SPECIFICATIONS FEI RECOGNIZED CDI-W Y/J CLASSES

COMPETITOR REQUIREMENTSCompetitors must be licensed by their National Federation, and may only take part under the jurisdiction of the National Federation of the country from which they hold their passport. If not a U.S. citizen they must be nominated by an invited foreign National Federation (NF) via a Letter of Permission to Compete in the USA from their NF, sent to USEF and then to the Event OC. Riders must include either a copy of their current NF membership card (in English) or their current USEF membership card. The name on the entry must be the same as appears on the card / letter.

FEI ENTRY SYSTEM. NEW IN 2014.CDI competitors are required to enter CDI classes using both: (1) the FEI Entry System by using a new USEF web based portal and (2) the standard NEDA Fall Festival entry form. USEF, NEDA show management and all invited National Federations will use the FEI Entry System to manage their CDI entries. See NEDA website for important details. HORSE / PASSPORT REQUIREMENTSEach horse must have an official FEI passport, or a national passport validated by the FEI, as a means of identity with this exception: the requirement to have an FEI passport is waived if Juniors / Young Riders compete in CDIs in their home country and if these riders hold a USEF National Passport and their horses provide valid vaccination history.

FEI REGISTRATION NUMBER FOR HORSE AND RIDEREach horse and rider must have an annually renewed ($15 per rider / $15 per horse) FEI Registration number, used by the FEI to track and post global results. USEF must receive application forms no later than four weeks before the first day of competition. Application form available on USEF website. Entry will not be processed until these numbers are available.

FEI VETERINARY FITNESS INSPECTION (FEI JOG)All CDI horses will be inspected starting Thursday morning and finishing by mid afternoon Thursday. Each horse must be prepared to jog at the FEI Veterinary Fitness Inspection (FEI Jog) on Thursday at 4:30 PM in the schooling ring at the FEI stabling.

STARTING ORDERA draw (FEI Rules for Dressage Events Articles 425 and 456) will be held late afternoon each day to determine the starting order for the next day’s classes, exact time and location published at Headquarters. A rider may not withdraw except as specified by FEI rules. Check details in Entry Considerations for Junior Tour, Young Rider Tour, Small Tour, Medium Tour, Large Tour. A draw order cannot be changed.

CROSS ENTERING CDI SAUGERTIES AND OPEN SHOW AND/OR REGIONAL CHAMPIONSHIPSHorses entering the CDI may enter national classes on Thursday, before the FEI Jog Thursday late afternoon. They may enter national classes on day(s) after their last CDI class.

CROSS ENTERING THE REGIONAL CHAMPIONSHIP / CDI SAUGERTIESHorses entering the CDI may enter national classes on Thursday, before the FEI Jog Thursday late afternoon. They may enter national and / or Regionals classes on day(s) after their last CDI class.

CHAMPIONSHIP QUALIFICATION DATES: AUGUST 26, 2014 – AUGUST 24, 2015Qualifying scores for Championship Classes must be earned between August 26, 2014 (Closing Date for 2014 Fall Festival was August 25th) and August 24, 2015.

CHAMPIONSHIP ENTRY DETAILSEntry Date is date entry is received by Show Secretary

Show Secretary must receive Entry, complete to all specifications in the Official Prize List as posted at www.neda.org, for Championship class(es) on or before Closing Date. This applies to all horse / rider combinations, both those already qualified and those which have not yet qualified. No post entry (after Closing Date) to any Championship classes. Indicate clearly on Entry Form qualification data already earned and intentions to complete qualification, if incomplete.No refunds after Closing Date. See General Competition Specifications for important details. For those horses entered but still unqualified on Entry Date, notify Secretary, on or before Closing Date, by Written Notification (in writing to Secretary and/or Manager AND with reply in writing from Secretary and/or Manager) of how to process entry. If this Written Notification is not received on or before Closing Date, Secretary will (1) assume horse has qualified and (2) will process the entry and (3) there is no refund of Championship Class entry fee(s). See additional details and Written Notification procedures in Official Prize List at www.neda.org.

CHAMPIONSHIP WINDOWThe Championship Window consists of six days: Opening Date and the next five days during which all rides and stabling for Championships entries will be scheduled for those entries which are complete. After this Championship Window, Championship rides and stabling will be sched-uled as follows: open rides may be placed on the Wait List: stabling will be assigned, to “Front Barns” or to “Back Barns”, according to Entry Date. See Official Prize List at www.neda.org for important details.

