The past few years have been very hard for many of us, but
if there is one thing that will help bring us out of this tough
economy it is the growth and expansion of small businesses.
Small business growth would not be possible without daring
entrepreneurs, willing to take risks and build something out of
nothing. In 2012 the Chamber will celebrate these individu-
als and the companies they have founded, beginning withthe publication of our 2012 Bakersfield Guide & Business
Directory, which this year offers a special salute to Chamber
member businesses just announced as fastest growing busi-
nesses on the Inc. 5000 list.
The full-color guide segment of the 2012 Directory will include information on
Recreation; Tourism and Film; Arts and Entertainment; Hospitality; Economy; Educa-
tion; Healthcare; History; Travel and Transit; Distribution and Logistics; Oil and Energy
Agriculture; Real Estate; Workforce; Business Incentives; Government and Elected
Representatives; and Business Resources. The directory listing segment of the 2012
Directory lists all active (dues current) Chamber Members both alphabetically and by

The 2012 Bakersfield Guide & Business Directory will be distributed beginning in
early 2012 and throughout the year to more than 4,000 Chamber member representa-

participation in
the Bakersfield
Chamber of
Commerce will
be a way for me
to be part of an
organization that
plays a vital role in shaping our com-
munity. My experience with this chamber
is that it has made an effort to take a bal-anced approach between preserving our
quality of life while promoting growth and
a strong local economy. I look forward to
participating in this effort.
Carla Musser is responsible for manag-
ing Chevrons Policy, Government and
Public Affairs activities for Chevrons San
Joaquin Valley Business Unit and also cen-
tral California. Her responsibilities include
managing government relations, media
communications, internal communications,
and community relations. In this role she isresponsible for developing and implement-
ing strategies to help Chevron become
the energy company most admired for its
people, partnerships, and performance.
Carla holds a bachelors degree in Busi-
ness Administration from the University of
LaVerne. She is a certified Senior Profes-
sional Human Resources (SPHR) with the
Human Resources Certificate Institute, and
a member of the Public Relations Society
of America.
She is actively involved in the com-
munity and has served on several boardsin the Bakersfield community: Court
Appointed Special Advocates of Kern
County, Bakersfield Association for Re-
tarded Citizens Foundation Board, Kern
Economic Development Corporation,
Leadership Bakersfield Advisory Council,
and is a current board member for the Al-
liance for Women in Energy and the Kern
Economic Development Foundation.

Brooke Antonioni is the President/
CEO for Trans-West Security Services,
Inc. Brooke also serves as the Vice Presi-
dent of Trans-West Services, Inc. Trans-
West provides professional services inthe areas of physical private security
and commercial and industrial cleaning.
Brooke and her family are natives of Ba-
kersfield and involved in the oil service
business in Kern County going all the
way back to the 1930s. Brooke has her
bachelors degree in Communications
and Masters degree in Public Adminis-
tration from California State University
Bakersfield (CSUB). Brooke is extremely
involved in the Community and active
in various service clubs and foundation
boards, including, Rotary, BakersfieldMemorial Hospital Foundation and the
Tree Foundation of Kern County. This
community engagement flows over to the
operation of Trans-West as well!

Chamber Hosts Task Force Seeking to Cut Red Tape
Business and local leaders gathered
at the Chamber for aJoint County/City
Jobs Task Force meeting October 20.
Born out of a conversation at a ribbon
cutting event, local representatives, As-
semblywoman Shannon Grove, Kern
County SupervisorsMike Maggard
andKaren Goh, and Bakersfield City
CouncilmenDavid Couch andKen Weir,
wanted to hear from businesses what
specific problems they encounter fromregulators. They want to identify both
issues and solutions.
According to Assemblywoman Grove,
I want to make Kern County a place
business comes to and thrives while pro-
viding an example to the rest of the State
on what to do right in growing businesses
and jobs. This was a sentiment shared by
all of the leaders present.
Many of the challenges shared by busi-
ness people during the meeting stem from
Federal and State regulations including
those that are implemented by the County
and the City. The most challenging ap-
peared to be the California Environmental
Quality Act (CEQA) and National En-
vironmental Policy Act (NEPA) require-ments. CEQA creates a great deal of
uncertainty to developers of large and
small projects as a company will be mil-
lions of dollars and years into a project
and have no certainty, if or when, it will
be able to complete the project. Compare
the same process to other states where the
investment is a few hundred thousand dol-
lars, a few months and a permit is issued to
start construction. Litigation concerns on
projects also create a great deal of uncer-
tainty. Another often repeated topic was
that of duplication. There is CEQA and
NEPA, Occupational Safety and Health
Administration (OSHA) and Califor-
nia Department of Industrial Relations
Division of Occupational Safety and
Health (Cal/OSHA), and on and on.
Suggestions and complaints were
gathered and will be reviewed by the
task force. There will be follow up
discussions and findings on what can,
or needs to be done and how that maybe achieved. Our local representatives
are trying to foster an environment for
growth and prosperity in a State that
continues to foster uncertainty and
distress.
The message from our businesses,
those around the State and those look-
ing to come to California, seems to be,
give us regulatory certainty and less
duplication.

its program of work and discussed ways to assist
businesses in the County with International
Trade. In November, attendees have been
asked to make a brief presentation about their
business and expertise in international business
and trade. Anyone interested in learning more
about international trade is welcome to join the
committee which meets the first Wednesday of
the month from 3:00 4:30 p.m. at the Chamber
office (please note the meeting time change). The
next meeting is November 2.

The October session of Leadership Bakersfield
focused on local arts & culture. Participants
were guided on a downtown walking tour by

the Guild House, Spotlight Theatre, Buena
Vista Museum of Natural History and Buck
Owens Crystal Palace. Thanks are extended

Kern Community Foundation was
awarded a $500,000 grant from The
James Irvine Foundation to increase itsphilanthropic and leadership capacity. The
grant was one of 24 new grants totaling
$8.8 million recently approved by the
Board of Directors of The James Irvine
Foundation. One way this grant will benefit
Kern County is by providing dollars to fund
projects that build the capacity of arts and
culture organizations.

$3.5 billion of the construction fund-
ing is from the Federal Rail Authority.
This funding is dedicated to construc-
tion in the Central Valley and putting
people back to work. Could we give
the money back? Absolutely. Would
returning the money reduce the Federal
Deficit? No. The money is programmed
for federal rail projects and would be
reallocated to another state that would
then benefit from the federal invest-
ment. This is exactly the same way
that California stands to benefit fromFloridas decision to forgo federal fund-
ing for its high speed rail project.
Today, more than ever, California
businesses face increasing demandsto comply with labor laws. California
employers and businesses are required

at their places of employment to avoid
fines and penalties.
The Greater Bakersfield Chamber of
Commerce is currently taking orders
for the 2012 California and Federal
employment posters, which will include
the new notice issued by the National
Labor Relations Board (NLRB) entitled
Employee Rights Under the National
Labor Relations Act. Please note thatpending lawsuits may change or elimi-
nate the NLRA requirement, but the
2012 California and Federal employ-
ment Posters will still be mandatory.
