    Rebecca Lincoln, Toula Moua, Debra Perez, Daphne Post, Jackie Walther-Parnell 1. Call to Order/Roll Call: The Chair, Ms. Debbie Glass, called the meeting to order at 3:35 p.m. Roll

    call was taken.

    2. Approve Agenda: It was M/S/C Fowler/Bittner to approve the agenda with Item 13, the MCOE YOP and EMPOWER Facility Tour, moved up after the Item 5 Presentation.

    3. Approve Minutes: It was M/S/C Walton/Newlon to approve the August 17, 2011 minutes as

    corrected.

    4. Public Opportunity to Speak: Ms. Claudia Corchado introduced Mr. Michael Hulleberg who is currently working as an intern for the Central California Regional Obesity Prevention Program (CCROPP) at United Way.

    5. Presentation: YOP and EMPOWER Participants - Ms. Rebecca Lincoln introduced Shaneice

    Hickerson (EMPOWER Participant) who began ROP training in Office Technologies in Medical Environments on Nov 7th on EKG and obtained a position with Forte.

    6. MCOE YOP and EMPOWER Facility Tour: MCOE staff provided members with a tour of the youth

    programs facilities.

    7. Announcements (Roundtable): Each member introduced themselves and provided updates for their organization:

    AB109 will provide funding to hire additional probation officers to monitor early release of non-violent prisoners with minimal supervision. Merced Office of Education Valley High Campus is a new school that opened behind the California Highway Patrol office in Atwater, CA. The Career Industry Day at the Merced County Fairgrounds is scheduled for October 25th, 8:30 – 2:00 which will include the “Extreme Entrepreneurial Tour” with two sessions scheduled: 8:45 a.m. and 11:30 a.m. The Summer Camp for Foster Youth in 5th, 6th and 7th grades is scheduled for June 11-15, 2012 at the Jack L. Boyd - Camp Green Meadows Outdoor School. The ROP Automotive

  • Training Center at Castle Airport, Aviation and Development Center (Castle) is open on a limited basis; however by next year the Castle ROP Automotive Training Center will be closed for remodeling and is anticipated to reopen in 2013 or 2014. The “Lights On” will be tomorrow on Main Street at 6:00 p.m. The Challenger Learning Center of the San Joaquin Valley located at Castle is open and representatives are still in lease negotiations with the County.

    Assembly Bill 12 which will affect the length of stay in Foster Care takes effect January 1, 2012. Last year, five (5) youth received vouchers for Section 8 which allows transitional housing for up to two (2) years. The Boys & Girls Club of Merced charged a fee for service for the summer courses. The Algebra Academy had sixty (60) incoming freshman who were required to retake Algebra: Forty-seven (47) completed and passed this program and are now in enrolled in Algebra 1. Twelve (12) youth attended the Leadership Class at Camp Green Meadows. A karaoke contest fund raiser is scheduled for December 2, 2011 for ages 21 and over. On Oct. 8th there will be an Open House for the “International Observe the Moon Day.” The Boys & Girls Club is opening an Early Childhood Education room for children under 4. Also, two (2) used vans were given to the Boys & Girls Club from the County. Ms. Rhonda Walton informed members that they were still working on getting the MCOE foundation structure in place. Job Corps NorCal centers are full and are opening the SoCal centers for Merced County, San Diego, Long Beach, Los Angeles, and San Bernardino. There is one young mother who will be going to the Alaska Job Corps Center which allows parents to go along with their child. U.C. Cooperative Extension: Information regarding two national initiatives was shared - Science and Technology and Healthy Lifestyles. In the Science and Technology area, Mr. Mahacek will be presenting the 4-H Robotics Curriculum which is a new National 4-H curriculum developed in Merced. Another item of interest is the statewide grant with Thrives Foundation (4-H) which will train club officers in August at UC Merced. A Countywide project targeting middle school age will be held at HSA on Wardrobe Avenue starting on October 27th.

    8. Discussion/Possible Action: a. California Workforce Association’s (CWA) Annual Youth Conference - January 17-19, 2012:

    Melissa Abby, Claudia Corchado and Nancy Havens will be attending the CWA Youth Conference. Ms. Havens requested that members complete the survey that was sent out by CWA as to what they would like to see presented at the conference.

    9. Reports: a. Fiscal Reports: A copy of the reports was provided in the meeting packet. b. AB 554: The Governor signed AB 554 on Oct. 6th, 2011. This bill will affect how some

    Workforce Investment Act funding may be spent. Ms. Havens will continue to follow the bill and bring any new information to the members.

    11. Chair Comments/Future Agenda Items: Ms. Glass asked members if they would like to schedule a

    business recognition event in the spring to recognize businesses that have hired or have “work experience” youth. The members agreed that it would be a good idea and the event should occur around April of next year. Rhonda will chair the Ad-Hoc Committee for this event. Additional volunteers are: Claudia Corchado, Debbie Glass, Bob Bittner, Daphne Post, Melissa Abby, Nancy Havens and Kathy Wyman of the ROP.

    Ms. Glass mentioned that Andrea Baker, Director of Workforce Investment, is retiring this week and Brian Cutler will be the Acting Director. A New Member Orientation will be offered at 3:00 p.m. by Nancy Havens - all members as well as new members are invited. Please respond to Ms. Havens if you plan attending the orientation.

    Develop a coordinated plan for the youth portion of the Workforce Investment Act plan. Decide which provider(s) should be awarded grants and/or contracts to provide high quality activities and services to youth. Coordinate with the chosen provider and all local vocational and educational entities related to workforce preparation. Provide input from and feedback to all stakeholders regarding the development and advancement of youth in Merced County.

    3) List all experiences you feel would be advantageous to the Youth Council.

    Fifteen years in education with at-risk youth, Valley Court and Community School. Eight years as a teacher for English Language Arts and seven years as an administrator. Experience in program/curriculum development, community and parental involvement, student guidance, mentoring and counseling, budget development and oversight, grant research and writing, and coordinating with all levels of youth support in Merced County. Currently Coordinator for MCOE WIA Programs.

    4) Please list any other information that you feel would be pertinent to this application.

    I currently provide oversight for In-School (YOP) and Out-of-School (EMPOWER)Youth Programs for Merced County. Through the Youth Council, I'm better able to coordinate all resources and information to ensure the success of the youth that the WIA programs serve. Second, it's important too me personally that the youth in our community are empowered to achieve personal success and financial independence.

The Ad-hoc Committee is requesting the Council select two dates (primary and alternate) between April 17th and May 17th (Tuesday-Thursday) to schedule the facility. Ms. Canal stated that due to her other commitments she can no longer serve on the Youth Council. Ms. Canal expressed her appreciation for having had the opportunity to serve as a Council member. Her resignation is effective October 19, 2011. Ms. Newlon expressed her pleasure in serving on the Council and nominated Daphne Post as her replacement as a “Representative of Organizations with Experience Relating to Youth Activities.” Her resignation is effective December 14, 2011. Performance reports are generated quarterly to update the status of local performance from the beginning of the program year through the end of the last quarter for which data is available. Local performance measure data is detailed below, which represents performance from July 1, 2011 to September 30, 2011 (First Quarter). Based on the Department’s internal reporting system using data sent to the State, it appears that all youth measures are currently being met (attainment of 80% of measure is considered meeting the measure).
