    ABS oers a comprehensive range o classication and related services to designers, builders,

    owners and operators o mobile oshore drilling units (MODUs). The principal elementso the ABS Oshore program, with particular emphasis on MODUs, are summarized in

    this handbook. More complete details can be obtained rom the nearest ABS oce. A

    IntroductionABS provided the rst classication services to the oshore industry in 1958 and has remained at theoreront o setting oshore industry standards and technical guidance ever since. Currently, ABS isthe market leader in the classication o MODUs worldwide including sel-elevating drilling units(SEDUs or jackups), column-stabilized drilling units (CSDUs or semisubmersibles) and drillships.

    With a long history o service excellence, ABS is able to provide a wealth o technical knowledge andpractical experience at all relevant stages o a MODU project. ABS engineers and surveyors will workclosely with the designer, owner and the selected shipyard, as appropriate, to veriy conormance withthe ABS Rules and applicable regulatory standards. Our global approach to project management providesour clients with a consistent and eective administration o even the largest, multinational oshoreprojects.

    Classication is a lie cycle approach to the design, construction and operation o a drilling unit. Aterdelivery, maintenance o classication requires periodic surveys to veriy that the MODU remains incompliance with the ABS Rules or Building and Classing Mobile Oshore Drilling Units (MODU Rules).A global network o ABS engineers, surveyors and operational support sta, delivers ecient, practicaland responsive service in support o our clients and their ABS-classed MODU feet.

Drillingunits built and maintained to these standards may be accepted into and retained in ABS class.

    We are committed to providing superior technical and survey services that assist our clients in conorm-ing to these standards. Our commitment starts at the earliest stages o your project. We can assist withpreliminary planning and advice, including pre-sanctioned ront-end engineering and design (FEED)phases, through onsite meetings and review o the design. By involving class at this very early stage, beoredetailed plans are drawn or concepts selected, ABS can provide you with a technical evaluation o the basicdesign concept being proposed including, when required, approval in principle (AIP). ABS evaluation maybe based upon the application o prescriptive requirements together with a series o overall risk analysesand special studies.

    Our Drilling Unit FleetABS provided the rst classication or a MODU in 1958. Publication o the ABS Rules or Buildingand Classing Mobile Oshore Drilling Units, the rst classication Rules or MODUs, ollowed ten yearslater in 1968. Those Rules have been subject to continual review, improvement and expansion over theintervening years and are widely recognized as the industry standard or the design and construction oMODUs. Industry representatives drawn rom drilling contractors, operating companies, shipyards, designrms and academia participate in the ABS Special Technical Committee or Mobile Oshore Drilling Unitsand provide direct input to the maintenance and improvement o the ABS MODU Rules.

    Jackups

    The sel-elevating drilling unit has long been the workhorse o shallow water oshore drilling. As theneeds o the oshore industry have increased, so have the capabilities o the jackups. ABS has classed eachnew generation o jackups, supporting the innovation that is so prevalent in oshore exploration.

    SEDU builders reer to the ABS MODU Rules or guidance on detailed design, material selection, welding,structural analysis requirements, hull and equipment criteria, machinery and surveys ater construction.ABS has responded to the technical challenges posed by jackup modications and new designs withcommentaries or specic direction as to how to apply and interpret class Rules or the project.

    Such guidance has included issues such as: description o stepping wave through the structure;loading directions o the waves; the inclusion o the P(orce)-Delta eect in the analysis; details o the

    hydrodynamic leg-modeling procedure; consideration o gravity loads and buoyancy; importance o legbuoyancy; clarication o total-elevated load; and an analysis o the eects contributed by the spudcans.

    Semisubmersibles

    Semisubmersibles, also known as column-stabilized drilling units, are requently chosen by operators ortheir deepwater drilling operations. They can be towed into position and anchored or moved and kept inposition by dynamic positioning systems. ABS has classed such units rom the earliest days o the industryto todays sixth generation deepwater units. First generation units were able to drill in 600 oot waterdepth; sixth generation semisubmersibles are now capable o drilling in 10,000 eet o water.

    Drillships

    ABS has classed every type o drillship including those designed to the highest specications or operationin the deepest water depths that have been explored to date. Many o these drillships are intended or ultradeepwater operation at locations approaching 12,000 eet water depth. ABS has also participated in theupgrades o existing units or service in deeper waters.

