President’s Message - “Empowering Leaders and Members to Strengthen Local Units”“We Are Family” was the NCRSP con-

vention theme song that rang out for the convention, which was held March 15-16, 2011, in the Research Triangle Park, Dur-ham. According to compiled individual evaluations, the convention was enjoy-able and highly successful. Issues and New Business Items were discussed and passed at the Representative Assembly. Very meaningful workshops were conducted, and visiting legislators and State Treasurer Janet Cowell provided up-to-date informa-tion and legislation.CONVENTION HIGHLIGHTS

One of the key components of the ban-quet was a “fireside chat” with five NCRSP Past Presidents Dr. Lois Edinger, Dwight Story, Nell Hunnicutt, Agnes Chavis, and Vera Taylor. Their comments were infor-mative and entertaining. Past Presidents Wayne Roberts, Ruth Watkins, and Dr. Ben

Strickland were on other missions. Other special guests included several of the NCAE Past Presidents and members of several of our member co-alitions. Approximately 450 delegates participated in every aspect of the convention. I am indeed grateful to leaders and delegates who contributed auction items and made bids which raised $3,104 for NC Foundation for Public School Children.

COUNTING ON NCRSP Now, more than ever, the NCRSP stands committed to organize for the good of the organization. We are never comfortable while important issues affecting our members and communities continue to go unresolved. Following the New Business Item passed at the 2011 Representa-tive Assembly, more than 70 members on Wednesday, March 30, 2011, launched a “Retirees Go to Raleigh Day” declaring that we oppose any health insurance premiums. In just four days legislative action had taken place in the Senate and House Chambers to pass Senate Bill 265. Urged by our NCRSP leaders, members launched extensive e-mails and phone calls appealing to Gov-ernor Perdue to veto this legislation. We owe a great deal of thanks to our lobbyists for their diligence and to the Governor for her support of educa-tors in vetoing SB 265. The impact of this bill would have taken $16.72 monthly premiums ($21.72 for non Medicare eligible retirees) from our retirement checks and increased co-pays, deductibles, and prescriptions. This would have been devastating to retirees, as we have been denied a cost-of-living increase for the past three years and denied an increase in social security for the past two years. I call on our NCRSP and NCAE family to continue to unite, organize, and empower each other. I urge our members to join NCAE in their legis-lative efforts in Raleigh on Tuesday, May 3, 2011.

Retirees Go To Raleigh March 30, 2011

“AARP/NCRSP - Create the Good”

I am sure those NCRSP units that participated in the “Create the Good School Supply Drive” appreciated the Certificate of Recognition given by NCRSP. Many thanks to NCRSP President Frances M. Cummings, NCRSP Executive Direc-tor Pam Deardorff, NCRSP Awards Chair Betty H. Huffman, and NCRSP Community Participa-tion Chair Linda M. Shotwell, for the thoughtful, beautiful certificates. I’m sure the units are very

proud. There was concern that Catawba County was not recognized at the convention, but after communicating with the AARP office, we are pleased that their application was found. Now Catawba will be included with the units recog-nized at the convention. Hopefully, by the time you receive your Panorama or soon after, those locals will have received their monetary reward from AARP. The fifteen units that submitted the final evaluation are: Catawba, Columbus/Whiteville, Davie, Franklin, Greensboro/Guil-ford, Haywood, High Point, Johnston, Orange, Pitt, Stanly, Thomasville, Transylvania, Vance, and Watauga.

On March 30, 2011, retirees from across the state came by cars and buses to Raleigh to visit with Legislators. Our concern that day was Sen-ate Bill 265 that proposed to advance a premium on the State Health Plan, raise deductible costs for doctor visits and procedures, and increase co-pay costs for prescription drugs. On Mon-day evening and the day following, Vera Tay-lor, Vicky Rogers, NCRSP Executive Director Pam Deardorff, and lobbyist Dr. Lacy Presnell listened to this bill move swiftly through Sen-ate committee hearings, move to the full Senate, then move to the House Insurance Committee, and finally to the full House on Wednesday af-ternoon. We watched as amendments were made and either voted down or denied admittance to the floor, all addressing the need to remove retir-ees from the premium costs.

