As new technology options offer new opportunities there are also new policy and program challenges in moving toward a cleaner, reliable, and more resilient power grid and transportation system. During this session, participants will hear the latest on California’s clean energy and climate change actions and how the state is collaborating with technology companies, consumers, and businesses to make a difference. Presenter: Representative, California Energy Commission 8:45 am – 9:30 am Electricity Market Innovation and Technology Interconnectivity – It’s Developing Faster Than Most Realize Energy and information technology firms, utilities, building products manufacturers, automakers, manufacturers, software developers, storage innovators, renewable energy companies, and others are collaborating on a range of innovations that are rapidly transforming the way electricity is produced, delivered, managed, and consumed. Energy markets have expanded from a vision of a smart grid to an electric system that incorporates and is a part of the Internet of Things, which relies on connectivity, cloud-based data analytics, and intelligent systems. State Energy Office efforts to develop policies and programs can speed the transition by opening the market for entrants that can optimize energy production and use in ways that were difficult to imagine even a few years ago. Presenters will discuss the latest innovations underway, emerging opportunities, and actions states are taking to support a transformation of the way electricity is produced, delivered, and used in every sector. 9:30 am – 10:15 am U.S. EPA’s Clean Power Plan – Review of the Final Rule and Options for Least-Cost Compliance With the release of the U.S. Environmental Protection Agency’s (EPA) Clean Power Plan final rule in August, states and the private sector will have the opportunity to come armed with questions for this important session. Senior EPA officials will provide an overview of key points of the final rule, respond to a set of questions provided in advance by NASEO concerning the use of energy efficiency and renewable energy as compliance options. The remarks from EPA’s leadership sets the stage for the breakout session that follows and for the NASEO Clean Power Plan workshop on the last day of the conference which brings together representatives of State Energy Offices, State Air Agencies, State Utility Commissions and others to discuss reactions, options, and the role of energy efficiency and renewable energy.

Concurrent Session One Transactive Energy (TE): Another Vision or a Transformation that is Well Underway? Is TE an approach to the production and use of electricity that brings together such concepts as the Internet of Things, consumer enabled efficiency, data and analytics in The Cloud in ways that helps to balance supply, demand and price . . . Or is it just another Smart Grid vision? This deep-dive session will explore TE as an intelligent device-enabled-grid where each device can utilize economic signals to optimize the use of resources, including the interaction among the grid, microgrids, storage, devices, and renewables. Presenters will help to define a framework for TE policy and markets, provide examples of how it is being applied today, and suggest what this may mean for our current view of utility business models and consumer choice.

Concurrent Session Two Navigating the Clean Power Plan Final Rule – What are the Biggest Opportunities to

Lower Compliance Costs

With promulgation of the final U.S. EPA Clean Power Plan rule, states are seeking least-

cost compliance approaches that also address power reliability and affordability

imperatives. Various analyses point to energy efficiency as offering lower cost

opportunities that also provide reliability and other benefits. These options have

traditionally been underutilized for air compliance purposes. This session will focus on

how the rule addresses energy efficiency, including state-led and third party efforts

beyond traditional utility demand side programs, and how State Energy Offices can work

with their colleagues in state air agencies and utility commissions to devise the best

approaches for their state.

Emerging Technology Programs With the advent of smarter electricity systems and the emergence of data-driven

technical innovation, the need to streamline and accelerate the deployment of

emerging, energy-saving technologies is vital to overcoming market barriers and

supporting a self-sustaining market for energy-efficiency. Leading private sector, utility,

and state research organizations are constantly scanning for and testing emerging

technologies and strategies for use in every sector of the economy. This session profiles

the latest innovations that State Energy Offices and their partners may consider to

facilitate demonstration and deployment initiatives and maximize energy savings.