    Tender Drilling Units & Others

    In addition to the three principal types o MODUs described above, ABS has classed many other oshoredrilling unit types including tender drilling units, submersibles and barge drilling units. As designers

    develop new and novel drilling concepts, such as mono-column caisson units, they requently rely on ABSextensive drilling unit background to assist the designer to mature the concept and evaluate the specictechnical needs o each.

    A Multi-Level Approachto ServiceABS service delivery consists o three categories, tailored tomeet the specic needs o all MODU owners and drillingcontractors.

    Category I: Classifcation & Statutory Services

    The range o services associated with the issuance andmaintenance o the classication and required statutorycerticates including coastal State requirements or all majoroshore operational areas. Owners may then choose to selectrom the range o additional optional products and servicesoered in Categories II and III.

    Category II: Optional Notations & Class-Related Services

    Several valuable, optional, class-related services are providedby ABS including elements as diverse as training and advancedstructural analysis. This category also includes additionalnotations that may be used by the owner to demonstrate thatthe unit has been designed or is being operated in accordancewith standards beyond those required under Category I orroutine classication and statutory certication.

    Category III: Services Provided by ABS Groups

    Several additional optional products and services are providedby ABS Group, an aliated company o ABS.

    Category I---------------------

    Required Classifcation & Statutory ServicesThese services assist an owner or builder to design, construct and deliver a MODU that can be considered

    or acceptance into ABS class as conorming to the applicable ABS Rules as well as the IMO MODU Code.These services also assist an owner or operator to maintain the unit to ABS class requirements throughoutits operational lie as determined by the successul completion o periodic and damage surveys.

    When ABS is authorized to act on behal o the fag State or coastal State, these services also include theapplicable statutory inspections.

    Required classication and statutory services comprise six parts:

    Class NotationsABS, in cooperation with the owner and the shipyard, will identiy at the outset the class notations that

    will be applied to the MODU. The notations attest to the capabilities o the unit and identiy the classRules and requirements that will be applied throughout the class process. The mobile oshore drillingunit notations will include one or more o the ollowing.

    The Maltese Cross () symbol is assigned to a MODU or which the hull construction and themanuacture o its machinery and components have been carried out under ABS survey. The MalteseCross will be omitted or units accepted into ABS class but not built under ABS review and survey.

    A1 is a classication symbol that, together with the Maltese Cross, indicates compliance with the hullrequirements o the applicable ABS Rules, or their equivalent, and survey by ABS during constructiono the unit. The symbols A1 will be ollowed by the appropriate main class notation that identies thetype o unit.

    In accordance with the ABS MODU requirements, the main ABS class notation or a unit would be either:

    A1, Sel-Elevating Drilling Unit

    A1, Column-Stabilized Drilling Unit

    A1, Drillship

    AMS is assigned to sel-propelled vessels and oshore units or which the machinery, boilers and systemsare ound satisactory with regard to the ABS requirements.

    Optional class notations that reerence dynamic positioning systems, additional equipment, the application

    o the dynamic loading approach, strength criteria, spectral atigue analysis and the certied drillingsystem (CDS) notation among others, are addressed in Category II o this document.

    Design Analysis,Plan Review & ApprovalMODUs are built to the ABS Rules

    or Building and Classing MobileOshore Drilling Units and, withinthese Rules, the Rules or Conditions

    o Classifcation Oshore Unitsand Structures (Part 1) are considered.MODU designs intended to bebuilt to ABS class undergo varioustechnical reviews as well asstructural analysis by ABSengineering sta. The technicalreviews include:

    Hull Structural AnalysisABS reviews material selection,welding procedures, scantlings,

    overall strength, local strength andyielding, buckling and atigue orcompliance with the applicableRule requirements.

    Machinery SystemsABS ocuses on piping and electrical systems, reghting and saety systems as well as hazardous orspecialized areas such as the drill foor or the jacking gear or sel-elevating drilling units.

    Plan Review

    ABS provides responsive, proessional, technical services to the designers, builders and owners o MODUs.

