goods and investments, and the promotion of technical cooperation in areas of mutual interest. “The Philippines and Chile

President Bachelet, on the other hand, said her state visit “has been an excellent opportunity to deepen ties and to establish a substantial work agenda in bilateral areas”. “In the bilateral area, Chile and the Philippines are seeking to promote and diversify trade, and because of that, we are initiating talks regarding free trade agreement,” said the Chilean leader, who is also attending the Asia-Pacific Economic Cooperation (APEC) Summit. “In order to take the first step, today we signed the Letter of Intent in which we commit ourselves to conclude a feasibility, joint study to evaluate the potential benefits of a free trade agreement. The Letter of Intent on Enhancing Trade Relations is one of two agreements signed by the Philippines and Chile after President Aquino and President Bachelet’s expanded bilateral meeting held at Malacañang’s Aguinaldo State Dining Room.

DA convenes Mindanao stakeholders to draft regional agricultural and fisheries mechanization plan

The Department of Agriculture (DA) convened stakeholders across Mindanao for a consultation and drafting of Regional Agricultural and Fisheries Mechanization Plan (RAFMechP) to enhance and fast- track the adoption of farm mechanization in the country. The stakeholders are composed of implementers, members of the academe, farmers’ organizations, and local manufacturers tapped to provide recommendations, voice

out suggestions and concerns regarding agri-mechanization for the benefit of the agricultural sector. RAFMechP is under the National Agricultural and Fisheries

Mechanization Program (NAFMP) associated with the Republic Act 10601 or the Agricultural and Fishery Mechanization (AFMech) Law.

Five components of the NAFMP were considered in the drafting and review of the RAFMP per region, which include the support services, provisions of quality and safe machines, local manufacturing to lower down the cost of agri-machineries, research, development and extension, and human resource development.

The NAFMP is an ongoing project which will cover fiscal years 2016-2022 with a proposed national budget of PhP8.5 billion for the year 2016 which is expected to increase after the NAFMP is fully furnished.

Based on 2011 data from the Philippine Center for Postharvest Development and Mechanization (PHilMech), the Philippines ranked as one of the Asian countries with a low level of farm mechanization, the use of machines necessary for the production, harvest, handling, and processing of agri-fisheries products.

The Philippines is an agricultural country, with 32% or 9.7 million hectares of land devoted to farming.

PHilMech Executive Director Rex Bingabing said “Presently, we’re trying to have a comprehensive approach to cover every aspect of the implementation of farm mechanization. One issue that needs to be addressed is social preparation, because there is a low acceptance of farm mechanization among the farmers and fisherfolks, hopefully the five components can address the issues about farm mechanization.”

DA Regional Director Remelyn Recoter meanwhile said “the crafting of plans to be presented to the new administration is a significant step to enhance farm productivity in the agriculture areas which will further create jobs and improve farm productivity.”

She added farm mechanization enables farmers to overcome the challenges of ASEAN economic integration, and if the country wants to be competitive within the ASEAN, Philippine agriculture needs to fully implement farm mechanization. (Nitt Marie S. Lantaya/ DA XI)

Regional Police chief spokesperson PSupt. Martin M. Gamba said that among the offshoots of the recent visit of the chief PNP here resulted to the addition of strength to the regional police force and more trainings to its personnel.Aside from the 947 recruits allotted for the region this year, additional 1,000 recruitment for new police personnel is in the offing for the next year, Gamba said. He also said that part of the strengthening of the regional police force is to upgrade the police public safety companies. A regional, provincial or city police public safety company at present has two platoons. A plan is also now on the offing to make the public safety companies be composed of four platoons. Regarding the trainings of the personnel, the police community

Citing figures from the Bureau of Agricultural Statistics (BAS) as its source, DA-RFO 13 data released recently said that it has targeted for the year 2013 a total of 1,206 hectares, as part of the 5% organic agriculture area conversion for the whole region: Agusan del Norte (349); Agusan del Sur (345); Surigao del Norte (343); Surigao del Sur (87) and Dinagat Island Province (52). For 2014, DA-RFO 13 targeted 2,168 hectares of agricultural areas into organic farming: Agusan del Norte (320); Agusan del Sur (219); Surigao del Norte (673); Surigao del Sur (989.50) and