Concurrent Session Two Converting Renewable Power to Renewable Natural Gas – Why Power-to-Gas and Biogas Strategies are an Important Part of the Energy-Environment-Economy Solution The emergence of “excess” renewable energy on the grid at certain times of the day, and the drive for lower carbon-footprint natural gas are coming together to create a new, potentially affordable clean fuel option. Converting excess “essentially free” renewable power to hydrogen and then renewable natural gas during low electricity demand periods has moved from conceptualization to viable demonstration projects that may change the way we think about natural gas. In addition, biogas and the potential to produce renewable natural gas for use in homes, vehicles, and power production may become one part of an affordable, lower carbon energy future. Will these approaches pencil out, and how are existing state renewables and storage policies impacted? This session explores these and other questions.

Reinventing States Electric Vehicle Programs – An Evolution Since the first modern electric vehicles (EV) were introduced to the market five years ago, State Energy Offices across the country have launched innovative programs to support EVs. Building off of early support from a few states and federal agencies, more and more states have developed their own vehicle and infrastructure investment programs, launched far-reaching education and awareness campaigns, tested vehicle-to-grid storage and grid services options, and implemented meaningful policies at the executive level that signal a strong and enduring commitment to electric vehicles. This session explores the evolution of state EV policies over the last five years, considers the impacts on grid and distribution system planning, and invites participants to discuss lessons learned from program implementation and future goals for electric vehicles in their states.

NASEO Fuels and Grid Integration Committee NASEO’s Fuels and Grid Integration Committee focuses on sharing State Energy Office, federal, and private sector policies, programs, and activities related to the production, distribution, and consumption of electricity, liquid fuels, and natural gas. This meeting of the committee will focus on the following:

o Presentations on the use of new, modular nuclear power units o Opportunities to work with NASEO and DOE on a pilot program aimed at

NASEO Transportation Committee

NASEO’s Transportation Committee supports State Energy Office work to accelerate the use of domestic transportation fuels, reduce reliance on imported oil, and improve air quality in the transportation sector. This meeting of the committee will include the following:

o Updates on the Initiative for Resiliency in Energy through Vehicles (iREV) and related state and local efforts to use alternative fuel vehicles in emergency management and response activities

o Lessons learned from the development of alternative fuel vehicle programs for public and private fleets

Building energy and occupancy data is an increasingly big driver in building performance. Building management systems incorporating advanced sensors, monitoring, and controls, coupled with smarter, cloud-based analytical software is enabling buildings to achieve higher levels of efficiency and comfort than we realized only a few years ago. For State Energy Offices and their partners questions abound: What data is needed? Which policies are achieving results? Will smart building components automate performance? What sources of data are needed and how do we obtain the data? This session will examine these and other questions to help identify which actions are most likely to lead to least-cost improvements in building performance. 8:45 am – 9:45 am Constructing State Policy Pathways and Accelerating DOE Action on Zero Net Energy Buildings NASEO, State Energy Offices, and a number of NASEO Affiliate members have been leading the way in the development of zero net energy-ready communities, schools, office buildings, retail stores, fire stations, banks, and more. This session focuses on the State Energy Office policies and programs – statewide goals, stretch codes, training, incentives – that are being used to move along the path to net zero energy-ready buildings. 9:45 am – 10:30 am The Future of ITS – Autonomous Vehicles, Vehicle-to-Grid, and Emerging Technologies

New developments with intelligent transportation systems (ITS) are improving the way we

travel. Automakers and technology companies are piloting autonomous vehicles, enabling

vehicle-to-grid technology, improving battery storage, and enhancing connections between cars

and the built environment. At the same time, policy makers and regulators are attempting to

encourage innovation while ensuring the development of safe technologies and standards.

These combined efforts will reduce energy consumption, save travel time, and result in an

improved transportation system. In this session, researchers, automakers, regulators and

leading technology companies will examine emerging innovations and trends in the ITS market,

and explore opportunities for state energy offices and others to support a smarter and more

efficient transportation system.

Concurrent Session One Commercial Building Energy Codes – Compliance Status and State Actions While states are increasingly focused on helping local governments and home buildings achieve compliance with existing building energy codes, new attention is being drawn to compliance levels in the commercial sector. This important session looks at the status of commercial building energy code compliance, practical state and private programs that are achieving results, and offers expert answers to participant questions.