    These services are oered through a network o local engineering oces that have been strategicallyplaced in the major oshore centers to acilitate the design review o the many MODUs ordered toABS class.

    Our engineering sta can work with the designer rom the earliest conceptual stage o a MODU projectproviding advice on the application o the ABS Rules and the relevant statutory and coastal Stateregulations.

    ABS has developed and routinely applies technologically-advanced methods that address globalperormance o foating structures. We apply rst principles structural analysis to oshore installationsincluding global and local strength, atigue and yielding, buckling and ultimate strength. ABS also

    considers the application o composite materials on oshore installations.

    Design review requently includes:

    Jackup dynamic analysis

    First principles structural analysis

    Stability analysis

    ABS has implemented theadvanced, secure, electronicABS Eagle Engineering Managerplan review system. ABS EagleEngineering Manager providesonline, web-based interactionbetween the units designteam and the ABS engineersundertaking plan review. UsingEngineering Manager, all plansare handled electronically romsubmittal to return.

    Teams o ABS specialists indierent engineering disciplinesand dierent regions o the worldcan all work on the design reviewsimultaneously. The number andidentity o the reviewing engineerscan be restricted and their actionsare ully traceable as part othe systems built-in securitysaeguards.

    The ABS Eagle EngineeringManager system allows thesubmitter or each drawing orinormation package to controlthe distribution o the commentsand drawings or documents to anyo the involved parties includingthe owner and the shipbuilder.Compared to the traditionalpaper-based plan review process, the system oers aster overall review time and improves the lines

    o communication between ABS and the designers and vendors to quickly resolve questions or Ruleinterpretations.

    Project Management & Vendor Equipment CoordinationOshore drilling unit construction and conversion projects are requently large, multinational eortsrequiring diligent coordination. The ABS project manager, supported by the vendor equipmentcoordinator, provides a single point-o-contact or both our clients and their vendors on major oshoreprojects. The vendor equipment coordinator, working with the large number o vendors and sub-vendors, will acilitate the delivery o vendor-supplied equipment with the appropriate supporting

    approved documentation.

    Surveys During Construction or Major ModifcationDrawing rom its global network o experienced oshore surveyors, ABS assigns appropriate personnelto each newbuilding MODU project or major modication, wherever in the world construction is tobe undertaken. These surveyors will veriy that construction is in accordance with the Rules, approvedplans and statutory requirements. They will work closely with both the shipyard and the owner to assistin reconciling questions o interpretation.

    The principal activities and services carried out by a surveyor during new construction include:

    Veriy compliance with approved drawings

    Conrm materials, t-up and welding

    Examine nondestructive testing

    Witness structural integrity testing

    Veriy machinery testing

    Attend system commissioning

    Certiy vendor-supplied equipment and material certication

    Conrm qualication o welders and welding procedures

    Veriying compliance with approved drawings means approved plans are ollowed by the builder usingapproved material and components, proper installation techniques, good workmanship practices and with

    adherence to the Rules. Surveyors are also involved at various levels with the building, installation andtesting o the structure and principal mechanical and electrical systems.

    Major system testing or commissioning requirements include:

    Bilge and ballast system

    Ventilation including dampers and shutdowns

    Electrical installations both main and emergency

    Fuel and lube oil systems

    Emergency shutdown systems

    Mooring and/or positionkeeping systems Structural re protection

    Fireghting systems, xed and portable

    Fire and gas detection and associated alarm systems

    Internal communication systems

    Drain systems

    Machinery testing in accordance with the Rules includes testing at the point o manuacture and thenal assembly at the shipyard. Where required by the Rules, eld surveyors will attend and/or auditmanuacturing and construction at vendor shops and abrication yards. Surveyors will attend and/or

    audit steel mills, engine manuacturers and oundries producing castings and equipment to veriy thatthese are produced to the specications contained in the applicable ABS Rules.

    Major Modifcation Services

    ABS has assisted drilling contractors to keep pace with the technical challenges imposed by advancesin exploration unit technology. This has oten led to the modication o existing units, particularly withrespect to upgrades o their drilling capability and associated systems and accommodation. Whateverthe modication, ABS is amiliar with the implications o these changes to the unit and can veriy themodications conorm to the applicable classication and statutory standards.

