NYNM Indoctrination Course Listing of Acronyms and Definitions Discussion: Attached are the modules of the New York Naval Militia Indoctrination Course, which have been prepared for newly acquired NYNM personnel with Individual Training Plans (ITPs) developed for non-drilling Reservists. This course is intended to be part of your ITP for your NYNM billet. The purpose of this course is to provide an initial understanding of the history, form, and function of the New York Naval Militia to newly accessed members. This will include the terms commonly used throughout the Militia as well as the organizational relationships that are seen on a daily basis as the NYNM performs its duties in both normal and emergency conditions. The primary focus is to accelerate the “learning curve” so that new members can be of immediate use to Directorate teams from the very first day on scene. This course is organized into five modules, which are:

    Module 1 - NYNM Laws Module 2 - TAG Policy Module 3 - JFHQ-NY (Structure and Function) Module 4 - NYNM Administration Module 5 - Miscellaneous Items (Uniforms, Awards, etc.)

    Each module contains a series of slides, followed by a module exam. You will be expected to pass each of these modules before proceeding on to the next module. A Listing of Acronyms and Definitions has also been included to assist the learning process and consolidate many of the commonly used acronyms in one document. Please use this course as an initial building block of knowledge, to which you will expand through your work and experience in your assigned duties.     Force Organization

    • NY Guard and NY Naval Militia are State (NY Defense) forces, not Federal forces.

    • State Defense Forces are under the authority of NY State Military Law and theauthority of NY State Military Law, and the Governor of NY State.

    Force Organization

    • Title 32 National Guard personnel are prohibited from joining a State Defense Force (NY Guard or NYNM).

    • No member may be in two or more state militias y(i.e., NY Naval Militia, and the NY Guard, NY Army National Guard, or NY Air National Guard at the same time.)

    • Navy/Marine Corps Reservists can join a State Defense Force . This is stated in Title 10, US Code.

    Force Organization

    • A minimum of 95% of NYNM must be Navy or Marine Corps Reservists in order for either service to issue/loan vessels, armament equipment or other facilities toarmament, equipment, or other facilities to a State Defense Force naval militia unit.

    • This is our “95% Rule” which comes from Title 10, US Code.

    • Title 10 also states that “Regular” (USN/USMC) officers cannot join a State Defense Force, even if assigned to a Reserve unit as an instructor/ inspectorReserve unit as an instructor/ inspector.

    Force Composition (Title 10)

    • The Naval Militia consists of Naval Militia of the States, the District of Columbia, Guam, and the Virgin Islands,

    • Any member of NYNM may be appointed• Any member of NYNM may be appointed or enlisted in the US Navy or USMC in the grade qualified.

    • Members are released from NYNM service when ordered to active duty service, until date of release from that duty.

    Force Composition

    • State Reserve List – for officers with sufficient time in service that request to be placed on the list, but otherwise not eligible for the retired list.

    • State Retired List – for officers with sufficient time in i h t t b l d th li t d llservice who request to be placed on the list, and all

    officers who have reached their 68th birthday. • Unorganized Militia – all able-bodied male residents

    of NY State between the ages of 17-45 who are not in any organized militia or on the State Reserve or Retired lists.

    Force Composition

    • Any Commissioned or Warrant officer of the organized militia may be transferred to the State Reserve List upon his own request, if approved by the member’s Force Commander.

    • Any Commissioned or Warrant officer of the organized militia who has reached the age of 68 will be transferred to the State Retired List by the Governor. (Retirement can also be earlier, based upon laws and regulations.)

    • There is no enlisted retirement under the law. Enlisted personnel are simply discharged.

    Force Composition

    • NYNM is the naval force of the NY Organized Militia.

    • Comprised of current and future naval units including enlisted personnel andunits, including enlisted personnel and officers.

    • 95% of NYNM members must be US Navy Reserve, Marine Corps Reserve, or Coast Guard Reserve members.

    Force Composition

    • NYNM shall be commanded by:• USN or USNR officer, O-5 or higher, or• USMC or USMCR officer, O-5 or higher, or• USCG or USCGR officer, O-5 or higher.• Commanding Officer of NYNM must

    maintain liaison with US Navy, US Marine Corps, and US Coast Guard, and their Reserve components.