VERIFY QUALIFICATION STATUS WITH USDFVerify qualification status with USDF before submitting entry. Be sure that your qualifying rides have been accurately reported to and recorded by USDF.

CHAMPIONSHIP AWARDS CEREMONIESRiders placing in Great American / USDF Regional Championship classes must be present, mounted and in full riding attire, including competitor number, for awards ceremonies, wheth-er ceremony is mounted or unmounted (due to inclement weather etc.). Excused absence is only allowed with permission from the Show Manager, in consultation with Technical Delegate, the Awards Coordinator and the USDF Representative. In all other instances, failure to be present before ribbons are placed on horses (or, if unmounted, distributed to winners) and properly attired will eliminate the official score and placing and the next highest score will move up in placing.

CHAMPIONSHIP AWARDS CEREMONY SCHEDULEA tentative schedule for Awards Ceremonies will be printed in the Show Program and the confirmed schedule in the Show Secretary Office by noon on the day prior to the beginning of the competition. Unless unforeseen events force otherwise, mounted Awards Ceremonies will be held. Inclement conditions may force moving them to unmounted in the VIP or Food Pavilion. In either case (mounted or unmounted) for each class which completes before the Lunch Break, its Awards Ceremony will be held during the Lunch Break. For each class which completes after the Lunch Break, its Awards Ceremony will be held at the completion of classes. Note that on Thursday this is around 4:30; on Friday and Saturday around 5:30; on Sunday around 4:00.

USDF DRESSAGE SEAT MEDAL SEMI-FINALSUSDF Dressage Seat Medal Semi-Finals: All junior riders through age 18 who have qualified at any level for the Regional Championships (excluding freestyle) are automatically eligible to compete in the Semi-Final classes of the USEF/USDF Dressage Seat Medal Program. Additionally any rider that earns a score of 70% or higher during the qualifying period from August 1 through July 30 will be qualified to participate in the USDF Dressage Seat Equitation Semi-Finals. One Semi-Final class will be offered for juniors, ages 13 and under, and a second Semi-Final class for riders 14 through 18 in each Great American/USDF Regional Championship. A regional champion and reserve champion for each age group will be named in each USDF region. Protective headgear as described in the USEF Rule Book GR801 will be required for participation in these classes. There are five Sweepstakes competitions: Training, First, Second, Third and Fourth Level. Sweepstakes competitors enter the two highest Open classes of their level, the first on Thursday and the second on Friday. Pay additional $50 fee to compete for cash awards. Sweepstakes classes, therefore, are a combination of Open and Sweepstakes riders. A horse may compete only at one level. A rider may ride no more than two horses in each level. The same rider must ride both tests. Whips allowed. Tests may be called. All riders (JrYR, Adult Amateur, Open); no residency, membership, or qualifying scores required. Placing determined by totaling each ride’s final percentage then dividing by two. Ties broken by highest scoring second ride. Entrants are designated in Show Program.

Broodmare will be assigned a Bridle Number to be worn at all times.

Winners are six highest percentage scores, in the Thursday age classes, of all those who declare. Ties will be broken in favor of the older horse, based upon birth date.

Enter New England Breeders Series Qualifying Show(s). Enter into the NEDA Breed Sweepstakes by paying $50 Breed Sweepstakes Fee (per horse) at one (or more) qualifying New England Series Breed Show that is held prior to NEDA Fall Festival... Sweepstakes horses are then (1) eligible to participate in Breed Sweepstakes cash awards at that qualifying show and (2) eligible to participate in Breed Sweepstakes Thursday at NEDA Fall Festival at no additional charge. At each qualifying show, Sweepstakes Fees received are pooled and then awarded as Prize Monies to the top 6 Sweepstakes horses at that show, based on percentage received in their primary in hand age group class (foal, yearlings, 2 year olds, 3 year olds, mare, stallions). Ties will be broken in favor of the older horse, based upon birth date. Minimum award for 1st place $50-100 depending upon entries and class sponsors. Only horses that compete at the qualifying show are eligible for Sweepstakes awards at that show. If there are less than 6 entries, only the number of entries paying Sweepstakes Fees will be awarded.

