Presidential Spokesperson Edwin Lacierda issued the statement during the regular press briefing in Malacanang on Wednesday after the Senate passed the Sin Tax Bill, which was certified as urgent by the President Tuesday night.

“This complements the Aquino administration’s relentless pursuit of universal health care which underscores the belief that healthcare should be a right and not a privilege in our country,” Lacierda said.

“We commend the unshakable commitment of Senator Franklin Drilon who steered this important piece of legislation through this long, drawn out process, and all the senators who voted for the measure,” he stressed.

The Aquino government also thanked the countless advocates in government and civil society for pursuing this urgent reform.

“Recognizing and advancing the protection of public health is a commitment present in the Aquino administration’s social contract with the Filipino people. This goes beyond

government, however, and begets the responsibility of all citizens to contribute to this cause,” Lacierda said.

The Aquino government hopes that the countries that are signatories to the Kyoto Protocol would be able to resolve several issues surrounding Climate Change when the representatives meet

during a conference in Doha, Qatar, a Palace official said on Wednesday.

Climate Change Commission (CCC) vice-chairman Mary Ann Lucille Sering said during the regular press briefing in Malacanang on Wednesday that the future of the Kyoto Protocol will be tackled during the “18th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC)” and the “8th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol.”

The events will take place from November 26 to December 7, 2012 at the Qatar National Convention Centre in Doha, Qatar.

The Kyoto Protocol is the only international treaty limiting greenhouse-gas emissions that expires in 2012.

“This is a very important conference for us, especially developing countries like the Philippines, because we will talk about the Kyoto Protocol. There is a talk of extending the second commitment period,” Sering said.

“Last year, Canada, one of the big developed countries, pulled out of the Kyoto Protocol. Ang isa namang magandang balita namin is Australia who was a late signatory of the Kyoto Protocol already signified its intention to still be part of the second commitment period,” Sering said.

The Philippines wants the second commitment period would span from 2013 to 2017.

Last August 16, President Benigno S. Aquino III, who is the Climate Change Commission (CCC) chairman, signed into law the People’s Survival Fund (PSF) Bill to enable the government to effectively address the problem of Climate Change.

The Chief Executive signed Republic Act No. 10171 otherwise known as “An Act Establishing the People’s Survival Fund to provide long-term finance streams to enable the government to effectively address the problem of Climate Change, amending for the purpose Republic Act. No. 9729, otherwise known as the Climate Change Act of 2009,” and for other purposes.”

The People’s Survival Fund Law amended the Climate Change Act of 2009 by establishing the People’s Survival Fund with an initial P1 billion per year.

“Ito ay intended to help local government to do feasibility studies,

to do their land-use planning, to make sure na nakapasok ang vulnerability assessment,” Sering said.

The Climate Change Commission, which is attached to the Office of the President, is an independent and autonomous agency with the same status as that of a national government office. It is the sole policy-making body of the government tasked to coordinate, monitor and evaluate the programs and action plans of the government relating to climate change.

It has formulated the National Framework Strategy on Climate Change, the National Climate Change Action Plan, and guidelines for a Local Climate Change Action Plan. PND (js)


Australian gov’t sponsors biggest education project in ARMM

More than 500,000 children in the Autonomous Region in Muslim Mindanao will have better access

to education after efforts to improve quality of education in Moro communities got a boost from Australian government.

Through its Agency for International Development (AusAID), the Australian government poured AUSD93.5 million or P3.927 billion pesos for its Basic Education Assistance for Muslim Mindanao-ARMM (BEAM-ARMM) program.

Speaking during its launching on Tuesday which was attended by Education Sec. Armin Luistro and

AusAID officials, Action Regional Governor Mujiv Hataman said the BEAM-ARMM manifests his administration’s commitment to education reform.

BEAM-ARMM, the single biggest donor of education investment in the country, covers the five provinces and two cities of the region and will be implemented for 72 months or six years with the


national government raising P363 million as counterpart funding.

“This means so much not only to ARMM, but to the whole Philippines for it aims to close all gaps,” Luistro said.

Hataman noted that in the 23 years existence of the education department in ARMM, it is only now through BEAM- ARMM, that the agency was directly involved in the program design, development and approval.

Mohammad Noor Saada, Department of Education (DepEd-ARMM) assistant secretary, said the project has four components which will be separately implemented by an international non-governmental organization.

