BACKGROUND
Inspire a JPIAN: (Basic Accounting Proficiency Drive)is an academic project of NFJPIA-R3 Region III Council whi
aims towards the strengthening of the basic accounting theories and practices of the young members of th
Organization. Moreover, this project is designed to help each Local Chapter in motivating freshmen students to purs
accountancy as their profession in the future. The duration of the project is for one semester, coinciding with th
academic year. This project shall be adopted by different Local Chapters, in all seven provinces, with a prescrib
syllabus and each Local Chapter shall create the Mentors Guild to serve as the reviewe rs. Moreover, to assess th
achievement level of the participants, the Council shall give a comprehensive examination for all the reviewees.
OBJECTIVES
To help the freshmen students in strengthening their basic learning foundation in the basic accounting course.
To motivate the freshmen students to do well in their chosen field of specialization and to pursue accountancy a
their profession in the future.
To build and strengthen the relationship between freshmen members and older members of the Organization.
To maintain an open communication line among members and to allow the freshmen students to consult th
older members of the Organization in the field of academics and to allow the older members of the Organizatio
to inspire and provide guidance to the freshmen students.
QUALIFICATIONS AND REQUIREMENTS
Inspire a JPIAN: Basic Accounting Proficiency Drive is open to all Local Chapters and students who are takin
Fundamentals of Accounting I and are bona fide members of the NFJPIA-R3 Council F.Y. 2013 2014.
Each Local Chapter must submit the following requirements:
Duly accomplished Application Form (soft copy) (Please see Local_Chapter _Application Form.docx)
Endorsement Letter from the JPIA Local Chapter President and Adviser (scanned copy)
Endorsement Letter of Mentor/s duly signed by the Adviser
School and JPIA Logo (soft copy and high resolution)
All the requirements shall be sent via email at [email protected] or before June 30, 2013
NFJPIA-R3 shall also provide the Application Forms for Mentors Guild (Please see Mentor's_Guild_Applicatio
Form.docx) and reviewees (Please see Reviewee_Application_Form.docx). However, the Local Chapter does n
need to submit the individual Application Forms to the Council. The Local Chapter shall submit only the list o
Mentors Guild and the list of participants to the Council (Please see Basic_Accounting_Proficiency_Drive
Summary.xlsx).

MODULES
The Inspire a JPIAN: Basic Accounting Proficiency Drive shall comprise the following modules and their correspondin
minimum number of hours:
Module 1 - Accounting and its Environment (2 hours) Module 2 Identifying and Recording Accountable Events (2 hours) Module 3 - Summarizing, Posting and Adjusting the Accounts (2 hours) Module 4 - Completing the Accounting Cycle(3 hours) Module 5 Comprehensive Illustration (Service Company) (1.5 hours)
Module 6 Comprehensive Illustration (Merchandising Company) (2 hours) Module 7 Payroll Accounting (1.5 Hours)NFJPIA-R3 Council shall provide the proposed handouts for each module. The Council has proposed program module
defined minimum number of hours per module and shall provide the handouts to be used for the program. Howeve
the participating Local Chapter could adapt their own modules based on their curriculum, could change the number
hours per module or could modify the contents of the materials to make the project more responsive on the needs
its members. However, the NFJPIA-R3 Council must be notified regarding the modification.
MENTORS GUILD
Local Chapters shall create a Mentors Guild who shall comprise of competent student/s and shall serve as th
facilitators of each session.
The Mentors Guild shall have the following qualifications:
BASIC QUALIFICATIONS:
Must be a 2ndyear, 3rdyear, 4thyear or 5thyear Accountancy Student/s. Must have at least passed the same course (Basic Accounting) satisfactorily. Must be appointed by the JPIA officers duly approved by the JPIA Adviser .OTHER QUALIFICATIONS:
Must have a good oral communication and interpersonal skills.
Must be approachable and willing to entertain questions.
The Mentors Guild shall have the following responsibilities:
BASIC RESPONSIBILITIES:
To serve as instructors of the freshmen students during the each sessions. To serve as consultants of the freshmen students on day to day basis. To serve as proctors during the comprehensive examinations.