Enter NEDA Fall Festival. Each horse that has paid a $50 Sweepstakes Fee at a qualifying New England Series Breed Show, prior to Fall Festival, is automatically eligible for the NEDA Fall Breed Show Sweepstakes cash awards. Each Sweepstakes horse must compete in its appropriate primary in hand age group class (1 / 2 / 4 / 5 / 8 / 9 / 11 / 12 / 13 / 15 / 16 / 17) at this Fall Festival. Copies of current membership cards, if not on the Verification Sheet, are needed, however, for USEF requirements for Trainers and Coaches.

10. USDF Owner/Lessee Membership. For each Owner/Lessee one of the following: (1)copy of current USDF membership card (Participating Member PM, Group Member GM,Intercollegiate/Interscholastic Member IM, Business Membership BM) or (2) USDF NonMember NM card and payment of the current USDF Non Member fee. 11. USDF Horse Status. For each Horse one of the following: (1) copy of USDF HID card or(2) copy of USDF Lifetime Horse Registration LHR card; USDF Lifetime Horse Registration LHR required for entry to USDF Qualifying Class, USDF Regional Championship Class,and / or USDF Breeders Series Finals class. USEF HID is not acceptable for USDF; how-ever, USEF will accept either USDF number above. Horses still without USDF horse HIDat the show must apply there for number and pay the current USDF fee. Exceptions: (1)horses competing only in Breed Show IBC class(es). (2) foreign owned horses competingonly in CDI classes, who will be issued HID number free of charge upon receipt of FEIpassport number or copy FEI Passport Horse ID pages.

12. USDF Affidavit Fee, if necessary. Pay one fee per show for each Entry in which USDF docu-mentation (Rider, Owner/Lessee, Horse) is incomplete. Affidavit attests current membershipsand is sent to USDF. No Affidavit allowed for Entry to USDF Regional Championships.

13. Stabling / RV / Paddock Fees as desired.14. Coggins. Every horse (except foals under 6 months) must supply non-returnable copy

of Coggins within one year.15. Full payment. Checks will be deposited, credit cards will be charged upon receipt

of Entry. Payment must be in American dollars.

16. Delinquent Fees. Delinquent fees / paperwork must also be collected for any Entrywhose rider / handler / owner / trainer/ coach owes fees, paperwork, receipts or anyother obligation from any previous NEDA or Centerline Events function before Entry willbe considered complete and processed.