Dinagat Island Province (147). The agriculture department here however said that as the year ended, the physical area devoted to organic agriculture or the agricultural area conversion reached 2,348.50 hectares or a 108 percent accomplishment for the area of conversion versus the target. For 2015, the regional agriculture department here had targeted 2,961 hectares for organic farming conversion; 4,930 for the year 2016 and 14,905 for 2017 or a total of 26, 170.35. the figures of the area farms by geolocation, year and landuse (2002) has an agricultural area of 523, 407 hectares, 5% of which is targeted by DA-RFO 13 or a total of 26,170 hectares for organic agriculture by the year 2017. The DA regional field office here also reported an increase on the number of farmers who accordingly are actively engaged into organic agriculture. Citing figures from the year 2012 which recorded 998 farmers, the department had recorded 2,908 farmers as of the year 2014 or 1,995 farmers more into organic

SurSur gets new PNP chiefBy: Greg Tataro Jr.TANDAG CITY, Surigao del Sur – The province of Surigao del Sur has a new chief of the Philippine National Police (PNP).

P/SSupt. Romualdo Bayting formally assumed post effective November 16, 2015 replacing former P/SSupt. Narciso Verdadero who served here for about a year and seven months. Bayting has already paid courtesy call on Governor Johnny Pimentel at the latter’s office. Prior to that, however, Pimentel had already told capitol employees about the relief of

Verdadero during the Monday flag ceremony program. Be that as it may, he seemed to be in disbelief that the Cortes town ambush incident was the main reason for sacking Verdadero. During that ambuscade carried out by New People’s Army (NPA) on September 18, SP04 Jesus Labastilla was killed and PO2 Joy Turaja got injured.

Meanwhile, the governor said with this turn of events, Bayting would naturally replace Verdadero as head of joint Task Force Bangkaw with the army. The joint task force was purposely created to hunt down Loloy Tejero, Bobby Tejero, and Garito Layno—all primary suspects for the September 1 brutal killings of lumad leaders Emerito Samarca, Dionel Campos and Bello Sinzo. Until now, the three assailants had remained at large despite the respective arrest warrants issued by Lianga Regional Trial Court (RTC) a couple of weeks after the tragic event. Moreover, the new provincial PNP chief was also advised by

Governor Pimentel to see Col. Isidro Purisima, commander of 402nd Infantry Brigade of the Philippine Army (PA), to get the latest information and updates on the continuing manhunt operation. PSSupt. Bayting have yet to meet his army counterpart. Also, n Monday morning, the governor had a closed door meeting with Maj. Gen. Oscar Lactao, army 4th Infantry Division (4ID) commander. Asked what transpired during the meeting, Governor Pimentel said it had been the same, referring to the primary suspects in spite of the P200,000 bounty on each head.

4ID advisory body okays peace programs

Army’s 4th Infantry Division Multi Sector Advisory Board (MSAB) approves resolutions for peace programs during its 3rd meeting, Nov 13, 2015.

This year, the board approves the motion on recommending to the con-cerned national govern-ment agency and local government units (LGU) the following peace pro-gram intervention: farm-to-market road in Brgy White Kulaman, Bukidnon, livelihood programs, psy-cho-social activities and community-based proj-ects, including Christmas gift giving at conflict-af-fected communities in Northern Min-danao. Further, this meeting aims to evaluate the 4ID Army Transforma-tion Roadmap (ATR) strategy and programs. MSAB is represented by differ-ent sectors of society from church, IP, youth, media, LGU, LGA, NGO, and private sector. Its role is to give inputs and rec-ommendations on Army’s programs in the area and subsequently evalu-

ate the division’s performance mea-sures and targets. MGen Oscar Lactao, 4ID com-mander, said he is happy and thank-ful that the division has a very active MSAB. Lactao further said each of its partners plays a very important role in its transformation process. Hence, he thanked them for their commitment and support to its peace advocacies. DILG 10 to conduct LPRAT confab to ensure compliance to guidelinesThe Department of the Interior and Local Government Region 10 (DILG 10) will spearhead a series of Local Poverty Reduction Action Team (LPRAT) Orientations within November this year.