    Dock Trials, Sea Trials & Delivery

    ABS surveyors will attend the unit during dock and sea trials to veriy that the class requirements or thestructure and systems are ullled.

    Acceptance into Class

    Once all outstanding issues are resolved, the unit is presented to the ABS Classication Committee.The committee, comprised o ABS members drawn rom the marine, oshore and insurance industriesand including a representative o the US Coast Guard and ABS ocers, assesses the assets compliancewith the Rules based on their collective experience and recommendations rom the ABS sta. Once

    accepted by the committee, the unit receives its ull-term certication.

    The units classication inormation, characteristics and other particulars are then entered into theABS Record, the electronic register o vessels classed by ABS. The ABS Record is maintained and updatedon the ABS website. Additional optional class notations may be recorded or each o these units. Theseare discussed in the Category II section.

    Surveys Ater ConstructionABS Rules require that everyclassed asset be subject to periodicsurveys throughout its service lieto veriy that it is maintained inaccordance with the applicable

    classication standards. Thisimposes a requirement or the unitto be subject to a series o periodicsurveys Annual, Intermediate,Special and Drydocking. Promptattendance by an ABS surveyor orthe requisite periodic survey is madepossible by the extensive, globalnetwork o strategically placed ABSsurvey oces.

    Special Periodic Survey

    All surveys to satisy the specialsurvey requirements are to becompleted within the windowo the ourth and th annualsurvey and the work is to becompleted within 15 months.

    Special Continuous SurveyA system o continuous surveysmay be used to satisy thespecial survey requirements.All o the requirements o the

    particular special survey mustbe completed within the ve-year cycle. Continuous surveyscan be established or bothhull and machinery.

    Risk-based InspectionThe adoption o risk-basedinspection (RBI) principlescan assist in ocusing attentionon elements critical to theoperation. Risk-based inspection

    is a tool that enables a moreeective application oinspection resources to thoseareas o a system where thereis maximum benet to begained.

    ABS has developed the Guide or Surveys Using Risk-Based Inspection or the Oshore Industry to provideguidance or owners, operators, maintenance managers and inspectors regarding the key elements oa suitable RBI program to be used in lieu o traditional maintenance o class surveys.

    ABS also recognizes the operational and contractual requirements o MODUs and thereore acceptsunderwater inspection in lieu o drydocking (UWILD) subject to approved planning documents.

    ABS Eagle Survey Manager

    To help the MODU owner, operator or manager plan or the required periodic surveys in an ecient,cost-eective and inormed manner, ABS provides the operator with access to the advanced, web-basedABS Eagle Survey Manager program.

    The Survey Manager system has been in use or several years (ormerly under the ABS SaeNet name) and

    has been subject to requent enhancement and expansion. Positive user eedback gives us the condenceto consider the Survey Manager system to be the most advanced, useul and easy-to-use system currentlyavailable to MODU operators to monitor the classication status o their units.

    ABS Eagle Survey Manager eciently manages the class and statutory data or an owners entire ABS-classedfeet in a web-based electronic ormat. Owners have access to the data rom multiple locations in theoce, on board a unit or rom remote sites such as a repair yard.

    Survey Manager includes a record o the tank condition; historical records o survey dates, locations andsurveys carried out; a record o outstanding recommendations, both open and closed; and a system tointegrate survey activities and review the status with the ABS planned maintenance module.

    Rig owners are able to select the interval to receive messages regarding upcoming and overdue surveys.Multicolored timelines o survey due dates signicantly diminish the need to view individual listingso survey items such as hull, machinery and equipment.

    ABS Eagle Survey Manager providesa wide range o inormational andsupport services to the operator inreal time at an oce or on board theunit. Services include:

ABS carriesout these responsibilities during the design stage, veriying that the design complies with the statutoryrequirements o the selected Administration as contained in the various international and nationalmaritime codes and conventions including:

    CDS indicates that the units drilling system, including the blowout preventer, has been designed,built and maintained to the standards contained in the ABS Guide or the Classifcation o DrillingSystems.

    CRC signies that the units cranes are designed and constructed in accordance with Chapter 2 othe ABS Guide or the Certifcation o Liting Appliances. A Register o Liting Appliances attesting tocompliance with the requirements o the Guide will be issued at the request o the owner or builder

The assigned numeral (0, 1, 2 or 3) indicates the degree o redundancy.