Representative Ray Rapp reserved a room for retirees to meet. Early on Wednesday morn-ing, NCRSP attendees were addressed by Pam Deardorff and Dr. Presnell regarding SB 265 and our concerns. NC Representatives Charles Gra-ham, Garland Pierce, Patsy Keever, Phil Haire, and Rapp eloquently expressed their concerns

for retirees but stated that approval of SB 265 unfortunately seemed eminent.

We had over 70 attendees from the 25 coun-ties as follows: Robeson 11, Cumberland 7, Johnston 5, Pamlico 5, Lenoir 4, Wake 4, Jones 4, Buncombe 4, Orange 3, Forsyth 3, Catawba 2, Onslow 2, Guilford 2, Jackson 2, Iredell 2, and Surry, Greene, Carteret, Alexander, Wayne, Alamance, Henderson, Rowan, Stokes, and Haywood County each had 1 attendee. Not ev-eryone signed in. What a showing!

Retirees set off to speak with House mem-bers before the 2:00 o’clock House session when a vote would be taken on SB 265. Re-tirees spoke to Senators Apodaca, Brunstedter, (sponsors of SB 265), Hise, Nesbitt, Davis and Representatives Graham, Pierce, Pridgen, L. Brown, Folwell, Adams, Blunt, Brandon, Fair-cloth, Walters, Sanderson, Holloway, McDan-iel, McElraft, Wainwright, LaRoque, Hollow, Sager, Bell, Koome, Wooten, Moffitt, Guice, McGrady, and Jeffus. Many phone calls and emails were also sent by members during these days.

In the House chamber, we were introduced by Representative Susan Fisher. A number of House members spoke to the concerns of adding a premium and higher deductibles/co-pays to re-tiree state health benefits. We knew that our con-cerns had been voiced by our supporters in the House, but still the vote carried in favor of SB 265 and the bill was moved on to Governor Per-due. Governor Perdue was petitioned by NCRSP to veto the bill, which she did. Thank you, Gov-

Hot Pink Hat and the Big Check!!!

The hot pink hat was very visible at the state convention. Several state officers were photo-graphed wearing the hot pink hat. (Donations were made to the North Carolina Foundation for Public School Children for the state officers wearing the hot pink hat.)

At our state convention in March 2011, NCRSP President Cummings presented to State Representatives a “Giant” check for 556,233 volunteer hours. (Please note that at the con-

vention we had to use 2009 $ val-ues to compute the hours worth which was $11,597,458.) The value of one volunteer hour for 2010 is now $21.36. Therefore, our 556,233 hours actually were worth $11,881,136.

Thanks to everyone for re-cording volunteer hours and turning in your forms. Thanks to local chairs for completing the summary forms and mailing the

forms to the district chairs. Many, many thanks to the district chairs for completing and mail-ing the summary forms to the state. (ALL RE-PORTS were received prior to the dead-line.)

Also, thanks to the 121 districts, local units, and individuals who brought items to the silent auction. Special thanks to Iredell/Statesville Su-perintendent Johnson for sending 5 items to the silent auction. (We hope to receive more than

150 items for the auction next year in Winston Salem.)

The 50/50 raffle was very successful with Claire Parham of Granville County winning $470.

A total of $3,104 was presented to the North Carolina Foundation for Public School Children by NCRSP President Frances Cummings at the state NCAE convention.

2011 NCRSP National Delegation to the NEA-Retired and NEA Annual Meetings

The NEA-Retired and NEA Annual Meetings are scheduled to be held in Chicago, Illinois on June 27 – July 5. The elected NCRSP national delegation for 2011 includes: Sandra Alston, Lillar Barnes, Joan Bass, Agnes Chavis, Kever Clark, Yvonne Hart, John Hoffman, Ron McKinney, Geraldine McNeill, Terry Mitchell, and Vera Taylor. In addition, Frances Cummings will serve as a delegate and head of the NCRSP delegation in her role as NCRSP President.

Congratulations to all delegates for their success in the recent election!

The Panorama appears to have had a successful first year in-house publishing. As editor, I want to thank Sandra Cox, our graphic designer, a.k.a. “The Efficient Magician”; Executive Director Pam Deardorff; Systems Analyst Dave Deardorff; NCRSP President Frances Cummings; and my supportive committee members John Hoffman, Libby Mize, and Donna Snyder. Now let’s take on another challenge together – NCRSP web site. Fortunately our very enthusiastic, efficient Sandra Cox has done a wonderful, remarkable job with our web site, and now we are asking for suggestions to get our members and units more involved. We have been considering asking each District to select one person to keep a web page for the District on the NCRSP web site. Please bring recommendations from your members and local and district leadership to our summer leadership training.