The issuance of DBM-DILG-DSWD-NAPC Joint Memorandum Circular No. 7 (Policy Guidelines and Procedures in the Implementation of the Bottom-Up Budgeting (BuB) program for FY 2016 and thereafter) warrants the need to orient LPRAT members on the new policies and guidelines. DILG 10 finds significance in ensuring proper compliance to policy guidelines and procedures under JMC 7 to result in an efficient and successful implementation of the BuB projects in all provinces in the region. The orientation workshops will tackle the BuB Process which will include its rationale and guidelines,

the tools for the Local Poverty Reduction Action Plan (LPRAP) and the menu of programs for BuB including technical requirements for projects by participating agencies. The orientations will be held on November 16-17, 2015 for Lanao del Norte and Iligan City, November 18-19 for Misamis Occidental and Bukidnon, November 23-24 for Misamis Oriental and Cagayan de Oro City and November 23, 2015 for Camiguin. DOLE prepares 83 career advocates to address jobs-skills mismatch in BukidnonThe Department of Labor and Employment, Regional Office No. X (DOLE-X), through its Bukidnon Provincial Field Office (BPFO), conducted the 3rd Bukidnon-wide Seminar-Workshop to some 83 Guidance Counselors on 17-18 September 2015 at DepEd Division Training Center in Malaybalay City Bukidnon.

DOLE-10 Regional Director Raymundo G. Agravante fully supports the capacity building and skills enhancement of the Guidance Counselors and Career Coaches. BPFO Head Raul L. Valmores reported that this event equipped the teachers, guidance counselors, and career advocates on career guidance as an effective tool in addressing jobs-skills mismatch. “Further this is also to equip our Career Guidance Advocates towards more efficient and effective guidance and counseling services to their students and parents,” he stated. The workshop had very informative, interesting, and helpful topics. Discussed were employability, career success and strategies, as well as training them on the techniques in handling and counseling students in difficult situations. Moreover, the career advocates were guided on the ethical considerations in the workplace – teaching them positive discipline. DOLE-X also shared the current Labor Market trends, the available Technical-Vocational courses and scholarships, and various job

opportunities. In addition, the teachers were also prepared on the basic counseling course for the sons and daughters of Migrant Workers, and their roles in the K-12 Program of our country. LTO-XI intensifies campaign against colo-rum vans

DAVAO CITY- An official of the Land Transportation Office in Region 11 urged commuters to patronize only duly registered and franchised vans for their protection on the road.

Atty. Eleanor Calderon, chief operations officer of the LTO 11 reminded commuters that they are putting their lives at risk when riding on colorum vans which do not have insurance coverage to shoulder the expenses for the victims once they meet a road accident.

The LTO warning came fol-lowing the closing shop of van terminals surrounding the Davao City Overland Transport Termi-nal. “The colorum vehicles will just vanish if the commuters would no longer patronize them,” Calderon said.

Tambayan Center launches counter-TIPSTER program vs traffickingSTA. CRUZ, Davao Del Sur– Davao City-based non-government organi-zations working for the promotion of children’s rights has involved of-ficials and focal persons from the local government here in a planning workshop focused on countering trafficking in person.

The Tambayan Center for Chil-dren’s Rights, Inc. and Luna Le-gal Resource Center organized one-day LGU Project Orientation and Stakeholders Partnership Planning Workshop on Counter-ing Trafficking in Person through Information Sharing, Training, Education and Responsive Gov-ernance (Counter-TIPSTER) on Tuesday (Nov. 17) at the mayor’s conference room in the munici-pality of Sta. Cruz. The USAID-funded project initially aims to contribute in the reduction of incidence of traf-ficking in persons (TIP) in the municipality owing to the grow-ing regional, national and global concern on TIP and children on the move. Among the project’s main

activities are capacity-building of Local Government Units (LGU) officials and stakeholders and the strengthening of Inter-Agency Council Against Trafficking (IA-CAT) as mandated by R.A. 10364 on the Expanded Anti-Trafficking in Persons Act of 2012. The following objectives at-tained during the workshop were the introduction of Counter-TIP-STER Project and DaGAT Consor-tium, expression of the commit-ment of LGU and stakeholders to the project, coming up with An-ti-TIP Plan through partnership building, identification of partici-pants to the Counter-TIPSTER Project Grand Launching and es-tablishment of initial partnership.
