These are some of God’s marvelous creations that you will meet along the way as you try to conquer one of SOCCSKSARGEN Region’s pride, the majestic Lake Holon. Situated in the Land of the Dreamweavers, South Cotabato, particularly in T’boli town, the lake which forms the crater of Mt. Parker, locally known as Mt. Melibengoy, offers not just an adventure to climbers but also a wonderful site that could even feed a naturalist’s hungry soul. The mirror- like lake framed by verdant foothills and blanketed with cold breeze is an enchanting venue to free yourself from stress and hardwork. Aside from site- seeing, trekkers could do extra activities the place offers. You can go boating or kayaking around the placid lake and survey the panoramic scene of the Lake Holon and its crystal clear water, recognized as one of the cleanest inland waters in the entire country. Moreover, there are areas in the breathtaking lake where

Page 9: One Mindanao - November 24, 2015

you can go fishing for Tilapia for an appetizing lunch or dinner that would definitely leave you craving for more of the popular freshwater fish. If you want to have a relaxing moment while being in a paradise, you can try the lake’s fish spa, in a very natural way. All you have to do is to sit on the boulders by the lakeshore and gently dip your feet into the lake’s frosty water. Voila! Hundreds of fishes would be nibbling on your feet. You can also plunge into the lake’s ice-cold water for a refreshing swim. At night, spread your sleeping bag, lie down on a carpet-like grass and relive those childhood times of counting stars and tracing and identifying constellations. Deep into the night, the lake seems magical at it reflects the stars and fill the calm water and surrounding environment with a luxuriant light. In the morning, the fog will be the first to welcome you. It’s as if it was set on standby mode ready to hug your awakened

soul. Sunrise in the area is around 9:00 to 10:00 in the morning as Mr. Sun plays hide and seek with the tall mountains bordering the lake. How to get there and savor its natural endowment. Riding a ‘habal-habal’ (motorcycle) for almost an hour is the first taste of adventure going to the famous Lake Holon. The somewhat gutsy ride starts from the town proper of T’boli to the village of Salacafe. In Salacafe is a guest center where you could take your meal using traditional Tboli utensils made of wood and bamboo. It is also where you will be briefed on the basic details of Lake Holon as well as the dos and don’ts when you are in the area. It is in Salacafe where most of your adventure begins! The time you step out of the guest center signals the start of your three- to four- hour walk up to the captivating lake. The only community that you could pass by during the trek is Sitio Nabul. It is a small community with only 23 households. Houses are made of

Page 11: One Mindanao - November 24, 2015

light materials mostly bamboo. Its simplicity is a reminder that happiness lies in contentment. This is because the community is surrounded with beaming and contagipus smiles of the Tboli villagers. From Sitio Nabul to your destination, your comrades would be the chirping birds, the dancing trees, the swaying grasses, the wandering insects and most of all, the blooming wild flowers. Rolled into one, it’s as if you have a fairy accompanying you and making you forget the tiresome walk until you reach the lake. The first time you take a glimpse of Lake Holon, after

all the herky- jerky motorcycle ride and long hours of walk, the feeling is surreal. Seeing its beauty at the center of the woodland would make you feel at home. The happiness of being at home is tantamount to the happiness of embracing the vastness of God’s perfect creation. The adventure doesn’t end there, because leaving Lake Holon is another journey. This time, it will be a travel of an eye-opening story from you to those who haven’t seen the must- see, who haven’t experienced a wonderful escape over the mountains and into the majestic lake.

Online PhilHealth premium remittance for employers now available

MANDALUYONG CITY -- Employers in the private and government sectors may now remit their premium contributions to the Philippine Health Insurance Corporation (PhilHealth) electronically. This development is made possible through the Electronic Premium Remittance System (EPRS) version 3.1—a facility

that was upgraded from being a premium reporting mechanism to one that will now enable employers to remit premium

Page 13: One Mindanao - November 24, 2015

contributions online.