INHERENT RESPONSIBILITIES:
To monitor the progress of the participants during the each session. To encourage and motivate the freshmen students to study harder and pursue the accounting program.Local Chapters may adopt their own process of selecting the members of the Mentors Guild and the number
mentors shall be based on the number of expected participants each session.
Mentors Guild shall undergo a short training to be facilitated by the JPIA Adviser or any professor from the school t
prepare them in conducting each session. The short training course shall include the following topics:

ACCOMPLISHMENT REPORTS
Each Local chapter need not to follow the sequence of the modules as proposed by the Council. It may be done on
different sequence depending on the course outline of the Local Chapter or any other basis as the Local Chapt
deemed necessary. Each LC could also modify each module depending on the needs of its members. However, ea
Local chapter is required to submit accomplishment reports (please seeAccomplishment_Report.rar) after finishin
a module. It is to be done a week after finishing one module. This is done primarily in order for the council to veri
the progress of the activity.
The accomplishment report shall include the following: Accomplishment form specifying what module/s has been done and the accomplishment date. Scanned attendance sheet of the attendees. Duly accomplished evaluation form of Mentors Guild for the Reviewees (this includes the assessment of th
mentors with regards to the learning of the reviewees in a specific module)

*Duly accomplished evaluation form of Reviewees for the Mentors (this includes the assessment of the revieweewith regards to the teachings of the Mentor)
*Each Local Chapter must obtain a sample equivalent to 5% of the attendees (or five samples whichever is higher)
each module.

PROVINCIAL CO-PROJECT HEADS
There are delegated provincial co-project heads to instigate close monitoring among local chapter in their respectivarea of jurisdiction. The following are the provincial co-project head for this activity:

To act as a Liaison Officer of the Regional Council; To help each LC in the conduct of Materializing the Activity; To conduct a door-to-door visit of each Local Chapter at least twice during the semester; and To monitor and serve as watchers and record-keepers during the conduct of the comprehensive examinations.COMPREHENSIVE EXAMINATION
Comprehensive Examination is primarily done for the purpose of measuring the achievement level of the reviewe
and the success of the activity. This will also serve as the basis for identifying the top performing students and toperforming local chapter/s across the region.
The following guidelines must be observed in the conduct of the Comprehensive Examination:
Comprehensive Examination is a multiple choice type of examination and each examinee is given an answer sheto be submitted at the end of the examination.
All reviewees are eligible take the comprehensive examination as long as their local chapter adopted the programMoreover, certificates of completion shall be awarded to those who were present in the Examination Proper.
The comprehensive examination shall be divided into two parts: Foundations of Basic Accounting (Modules 1 to 4) Applications of Basic Accounting Concepts (Modules 5 to 7)

The Comprehensive Examination shall be facilitated by the Mentors Guild and assigned REOs in each province anshall follow the following schedule:
7:30 am 8:00 am Registration 8:00 am 12:00 am Exam Proper (Part 1 and 2) 12:00 am 1:00 pm Lunch Break 1:00 pm 3:00 pm Solutions Giving 3:00 pm 3:30 pm Open Forum 3:30 pm 4:00 pm Distribution of Certificates of Completion and Closing Remarks
All participants shall fill out an evaluation form to allow them to provide feedback about the mentors and thsessions in general. The Local Chapter and Mentors Guild shall also fill out an evaluation form and provid
feedback on the program and to give recommendations on how to further improve the project.
Answer sheets should be forwarded to the provincial co-project head for checking. It must be submitted NFJPIA-R3 Council together with the scores of all the participants in an excel sheet within five days after the da
of the Comprehensive Examination. The Council shall consolidate the results of the exam and shall determine th
top performing students and top performing school.
The overall Top 10 shall receive medals and certificates from the Council. The Top 3 of each local chapter shall receive certificates from the Council. The Top Performing Local Chapter/s shall receive certificate of recognition and gift packs from NFJPIA Region I
Council.
TOP PERFORMING STUDENTS
REGIONAL TOP 10 PERFORMING STUDENTS
The 10 Top Performing students across the region shall be identified based on General Weighted Average (G.W.A) the two sets of exam computed on a zero-based percentage. The respective weights of the two sets of exam were a
follows:

