LETTER FROM OUR PASTOR Dear Brothers and Sisters, During my convalescence from surgery, a great deal of understandable controversy has erupted over the greatly flawed decision by the Department of Health and Human Services mandating in their health plans, contraceptives, abortifacients and sterilization coverage by Institutions and entities for whom these practices are morally objectionable. This would include Catholic Hospitals and Universi-ties to name but two of the larger entities that are intimately involved with the mission of the Catholic Church. The bishops of the United States together with many others who value the foundational principle of Religious Liberty vig-orously objected to the failure on the part of the present administration to broaden an exemption from these practic-es on the grounds of conscience.

A week ago this past Friday, the administration, issued a clarification and what ‘appears’ to be a response to these ob-jections. There is an old adage that says, “the devil is in the details.” While some have hailed the ‘compromise’ as a ‘perfect’ solution – providing comprehensive medical coverage for women while respecting the conscience sensibilities of those for whom such practices are morally objectionable – I call your attention to the following statement of our Catholic bishops, issued shortly after the administrations “clarification” that very wisely raises continuing serious con-cerns regarding this ‘mandate.’

As your pastor, I would encourage each of you to continue to follow the unfolding of this debate carefully. We are dealing with a potential threat to fundamental principles that touch the very heart of what has made our country great: Religious Liberty, a profound respect for Life, and the inviolability of conscience.

The Catholic bishops have long supported access to life-affirming healthcare for all, and the conscience rights of everyone involved in the complex process of providing that healthcare. That is why we raised two serious objections to the "preventive services" regulation issued by the U.S. Department of Health and Human Services (HHS) in August 2011.

First, we objected to the rule forcing private health plans — nationwide, by the stroke of a bureaucrat's pen—to cover sterili-zation and contraception, including drugs that may cause abortion. All the other mandated "preventive services" prevent dis-ease, and pregnancy is not a disease. Moreover, forcing plans to cover abortifacients violates existing federal conscience laws. Therefore, we called for the rescission of the mandate altogether.

Second, we explained that the mandate would impose a burden of unprecedented reach and severity on the consciences of those who consider such "services" immoral: insurers forced to write policies including this coverage; employers and schools forced to sponsor and subsidize the coverage; and individual employees and students forced to pay premiums for the cover-age. We therefore urged HHS, if it insisted on keeping the mandate, to provide a conscience exemption for all of these stakeholders—not just the extremely small subset of "religious employers" that HHS proposed to exempt initially.

Today, the President has done two things.

First, he has decided to retain HHS's nationwide mandate of insurance coverage of sterilization and contraception, including some abortifacients. This is both unsupported in the law and remains a grave moral concern. We cannot fail to reiterate this, even as so many would focus exclusively on the question of religious liberty.

Second, the President has announced some changes in how that mandate will be administered, which is still unclear in its details. As far as we can tell at this point, the change appears to have the following basic contours:

·It would still mandate that all insurers must include coverage for the objectionable services in all the policies they would write. At this point, it would appear that self-insuring religious employers, and religious insurance companies, are not exempt from this mandate.

·It would allow non-profit, religious employers to declare that they do not offer such coverage. But the employee and insurer may separately agree to add that coverage. The employee would not have to pay any additional amount to obtain this cover-age, and the coverage would be provided as a part of the employer's policy, not as a separate rider.

CALIFORNIA BISHOPS SUPPORT LIFE AND FAMILY INITIATIVES Support Parental Notification The Bishops of California support the effort to place an initiative on the November 2012 ballot that will require a doctor to notify parents 48 hours prior to an abortion being performed on their minor daughter. Support Replacing the Death Penalty The Bishops of California support the effort to place an initiative on the November 2012 ballot that will replace the use of the death penalty for a capital crime with the penalty of life imprisonment without the possibility of parole. Bishop Brown has approved signature gathering at the parish level for both the Parent Notification Initiative and the SAFE Cali-fornia (Death Penalty Initiative) to have these two initiatives on the 2012 General Election ballot. The Respect Life Ministry will have tables with petitions for you to sign outside the doors of the Basilica after all Masses today and tomorrow Saturday, February 18th and Sunday, February 19th. To confirm if you are a registered voter or what name or address you are registered to vote, you can check it on line at the Registrar of Voters website http://ocvote.com. Once you get into the website, click on “Help Me Register and Vote”; then click on the 2nd option, “Am I registered to vote?” and follow the instructions. Those with no computer access may call 714-567-7600 and after you choose the language option, press “O” for operator and they can check for you. This is a very important effort.