    Force Composition

    • Members of NY Organized Militia shall assemble for drills or other equivalent training, and shall participate in all training activities as prescribed except (inactivities as prescribed except (in peacetime) on days of general elections. Exceptions are made for riots, disasters, invasions, insurrections, or other imminent danger.

    Mobilization Requirements

    • Militia may be ordered to function under the operational control of the U.S. Army, Navy, or Air Force commander in charge of the area within the state which isof the area within the state which is invaded or attacked, or in danger of these conditions.

    Uniform Regulations

    • A member of the Naval Militia may wear the uniform prescribed for the Naval Militia.

    • A retired officer of the Army Navy Air• A retired officer of the Army, Navy, Air Force, or Marine Corps may bear the title and wear the uniform of his retired grade.

    • ID Card format and distribution are regulated by DMNA Regulation Number 10-3

    Force Composition

    Force Composition

    • Officer: Bachelors degree or be, or have been, a commissioned officer in either the United States Navy, Marine Corps, or Coast Guard (not including USCG Auxiliary).

    • Enlisted: High school graduate or graduate equivalency diploma (GED).

    Participation

    • Members must attend at least six drills or events per year.

    • Drills are called by Regional Commander or Directorate Heador Directorate Head.

    • Active duty (paid or non-paid) drills may be substituted for or added to regular drills. Each day of SAD duty = 1 drill credit.

    Participation

    • State Active Duty must last a minimum of two hours.

    • SAD active duty orders will be issued in accordance with established regulations of the Division of Military and Naval Affairs.

    JFHQ Organization

    • Joint Force Headquarters New York (JFHQ-NY) J3DO. Responsible to receive, conduct staff review, and assign all requests for maritime operations support from NYMF components and from outside agencies and organizations.

    • Joint Operations Center (JOC) is operated out of JFHQ-NY, located in Latham, NY. The JOC is scalable, and can order the activation of CAT (Crisis Action Teams) for handling any event that would overwhelm the normal JOC staff.

    • Controlling Headquarters. Will be designated by the J3DO.– Will receive the maritime resource capability from the

    Force Provider. – Will maintain OPCON of all assigned maritime assets– Will develop operational plans, and provide situation

    Mission of NY Military Forces

    On order, New York Military Forces (NYMF) conduct Domestic Operations within NY State to:• Assist civil authorities during emergencies,

    natural or man-made disasters.• Other approved activities in order to save lives,

    mitigate human suffering and protect property.• Be prepared to conduct Domestic Operations to

    assist civil authorities in other states, or U.S. territories, as directed.

    NYMF Key Tasks

    • Alert, mobilize, and deploy forces for natural or man-made disasters and events.

    • Provide a versatile response force with a short-notice self-transport capability.p p y

    • Sustain a scalable Command-and-Control structure that can adjust (up or down) to the situation.

    • Establish a Public Affairs capability to ensure all levels of local/state/national media are informed with factual and timely information.

    Note – these are primarily National Guard tasks, and notNaval Militia tasks.

    • Establish on-going, cooperative relationships and develop contingency plans with interagency partners at the local State and Federal levelthe local, State and Federal level.

    • Pre-position State and Federal equipment based on contingency planning with interagency partners.

    • Employ key assets (CBRNE Enhance Response Force Package [CERFP], Civil Support Teams [CST], Aviation, Engineer and SATCOM) under JFHQ-NY control based on operational requirements.

    End state: Timely, safe, effective, and efficient conduct of Domestic Operations resulting in successful achievement of mission assignments transition frommission assignments, transition from emergency to normal operations, and redeployment of all personnel safely to home station armories or air wings.

    Joint Operation Areas

    • JFHQ-NY is divided into six Joint Operations Areas (JOAs).

    • During normal ops, these areas serve as boundaries for interagency cooperationboundaries for interagency cooperation.

    • Controlling HQ (on next slide) is responsible for contingency planning.

    • JOAs will only be activated if there is a need for a Joint Task Force.

    Joint Operation Areas

    The following conditions to activate a JTF for any domestic operation should exist (continued):

    – The disaster overwhelms, or is anticipated to overwhelm, first responder capabilities at local and

    Federal disaster declaration.