Early Childhood Education (ECE) was the first component and it will be implemented by the United Nations Children’s Fund (Unicef).

The second component, Essential Health Care Program, will be implemented by GIZ and Fit-for-School.

The third and fourth components; Vocational Technology Education and Alternative Delivery Model, will have Cardno and Bangladesh Rural Advancement Committee (Brac) as its implementing partners, respectively.

BEAM-ARMM targets the most disadvantaged children in the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi

and will provide training to about 20,000 out-of-school-youths in the region.

“Through this, the Australian government hopes to contribute to the building of better educational system that will contribute to peace,” said Rod Brazier, Aus-Aid’s first assistant director-general.

Brazier said that BEAM-ARMM is a “symbol of friendship between the people of Mindanao and the Australian government.”

During the launching, Hataman, Lusitro, ARMM Education Secretary Jamar Kulayan, signed the Memorandum of Subsidiary Agreement (MSA) of the BEAM-ARMM program.

The MSA is the implementing arrangement on how the program will be executed by the autonomous regional government, the DepEd- ARMM and how the Australian government through AusAID will support its implementation.

Hataman noted that he is “optimistic that BEAM-ARMM will play a crucial role in bridging the transition to a Bangsamoro system of education.”

The project aims to put up new school buildings, libraries and training centers for public school teachers in the ARMM. Hataman promised that funds intended for BEAM are spent religiously and transparently.(PNA)


Additional living allowance for Region 12 workers takes effect Dec. 1By Dani Doguiles

KORONADAL CITY, South Cotabato -- Workers in agriculture and retail ser-vice sectors in Soccsksargen Region will receive P4 to P6 per day additional cost of living allowance (COLA) beginning December 1.

Jesse dela Cruz, secretary of the Regional Tripartite Wages and Productivity Board (RTWPB) 12, said the increase comprises the second tranche of the COLA mandated in the Wage Order No. RB XII-17 that became effective on April 18 this year.

Workers in the plantation agricultural enterprises will receive P4 daily allowance while those in the non-plantation agriculture sector will get P6 increase.

A plantation agricultural enterprise,


as defined in the wage order, “is one engaged in agriculture with an area of more than 24 hectares in the locality or which employs at least 20 workers.”

“Any other enterprise shall be considered as non agricultural enterprises,” it continues.

Laborers in retail and service establishments employing more than 10 workers will receive P4 while those in companies employing not more than 10 people will get P6 additional COLA.

Dela Cruz added that workers in the non-agriculture are excluded in the second tranche of additional pay since their P10-COLA was fully implemented on April 18. Minimun wage of workers in the non-agriculture enterprises have been set at P270/day.

The same order also mandated the inclusion of the P15-COLA granted in the Wage Order No. RBXII 16 into the basic minimum pay.

Thus, starting December 1, minimum wage in Soccsksargen Region will be P246 for the retail enterprises with 10 or less employees, P250

in retail enterprises with more than 10 workers, P249 in non-plantation agriculture sector, and P252 in plantation agriculture enterprises.

Soccsksargen Region covers the provinces of South Cotabato, North Cotabato, Sultan Kudarat and Sarangani and the cities of General Santos, Koronadal, Tacurong, Kidapawan, and Cotabato.

Dela Cruz added that they have recently intensified their media campaign to remind management of private sector industries to implement the second tranche of COLA on December 1.

“DOLE field offices across the Region have also been mobilized to conduct information drive regarding the wage order,” he added.

Members of the regional and provincial tripartite industrial peace councils, which have representative from management and labor groups, have also been helping in the dissemination of this information, he said.

Mantilla announced that based on the routine inspection conducted from the implementation of the order until this month, eight of every ten companies in the region have complied with Wage Order No. 17.

She pointed out that “this exceeds our initial target of only 74 percent compliance.

Mantilla also called on private enterprises to immediately comply with the wage order.

“Workers may report to DOLE or its field offices companies that would refuse to pay the appropriate minimum wage as ordered by Wage Order No. 17.”

Dela Cruz added: “So far, we have not received any request for exemptions.”

The wage order provides that companies with assets of not more P3 million and not registered as Barangay Micro Business Enterprises (BMBEs) as well as distressed establishments may apply for exemption 75 days after the publication of the wage order.

