Dr. Diana Natalicio was named president of UTEP in 1988. During her long and distinguished career with the University, Natalicio has served as vice president for academic affairs, dean of liberal arts, chair of the

modern languages department and professor of linguistics. Her sustained commitment to provide all residents of the Paso del Norte region access to outstanding higher education opportunities has made UTEP a national success story.

During her tenure as president, UTEP’s enrollment has grown to more than 20,000 students, who reflect the demographics of the Paso del Norte region from which 90 percent of them come: More than 70 percent are Mexican American, and another 10 percent commute to the campus from Ciudad Juárez, Mexico.

UTEP’s annual budget has tripled, from $80 million to more than $280 million, since 1988. Recently, UTEP was designated as a research/doctoral-intensive university, recognized nationally for both the excellence and breadth of its academic and research programs.

UTEP’s externally funded research expenditures have grown from less than $5 million to more than $46 million per year, and doctoral programs from one to 16 during this same period. To accommodate steady growth in enrollment, academic programs and research, the university is currently managing $264 million in facilities expansion projects in science, engineering and health sciences.

Natalicio serves on the board of trustees of the Rockefeller Foundation and on the board of directors of the Sandia Corporation, Trinity Industries, the National Math and Science Initiative, and the National Action Council for Minorities in Engineering. She has served on the board of governors of the U.S.-

Mexico Foundation for Science, the NASA Advisory Committee (NAC), the board of trustees of Internet2, and was appointed by President George H.W. Bush as a member of the Advisory Commission on Educational Excellence for Hispanic Americans. Initially appointed to the National Science Board by President Bill Clinton in 1994, she served two six-year terms as a Board member and three two-year terms as the NSB’s vice chair.

In recognition of her success in building strong partnerships between UTEP, the El Paso Community College and school districts in the Paso del Norte region, Dr. Natalicio received the Harold W. McGraw, Jr. Prize in Education in 1997. She was inducted into the Texas Women’s Hall of Fame in 1999, was honored with the Distinguished Alumnus Award at The University of Texas at Austin in 2006, and is the recipient of honorary doctoral degrees from Smith College and the Universidad Autonoma de Nuevo Leon.

A graduate of St. Louis University, Dr. Natalicio earned a master’s degree in Portuguese and a doctorate in linguistics from The University of Texas at Austin.

Neelam Agarwal, M.A, MSW, CRC, assumed the roles of Acting Director and Assistant Director for the Disabled Student Service Office (DSSO) at The University of Texas at El

Paso in February 2008. Under her leadership, the DSSO offers

students with disabilities support services, accommodations, and programs that help them reach their educational and personal goals. Agarwal works closely with faculty and staff to address disability related issues and ensure that students can participate in all programs offered on the UTEP campus. She also established the DSSO Social Club,

which is dedicated to enriching the social interactions of disabled students.

Agarwal received a bachelor’s degree in applied psychology in 1994 and a master’s degree in social work in 1996, both from the University of Delhi, India. In 2004, she received a master’s degree in rehabilitation counseling from the University of Arizona. She is also a Certified Rehabilitation Counselor.

Before joining UTEP, Agarwal served as a program coordinator at Temple University. She was also a vocational rehabilitation counselor for the Pennsylvania Office of Vocational Rehabilitation.

J. Carlos Hernandez is a graduate of UTEP with a BBA in accounting, master of education and is a certified public accountant.

As associate vice president for Business

Affairs/Comptroller, Hernandez’s areas of responsibility include oversight of all fiscal operations of the University, including accounting, payroll, budget, accounts payable, purchasing, student accounts receivable, financial reporting, purchasing, mail services, central receiving, print shop, copy center and records management.

He has served on a variety of committees at the University, including SACS Re-accreditation Committee, University Compliance Committee, UT System Committee on Financial Reporting and Accounting Principles, Student Tuition and Fee Advisory Committee and various search committees for key University positions.

Sandra Rollins Hurley, Ph.D., associate provost for faculty and academic affairs, also serves as a professor of reading education.

Hurley first came to UTEP in 1994 and has served as

a reading program coordinator, chair of the Graduate Council and associate dean. Her research and teaching interests focus on the social and cultural factors that influence literacy/biliteracy acquisition and achievement.

She received the El Paso County Reading Council’s Outstanding Teacher of Reading Award for exemplary contributions to the teaching of reading in higher education and the College of Education’s Excellence in Teaching Award.

Hurley has been a guest lecturer at the University of Alaska Anchorage and Utah State University’s Emma Eccles Jones Early Childhood Center.

Richard Jarvis, Ph.D., was appointed as UTEP provost in spring 2005 and is responsible for academic and student affairs and research. Jarvis also serves as professor of geological sciences.

He previously served as chancellor of the University Systems in Nevada and Oregon and spent three years in distance education with the US Open University.

He also taught at Durham University and State University of New York (SUNY) at Buffalo before serving as academic vice president at Fredonia State College and in the Central Administration of SUNY.

A proud naturalized U.S. citizen, Jarvis was born in Nottingham, England, and raised in Barbados, West Indies. He earned his bachelor’s and doctorate in geography at Cambridge University.

Alberto “Beto” Lopez, assistant vice president for University Relations, joined the university in 1983 as the first director of the Office of New Student Relations. During his career

at UTEP, Lopez has directed undergraduate student outreach, recruitment, orientation and scholarship programs. In his present role, he oversees the development of community outreach programs and major university events such as convocation and commencement.

A native El Pasoan, Lopez holds a bachelor’s degree in history with honors and a master’s degree in education, both from Austin College.

Lopez currently serves on the board of the El Paso Area Teachers Federal Credit Union.