    Phases of Operations

    All Domestic Operations include six phases:• Phase 0 – Shaping. Includes situational

    awareness and planning.• Phase 1 – Anticipate Includes alert from JOC toPhase 1 Anticipate. Includes alert from JOC to

    Controlling HQ, and initial notification of mobilization needs.

    • Phase 2 – Respond. Force providers notify JOC that response forces are at home bases, ready to deploy to AO.

    • Phase 3 – Operate. Response forces move from staging area to incident site & commence ops.

    • Phase 4 – Stabilize. This phase is only required when no fully functional legitimate civil governing y g g gauthority is present. Includes providing local governance and/or providing provisions and services to the population.

    • Phase 5 – Transition. Redeployment and demobilization. Controlling HQ will direct their units to redeploy to home stations/armories.

    More About MEBS

    • NYNM maintains the Military Emergency Boat Service (MEBS) to provide a waterborne capability in order to conduct Domestic Operations including Defense Support to Civil Authority (DSCA) in the maritime domain.

    • Characteristics:– Variety of small boats– Rapidly deployable to bodies of water across State– Augment NYMF components and/or civil authorities

    for DSCA and Homeland Security Operations.

    Examples of MEBS support to USCG:• One (1) MEBS patrol boat with NYNM crew

    under the OPCON of JTF-ES will be stationed at a USCG facility within the Port of NY/NJ. y

    • One (1) MEBS patrol boat with NYNM crew under the OPCON of JTF-ES will be stationed in vicinity of (IVO) Peekskill, NY and will conduct patrols of the Federal Safety and Security Zone IVO the Indian Point Energy Center as assigned by JTF-ES.

    NYNM Administration

    End Strength• 95% must be from Federal Component

    List (FCL), a part of the USNR, USMCR, or USCGR under age of 60or USCGR, under age of 60.

    • 5% may be from State Active List (SAL), including retired vets over age 60.

    • Personnel on Inactive List (IAL) do not count against End Strength figures.

    NYNM Administration

    • Officers of the Naval Militia may not be forcibly retired prior to their 68th birthday. – However, they may be placed on the In-active

    List (IAL) until such time that they are requiredList (IAL) until such time that they are required to be placed on the State Retired List.

    – Personnel who do not meet participation requirements, but have also not requested retirement shall be placed on the IAL.

    – IAL personnel shall not be considered part of the FCL or SAL.

    Residency Requirements• NYNM members must be a legal resident of NY

    State, or be a drilling Reservist whose primary drilling location is located within New York State. g

    • Any member who subsequently changes both legal residence and drilling location to a location outside of New York State is no longer a member of the NYNM.

    Muster Requirements• Regional Commanders are responsible for

    maintaining accurate Muster Lists for all units in their Region. They will maintain liaison with their g yUnit/Reserve Activity Liaison Officers and report changes back to HQ Staff.

    • Unit/Reserve Activity Liaison Officers will track all NYNM members and report back on drill status on all members. They also administer the Thruway/Bridge Passes given to their unit.

    Bridges and Tunnels will be granted to members for authorized travel.

    • Must be for official military duties.• Requests for Thruway Toll Passes and Tunnel

    and Bridge passes (TBTA) tickets will be made via Regional or Operational Commanders, or Unit Liaison Officers to NYNM Headquarters.

    Guidance for Retired members:– Members placed on the State Retired List

    may wear their New York Naval Militia uniform at appropriate ceremonial and social functions pp pwhere the wearing of the uniform is an accepted and practical matter.     NYNM History• 1898 - Following the sinking of the USS Maine,

    the Navy Department called up Naval Militia volunteers for duty in the Federal Auxiliary Naval y yForce. NYNM members manned two auxiliary cruisers that were engaged in the Battle of Santiago.

    • 1914 - Congress passed the Naval Militia Act which placed the State organizations under the supervision of the Navy Department.

    NYNM History• 1916 - establishment of the United States Naval

    Reserve. Only prior Navy could join.• 1916 - The National Defense Act of 19161916 - The National Defense Act of 1916

    resulted in the creation of the National Naval Volunteers, which the New York Naval Militia joined en-masse.

    • 1916-1950 – NYNM members mobilized for WW1 and WW2, and Korea.

    federally recognized Naval Militia with continuous, unbroken service dating back to the , g1890s.
