City Hall Groundbreaking Hundreds of Palm Coast residents gathered October 29 to celebrate a historic moment – the groundbreaking for our new City Hall. Under gorgeous blue skies, the crowd looked out onto Central Park and Town Center, where stakes had been placed at the four corners of what will become the new building. The Mayor and City Council joined with others for the ceremonial tossing of the dirt with gold shovels. Mayor Jon Netts called it an “epic moment” for Palm Coast. “Our new City Hall will become our own symbol of friendship and diversity, connecting public servants to Palm Coast as the community that we love, the place where we’ve always counted on each other in very special ways,” he said. Construction will start soon!

Boo Bash

Held on Friday, October 24 at Belle Terre Park, the Halloween Boo Bash saw over 1,000 ghouls and goblins enjoying a variety of bounce houses, the costume contest; carnival style games, sand art, food and lots of fun. The Halloween Boo Bash was brought to the community by the City of Palm Coast and Wadsworth Elementary.

Palm Coast Celebrates “Bike Florida” Planning Staff made a presentation at the 2nd Annual Bike Florida-Celebration of Cycle titled “How Palm Coast became a City of Trails”. The City was invited to provide a history and overview of the City’s Bicycle-Pedestrian program and the program’s relationship to the City’s economic development strategy. PLANNING:

Staff made a presentation at the 2nd Annual Bike Florida-Celebration of Cycle titled “How Palm Coast became a City

of Trails”. The City was invited to provide a history and overview of the City’s Bicycle-Pedestrian program and the

program’s relationship to the City’s economic development strategy.

CAPITAL IMPROVEMENT PROJECTS

The following is an update since last week for capital projects in the City from October 23, 2014 through October 29,

2014.

Road and Median Projects

Palm Coast Parkway Six-Laning Construction 42% Roadway widening and sidewalk installation east of I-

95 bridge continues.

Bulldog Drive Roadway

Improvements Construction 97% Planting of trees is complete. Remaining work

includes shrubs, sod and pump station work.

City Facility Projects

City Hall Construction 0% Groundbreaking Ceremony was held on 10-29-14.

Non-City Projects

I95 Interchange at SR 100 Construction 10%

This project will create merge lanes on SR100 to

access the northbound and southbound on ramps. The

proposed work began this week. Contractor has

extended a side drain, placed a new curb inlet with

pipe (top to be placed Monday), removed the asphalt

shoulder and concrete sidewalk through the

westbound right turn area. Next week the contractor

will be placing conduit, rough grading the shoulder

and placing curb and gutter. Work is scheduled to

continue on the westbound left turn lane and be

completed several weeks after that. Once completed

on the westbound right turn lane, work will then be

starting on the eastbound right turn lane.

Palm Coast Parkway 6-Laning

Flagler Humane Society would like for you to keep an eye out for one of our “feral” cats,

Rocco. He is a large tiger colored cat with a raccoon striped tail. He went missing from

our facility sometime last week. He is greatly missed. He is a member of the Blue Moon

Cat Sanctuary and they would like for him to come home. They are offering a $500

reward for his safe return. Rocco is notorious for trying to get into cars and we are afraid

that this is what may have happened. Please help us bring Rocco home.

Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire stations

in Flagler County. You can drop off donations anytime at your nearest fire station. FHS

appreciates all donations, especially those from our Wish List (available at

flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com

link on the FHS website and ship them directly to the shelter.

FHS Thrift Store is now taking furniture in good condition for resell. Drop offs can be

made at the back of the store during store hours only. We appreciate all donations and ask

that they be clean and in working order before drop off. We have limited access to

washers/dryers and sinks. Every little bit helps and we accept everything except large

appliances.

Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets

at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast

every Sunday. Come and see Howard and his crew to adopt your next furry family

member!

Successful Fundraisers/Events: We appreciate everyone that came to this past month’s

“Howl-O-Ween” Yappy Hour hosted by Turtle Shack Café. Everyone enjoyed an extra

HOUR of fun! There were prizes and costumes galore. The night was a great success!

Upcoming Fundraisers/Events: Don’t forget to come out to the shelter for the “Certified

Pre-Owned Pet Event and Walk”. We are partnering with Palm Coast Chrysler Dodge

Jeep Ram for the event on November 8 from 10am-5pm. There will be free adoptions,

food, music, games and entertainment. This will also be the Rain Date for the Fast &

Furriest Walk participates! The walk will begin at 11am. PetSmart representatives will be

onsite with free goodies for adopters. Check the FHS website and Facebook page for

more details.

Also on November 8 from 6 pm – 8 pm, the Flagler County Art League presents “Walk

with the Animals”. Stop by for the open reception. The event runs from November 8 to

Save the Date for the FHS third annual “Putt for Paws” on December 7 and hosted by

Palm Harbor Golf Club. You can register until November 25 but don’t wait too long –

Operations Division staff working closely with fiber contractor as the RR build goes to permitting.

Operations Division staff working on bringing in national level ISPs to Palm Coast, this will open doors to a different tier of high speed customers.

Operations Division staff working with current FiberNET customers and Palm Coast Internet, to migrate customers due to Lux ceasing services in Palm Coast. This will keep existing customers on FiberNET but with a different service provider.

Applications Division along with members of the City Clerk's office sat through a demo about a new Agenda Management solution and also implemented another demo of the same software.

Applications Division updated the website with Feet to Feast registration information.

Applications Division updated the website with information about the Christmas Tree Lighting and Holiday Events/Parade with online Parade registration.

GIS Division has scheduled the upgrade of our GIS platform for November. 7, 2014.

Operations Division received 65 Track IT’s this past week.