    Technical & Engineering ServicesDuring the early stage o MODU development, ABS personnel can be made available to discuss areaso concern with the clients design team. Called preliminary planning and advice (PPA), this servicewill provide subject matter knowledgeable personnel to discuss the developing design with respect toconormance with class and statutory requirements.

    PPA requently proceeds to approval in principle (AIP). AIP allows a client to submit design documentsor subsystems, systems or or the ull acilities or review by ABS. The depth o the design review by ABSis determined by the maturity o the design. The ABS review will ocus on compliance with class andstatutory requirements and note any nonconormances identied or resolution at a later stage o design.

    As the design continues to mature, clients requently request a basic design approval by ABS. This basicdesign approval is based on the ull MODU and will continue to ocus on compliance with class andstatutory conormance. During this review, ABS will generate comments on any areas o nonconormanceidentied. Resolution o these comments can be done within the context o the basic design approval ormay be held over or resolution during the detailed design review phase.

    PPA, AIP and basic design approval are not requirements o ABS class. These early stage engineeringsupport eorts are oered to our clients to assist in the development o the design and minimize reworkthat could result rom a noncompliant design. These early stage engineering support eorts precededetailed engineering design review required or classication or certication addressed in Category I.

OSAP serves as a data processing hub that connectsthe hydrodynamic and structural analysis sotware and passes the analysis results on to its design codecheck unction.

    ABS Eagle DLA/SFA FOS

    A detailed evaluation o the MODU structure, applicable primarily to drillships, can be carried out usingthe dynamic loading approach. This ABS-developed, rst principles approach evaluates hull structurestrength to withstand the principal ailure modes o buckling, yielding and atigue. Central to thismethodology is the use o a program based on seakeeping theory or calculating the loads and responsesor a range o wave directions and loading conditions. The dynamic loads are then applied to a three-dimensional (3-D) nite element model o the drillship to assess the adequacy o the structure.

    In addition, this procedure can also be used or the application o the spectral atigue analysis method orthe evaluation o structural atigue strength. SFA is a rational analysis procedure or evaluating atiguelie related to possible local cracking o ship structures. The spectral-based method or evaluating atiguestrength due to the wave-induced responses is well established and has been extensively documented.

    To streamline these procedures, ABS has integrated the proven analysis o both DLA and SFA into thisABS Eagle sotware addressing foating oshore structures (FOS). Using a sel-generated or user-suppliednite element model, the program can perorm a thorough DLA and SFA analysis o a units structure 3-D seakeeping, short and long-term statistical analysis, nite element analysis, strength evaluations andatigue assessments are ully integrated.

    Drillship designs that successully undergo an ABS DLA/SFA evaluation will be awarded optional notations

    denoting the application o this methodology, DLA, as well as a notation indicating the units designedatigue lie environment, e.g. SFA(30).

    As a standalone system, ABS Hull Maintenance provides a sophisticated, advanced management andinormation program that can be used to track the condition o the units structure throughout its servicelie. The program allows or increased unctionality via management o condition data in a virtual 3-Denvironment and handles the execution and management o inspections easily.

    With eatures such as the navigation and visualization o the hull condition in a 3-D model, the ABS HullMaintenance program automates repair planning and cost estimation, imports and exports gauging plansand trends the uture condition o structural components using built-in calculation utilities.

    Users can store gauging, coating and anode inormation, damages and repair data and the photos andsketches associated with these events. The actual condition o any part o the structure can be assessedat any time rom the stored data and condition and then used to predict remaining lie beore a renewallimit is reached. A report on structural diminution or any part o the unit can be generated automatically.Repair costs can also be generated or user-specied scenarios.

    The aim o this optional program isto help operators extend the service

    lie o their existing MODU feet in arational and cost-eective manner. Thisenhanced monitoring provides a clear

    presentation o the current and enhanced inspection criteria or each installation design. This data can beintegrated into an operators electronic work tracking system and used to develop asset maintenance plans.

    Although the enhanced monitoring suggests higher criteria, it is not a mandatory program and the ABSclass survey requirements are unchanged by this service. Enhanced monitoring can help the operator tozero-in on traditional, installation-specic problem areas.