“Initially, we have partnered with Security Bank for the online premium payment facility, but we are optimistic that very soon, other accredited collecting agents (ACAs) will make this facility available for our employer-partners,” PhilHealth President and CEO Alexander A. Padilla said.

The new EPRS will also enable employers to enjoy prompt acknowledgement of premium payments and immediate posting of their premium contributions. Through the new EPRS, the process of premium remittance

and reporting has been reduced from six (6) to three (3) steps, namely: updating of employees’ remittance status; generation of Statement of Premium Account (SPA); and selection of ACA to remit premium c o n t r i b u t i o n s

online.

Once the online payment succeeds, the employer will receive an electronic PhilHealth Acknowledgement Receipt (ePAR). It will be reflected in the employer’s EPRS account and shall serve as the employer’s proof of premium payment.

“We call on our partner-employers to enroll their accounts now with any of the ACAs with approved payment facilities so that they can immediately avail themselves of the online payment facility in the EPRS,” Padilla said. (PhilHealth)

Public school principal garners international award for energy sufficient system invention

GENERAL SANTOS CITY, South Cotabato -- William Moraca, a school head at the Datal Salvan Elementary School in San Jose, General Santos City, has won an international award for his contributions not only to the school but also to the Blaan and T’boli indigenous communities where his students belong. Moraca’s inventions—a functional portable windmill, modified solar panels and

a magnetic field-run water system—have been providing 24/7 electricity and potable water

to the residents of Sitios Datal Salvan and Klolang since 2011.

“Noong una akong na-assign dito, nakita ko na walang tubig at ang hirap kumuha ng tubig doon sa batis at sa sapa. Maglalakad ka pa ng ilang kilometro para mag-igib ka lamang ng tubig, kaya ang ginawa ko pinaakyat ko dito ang tubig, from river down to the community and, eventually, the schools. I did this by using magnetic field force, so the water went up at the rate of 1.2 liters per second the first time we used the said gadget,” Moraca said.

With a background in electronics, Moraca also observed that the community’s solar panel for electricity could not adequately charge batteries.

“The natural charging of a solar panel will take about a day for a full battery. I converted the solar panel for shorter charging time. Kasi dito sa lugar namin, ilang oras lang yung init at ito yung nagsu-supply ng lights namin dito sa entire school of Datal Salvan and its community,”

said Moraca.

Meanwhile, Thailand Princess Maha Chakri Sirindhorn, who is known for being an avid supporter of educational development, has provided opportunities for the underprivileged youth in far-flung areas by means of education.

To honor such cause, the Princess Maha Chakri Award (PMCA) gives recognition to 11 dedicated teachers in Southeast Asia whose outstanding achievements generate benefits to education and human development. Moraca received the PMCA for the Philippines during its awarding ceremony last October 2, 2015 in Bangkok, Thailand during Her Royal Highness’ 60th birthday.

The Department of Education (DepEd) lauded not only the beneficial contribution of Moraca but also his exemplary service as a teacher and a school head. Undersecretary for Legal and Legislative Affairs Alberto T. Muyot said Moraca innovated and converted low cost materials

for hands-on and participative teaching materials for Mathematics, Science and Social Studies. He also developed an ecotourism area which provides livelihood in the community of Sitio Datal Salvan.

“He received numerous commendations for improvising and developing other materials not only for his school but also for other schools in General Santos City. For his selfless acts in public service using education as his platform, the Department feels that William is truly deserving of this award,” Muyot said.

“We thank Her Royal Highness Princess Maha Chakri Sirindhorn for inspiring our nation-builders in Southeast Asia.

We feel that this award embodies the victories of the human spirit in the continuing quest for the improvement of the quality of life of the people through education. We also thank Her Royal Highness for recognizing teachers who have inspired their communities and have initiated positive changes in the communities and in the country,” he added.

From his humble beginnings as an office messenger, Moraca wishes that his achievements would serve as an inspiration to teachers nationwide.

