Mortenous A. Johnson, former Manager, Office of Pre-College Programs at Sinclair Community College, was responsible for providing strategic direction, resources and fiscal responsibility for a number of units to include the Division of School Linkages and Office of Pre-College Programs. While developing access programs, he created and cultivated relationships that advanced institutional goals and opportunities for thousands of students and families across the Miami Valley region as an innovator and leader of dual enrollment development and associated outcomes. He managed an annual $4.2 million operating budget to include federal, state, institutional and philanthropic funds to ensure fiduciary responsibility, innovation development and implementation, student-centered learning opportunities; all in an effort to develop staff, advance access for disenfranchised populations, eliminate marginalization and promote opportunities in higher education. In previous positions, he was hired to increase student diversity, develop, implement and evaluate strategic retention and enrollment initiatives to foster growth for the College. As a strategic retention and enrollment leader, he created Sinclair’s first bridge program; Young Scholars Program (YSP Phase II), The African American Male and Women’s Initiatives, Minority Peer Mentor Program, and the institution’s first electronic Early Alert Intervention tool for student retention and success (Early Alert Report); an institutional innovation that supports the College’s short and long-term student-retention effort. In 2002, he created the Academic Resource Centers (now called College and Career Readiness Centers). In 2009 he co-created the Urban African American Mentor Program (UAAMP), an outcome from The Lumina Foundation for Education to improve success among community-college students, particularly low-income students and African- American students. His last position, President appointment, he was charged to “turn-around” the Office of Student Leadership Development and Student Judicial Affairs. He used his a time tested “turn-around” business model and predictive models to align the Department to the College’s core values, purport its variance and capability, and served as an incubator for leadership development and competency development for current and future students He currently serves as the Graduate Division’s newly created position Coordinator, Graduate Admissions and Adjunct Professor at his alma mater, Wilberforce University. This role develops strategic and innovative frameworks to provide institutional sustainability; develop support services, systems and scholarship opportunities for Graduate students; serve as the Graduate Division's strategic enrollment resource; teach selected courses for graduate students; and, establish key relationships within the region. In addition, he teaches undergraduate courses in the Adult & Continuing Education Department (Organization and Group Dynamics, and, Ethics) and the Division of Arts and Sciences (Methods and Techniques of Social Research). In 2013 he received the Sinclair Community College Distinguished Staff, NIA Award; in 2010, he was named one of Dayton, Ohio’s Ten Top African American Men from Parity Inc. He was twice nominated for the Twelve Outstanding Airmen of the United States Air Force; AFIT’s first consecutive Non-Commissioned Officer of the Year, decorated during the Gulf War for meritorious service, twice for organizational excellence and awarded the Air Force Achievement Medal. He was instrumental in the creation and implementation of a mentoring program that linked Dayton Public Schools with Wright-Patterson Air Force Base in Dayton, Ohio; Honorary member of the National Technical Honor Society; co-created a leadership-training program at the Air Force Institute of Technology; and recognized as an instrumental contributor for curriculum development for Dayton Public Schools, Ponitz Career Technology High School. Mortenous received Sinclair’s Student Advocate Award for student support and development and the Future Leaders Award. The University of Dayton, University of Toledo, Miami University, Nazareth College, Clark State Community College, Tri-County Community College, N.C., Wilberforce University, the Dayton Public Schools District, Trotwood High School, Dayton Business Technology High School, Ohio Board of Regents and Ohio Department of Education, have solicited Mortenous’ expertise in the areas of dual enrollment, at-risk and underserved populations, innovative program development and programming for enrollment and retention strategic planning.

Mortenous’ work is cited in the National Career Pathway Network (NCPN)-The Career Pathways Effect, featured in NIP Magazine, and Leadership Training Consultants, Inc., guest appearances on local community access programs in Dayton, showcased in the Wright Patterson Skywriter and aired on Dayton Public Access, WDPS, WYSO, WQLT, WDAO, WHIO, and WROU in Dayton. He has received many community and service awards from churches, professional and educational institutions, served on national and local advisory boards to include his recent selection; Board Member, Dayton Business Technology High School. He has presented to educational, political, and civic organizations and spearheaded strategic plans meetings for businesses and educational institutions throughout his career.

Mortenous holds a Bachelor’s degree in Organizational Management from Wilberforce University, Master’s degree in Educational Administration and Supervision from the University of Dayton, Diversity Educator certification from Texas A&M University, Compression Planning Facilitator certification from the McNellis Company and University of Cincinnati, Urban Education Leadership Doctoral studies. He was selected and received the esteemed Kellogg Fellowship from the W.K. Kellogg Foundation’s League for Innovation in the Community College’s Expanding Leadership Diversity in Community Colleges Program; he’s one of only 187 Kellogg Fellows in the United States and Canada. He is member of the distinguished fraternity, Phi Beta Sigma Fraternity Inc. and married to his junior high school sweetheart, soul mate, and educator, the former Alva F.