KORONADAL, South Cotabato -- At least 1,000 farmers across three prov-inces in Soccsksargen Region have completed a course in pest and disease management aired via radio broadcast, a report from the Department of Ag-riculture (DA) 12 said.

On Friday, over 750 farmers from South Cotabato and Sultan Kudarat provinces received their certificates of completion as graduates of the DA-12’s School-on-the-Air (SOA) on Prevention and Management of Pests and Diseases for Rice , Corn, High Value Crops and Livestock in a graduation ceremony in Koronadal City.

Yesterday, more than 250 farmers from North Cotabato will gather at the provincial capitol in Amas, Kidapawan City for a similar ceremony.

In a span of four months, lecturers Ludivina Dumaya, OIC-chief of the Regional Crop Protection Center (RCPC) and David Nicolas, coordinator of the Provincial Integrated

Pest Management (IPM) of South Cotabato taught farmer-students the proper methods controlling pests and diseases affecting major agricultural products such as rice, corn, high value crops as well as livestock.

SOAs were aired over Notre Dame Broadcasting Corp. stations DXMS in Cotabato City and NXND in Kidapawan City via the program “Ugnayan sa DA” every Saturday 11:00 am – 12:00 nn as well as over Bombo Radyo Koronadal through the program “Agri Watch” every Tuesday, 1:00 – 1:30 p.m.

In her message at the Koronadal city rites, DA 12 regional executive director Amalia Jayag-Datukan urged the graduates to teach

other farmers in their respective communities what they have learned from the SOA.

Each of the farmers who scored highest in the post examination were awarded a certificate, agoat, and a radio set.

Encouraged by the response of the target clientele in Sultan Kudarat and South Cotabato, Director Datukan decided to raffle off three carabaos, 10 plastic water drums and many other gift items for the graduates.

The SOA is an initiative of the Regional Agriculture and Fishery Information Division (RAFID, DA-12’s information arm, that aims to reach farmers and fisherfolk and deliver important information that could help boost their production.

Koronadal City, South Cotabato-- The 16th Mindanao Week of Peace will be celebrated on November 28 – December 4 in Alamada, North Cotabato.

Activities in the celebration include concert for peace, fun run, livelihood training for women, peace photo contest, peace forum and many more.

The framework agreement and other initiatives regarding the GPH-MILF Peace talks will also be tackled.

Civil Peace Service Coordinator Elvira Angsinco said they are expecting over three thousand peace advocates to attend the activity.

Zamboanga City in 1997 is a comprehensive celebration that involves communities of inter-faith organizations, non-g o v e r n m e n t a l o r g a n i z a t i o n s , peoples’ organizations, government agencies involved in the advocacy for culture of Peace in Mindanao.

It is commemorated yearly from the last Thursday of November to the first Wednesday of December.

BUTUAN CITY -- Member-agencies of the Agusan del Norte Provincial Peace and Order Council (PPOC) chaired by Governor Erlpe John Amante convened Friday and discussed the members’ significant accomplishments related to peace and order situation in the province. On behalf of PPOC chair Gov. Amante, Atty. James Reserva, Sangguniang Panlalawigan (SP) Member and chairperson for Peace and Order Committee presided the

meeting with other government agencies, Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and Local Chief Executives (LCEs).


The Provincial Integrated Area Community Public Safety Plan for Agusan del Norte with an intended budget of P7-million to be used as the Intelligence Fund of the province was approved during the said meeting held at the Provincial Training Center here.

Department of the Interior and Local Government (DILG) Agusan del Norte Provincial Director Romeo Solis said the DILG will be implementing the ‘Payapa at Masaganang Pamanyanan’ (PAMANA) Projects in the province amounting to some P20 million. PNP Agusan del Norte Provincial Director PSSupt Eugenio Paguirigan said that for the period of January 1 to

October 31, 2012, the crime incidents in the province has decreased to 196 compared to 907 in 2009; 586 in 2010; and 415 in 2011. Paguirigan further said that they are continuously intensifying its campaign against loose firearms wherein eight persons were apprehended; campaign against illegal drugs wherein nine persons were

apprehended; campaign against illegal logging wherein eight persons were apprehended; and campaign against carnapping. Cases against the suspects were filed in court, he added. “We are also implementing the ‘No Plate No Travel Policy’ and we apprehended 209 vehicles from the violators…