A Formal Awarding Ceremony may be done as a long a there is an agreement between the Council and the LCs. Th
Top performing Local Chapter could bid a venue for it. In case, there are two or more top performing local chapter
the awarding ceremony must be done on the most convenient place in terms of transportation. The Local Chapte
shall shoulder the cost of the venue and food (if any). NFJPIA-R3 shall shoulder the cost of certificates of participatio
and recognition. The Council shall also provide the medals for the overall top 10 of the comprehensive exam an
certificates for the top 3 students of the comprehensive exam per Local Chapter. Local Chapters who could not atten
to the awarding ceremony could get their prizes to the NFJPIA-R3 Office located at St. Matthew Building, Systems Plu
College Foundation, Balibago, Angeles City.
SEGREGATION OF EXPENSES
The following expenses shall be shouldered by the LOCAL CHAPTER:
Photocopying and printing of the modules and the key to correction Rent for the Venue (if any) Food for the Mentors and for the Attendees (if any) Supplies like Chalk, Whiteboard Markers etc.The following expenses shall be shouldered by each EXAMINEE: Examination fee amounting to P20.00 broken down into:
Photocopying Fee (Examination Paper) P 10.00

LOGISTICS
1. The Local Chapter has the responsibility to look for a venue each session. The Local Chapter shall prepare theown request letters to reserve the facilities needed for each session.
2. NFJPIA-R3 Councilcould provide assistance to the Local Chapter through provincial co-project head by providintemplates of Request Letter to the Dean and Adviser of each Local Chapter to request the free use of room
chairs, electric fans, light and other facilities needed to conduct the sessions upon request of the Local Chapter.
3. The Local Chapter shall select a venue that could accommodate all the participants of each session. The venushould be well ventilated, properly illuminated and conducive for learning to allow the students to mainta
focus. The Local Chapter shall also consider using a sound system in case of big venue and the student sitting a
the back might have a difficulty of hearing the mentors.
ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
A. It shall be the primary duty of the Regional Vice President for Academics to effectively enforce the provisions othis Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of th
Implementing Rules & Regulations and their decision will be binding and irrevocable.
B. The Regional Adviser or his duly designated representative shall act as legal adviser to the Regional VicPresident for Academics and the Council and shall render legal assistance as may be necessary in carrying out th
provisions of this Implementing Rules and Regulations.
AMENDMENTS OR REVISIONS
A. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules anRegulations.
B. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member any local chapter upon a written request of such member, stating the reasons thereto.
C. Any request for amendments and revisions as well as proposed amendments must initially be reviewed by thRegional Vice President for Academics then to be forwarded to the Regional Executive Officers for discussio
editing and final approval and to be noted by the Regional Adviser.
D. The Regional Executive Officers shall have the right to debunk any proposed revisions and amendmentsubmitted to them by the Regional Vice President for Academics, which are deemed unnecessary. The fin
decision on any inclusions and exclusions to this Implementing Rules and Regulations must be determined by
majority vote of all Regional Executive Officers in which the Regional Vice President for Academics is included.
E. Amendments to particular provisions in this Implementing Rules and Regulations shall be allowed provided thsuch amendments will be communicated to stakeholders at least two weeks before it could take effect.
SEPARABILITY CLAUSE
If any clause, provision, paragraph or part of this Implementing Rules and Regulations shall be declare
unconstitutional or invalid, such judgment shall not affect, invalidate, or impair any other part hereof, but shall b

merely confined to the clause, provision, paragraph or part directly involved in the controversy in which sucjudgment has been rendered.
REPEALING CLAUSE
Any rule and regulation or resolution or part/s thereof inconsistent with the provisions of this Implementing Rul
and Regulations are hereby repealed or modified accordingly.
EFFECTIVITY
This Implementing Rules and Regulations shall take effect immediately after its presentation and approval from th
Assembly. Promulgated in the City of Pampanga this 9th
