On Friday, August 26 from 7:30 to 9:30 a.m. the Cham-
ber will host Congressman Kevin McCarthy in a breakfast
forum at the Four Points Hotel by Sheraton Bistro Ball-
room, 5101 California Avenue.
Congressman McCarthy will update Chamber members
on the latest issues before Congress and the state of affairs
in Washington including efforts to improve our businessenvironment. Congressman McCarthy has been working
to reform regulations, create a tax atmosphere that will
allow businesses to compete with the rest of the world and
promote for investment in American jobs and American
energy.
Cost is $29 for Chamber Members, $49 for Non-Mem-
bers and includes continental breakfast. Reservations are

Whats Up with Washington?
As the weather heats up so have the efforts of the Chamber to be heard on the press-
ing issues that face our businesses. We continue to advocate against detrimental legis-
lation through letter writing, calls to action and joining Coalitions. One extraordinary
example is AB 350 (Solorio) which would be a costly employee retention mandate that
is working its way through the Capitol. AB 350, named Expansion of the Displaced
Janitor Opportunity Act, would preempt the National Labor Relations Act, unfairly force
employers to hire a predecessors employees, undermine the at-will employment pre-
sumption in California, and ensure continued union representation, despite any change
in employers. The Chamber has recently joined theNO on AB 350 Coalition to continue
efforts to stop this dangerous legislation.
Other efforts in the past month have included:Joined theREAL Coalition (Regional Economic Association Leaders of California) in
Support of SB 475, which would create private sector construction-related jobs and in-
vestment in infrastructure by providing local governments more flexibility and authority
to use public-private partnerships.
Supported SB 863, which reforms how liens are handled in the state workers compen-
sation adjudicatory process.

Nominations for the 2012-2014 term of the GBCC Board of Directors were an-
nounced at the June board meeting. As outlined in Chamber Bylaws, Article IV, Section
2, the Chairman shall appoint, subject to approval of the board, a nominating committee
of six members including one director from each term, a member-at-large, incoming
chair and the past chairman who acts as committee chair.In selecting members to serve on the Board, facts considered include geographic
location, classification of business, gender, ethnicity and position within a company to
ensure that the Board accurately reflects the community and the Chambers member-
ship. Board members serve three-year terms and may serve up to two consecutive terms
First-term nominations are Steve Murray, Murray Family Farms; Carla Musser,
Chevron;Brooke Antonioni , Trans West Security Service, and beginning his first
term after completing a vacant term,Rick Stevens, Stevens Transportation, Inc.
Second-term nominations areDanielle Wade, Bright House Networks;Linda Heald
Automobile Club of Southern California; and Shaun Kelly, TWIW Insurance Ser-
vices.
New board terms begin on January 1, 2012. Nominations for directors also may be
made by Chamber members by a petition signed by 25 members in good standing and
filed within 10 days of notification of nominations. If no petitions are filed, the nomi-nated slate of candidates shall be declared elected at the August Board meeting. If a
petition is received and verified, a general membership ballot will elect directors.
Continued to Oppose SB 469, which undermines local land use authority by requiring
cities to have economic impact reports for superstores.
Opposed SB 535, which increases costs and discourages job growth by implementing
unlimited fees and taxes under a cap-and-trade system by establishing the California
Communities Healthy Air Revitalization Fund.
Opposed SB 931, which would forbid all public agencies from using taxpayer dollars
to pay for outside consultants or legal advisors for advice in areas concerning public
union activity. This would have a dramatic impact on small counties, cities and special
districts.
Continued to oppose AB 52, which would increase bureaucracy on the health care
industry by regulating rate increases while ignoring the cost drivers of health care.

A legacy of Bakersfields Vision 2020 assessment of community needs, the annual
Community Wide Blood Drive for Houchin Community Blood Bank takes place this
year from August 1-20, 2011 to ensure there are sufficient blood supplies for Kern
County during the last month of summer vacation. Thirty-six groups have scheduled
mobile blood drives as part of the effort, and six of those are open to the public in Ba-
kersfield. Thanks to sponsors San Joaquin Community Hospital and Kaiser Perma-
nente, donors at the blood bank and on all mobiles will be entered to win a grand prize
trip for four toDisneyland and California Adventure, as well as one of the six $100
gasoline cards raffled off each week during the Community Wide Blood Drive.
The blood drive kicks off Monday, August 1, with a mobile at 21st and L Streets at
KGET TV-17 from 5:00 a.m. to 5:00 pm. Prime Cut will provide huge breakfast bur-
ritos to donors while supplies last, and LaRosa will be distributing fruit bars throughout
the event. The public is encouraged to visit the blood bank at 5901 Truxtun Avenue
during regular hours or one of the mobile drives to show their support for a safe and
adequate blood supply for our community.The Chamber and the Bakersfield Californian will host a mobile blood drive on
August 18 from 1:00 to 4:00 p.m. in their shared parking lot area on 18th Street
between Eye Street and H Street. Parking is available on the first two floors of the
18th and Eye parking structure across the street from the Chamber.
Other Community Wide Blood Drive sponsors are Clear Channel Radio, The Ba-
kersfield Californian, and Golden Empire Transit District. The Greater Bakersfield

Businesses need to take all availableprecautions to prevent heat illness amongtheir employees during the warm summermonths.
Heat illness occurs when the body'stemperature control system is unableto maintain an acceptable temperature.Under normal circumstances, the bodycools itself by sweating. However, whenhigh temperatures and humidity preventthe body from releasing heat efficiently,a person's body temperature can risequickly, causing numerous symptoms. Ifleft untreated, high body temperatures candamage the brain and other vital organsand, ultimately, lead to death.
In July 2006, Californias Division ofOccupational Safety and Health (Cal/OSHA) implemented new regulationsto protect outdoor employees from theeffects of heat exposure and mandatedtraining requirements for employees andsupervisors on the prevention, symptomsand treatment of heat illness. Theregulations apply to all companies withemployees working in outdoor places ofemployment. In addition to the trainingrequirements, employers must providepotable drinking water, access to shade,and compile heat illness preventionprocedures, including employee training,in writing.
The Heat Illness Prevention (HIP)Network is a voluntary public/privatepartnership established to informemployers and employees about heatillness prevention measures in orderto prevent fatalities and create a saferworking environment in California.HIP Network membership is free andinterested parties can join by submitting
name, title, organization name, telephonenumber and e-mail to [email protected].