    Hull Condition Monitoring

    Some owners may elect to monitor the hull stress levels throughout the units service lie. A serieso strain gauges, accelerometers, alarms and recording devices can provide an early warning systemto avoid overstressing the hull structure, allowing the units operators to monitor how the unit isperorming relative to its design limits and how the unit responds to changes in operational conditions.This approach can provide a warning on green seas, excessive unit motions and hull girder stress. Thesystem can be integrated with a data recorder allowing or the collection o a wide variety o technicalinormation.

    The approaches covered by the ABS Guide or Hull Condition Monitoring Systems extend rom simpleone-motion monitoring systems to sophisticated data recorders covering a multitude o hull, systems andmachinery parameters. The reason or tting hull monitoring systems is to acquire, display and/or recordinormation and then use the inormation as a basis or making decisions that will improve operationaleciency and/or saety.

At the request o theowner or shipyard, a hull condition monitoring system which complies with the requirements o thehull condition monitoring Guide will be given a notation HM1, HM2, HM3, as appropriate, ollowedby the applicable qualier such as Green Seas Warning, Unit Motion, Hull Girder Stress, Local LoadMonitoring, Fatigue Monitor,Voyage Data Recorder (VDR) or Enhanced VDR.

    Machinery Maintenance ServicesMODU operators are adopting maintenance procedures that promote the lie cycle integrity o theunit. To assist them, ABS oers a variety o programs that provide a ramework or maintaining themechanical condition o the unit while leveraging the operators maintenance program to support theclass maintenance o the rig.

    Preventive Maintenance

    Planned maintenance and condition-based maintenance are two approaches utilized within thepreventive maintenance program to assist owners with maintaining machinery on units. Oten thesetechniques are used concurrently. By applying either, or a combination o the ollowing preventive

    maintenance approaches, credit can be given towards the requirements o the Continuous Survey oMachinery.

    Condition-based Maintenance with Condition MonitoringWith a condition-based maintenance program the requency o planned maintenance tasks can bemore dynamically-driven based on the results obtained rom condition monitoring tasks. The use ocondition monitoring techniques promotes cost-eective maintenance by reducing the number o

    breakdowns and extending operating periods beyond those o time-based programs. Maintenanceis undertaken as a result o the knowledge o the condition o the equipment. This results in betterutilization o resources, the controlled replacement o wearing components and reduces the incidenceo unplanned breakdown maintenance. Many maintenance procedures include condition monitoring,e.g. checking and recording o vibration levels, pressure, temperature, load current, running hours,lubricating oil analysis data and uel consumption. Intelligent use o this equipment condition datagives benets such as eliminating the need to open up machinery, saving on human resources andexpenditure on spare parts and reducing downtime and associated costs.

    Reliability-Centered Maintenance

    As a logical evolution o machinery maintenance program development, the application o reliability-centered maintenance (RCM) allows maintenance programs to be evaluated in a risk-based approach thatprovides the most value to an owner or operator. RCM analysis allows an owner to optimize maintenanceprograms by rst identiying unctional ailures within machinery systems that have the highest risk andthen proactively determining the optimum maintenance tasks and strategies that mitigate such potentialailures to an acceptable level. In this way, maintenance programs are created which ocus on criticalcomponents and proper maintenance strategies.

    By applying RCM principles, maintenance strategies are evaluated and applied in a rational and systematicmanner. ABS can assist the owner in gaining approval or its own RCM program or maintenance o classor by urther assisting in preparing and implementing an eective RCM program or the machinery onthe unit.     Rapid Response Damage Assessment

    Coastal States are showing an increased intolerance towards oshore incidents that result in pollution.Proactive owners mitigate the potential risks associated with an incident by enrolling in a Rapid ResponseDamage Assessment (RRDA) program. The ABS RRDA program provides 24-hour, 365 days per yearemergency support services to owners and operators with assets enrolled in the program. Currently theprogram covers more than 2,000 oceangoing vessels and oshore units. Emergency analysis or structuralstrength and residual stability post-incident is provided quickly to determine how critical the situation isbased on reported conditions and to assist stakeholders to develop an appropriate mitigation strategy.