Do not follow up original entry with another “just to be sure”. Waive all signatures for express delivery. Include current email address. Secretary will email confirmations to Rider on Entry; no “snail mail” confirmations. Pending USEF or USDF members and those with incomplete documentation at time of entry must pay non refundable Affidavit Fee for each document missing and then sign affidavit of membership. No number deposits; any included are non refundable. Processing of incomplete entries will be delayed until they are complete, thereby losing priority in “first come first serve” processing. Neither refunds nor schedule changes for competitor entry errors.Non Compete Horses / Broodmares. Each horse on grounds must complete an Entry Form and pay Office Fee. Pay $50 and enter two USEF level tests: test two on Thursday, test three on Friday to become eligible for NEDA Dressage Sweepstakes. All adult amateurs and junior/young riders (Thursday, Friday and Saturday) will be considered for NEDA Adult Amateur and NEDA JrYR Championships. Cash awards.NEDA Breed Sweepstakes. Pay $50 when entering one or more NEDA Breed Qualifying shows prior to Fall Festival. Compete in age classes on Thursday, paying entry fees but no more Sweepstakes Fees, at NEDA Fall Festival to be eligible for cash awards.Conflicts. Indicate potential conflict with judges; if scheduled ride cannot avoid conflict ride will be scheduled HC. No refunds.CDI Competitors. CDI competitors must indicate clearly on Entry Form: horse’s breed, sex, age, color, country of birth, present nationality (country of its owner), passport number, sire and dam and their registration numbers, and previous name of horse, if any; rider’s country for whom horse/rider is competing and rider’s citizenship; name of groom. See Table above for important details concerning the CDI Drug Fee, FEI Registration Numbers, USEF IHP fee, exemption for foreign owned horses competing in CDI only. A letter of permission must be sent from their NF to the USEF and to Fall Festival show management.Each CDI rider (foreign or American) must pay the current High Performance Discipline Fee. CDI horses are restricted to warm up area in front of FEI Stabling and NEDA Warm Up White. Non CDI horses stabled in FEI Stabling are restricted to NEDA Warm Up White outside of ring set in that area. For quarantine purposes as designated by the FEI, all horses stabled in FEI Stabling may not be hacked, schooled, led, or lunged in any other area on grounds.Para Equestrian. Include documentation with entry. If special equipment is needed, include copy of current USEF Dispensation Certificate. Riders must carry documentation throughout show for review by the TD as necessary. Riders competing in both the Dressage Open Show and the Para Equestrian classes must follow the USEF “two level rule”. Grades Ia and Ib are equivalent to USDF Intro Level; Grade II is equiv-alent to USEF Training Level; Grade III is equivalent to USEF First Level; Grade IV is equivalent to USEF Third Level. Show Management / Officials reserve right to move, if necessary, Rider into appropriate Open Show class, based on FEI test selected, and adjust Entry Fees appropriately.Grade I, II and III riders competing in both Dressage Open Classes and Para Equestrian Classes must follow USEF bridle rules; they may not ride in a double bridle any time on the show grounds. Championship Window (Opening Date and the next five days) applies only to Regional Championships entries. During the Championship Window Show Secretary shall receive and accept Regional Championships Entry Forms (which must be complete) into their Regional Championship Class(es) as well as Breed Show Classes and Open Show Classes; they will be assigned horse and tack stalls as requested. During this Championship Window, all other Entry Forms will be set aside, for processing and stall assignment, after this six day period, according to their Entry Date. Send all non-Regional Championship entries according to Opening and Closing Dates, starting on Opening Date, in order that each may be assigned Entry Date. Entries will not be assigned a Entry Date until complete. After processing Championship Window entries Show Secretary shall process Entries set aside during Championship Window, in order by Entry Date. After

Championship Window all entries will be processed on “first come first serve” basis.Both Breed Show and Dressage Show will be scheduled and assigned specific performance times. Show Secretary will accept rides and fill classes on a first come basis depending on Championship Window (above) and Entry Date. A Wait List will be created, as necessary, class by class, on first come basis. As show fills, each entry may find some classes accepted, some classes not accepted. Before and on Closing Date, competitors may scratch unaccepted classes with full refund of class entry fees, less Office Fee, provided Secretary has been notified by Written Notification and competitor has received acknowledgment of scratch from either Show Secretary or Show Manager.Freestyles. Times for sound checks will be posted at the office. CDs must be in .MP3 or .WAV formats.

6. COMMUNICATION WITH COMPETITORS6.1 NEDA Website. The NEDA website ( www.neda.org ) will be used to keep show competitorsinformed. In the home page click on Fall Festival, red menu on left. Official Prize List changes, charts of class sizes, Wait List, stabling assignments, times and other helpful information willbe posted there by Show Manager. As show is filling, both before and after Closing Date,entry to each class will be posted. Competitors may thereby check that their entry is correctlyprocessed. Once times are set they will be posted there. Stabling assignments will also beposted about a week before the show. List of horses whose breed registry papers have beenreceived will be posted. Horses eligible for Breed Show Born in America and Sweepstakes willbe posted. Any relevant awards will use these lists, with no last minute horses added for anyreason (entry and / or show processing errors). Check these lists!

6.2 Email Only. Show Secretary will maintain as much communication with competitors aspossible using email. Be sure to include email address on each Entry Form.

6.3 Written Notification. Written Notification consists of: (1) notification to Show Secretary (pre-ferred) and / or Show Manager by email or fax and (2) reply by email or fax from Show Secretaryor Show Manager. No changes or refunds will be processed without both (1) and (2) above.

7. CHANGES/REFUNDS7.1 Scratches, Adds After Closing Date and at ShowChanges may be only done by:

(1) scratching the Time Slot, no refund; and (2) filling an available Time Slot by paying the full entry fee for the class;In addition, any Change or Add that requires issuance of new Bridle Number (and therefore new Entry Form into the computer system) will be charged post entry fee of $20 (on or before Last Ditch Date) or $100 (after Last Ditch Date and at show).Once the show schedule is set and the program is set to go to press (approximately a week after Closing Date) a rider may switch times within a class only upon paying the $100 Last Ditch Fee, and then may switch only into an already available Time Slot.