Finally, we are told that the one-year extension on the effective date (from August 1, 2012 to August 1, 2013) is available to any non-profit religious employer who desires it, without any government application or approval process.

These changes require careful moral analysis, and moreover, appear subject to some measure of change. But we note at the outset that the lack of clear protection for key stakeholders—for self-insured religious employers; for religious and secular for-profit employers; for secular non-profit employers; for religious insurers; and for individuals—is unacceptable and must be corrected. And in the case where the employee and insurer agree to add the objectionable coverage, that coverage is still provided as a part of the objecting employer's plan, financed in the same way as the rest of the coverage offered by the objecting employer. This, too, raises serious moral concerns.

We just received information about this proposal for the first time this morning; we were not consulted in advance. Some information we have is in writing and some is oral. We will, of course, continue to press for the greatest conscience protec-tion we can secure from the Executive Branch. But stepping away from the particulars, we note that today's proposal contin-ues to involve needless government intrusion in the internal governance of religious institutions, and to threaten government coercion of religious people and groups to violate their most deeply held convictions. In a nation dedicated to religious liberty as its first and founding principle, we should not be limited to negotiating within these parameters. The only complete solu-tion to this religious liberty problem is for HHS to rescind the mandate of these objectionable services.

We will therefore continue—with no less vigor, no less sense of urgency—our efforts to correct this problem through the other two branches of government. For example, we renew our call on Congress to pass, and the Administration to sign, the Respect for Rights of Conscience Act. And we renew our call to the Catholic faithful, and to all our fellow Americans, to join together in this effort to protect religious liberty and freedom of conscience for all.

Beginning our week in Christ, let us commend to our merciful Savior, all those who have gone before us marked with the sign of faith. May they be at peace.

RITO DE ENVIO Hoy ha sido un gran paso para nuestro Catecúmeno y nuestros Candidatos. Este fue el día en que han sido recomendados por nosotros la Misión Basílica para el obispo de la diócesis. En este rito de Envío se les pide al Catecúmeno estar de pie delante de la comunidad ya que nosotros, como Iglesia hemos caminado con él y nos hemos dado cuenta que está preparado para dar el siguiente paso de su jornada de fe. Después de esto se les pide que firme el Libro de los Elegidos para que sea reconocido por el señor Obispo el próximo sábado 25 de Febrero en la Catedral de la Sagrada Familia. Los candidatos, también se les pide ponerse de pie y decir que ellos también están dispuestos a ir al siguiente nivel. Sin embargo ellos no firman, porque ya están en la lista desde que reci-bieron sus propios bautismos. Entonces, ¿de que se trata los ritos de Envío y de Elección? Como parte del proceso del RICA (Rito de Iniciación Cristiana de Adultos) estas personas han tenido ya una jornada de formación y en cierta manera de “transformación” encontrándose con Jesús a través de la Palabra de Dios, aplicando ésta experiencia a su estilo de vida y así empezar a vivir como un cristiano amando su fe. Es entonces que se celebra el Rito de Envío, es decir, son enviados al Obispo para ser reconocidos. El Obispo, en el Rito de Elección (el primer fin de semana de Cuar-esma) los llama por su nombre y después les pregunta si están listos para pasar a la siguiente etapa que los llevará a la recepción de los Sacramentos. A partir de ese momento, se le deja de llamar Catecúmeno y se empieza a llamarle Elegido. Los próximos 5 domingos de la Cuaresma, nuestro Elegido y los Candidatos estarán escudriñando su vida a través de la Palabra de Dios hasta así llegar a su meta, que es la Vigilia Pascual, donde recibirán los Sacramentos de Ini-ciación. ¿Qué pretende el RICA? Invitar a adultos no bautizados a convertirse en miembros de la iglesia católica Re-integrar a adultos bautizados en la fe católica que no han sido catequizados o se han alejado de la fe Integrar a la iglesia a católica a personas bautizadas en otras comunidades cristianas Invitar a esos tres grupos de personas a vivir un itinerario espiritual que les ayude a madurar en su fe