NEW DIRECTOR FOR STATE RETIREMENT SYSTEM CHOSEN

Steve Toole has recently joined the Department of State Treasurer as the new Director of the Retirement Systems Division. Steve brings nearly 25 years of experience in both public and private retirement plans to the Department.

Steve comes to the Retirement Division from Nationwide Retirement Solutions in Columbus, Ohio, where he served as vice president of Business Development since 2006. During this time, he helped develop and launch three new products for customers in public and private sector markets that generated more than $10 million in annual revenue.

Previously he served as Director of Case Management at Nationwide, where he led internal efforts associated with public sector case acquisition and contract negotiation. He managed to grow Nationwide assets by $16 billion during his tenure.

Steve holds a bachelor’s degree in Business Administration from Ohio State University.

Kitty McCollum has been serving as interim director of the Retirement System since January 2011 when Michael Williamson left to work in Washington, DC.

NCRSP Speaks Out Against Health Insurance Premiums For Retirees!

Let the Membership Efforts Continue!As the school year

winds down, thoughts of warm weather, spring break, final exams, and summer vacations fill the minds of students, faculty, and staff. Some of those educators are also thinking about a new

adventure called “Retirement.” This is the perfect time to talk to your friends and acquaintances about our professional organization that functions on local, district, state, and national levels. Encourage those new retirees (and those who have retired earlier but never joined) to become

a part of the organization that is represented by well-respected lobbyists who keep abreast of legislative happenings and share information with our members. Invite someone to attend a meeting with you and introduce them to other retirees. Let them see first-hand that we not only share concerns and information about legislation and issues that affect all of us, but that we also have opportunities to share our talents with the community and experience fun and fellowship with fellow retirees. Even though local presidents and/or membership chairpersons will be contacting new retirees, an early invitation by a friend who is already a member might

provide the extra incentive to join our group. Membership is everyone’s responsibility!

I would like to encourage membership chairpersons and other interested persons to attend the leadership meetings that will be held in your area in late May and early June. In addition to other informative sessions, we will discuss membership strategies and plans for your local or district unit. Local presidents will have specific information concerning location and date. I look forward to seeing you.

Since the first indication there were attempts to impose monthly premiums upon retirees who participate in the NC State Health Plan (SHP) this year, NCRSP has been speaking out in

opposition! Thank you, NCRSP members and

leaders, for calling, visiting, and writing your elected officials. You have definitely let your voices be heard!

Below is a summary of how NCRSP has been involved in this effort:

February 2011: The Governor’s recommended budget calls for health insurance premiums for retirees, teachers and state employees.

March 15: NCRSP Executive Board votes to oppose SHP premiums for retirees.

March 16: The NCRSP Representative Assembly (350 delegates) votes to oppose SHP premiums for retirees.

March 22: The Senate Insurance Committee approves revisions to Senate Bill 265 that call for sweeping changes to the State Health Plan, including the transfer of SHP to the State Treasurer and monthly premiums for retirees and active employees.

March 23: NCRSP testifies in opposition to SB 265 (specifically the premiums sections) before the Senate Appropriations Committee, but this partisan bill continues to proceed through the Senate.

March 23-29: NCRSP lobbyists and members contact legislators letting them know NCRSP is OPPOSED to SB 265, because of the premiums.

March 29: NCRSP testifies in opposition to SB 265 before the House Insurance Committee and the bill continues through the House. Attempts to amend the bill to remove retirees are ruled “out of order”.

March 30: “Retirees Go to Raleigh” Day brings over 70 retirees from across the state to walk the halls of the General Assembly to ask their elected leaders to OPPOSE SB 265.

March 30-31: SB 265 passes the House with a technical change that requires it to go back to the Senate for concurrence (This happened on April 4).

April 1: NCRSP delivers a letter to Governor Beverly Perdue asking her to VETO Senate Bill 265.

April 1 – 8: NCRSP members call and send emails to Governor Perdue asking her to VETO SB 265. She has until April 16th to sign, veto or do nothing, in which case the bill will become law.