7.2. Refund PoliciesChecks are cashed and credit cards are charged upon receipt of entry. Any refund monies will be issued after show and mailed to Owner/Lessee on Entry. Be sure to supply the cor-rect Owner/Lessee address. For refund to be issued to any other person than Owner, Show Manager must be notified with Written Notification on or before the Saturday following show completion, with indication of Payee and address to which refund is to be sent. Full refunds, except for Office Fee, through Closing Date only with Written Notification (email, fax, US mail) to Show Secretary (with preferably copy to Show Manager) and with written

receipt from Secretary. Other than stabling refunds (see below), no refunds after Closing Date except for (1) refundable portion of unfulfilled Wait List Class requests and (2) refundable portion of unfulfilled stabling requests and (3) special refunds concerning non-qualification for championship classes as detailed in Regional Championships and Breeders Championships specifications; (4) stabling fees for stalls “retaken” by show; (5) any other refund specifically described in latest version of Official Prize List on NEDA website.Any unused USEF or USDF fees will be refunded after any indebtedness is settled.No refunds for: number deposits; Affidavit fees; Breed/Discipline fees. No refunds for expulsion from show; elimination from class(es). No refunds for elimination from CDI via examination, passport errors, or FEI jog. No refunds for competitor error(s). No refunds for cancellation of Event, portion(s) of Event and / or class(es) for any reason including (but not exclusively) situa-tions resulting from: grounds (or portion of grounds) unavailable to / unusable by NEDA for any reason; inclement weather; Acts of God; local / national emergency, act(s) of terrorism. These refund policies apply to any monies received by NEDA for sponsorship / vendor space / program advertising or any other option listed in the current sponsorship flyer as posted on the NEDA website.

8. STABLING8.1 Stabling Fees$200 Stabling: Duration Only

Remainder of Stabling Fee will be refunded to scratches between Closing Date and Last Ditch Date so long as Written Notification is followed (to Show Secretary and / or Show Manager with written acknowledgment.

8.2 Stabling Details1,100 Stalls available in new barns with sliding doors. Fall Festival will be using the HITS grounds alone, not sharing with the hunter finals. Therefore the 484 stalls in the “Front Barns” 1 / 2 / 3 / 4 / 5 / 6 will be available. Show will hold 48 of these stalls in Barn 6 for Breed Show competitors. The other 416 stalls in the Front Barns will be assigned on first come basis. There are 536 stalls available in the “Back Barns” and overflow from the Front barns will be assigned there. Stalls will be assigned by Entry Date (date entry is received), first come first serve. CDI competitors will be stabled in separate barn which is not close to any other stabling.

8.3 Stabling AvailabilityDuration Stabling: 4:00 PM Tuesday through Sunday evening. Unexpected early arrivals may have to wait and shavings may not be available. Make special arrangements with show management and pay extra fees to arrive early or depart late. All stalls will be stripped before arrival. No initial bedding. Pre order and pay for bedding only before or on Last Ditch Date, the Friday before the show. Night watch will be provided 6:00 PM until 6:00 AM at show expense.8.4 Bedding/SuppliesPre Show Orders will be accepted through Last Ditch Date only. No pre orders will be accepted after Last Ditch Date. Shavings will be available at the Stabling Office 6:00 PM each eve-ning where competitors may purchase bedding (cash or check only) and take it to their own stalls. If arriving late bring enough bedding until Stabling Office opens the next AM. During show order delivered shavings and hay at Show Office, paid by check or cash or credit card, or charged to Entry.8.5 Drive In Parking for Breed Show CompetitorsPending final approval from HITS there will be drive in parking as close as possible to the show rings for competitors who drive in and work out of their trailers during the show.8.6 Stabling: Refunds.After Closing Date refund of all stabling fees and pre ordered bedding fees, except $50 per stall, when competitor notifies Secretary by Written Notification on or before Last Ditch Date. No stabling / bedding refunds after Last Ditch Date.8.7 Stabling: Stall Sharing.Competitors who have not scratched may arrange privately to share stall with another party. Competitor must (1) arrange privately the details of cost, bedding, switching horses and (2) notify by email both Show Manager at [email protected] and Show Secretary at [email protected] of the details.