We also intensified our campaign against wanted persons, wherein we recorded 170 cases of which 131 were served,” added Paguirigan. Paguirigan also emphasized that active participation of the community and other stakeholders in reducing criminality and insurgency is very vital. LTC Potenciano Camba, Commanding Officer of 3rd Special Forces, Philippine Army said they are coordinating and working with the Technical Education Skills Development Authority (Tesda) Agusan del Norte Provincial Office, Rotary Club of Butuan, and local government units for the conduct of Skills Training for the out-of-school youths in the municipalities

of Kitcharao, Santaigo, and Jabonga. Meanwhile, Philippine Drug Enforcement Agency (PDEA) Caraga Deputy Cristy Silvan reported that for the period of October 1 to November 15, 2012, they had conducted four anti-drug operations in the province, of which three of it was initiated by the PNP and one by their office. “We also conducted community

involvement activities such as Anti-Drug Symposia with students from different schools in the province and sports activities with the youths,” Silvan said. PDEA also assured to conduct joint anti-illegal drug operations with other law enforcement agencies and ensured air-tight cases against drug personalities.

The event aimed to promote sports development and physical fitness and harness the talents of the students through sports. The activity kicked off with a parade of all delegates from school districts of Claver, Bacuag, Gigaquit, Placer 1 and Placer 2, Alegria, Mainit, Tagana-an, Tubod, Sison, Anao-aon, Malimono and Surigao del Norte National High School. In her message, Governor Sol Matugas lauded the efforts of Surigao del Norte Schools Division

Superintendent Evelyn Fetalvero and Assistant Schools Division Superintendent Nelia Lomocso for spearheading the said activity that will help develop the athletic talents and skills of the students. She also thanked the parents for supporting and allowing their children to participate. BUTUAN CITY -- The local government here through the Office of the City Agriculturist recently launched the Barangay Food Terminal (BFT) held at the Butuan City New Villages Cooperative (BCNVC) in Brgy. Mahay.

The BFT will ultimately serve as a market for local farmers and entrepreneurs to sell their harvest of fruits and vegetables, poultry, seafood, and meat to local consumers. This will offer the farmers the opportunity to a better livelihood that is seen to help them combat poverty. However, the BFT will not only be open for the residents of the said barangay but also to farmers and entrepreneurs from other barangays

in the city. The BFT will be managed by the BCNVC, a group of 230 members who are residents of the said barangay and have been operating for some time now. A Certificate of Award enabling the BCNVC to manage the BFT and a cash assistance amounting to P 100,000.00 for additional funding, all from the local government, was also presented during the launching.

Other participants came from Siasi, Sulu; from Bongao, Tawi-tawi, and from Zamboanga City. The activity was a joint endeavor of the Claret Samal Foundation, Inc. (CSFI), and the Regional Fisheries Training Center (RFTC). RFTC is the training arm of the Bureau of Fisheries and Aquatic Resources (BFAR-9). RFTC training officer Abubakar A. Abdullah was resource speaker on coastal resource management. He also lectured on fishery laws and other pertinent laws related to fishing. Another resource speaker,

Jaafar Kimpa, president of Jabu-Jabu, lectured on proper utilization and conservation of fishery resources. In his message to the participants during its closing ceremonies, RFTC Director Pendatun I. Talib underscored the importance of education and attending seminars and trainings – for the empowerment of every individual and the community as a whole. As he identified government fishery programs, he expressed optimism that organized Badjau fisherfolks can avail of some of these livelihood assistance, particularly in seaweeds production. He said that Agriculture Sec. Proceso Alcala recently announced that the budget allotment for the seaweed industry next year will be around P265 million, or six times bigger than that of the current year. The conduct of this orientation-seminar is an off-shoot of the annual Sama-Badjau national assembly conducted last April this year h in Zamboanga.