“Hindi ako pumapasok sa school para manalo ng ganitong klaseng award. Ang nasa isip ko lang talaga ay makatulong sa mga studyante at sa buong community dito sa Datal Salvan. Gagamitin ko ang pagkakataon na ito para maging ehemplo at para ma-inspire ko rin ang lahat ng mga guro sa Pilipinas na gumawa ng kakaiba o gumawa ng panibagong hakbang para sa kanilang komunidad,” Moraca said. “We’ve noted that infrastructure projects are highly in demand by our local government units. We are happy with the response of our LGU partners. Together with them we ensure that each project is done with quality and follows the agreed harmonized procedures between national government

and the World Bank,” said PSO Mindanao Deputy Program Director Consolacion Satorre.

Satorre added that activity such as national assessment is regularly conducted as venue to provide solution to crucial issues and concerns.

“This four-day activity provided an avenue among I-BUILD Components from all Project Clusters to assess the component’s performance in connection to its physical and financial targets. This ensures that the component’s milestones are closely monitored,” said Satorre.

NPCO Alternate I-BUILD Head Engr. Ericson Mammag said that with the magnitude of the I-BUILD portfolio constant coordination is necessary to enforce implementation mechanisms and strictly observe guidelines to avoid unnecessary delays.

By Alfonso T. Ruda

DIPOLOG CITY - Hundreds of Agrarian Reform Beneficiaries (ARBs) from the three provinces in region 9 converged here recently for a two-day Regional Microfinance cum Farmers’ Convention at the Zamboanga del Norte Convention and Sports Center.

The forum, spearheaded by the Department of Agrarian Reform on November 17 & 18 was participated in by about 391 agrarian reform beneficiaries organizations (ARBOs) from the different agrarian reform communities of Zamboanga del Sur, Zamboanga Sibugay and Zamboanga del Norte. Aside from farmer-members of ARBOs, personnel from the Department of Agrarian Reform (DAR) regional and provincial offices headed by Regional Director Engr. Felix Aguhob and Zamboanga del Norte PARPO II Mohammad

Dassan Adju also attended the forum. Dipolog City Mayor Evelyn T. Uy, in her welcome address, thanked the DAR family for holding the convention in the city and making Dipolog as part of this undertaking. DAR ARD Maata said the forum was aimed to enhance the knowledge of the farmer-members of the ARBOs, as well as to give them access to the support services extended by the Comprehensive Agrarian Reform Program (CARP) implementing line agencies, national government agencies,

of NGCP’s commitment and support to the annual week-long celebration of the 73rd Adlaw sa Aurora with this year’s

and civil society organizations (CSOs). It also gave the participants an opportunity to learn from the success of other ARBOs who benefited from the various programs of DAR and its partners. Among the topics discussed were Credit and Microfinance on Agri-Enterprise by CARPO Adeliza Gabalfin; Adelberto Baniqued - Organic Farming-Systems of Rice Intensification; Ernie Camacho of DA - Status of Rubber Industry: Local & International Trends; Status of Abaca Industry & Marketing Opportunities by Fiber Industry Development Authority (FIDA) and Support Program on Coconut Industry with Celedonia Palomar of Philippine C o c o n u t Authority (PCA) - Zamboanga del Norte. O l i v e r Santos of the Dept. of Trade and Industry (DTI) talked on Marketing Oppor tun i t i es and Support

Programs while Vinicius Hamoy of Land Bank of the Philippines (LBP) also discussed on LBP Programs for cooperatives on the second day of the assembly. RD Aguhob pointed out that DAR only spearheads the agrarian reform program implementation but its success solely relies on the active participation of other government agencies involved in the program. The first-ever Regional Microfinance cum Farmers’ Convention held in Zamboanga del Norte carries the theme, “Empowering Farmers on Productivity and Agri-Entrepreneurship Towards Sustainable Development.”