Concurrent Session Two IT Security and Privacy in an Interconnected, Intelligent Efficiency World This session provides several information technology (IT) expert views of what State Energy Offices and their partners should consider as they advance more data-driven building performance and other intelligent efficiency programs and policies.

Property Assessed Clean Energy: State Catalysts and Local Options State Energy Offices across the country are paving new paths on Commercial Property Assessed Clean Energy (C-PACE) financing. Though typically a locally-delivered financing option to support energy efficiency and renewable energy for commercial and residential buildings, C-PACE program design and delivery can benefit substantially from state-level coordination, resources, and promotion. This session will examine the various approaches that State Energy Offices and their partners are taking to bolster, expand, and help localities more easily tap into C-PACE.

Concurrent Session One Reconstructing Before the Storm – Energy Efficient, Resilient Communities As states and communities grapple with the increased occurrence of severe weather events and brace against real and anticipated man-made disasters, the public and private sectors are looking to employ innovative solutions which increase resilience, energy efficiency, and protection of critical infrastructure while speeding recovery time following an event. This session will explore innovative projects aimed at increasing the resiliency of communities across the country.

Concurrent Session Two Home Energy Ratings and Labels – How States and Service Providers are Navigating Options A little more than one year ago, NASEO organized a one-day workshop to examine the range of building labeling, indexes, scores, and other existing and emerging tools for both new and existing homes. The initial review pointed toward State Energy Office efforts to tailor programs and tools in ways that helped communicate value to the consumer. This session examines the progress made over the past year, lessons learned by State Energy Offices and their partners, and the latest results from DOE’s Home Energy Score efforts.

Concurrent Session Three

On the Road to “Ultra-High” Levels of Renewables – Guiding an Historic Transformation From Hawaii to California and Minnesota to New York, state policymakers are calling for 40 percent and higher renewable electricity goals. And, according to the National Renewable Energy Laboratory, the United States could generate as much as 80 percent of our electricity from renewables by 2050. While reaching such high levels of renewable energy on the grid relies in part on technology innovation, much more is dependent upon reductions in soft costs, application of sophisticated load balancing techniques, cloud-based analysis of real time data, and smart state policies. At the epicenter of this transformation is: mainstreaming of low-cost, rooftop solar; use of ultra-tall wind towers to tap wind in regions once thought to have little wind energy potential (e.g., Southeast); storage; and digital initiatives that are boosting existing wind farm capacity factors. This important panel session brings together state and industry experts to discuss technologies, market design barriers, and state policy best practices aimed at achieving renewables growth, power affordability, and continued reliability.

This forward-looking session examines the latest developments in producing and using water smartly – whether through the recovery of water from unconventional sources (e.g., wastewater, desalinization), or through lowering the energy costs associated maintaining municipal water systems. Presenters will review State Energy Office, local government, and private sector actions to leverage financing, education, policy, and technology in order to make smarter decisions about water. 10:00 am – 10:45 am Pending 10:45 am – 11:00 am NASEO’s U.S. State Energy Program Evaluation and Outreach Update Over the past year, NASEO has been working to more systematically collect SEP information from State Energy Offices. NASEO’s efforts coincide with the planned release by DOE of an evaluation of the program. This session reviews new project success stories, a new SEP-focused website, and planned Congressional briefings that NASEO is utilizing to communicate the news about the states’ important SEP-supported achievements. 11:00 am – 11:30 am Washington Update The first bipartisan, comprehensive federal energy bill in more than six years emerged from the Senate Energy and Natural Resources Committee in July with a variety of meaningful provisions. This annual update session provides the latest from Capitol Hill and the Administration and sets the stage for federal funding and action in the coming year.

This discussion-oriented workshop builds on the conference's Clean Power Plan sessions to delve more deeply into challenges and opportunities faced by states, electricity providers, and other stakeholders as states respond to the Clean Power Plan rule. The dynamics of changing energy technologies, need for economic development, energy system reliability imperatives, and evolving utility business models make relatively quick compliance plan action extremely challenging. Discussion leaders will guide workshop participants in examining least-cost compliance opportunities that utilize energy efficiency and distributed resources while supporting energy system reliability.