CARTA DEL PASTOR Queridos hermanos y hermanas,

Durante mi convalecencia de mi cirugía, un gran número de evidentes controversias suscitaron sobre la mala decisión tomada por el Departamento de Salud y Servicios Humanos obligando en sus planes de salud la cobertura para anticonceptivos, aborto y esterilización para Instituciones y entidades para quien estas practicas son moralmente censurables. Estas normas incluirán a los Hospitales y Universidades Católicas, por nombrar algunos que están íntimamente involucrados con la misión de la Iglesia Católica. Los Obispos de los Estados Unidos junto con muchos otros quienes valoran el principio fundamental de la Libertad Religiosa, vigorosamente se oponen al fallo por parte de la presente administra-ción de ampliar una exención a esta práctica en base a la consciencia.

El viernes de la semana pasada, la administración, emitió una clarificación a lo que “parecía” ser una respuesta a estas objeciones. Existe un viejo dicho que dice, “lo importante está en los detalles”. Mientras que algunos han acogido el “acuerdo” como una ‘perfecta’ solución – proveyendo cobertura médica para las mujeres y a la vez respetando las sen-sibilidades de la consciencia de aquellas para quienes ésta práctica es moralmente desagradable – pido su atención a la siguiente declaración hecha por nuestros Obispos Católicos, anunciada después de la clarificación que la administración dio y que muy sabiamente suscita continuos y serios asuntos con respecto a la orden del ‘mandato’.

Como su párroco, le pido a cada uno de ustedes continuar y seguir el desarrollo de este debate cuidadosamente. No-sotros estamos enfrentándonos a una amenaza potencial a los principios fundamentales que tocan el corazón de lo que ha hecho que nuestro país sea grade: la libertad religiosa, un profundo respeto por la vida, y la inviolabilidad de la cons-ciencia.

Los Obispos Católicos han apoyado por largo tiempo el acceso al cuidado de salud para todos valorando la vida, y el derecho a la consciencia para cada una de las personas involucradas en el complejo proceso de proveer ese cuidado de la salud. Es esa la razón del porqué se plantean dos serias objeciones para lo que llaman regulación a “servicios preventivos” expedido por el Departamento de Salud y Servicios Humanos de los Estados Unidos en agosto del 2011.

Primero, nos oponemos a la ley que obliga a los planes de salud privados – nacionalmente, por el simple hecho de un plan burocrático – que cubre esterilización y contracepción, incluyendo medicamentos que pueden causar el aborto. Todos los otros “servicios de prevención” previenen enfermedades, y el embarazo no es una enfermedad. También, el obligar a los planes de salud a cubrir medicamentos abortivos viola la ley federal existente que trata sobre la consciencia. Por lo tanto, pedimos una anulación total del mandato.

Segundo, nosotros explicamos que dicho mandato impondrá una carga severa y sin precedente en las consciencias de aque-llas personas quienes consideran tal “servicio” como inmoral: aseguradoras obligadas a escribir las políticas que incluyen ésta cobertura; empleadores y escuelas forzadas a apoyar y subsidiar la cobertura; e individuos y estudiantes forzados a pagar primas para la cobertura. Por esa razón, urgimos a HHS, si insiste en mantener el mandato, el proveer una excepción a consciencia para todos aquellos accionistas – no solo el extremadamente pequeño de “empleadores religiosos” que HHS pro-puso inicialmente. Ahora, el presidente ha hecho dos cosas:

Primero, él ha decidido pasar el mandato de HHS como una ley nacional de cobertura de salud donde se cubre la esterili-zación y contracepción, incluyendo algunos abortivos. Esto sigue siendo un asunto moral grave y no cuenta con apoyo en la ley. No podemos dejar de reiterarlo, aunque algunos solo se enfocaran en la cuestión de libertad religiosa.