9. LOCAL RULES9.1 Headgear. NEDA requires that anyone mounted on a horse must wear USEF / USDFapproved head gear, except for approved competition head gear when competing and duringAwards Ceremonies.9.2 NEDA Areas. Before the start of competition 8:00 AM Thursday, the following areasare open for use by NEDA competitors: NEDA Warm Up Blue; FEI Stabling Warm Up (CDICompetitors only); Lunge Area next to Vet Office; Breed Show Warm Up (in hand horses only). Thursday through Sunday NEDA competitors may use only the following areas. Warm Ups:NEDA Blue / Red / Yellow / White, FEI Stabling and Breed Show Warm Up. Lunge Area nextto Vet Office. Areas around outside of dressage competition arenas, for appropriate schoolingonly, before 7:30 AM and 6:00 – 7:30 PM. NEDA Competitors may not use in any way: the far ring south of NEDA Ring 8; any other HITS competition or warm up area; inside competitionarenas, except during competition.

9.3 CDI Stabling Restrictions. CDI Competitors may ride in FEI Stabling Warm Up andNEDA White warm up; nowhere else on grounds except for Award Ceremonies. Non CDIhorses in FEI Stabling may ride in the non-ring area of NEDA White warm up; nowhere elseon grounds. Per FEI restrictions to quarantine FEI Stabling horses as much as possible.9.4 Photographer / Videographer. NEDA Official Photographers / Videographers are onthe grounds. No one else may market / sell any event photographs / videos, nor submit to anywebsite or publication.

9.5 Flames. No flames of any kind in barns, including cigarettes and BBQs.9.6 Mounting. No horse may be mounted within any barn.9.7 Dogs. Dogs must be leashed.

9.8 Manners. Please treat NEDA volunteers and show management with respect.9.9 Enforcement. TDs, in consultation with Show Management, will enforce these rules. $100 fine with option for expulsion from Fall Festival.

12. FOOTINGAll classes will be scheduled in seven large sand arenas with all weather sand footing. Twoall weather sand warm ups for Open competitors. One all weather sand warm up for FEI Levelcompetitors. One all weather sand warm up for Regionals competitors. One all weather sandwarm up for Breed Show competitors. Special separate all weather sand warm up within FEIstabling area for CDI competitors. Lunging available. Unusual conditions may force showmanagement to alter these arrangements. Water trucks available in dry conditions. All perfor-mance arenas are solid (not chain) arenas.

13. ENTERTAINMENT

13.1 Performance HighlightsNew England Breeders Championships will take place Friday morning. International classes willrun Friday, Saturday and Sunday, highlighting the Grand Prix Freestyle Saturday afternoon.Regional Championship classes will run throughout the four days, with freestyles on bothSaturday and Sunday. Show will be completed at approximately 4:00 Sunday.

13.2 “Open Tent” PartiesThe Party at the Breed Show late Thursday afternoon during presentation of Breed ShowFuturity winners. The Party at the Dressage Show late Saturday afternoon. All Fall Festivalcompetitors, volunteers, spectators are welcome to both parties.

13.3 VIP PerksVIP perks are extended to all Fall Festival Patrons / Sponsors who are any person or businessinvolved with Fall Festival beyond being a competitor. Including: all NEDA Premier Sponsors,Fall Festival Sponsors, vendors, advertisers in the show program, donors of prizes or specialawards at any level, those who pay to hang banners or have their flyers inserted in competitorpackets. Tables of 8 are available for $600 for entertainment of clients. These perks includeadmission, all four days of the dressage show, to the VIP Pavilion, with full hospitality duringthe daytime, from breakfast time thru afternoon wine and cheese. Grab and Go refreshmentsare available to take back to stabling or to watch other rings.

13.4 VendorsThere is a large trade fair on grounds. In 2014 Vendors will be located next to Show Secretary’s Office and alongside area where scores will be posted.

14.2 Golf Cart Rental and PoliciesUpon arrival at grounds Golf Carts will be available for rent. Details are available on NEDAwebsite www.neda.org. Click on Fall Festival then Hotline. Pre reservation is recommendedat www.deverinc.com. Any person driving a golf cart on the grounds must have a validdriver’s license.

14.3 DogsAll dogs must be leashed. Show Management reserves right to fine ($100) owner of any loose dogs, per Local Rules.