Supervising Science Research Specialist Edmar A. Derla of DOE-MFO told the participants in a forum on downstream oil industry held here recently that the results of the inspection conducted by his team to LPG dealers in the province revealed that majority of them had failed to comply with the rules and regulations set by the government. Moreover, Derla disclosed that 50 percent of liquid petroleum product (LPP) dealers were also found to have committed certain violations of the regulations governing the industry. He, however, refused to name these violators. DOE had set penalties for every violation ranging from reprimand to a fine of P10,000. The downstream oil industry forum, which was organized by the DOE in partnership with the Department of Trade and Industry

(DTI), Bureau of Fire Protection (BFP) and the city government of Dipolog, were attended by city/municipal treasurers of the different local government units of Zamboanga del Norte, representatives from the academe, national government agencies (NGAs), civil societies, and consumers group, gasoline dealers, bus/jeepney operators and LPG dealers. It was also learned that the DOE had set penalties for every violation ranging from reprimand to a fine of P10,000. As part of DOE’s information, education and communication campaign, the forum sought to promote public safety, consumer protection, fair trade practices and to strengthen alliance between and among concerned government agencies.

Basilan Catholics start countdown to ‘Golden Jubilee Year’

ISABELA CITY, Basilan – Catholic faithful in Basilan started the counted to the golden jubilee year celebration of the establishment of the Roman Catholic Prelature of Isabela on October 21 next year.

Thousands gathered at the Claret College of Isabela to mark the beginning of the countdown last Oct 21 with hundreds of Catholic faithful from the different parishes in Basilan. The celebration kicked off with a Mass led by Bishop Martin Jumoad at Claret College, coinciding with the canonization of the country’s second saint, Pedro Calungsod, in Rome. The bishop and his priests carry the “Jubilee Cross” as they launched their 365 days of preparation for the prelature’s Golden Jubilee next year. Selected Catholic faithful also lighted 50 candles placed in the magnified number 50 near the altar. Jumoad, the prelature’s third bishop, called on the faithful to observe the coming days as opportunities of “thanksgiving and renewal.” He lauded support of different lay organizations to the various pastoral programs of the prelature. He also expressed his sincere appreciation for the youth groups actively helping in parish activities across Basilan, among the country’s poorest provinces. In his one hour homily, the bishop recalled that at the Sta. Isabel de Portugal Cathedral parish, there is a baptismal book bearing the date 1866, which signifies there were already Catholics in Isabela at that time. The bishop added when the Claretians came in 1951, there were only two parishes, Sta. Isabel Parish church in Isabela City and St. Peter Parish in Lamitan City.

However, it was in 1963 when Pope John XXIII issued a papal bull, which created the Prelature of Isabela de Basilan though there were only four parishes. “In 1963 the Catholic directory reported that there were more or less 35,000 Catholics, now according to the census of 2007, more or less there are 130,000 Catholics,” Jumoad said. The Prelature of Isabela in Basilan was created on October 12, 1963, and comprises all territories constituting the civil jurisdiction of Basilan Province, including Isabela City. Its titular patron is the Immaculate Heart of Mary. The bishop also acknowledged the sacrifice of the Augustinian Recollect fathers, the Jesuits and the Claretians who ministered to the people. According to him, the missionaries then faced uncertainties, danger and risks as the missionary sisters from St. Paul Chartres, the Dominicans of the Holy Rosary and the other congregations. Jumoad said the first diocesan priests came in 1975 though most residents preferred the services of the Spanish missionaries. He added the diocesan priests’ sacrifices paid off eventually. Bishop Jose Ma. Querexeta, CMF, was the first bishop of the Prelature of Isabela. As he established parishes and schools for Muslims and Christians alike, the bishop worked for the integration of Christians and Muslims. He set up projects that would benefit the Muslims as he built churches for the


Christians. The Mindanao War of the 70’s shattered the prelature’s dream of Christians and Muslims living peacefully side by side. This was aggravated by the kidnapping of a Spanish Claretian priest in 1987 who had devoted many years of his priestly life in Basilan attending to the spiritual needs of Christians and the economic needs of the poorer Muslims. Bishop Romulo de la Cruz became the Prelate Ordinary of Basilan in 1989 upon the retirement of Bishop Querexeta. He arrived on the scene when Islamic Fundamentalism was on the rise and the Abu Sayaf, a violent fundamentalist group of armed adherents, was born. One Franciscan brother and one Claretian priest were kidnapped in 1992 and 1993 respectively. Not even the local clergy was spared. Father Cirilo Nacorda was kidnapped on June 8, 1994, and was released three months later, but not before fifteen of his companions were