Segundo, el Presidente ha anunciado algunos cambios en cómo el mandato va a ser administrado, el cual aún no es claro en sus detalles. Hasta donde nosotros podemos ver, los cambios parecen tener los siguientes contornos básicos:

Va a obligar a todos los proveedores cubrir por los servicios en cuestión y todas las políticas que ellos escriban. En este punto, parece que los empleadores religiosos, y compañías religiosas proveedoras de seguros médicos, no están exentos de la ley.

Permitirá a las compañías sin fines de lucro, empleadores religiosos, a declarar que ellos no ofrecen tal cobertura. Sin embar-go, el empleado y compañía de seguro pueden por su parte el añadir tal cobertura. El empleado no tendrá que pagar dinero adicional por obtener esta cobertura, y la cobertura será proveída como parte de la póliza, no como algo separado.

Finalmente, nos han informado que la extensión de un año (desde el 1 de agosto del 2012 hasta el 1 de agosto del 2013) serádisponible a cualquier compañía religiosa sin fines de lucro que la desee, sin el proceso de la aprobación del gobierno.

Estos cambios requieren un cuidadoso análisis moral, y además, aparecen sujetos a algunos cambios. Pero podemos ver desde el principio, que la falta de una protección clara para los participantes claves – para empleadores religiosos; para com-pañías con fines de lucro, tanto religiosas y seculares; para empleadores seculares sin fines de lucro; para aseguradoras reli-giosas; y para individuos –es inaceptable y debe ser corregido. Y en el caso en donde el empleado y el asegurador lleguen al acuerdo de agregar la cobertura en cuestión, esa cobertura aun será parte del plan del empleado, financiada de igual mane-ra que el resto de la cobertura ofrecida por el empleador. Esto, también, crea un asunto moral serio.

Nosotros hemos recibido información acerca de la propuesta por primera vez esta mañana; nosotros no fuimos consultados anteriormente. Alguna de ésta información fue por escrito, otra fue de manera verbal. Por su puesto, nosotros continuare-mos presionando al Poder Ejecutivo para buscar la mayor protección de nuestras consciencias. Sin embargo, alejándonos de las particularidades de la propuesta, hemos notado que la propuesta continúa, sin necesidad, de la intromisión del gobierno en asuntos internos de las instituciones religiosas, y amenaza con acto de coacción a las personas y grupos religiosos viiolan-do a sus más profundas convicciones. En una nación dedicada a la libertad de expresión religiosa como su primer funda-mento, nosotros no debemos estar limitados para negociar dentro de estos parámetros. La única solución completa a este problema de libertad religiosa es que HHS renuncie al mandato de estos desagradables servicios. Por lo tanto, nosotros continuaremos – con no menor vigor, no menos sentido de urgencia – nuestros esfuerzos para corregir este problema por medio de los otros dos Poderes del Gobierno. Por ejemplo, nosotros reanudamos el llamado al Congreso a pasar, y a la Administración a firmar la Ley del Respeto a los Derechos de la Consciencia. Y reanudamos nuestro llamado a los fieles Católicos, y a todos los Americanos, a unirse a estos esfuerzos para proteger la libertad religiosa y la libertad de consciencia para todos.

Comenzando nuestra semana en Cristo, encomendemos a nuestro misericordioso Salvador, todos aquellos quienes nos han precedido con el signo de la fe. Que puedan encontrar la paz. Siempre adelante, Mons. Art

¿Cuáles son las Regulaciones para el Ayuno y la Abstinencia? El ayuno y la Abstinencia son de gran importancia para seguir a Jesús y entrar de verdad en la experiencia Cuaresmal. ╬ En los Estados Unidos, el Miércoles de Ceniza y el Viernes Santo son días de ayuno y abstinencia; los viernes de

cuaresma son días de abstinencia únicamente. ╬ Todas las personas que han cumplido los catorce años están obligados según la ley de la abstinencia; todos los adultos están

obligados según la ley del ayuno hasta cumplir sesenta años. Las mujeres embarazadas y las personas enfermas no están obliga-das a ayunar. Los demás que sienten que son incapaces de observar las leyes de ayuno y abstinencia deben consultar a un sa-cerdote parroquial o al confesor.

╬ La ley de abstinencia prohíbe comer carne. La ley de ayuno permite sólo una comida completa y dos comidas ligeras en el cur-so del día y prohíbe comer entre comidas.