April 13: Governor Perdue VETOES SB 265. In her Objections and Veto Message the Governor says to the legislature, “……… I believe there must be a way to bring these groups to the table and to negotiate a solution. I ask the General Assembly for another, more inclusive version of this bill back on my desk without delay…..” NCRSP appreciates the actions of the Governor and her request of the legislature to have retirees represented in negotiations for a solution to this issue.

April 14-21: NCRSP and NCAE are included in negotiations with House leaders. The House passes SB 323, a completely new version of SB 265 with an amendment that gives actives and retirees a premium free 70/30 Basic Plan. The Senate voted not to concur with this new version of the State Health Plan bill and a conference committee of both House and Senate members was appointed but was unable to compromise on a final bill. The Senate and House adjourned for Easter weekend without adopting anything new on the State Health Plan, thus the Governor’s veto stands.

Gavel to GavelThis issue is dedicated

to the amendments to the NCAE 2012 Convention as suggested by the NCRSP Board of Directors and the most recent NCRSP 2011 State Convention. The text

of the three amendments are listed below.Amendment One: Article XIV Amend-

ments, Section 1. Subsection a.Proposed Change: An amendment may be

submitted by a vote of a local affiliate, by a di-vision, by the NCAE Board of Directors, and/or by a petition of 50 active/retired members.

Amendment Two: Article III, Member-ship and Dues, Privileges of Members, Sec-tion 4, Subsection c.

Proposed Change: Retired members shall have all the rights of the above privileges. Student members shall have all the rights of the above privileges except that of the right to vote and hold office shall be limited to their respec-

tive divisional activities. Both Retired and stu-dents shall have voting delegate status to the Representative Assembly.

Amendment Three: Article V, Board of Directors, Section 2, Nomination and election, Subsection b. Proportional Representation

Proposed Change: Proportional Represen-tation. Representation of the Board of Directors for ethnic minorities, support personnel, retired, administrators, and all other divisions shall be at least in proportion to the respective mem-bership in the Association. If the percentage of ethnic minorities, support personnel, retired, administrators, and all other divisions who are elected to the Board fails to achieve representa-tion which is at least proportional, at-large mem-bers of the Board shall be elected immediately following the canvassing of the results of the regular election in a special election following the procedures outlined in Article VIII, Section 2.

NCRSP Profit & Loss July 2009 through June 2010

Taking a few basic steps will increase our safety in taking medications.

First compile a list of every medication you take. This includes prescriptions,

supplements, and allergy and other over-the-counter products. Use guide lists available from health organizations or create your own. If possible, include dosage instructions and the amounts and potency for prescriptions and other products that you take regularly. Make a list of any type of medication to which you may be allergic. Since it is recommended that we keep one copy with us, one in the car, one at home, and one with a family member--- make multiple copies. People who live alone could give one to a neighbor or friend. Your doctor should also

have a copy. Next make a list that would include the contact information for your doctor(s) and pharmacist. Purchase all prescriptions at the same pharmacy. Include contact information for family members in case of an emergency.

Establish a place where you keep all of your medical information. Include the above lists, tests results (especially those that are done on a regular basis), annual physicals and blood work results. If you have x-ray copies, include them also. A record of any surgical procedures and screenings along with a record of all shots/vaccinations should be there. You may want to include the reports from the state health plan so that you can keep up with deductions.

Do not store medications in the bathroom. Most sources suggest a kitchen cabinet.

Refrigerate only those that have directions to do so. Follow all directions; do not skip doses and expect to get the desired results. Use weekly pill planners to help you keep track. There are some with timers to help remind you when to take the next dose.

When you go in for your annual physical, do a review with your doctor of all your medications. Use your med list as a guide. Ask about continuation and especially conflicts in your dosage. Your pharmacist is also a good person to talk to about this.

Remember, to be effective, it must be “the right medication, at the right time, and in the right dosage”!

Have you ever wondered how the State Health Plan coordinates with Medicare? When a State Health Plan member turns 65 and retires – or when a Plan member retiree turns 65 – Medicare becomes that person’s primary health insurance (meaning Medicare pays health claims first and the Plan becomes the secondary payer). If a member remains actively employed after age 65, the Plan continues to be that member’s primary health insurance.