killed and the remaining 25 captives, mostly teachers and health workers, were finally released. Kidnap for ransom remains a genuine threat for church workers and priests in Basilan, a known stronghold of terrorist group Abu Sayyaf. However, not even one of them is intimidated by it. The prelature personnel, from the lay workers up to the bishop himself, are one in standing firm on no ransom for kidnapping. Presently, the Prelature has the following parishes, namely: the St. Peter’s Parish in Lamitan City, Sacred Heart of Jesus Parish in Look, St. Anthony de Padua Parish in Sta. Clara, Immaculate Heart of Mary Parish in Maluso, San Vicente Ferrer Parish of Matarling, San Roque Parish of Tairan in Lantawan, Sto. Rosario Parish in Begang, San Vicente Parish of Tumajubong, Sta. Theresa de Avila quasi-parish in Cabunbata, and the Sta. Isabel de Portugal Cathedral Parish in Isabela City.


Green nut production in Region 10, up 37.2% in 2Qby Rutchie C. Aguhob

OROQUIETA CITY -- A total production of 460,230 green coconuts was noted in region 10, during the second quarter of the year.

This, as coconut farmers in the region have chosen to harvest their young coconuts rather than wait for them to mature to answer the market demand for young coconuts. One of the ingredients for “buko” salad/ice cream and juice-making, young coconuts had become more popular, during the the holiday season and even summer vacation months, each year. Meanwhile, the production of young coconuts, during the quarter was actually higher by 147,825 or 37.2 percent compared to 335,405 in the same period of 2011, Regional Manager Luis Cruz of Philippine Coconut Authority (PCA), region 10, said. The PCA data also show that the highest production of green coconuts was noted in the province of Misamis Oriental with 150,000, followed by Bukidnon, 119,753, Lanao del Norte, 28,830, Camiguin, 73,247 and Misamis Occidental, 34,220. Cruz, however, said the highest growth in green coconut production was noted in

Lanao del Norte with 70.9 percent, followed by Camiguin, 37.8 percent, Misamis Oriental, 33.9 percent, Bukidnon, 29.2 percent and Misamis Occidental, 18 percent. Meanwhile, a total mature nut production of 436,723,062 was noted in the region during the period, higher by 19,918,879 or five (5) percent compared to 416,804,183 in the same quarter of 2011. Again, the highest production of mature nuts was noted in Lanao del Norte with 142,680,000, followed by Misamis Occidental, 127,850,000, Misamis Oriental, 125,723,703, Camiguin, 27,280,842 and Bukidnon, 13,188,517. However, the highest growth in mature nut production was noted in the province of Bukidnon with 26 percent, followed by Misamis Oriental, 9.0 percent, Camiguin, 4.0 percent, Lanao del Norte, 3.0 percent and Misamis Occidental, 1.0 percent, the PCA data also show.

Green nut production in Region 10, up 37.2% in 2Q A total of 4,037 crimes were recorded from July 1 to October 31 of this year, down by 20 percent from the 5,055 crimes recorded in the same period last year, disclosed P/Supt. Leony Roy Ga, chief of the Regional Operations and Plans Division (ROPD), during the Regional Development Council (RDC) Macro and Development Administration Committee (MacroCom) meeting yesterday, November 20. He said 2,765 of these cases or about 68 percent were index crimes while 1,272 cases or 32 percent were classified as non-index crimes. Ga said 1,212 of the crimes were cleared with clearance efficiency of 30.02 percent while 914 were solved posting a crime solution efficiency of 22.64 percent. The average monthly crime rate (AMCR) for the period was also posted at 24.04 compared to the 30.10 AMCR recorded in the same period last year. Ga said the intensified and unhampered conduct of checkpoints and chokepoints operations that restricted movements of firearms, contrabands, and other items that can be used in criminal activities greatly contributed to

the decrease in crime volume. He said 12,723 checkpoints/chokepoints operations were conducted during the period which resulted to the arrest of 2,671 persons and confiscation of assorted firearms. The deployment of PNP personnel in the streets, organization and mobilization of Motorized Anti Street Crimes Operatives (Masco) in crime prone areas and organization and utilization of Barangay Peacekeeping Action Team (BPAT) also resulted in the decrease in crime incidence, he noted.

CAGAYAN DE ORO CITY -- The annual Population and Development Week celebration from November 23 to 29 will start this Friday.