Davao Light implements 4-hour rotating brownouts

DAVAO CITY- With major pow-er plants down, Davao Light and Power Company is implementing 4-hour rotating brownouts which started yesterday (Nov. 23)

Art Millan, executive vice-presi-dent and chief operations officer of the DLPC said the main culprit is the preventive maintenance shutdown (PMS) of the STEAG power plant in Misamis Oriental, the Therma South Inc. coal-fired plant in Davao City and the Ther-ma Marine Inc. power barge. The Sibulan hydropower plant as well has advised re-duced capacity to facilitate an

emergency repair on one of its plant. As of today (Nov. 23) the National Grid Corporation of the Philippines

(NGCP) has allocated only 167 megawatts to DLPC over 100 megawatts lower than its pow-er supply contract of 273 mega-watts.Millan hopes that the 4-hour ro-tating brownouts will last only for Nov. 23 as they expect the STEAG plant to go online at 12 midnight. He said the rotating brownouts

Page 33: One Mindanao - November 24, 2015

would be around 2-3 days until the return of the other plants. DLPC will continue to run the Bajada Power Plant and activate the Interruptible Load Program to compensate for the loss. This will have DLPC with 246 megawatt of power to supply the forecasted demand of 340 megawatt. There would be power inter-ruptions of about 3 to four hours during peak which is from 8 a.m. to 10 p.m. and a maximum of 1.5 hours during off peak (10 p.m. to 8 a.m.) The ILP is participated by large corporate customers with big generator sets that would run during peak hours to give power

to the grid. The ILP under the DLPC is around 30 megawatts. The DLPC service area cov-ers the entire Davao City, the city of Panabo and the towns of Car-men, Braulio Dujali and Santo Tomas in Davao del Norte. Meanwhile Millan said an-other 50 megawatt of contract-ed power will be added to DLPC with the commissioning of the second unit of the TSI coal-fired power plant which was damaged last February. The 150-mega-watt unit is expected to start by December of this year with com-mercial operations to commence by February next year. (PIA/RG Alama)

Extortion, terrorism angle eyed in van blastDAVAO CITY- Mayor Rodrigo Duterte looks at terrorism and extor-tion to be the primary angles being pursued by authorities behind the explosion inside a passenger van last Wednesday at Eco-west Drive in Matina. He said the operator had been receiving extortion demand from unknown perpetrators and con-tinued to resist from giving. Duterte said he does not also discount the possibility of terror-ism to be behind the incident. “At this early, we already have a tracking device and we would know. Maybe the police is in the position to announce its

findings on the incident,” he said. Last Friday, the Davao City Police Office released the com-posite sketch of the suspect in the van blast. The unidentified suspect is male, 5’1-5’2 in height, medium built, age between 35-40 yrs old, white complexion, wearing black jacket and blue maong pants with black ball cap.

worth all the effort. Now on its sixth year, Gov-

ernor Emmylou Mendoza said that the “Pamaskong Handog” gives her the opportunity to visit many far-flung villages in the province to make the people feel the spirit of Christmas through giving and sharing of blessings.

Aside from going to selected villages, the governor also finds

time in visiting other nearby schools to distribute gifts.

What makes the yearly event meaningful is that villagers could personally talk with the governor and other officials in a less formal manner where they could mingle and have fun. (SJ-Duerme-PIA12 with report from JSta. Cruz/RASotto-NorthCot Media Center)

documents such as official re-ceipt and certificate of registra-tion as well as license to drive of drivers.

They also check for unat-tended motorcycles.

Minors caugth inside KTV bars, internet cafés and other establishments during curfew hours are placed under police custody and endorsed to the social welfare office that will in turn endorse these children to their respective families.

Establishments that allow children inside their jurisdictions during curfew hours are also made liable.

The city government is also

looking into the possibility of penalizing parents whose chil-dren are caught in violation of the city ordinance on curfew for minors.

Mayor Evangelista believes that enforcing Oplan Padaplin and Oplan Sleepless Nights can contain the proliferation of ille-gal drug use and other vices among the city’s youth sector. (DEDoguiles-PIA 12 with report from the Kidapawan CIO)