Medicare has different parts:Medicare Part A: Covers inpatient hospital

bills and skilled nursing facility bills. It is normally provided at no charge to those eligible for Medicare.

Medicare Part B: Covers doctor visits, as well as outpatient hospital and other professional bills. Part B requires a monthly fee and is optional for those eligible for Medicare.

Steps you should take when you become eligible for Medicare:

1.) When you reach 65, make sure you enroll for Medicare Part A (hospital coverage). You will receive notification of the timing. It is

important to sign up, whether you are retired or not. Age 65 is the key trigger.

2.) The State Health Plan will mail you a Medicare eligibility letter approximately 60 days prior to your 65th birthday. This form asks you to confirm your eligibility for Medicare benefits. (If you remain actively employed, your health benefits representative or HBR will receive and forward to you the Medicare eligibility election form.)

3.) You must decide whether to purchase Medicare Part B coverage. It is important for all State Health Plan members who are eligible (meaning they are 65 and not actively employed) to enroll in Medicare Part B coverage.

Understanding Medicare Part B coverageIf you are covered under the State Health

Plan and have Medicare as your primary coverage, your benefits under the Plan will be paid as if you have Medicare Part B, regardless of whether you are enrolled in Part B or not. In other words, even if you have not enrolled in Medicare Part B coverage, your claim payments

will be reduced to the amount that would have been paid by the State Health Plan if you had Medicare Part B (because Medicare is your primary coverage).

If you do not enroll in Medicare Part B, you will be responsible for the amount that would have been paid by Medicare Part B. The State Health Plan then pays the remaining claim amount under the terms of your benefits as your secondary coverage.

Once you are Medicare eligible, you can also call the Seniors Health Insurance Information Program (SHIIP) at 1-800-443-9354. SHIIP, a division of the N.C. Department of Insurance, offers free, objective information about Medicare, Medicare Advantage plans, Medicare claims, Medicare supplement insurance, Medicare Prescription Drug Plans, fraud and abuse prevention as well as long-term care insurance.

It was exciting to see so many additional units interested in becoming a part of the GOLD STAR PROGRAM at our Convention mini-session. Materials had been prepared

for those units that had previously signed up to participate. We literally had four times the number of attendees at the mini-session than anticipated. If you requested information at the session and have not yet received it, please go to our web site www.NCRSP.org and click on Awards forms.

Some changes in the organization of activities for 2012 will make collecting of unit’s material easier. Each unit will receive copies of all forms needed for 2012 at Leadership Training in May and June.

As of April 25: After all of this activity, nothing new has transpired with the State Health Plan--- no move to the State Treasurer’s Office, no premiums for actives or retirees, the comprehensive wellness will continue, etc. Legislation to address these pieces again will likely be forthcoming, but the SHP will take a back burner until after the House presents its biennial budget in the next week or two.

Membership materials for the State Health Plan will be sent to members in late April and

open enrollment will begin May 8th and run for 30 days.

NCRSP will send electronic Legislative Alerts to local and district leaders regarding the State Health Plan and will post changes about this and other important retiree legislative issues on its website: www.ncrsp.org

Poetry Contest for Joyce Kilmer Memorial Forest 75th Anniversary

Stecoah Valley Cultural Arts Center

Robbinsville, NCThis year marks the 75th Anniversary of the

dedication of the Joyce Kilmer Memorial Forest, a living memorial to writer/poet Joyce Kilmer, best known for the poem, “Trees.” Kilmer was killed in action during World War I while serving in France on July 30, 1918. The Stecoah Valley Cultural Arts Center is sponsoring a Poetry Contest to honor this anniversary. The 75th Anniversary Celebration will take place on July 30, 2011.

The poetry contest is open to school children in grades K-12 and to adults and professional writers as well. The contest asks for poems to be submitted about a tree, trees, or forests with entries divided by grade levels (K-4, 5-8, High School) and adult/professional. All poems submitted will be received by Stecoah Valley Cultural Arts Center and judged by a panel consisting of teachers, writers, and the general public. First, second, and third place winners along with one honorable mention will be chosen from each submitting category. The winning poems will be displayed at the 75th Anniversary, and the authors will be recognized at the 75th Anniversary Celebration event on July 30, 2011. Once the judging has been completed and the winners notified, submissions will be publicly displayed at the Stecoah Valley Cultural Arts Center.