Commission on Population-10 Regional Director Psyche P. Paler reminded all national line agencies to join the celebration as embodied under Presidential Proclamation No. 76. Among the major activities are the 12th “It’s All in the Band Contest,” an annual tilt which is open to all high school bands, the launching of the 5th State of the Philippine Population Report (SSPR 5) and the National Population Congress. This will be held at the Pryce Plaza Hotel from November 22-23.

In a statement, Paler said the public need to be aware of the issues relating to population and its possible effects to nature and mankind. She said the country’s current population is now peged at 92,337,852. Regional population 3,953,437. “If we continue to ignore this, our population situation will continue to worsen and people will live in extreme poverty. Children will be deprived of needed care, food, clothing, education and even medical needs,” she explained.

Ga further disclosed that the new police regional director has corrected the old scheme of one-day-duty and one-day-off which was previously implemented by every police stations. PC/Supt. Gil Hitosis directed every commander to ensure the implementation of 12-hour duty per day by every personnel to maximize their time and resources, he added. Moreover, the conduct of patrol and patrol-related activities especially foot/beat patrol in crime-prone areas and organization work such as the BPATs and Barangay Tanods were also cited as big help in maintaining peace and order in the region. Accordingly, a total of 168,062 police Integrated Patrol System (PIPS)

operations were conducted during the period which resulted in the arrest of 5,684 persons and confiscation of 23 high-powered and 52 low-powered firearms. While the police personnel were conducting patrol, they were also directed to conduct visitation and interaction with the community, Ga noted. He further reported that 1,521 barangays have already organized BPATs for the purpose of community-based activities and information campaign in support to PNP’s anti-criminality effort, crime prevention, and on-the-spot conflict resolution.

TAGUM CITY- Floods affected a total of 745 families when an in-ter-tropical convergence zone last November 20 (Tuesday) brought heavy rains in the provinces of Davao del Norte, Compostela Val-ley and Davao Oriental. Reports from Office of Civil Defense (OCD) XI Regional Director Liza R. Mazo indicated that these families were residents of 32 barangays in nine towns of the three flood-affected Davao Region provinces. Davao Oriental was hardly hit as two persons drowned with one still missing as of press time. Casualties were identified as Nicholas Rota, 11-year-old resident of Barangay Poblacion in San Isidro and Romeo Luis, 55-year-old resident of Barangay Kabagayan, Tarragona. Missing was Dindo Ugapang, 15 years of age and resident of Barangay Bitaogan in San Isidro ,

also in Davao Oriental. In Compostela Valley, a total of 428 families were affected in nine barangays of the towns of Compostela, Montevista, Monkayo, Nabunturan and New Bataan. Mazo revealed that Provincial Gov. Arturo T. Uy , at the height of raining yesterday, issued a memorandum suspending classes at all levels and stopping mining activities in the entire province of Compostela Valley. Incident Command System (ICS) in affected towns were then activated and the Compostela Valley Emergency Rescue Team (COVERT) was then deployed to flooded areas to assist MDRRMC operation. In Davao Del Norte, a total of 17 families experienced flooding yesterday in 11 barangays in the municipalities of Kapalong and Asuncion when Saug and Liboganon Rivers overflowed.

At the surge of flood waters in both rivers yesterday afternoon, the Provincial Disaster Risk Reduction Management Office (PDRRMO) advised preemptive evacuation to keep residents along the river banks safe. Waters started to subside as of the morning of Nov. 21 (Wednesday) but some affected families in Kapalong were still at the evacuation site in Barangay Maniki while others were reportedly staying with their relatives. In Davao Oriental, flooding was monitored in the towns of Governor Generoso and San Isidro, only but such occurrence affected 300 families in 12 barangays. As of Wednesday (Nov. 21) morning affected families in Governor Generoso were still staying at the evacuation centers

while those in San Isidro had already gone home when flood waters subsided. Other than the provincial rescue team of Davao Oriental, a convergence of rescue units went their way to help the rescue operations in the affected areas in the towns of San Isidro and Governor Generoso. Others which came to help the Municipal Disaster Risk Reduction Management Council (MDRRMC) were the Philippine National Police, the Bureau of Fire Protection and RECON. Mazo said that the Regional Disaster Risk Reduction Management Council and the OCD XI would continue to be on red alert for emergencies in case rains would continue.