Greg McNicol serves as the associate vice president for business affairs – facilities services. He oversees the departments of Facilities Services, Campus Planning and Construction,

and Special Facilities Management.His job duties include advising the

president, vice president for business affairs and other administrators on all matters relating to physical facilities. He serves as the liaison with the UT System Office of Facilities Planning and Construction and with the Campus Planning Division of the Texas Higher Education Coordination Board, and directs all campus project planning and construction activities.

A native El Pasoan, McNicol is a registered architect.

Roberto A. Osegueda is vice president for research and has served as associate and assistant dean of the College of Engineering and a professor of civil engineering.

At UTEP, he has also served as a graduate advisor, professor of civil engineering and director of the FAST Center for Structural Integrity of Aerospace Systems.

He was an A.D. Welliver Faculty Summer Fellow with the Boeing Company in Seattle, Wash., and in 1983 was awarded Professor of the Year in the Civil Engineering Department at UTEP.

His many research interests have focused on several multidisciplinary fields, including nondestructive damage evaluation of structures, experimental and analytical modal analysis, semi-active control of structures, and Geographic Information Systems.

He holds bachelor’s, master’s and doctoral degrees in civil engineering with various concentrations, all from Texas A&M University.

Victor Pacheco serves as the assistant vice president for Business Affairs, where he is responsible for Professional and Continuing Education, Miner Gold Card services, the University

Bookstore, Food Services, Parking and Transportation Services, Special Events and ticketing and special facilities management (Sun Bowl and the Don Haskins Center).

Pacheco holds a doctorate of philosophy, a master’s in business administration and a bachelor’s in accountancy and has more than 20 years of finance and administrative experience in higher education. Pacheco serves on the Western Association of College

and University Business Officers Board of Directors.

Richard Padilla has been UTEP’s vice president for student affairs since March 1994. He and the staff of the Division of Student Affairs provide comprehensive programs and services

to university students that assist them in developing themselves academically and personally. The division also works with elementary and high school students to prepare them to enter and succeed in college.

He holds a doctorate in higher education administration from the University of Houston, a master’s of divinity degree from Catholic Theological Union in Chicago, and a bachelor’s degree in English with a philosophy minor from Bellarmine College in Louisville, Ky. He also completed the Management Development Program at Harvard University.

Andrew M. Peña Sr. serves as director of Human Resource Services and has been in the human resources field for more than 20 years. Peña has received lifetime certification as a

Senior Professional in Human Resources, has received certification in public speaking/human relations from the Dale Carnegie Institute, and has been certified in the coaching and mentoring program at Linkage, Inc.

Peña is responsible for the human element of the university – from staff concerns to benefits, employee relations, wellness, compensation, promotions, development and employment practices.

Kenneth (Ken) Pierce is the Chief Information Officer at UTEP. He has held both technical and executive management positions in major aerospace and computing corporations.

Prior to accepting his current position at UTEP, Pierce was the Director of Product Development and Management at a startup ‘dot com’ in Emeryville, Calif. In addition, Pierce worked for The Boeing Company in Seattle, Wash., where he managed organizations responsible for technical training, HR Systems, and Finance Decision Support Systems, as well as the Microsoft Corporation.

Pierce received his bachelor’s degree in Mechanical Engineering from the University of Houston, and his master’s degree in Information Technology. Recently, Pierce published his first book, “Management 102” on successful management practices in today’s work environment.

Robert L. Stakes, associate vice president for Information Resources and Planning, and Director of the University Library, has directed the Library since September 2005. He

first came to UTEP in 1982 as Director of Professional and Continuing Education. At UTEP he has served in several positions, including Dean of Enrollment Services, Associate Athletic Director, and Director of Student Auxiliary Services. Prior to joining UTEP, he held several positions at The Georgia Center for Continuing Education, University of Georgia.

From 1999 to 2005, Stakes worked in the Cal State System, first as Associate Dean of Regional and Continuing Education with Cal

State Sacramento, then as Dean of Extended Studies, and subsequently Dean of University Libraries, at Cal State San Marcos.

Sandy Vasquez holds a Bachelor of Business Administration in Accounting and Computer Information Systems from The University of Texas at El Paso (UTEP). She is the Assistant Vice President for

Equal Opportunity and Compliance Services. She has 13 years experience combined in Internal Audit and Institutional Compliance. Her responsibilities include managing the Institutional Compliance Committee, investigating Compliance Hotline calls, monitoring high risk compliance items and providing compliance training to university employees. In addition, she investigates any claims of alleged discrimination or harassment and promotes diversity. She is a member and past President of the El Paso Chapter for the Institute of Internal Auditors (IIA), and the American Society of Women Accountants. She has co-chaired the UTEP President’s Advisory Committee for Women, and serves as a board member on the YWCA Finance Committee.

Cynthia Vizcaíno Villa, vice president for Business Affairs, oversees the operation of 23 departments – from purchasing and accounting to grounds maintenance – that provide essential services for

UTEP’s operations. A UTEP alumna, Villa earned a bachelor’s degree in accounting and is a Certified Public Accountant. She held the post of senior tax accountant with

Price Waterhouse and the El Paso firm Peat, Marwick, and Mitchell before returning to UTEP as assistant director of budget and payroll.

During her tenure at the university, Villa has served in a number of capacities, including Associate Vice President for Business Affairs.

Cliff Walsh is chief of police at the UTEP Police Department and is responsible for management of University law enforcement and security activities. His prior

experience includes a 28-year career with the El Paso Police Department, where he rose to the position of commander and served as deputy chief.

Walsh holds a bachelor of science degree in management and a master’s in business administration. He volunteers with El Paso area community organizations such as Rotary International and the Advocacy Center for the Children of El Paso.

Walsh believes a safe and welcoming environment is achieved by effective partnerships with students, visitors, faculty, and staff through a commitment to provide professional and caring customer services.