Operations Division staff have completed evacuation of Unit 103; this was used as office space and IT storage.

Operations Division staff completed migration of all old email from the old ArcMail system to the new GFI Mail Archiver.

Operations Division staff continued preparing new pc’s for rollout, this is part of the 4 year replacement plan.

PUBLIC WORKS

Applications Division completed new upgrade of Inform software to capture fuel inventory at specific intervals onto database for reconciliation.

COMMUNITY DEVELOPMENT

GIS Division provided Community Development with a presentation style map of the Palm Coast Parkway Overlay Zone boundary and zoning districts for an upcoming City Council agenda.

GIS Division provided Community Development with an inventory of properties contingent to the Secretary Trail flood hazard area.

GIS Division staff prepared the proposed revision of coastal hazard areas in Palm Coast, for Community Development

ENGINEERING & STORMWATER

GIS Division created a rain event analysis map for the Stormwater Department. This is of the rain event from September 26-October 4 2014. The map can be viewed here.

FINANCE

GIS Division staff prepared the FY 2013/2014 easement inventory for the Finance Department.

UTILITY

GIS Division has scheduled the upgrade of our InfraMAP platform for December. 10, 2014.

Fire Department

In the past week, the department responded to 157 calls. There were two structure fires with minimal damages noted, three brush/wildfires and two vehicle fires. A total of 150 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 229 out of a possible 800 and the fire danger is low.

Join this group of gifted carvers as they share their skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed group of men and women at all levels and abilities. Visitors are welcome. Game Day Social – Thursdays from 1-4p at the Palm Coast Community Center. As the name suggests, Game Day Social is comprised of a lively, spirited group of individuals who enjoy the camaraderie and competition of dominos, a variety of card games or board games. Each month we will visit a new restaurant to enjoy a new cuisine or new location. Our first meeting will be held on Thursday, November 13 at Joe’s New York Pizza & Pasta at 5:30 pm. Pre-registration required. Women’s Self Defense Class – Instruction provided by Corporal Lutz of the Flagler County Sheriff’s Office. Women will learn effective methods to ward off an attacker. This class is perfect for those individuals wanting to learn how to better protect themselves. Ages 12 years

The temporary modification of the disinfection treatment ended on Monday when the switch was made

from free chlorine back to chloramines.

The average water demand for the week was 7.185 million gallons per day; the average wastewater flow

was 5.742 million gallons per day.

Installed 23 new domestic meter/backflow services, 4 new reuse meters, 1 new pep tank and replaced 5

damaged tanks.

This week 154 utility customers were shut off for non-payment.

Bulldog Drive Phase II update - installed 50 trees, installed drip line irrigation and final grade in

preparation for next week’s plant delivery.

ZLD Water Treatment Plant #2 – Testing of the telemetry system and calibration of meters and other

equipment continues.

Water Treatment Plant #3 Concentrate – Electricians continue to install underground conduits for

electrical wiring. The form boards and footers are being installed.

Graded 7,020 feet of swales, cleaned 53 culvert pipes and repaired 1 outfall.

Re-aligned 150 linear feet of ditch at 68 Renshaw Drive including the removal of 20 trees.

Mowing in “E”, “U”, “F”, and “B” sections. Mowing Whiteview Parkway, Rymfire Drive, Pine Lakes

Parkway, Belle Terre Parkway, Royal Palms Drive and Palm Coast Parkway.

Special Events - Staff provided “early voting” message boards; provided light towers and message

Her equestrian-inspired and luxurious Salamander Resort & Spa opened in August in Middleburg, Va., in the heart of Virginia’s horse and wine country. The portfolio also includes the recently announced and equestrian-inspired Tryon Resort near Asheville, N.C. Johnson is also Vice Chairman of Monumental Sports & Entertainment and President and Managing Partner of the WNBA’s Washington Mystics. She is also a partner in Mistral, the makers of fine bath, body, and home products; and in November 2012 launched her own collection of luxury scarves, inspired by her travels around the world and manufactured in Italy. In 2013, in recognition of her entrepreneurial success, she was invited to serve as a judge for Ernst & Young’s World Entrepreneur of the Year Award—the only judge on the international panel to represent the United States. Johnson has long been a powerful influence in the entertainment industry, starting with her work as founding partner of Black Entertainment Television. She has served as executive producer of four documentary films, including Kicking It, which premiered at the 2008 Sundance Film Festival; A Powerful Noise, which premiered at the 2008 Tribeca Film Festival; She Is the Matador; and The Other City, a critically acclaimed portrayal of the HIV/AIDS crisis in Washington DC, which premiered at the 2010 Tribeca Film Festival. About Charles Freeman, Executive VP/Chief Revenue Officer for the Orlando Magic “Pure Magic” will be the topic of the speech by Charles Freeman, who is in his 19th season with the Orlando Magic and was promoted to executive vice president/chief revenue officer in July 2012. Freeman’s responsibilities include oversight and management of ticket sales, premium sales, client services, ticket operations, corporate partnership, marketing, arena operations and retail. Freeman started with the Magic in 1996 as a market research analyst for corporate sponsorship and broadcast sales. He was responsible for all research and strategic planning for the department. In 1997, Freeman was promoted to business manager of sales and was in charge of developing, and implementing new business strategies for the sales division. City of Palm Coast to celebrate opening of Long Creek Nature Preserve Palm Coast – The City of Palm Coast will hold a ribbon-cutting ceremony to celebrate the opening of Long Creek Nature Preserve at 1 p.m. Monday, Nov. 3. The public is encouraged to attend. Long Creek Nature Preserve is located at 1050 Palm Harbor Parkway. The event will include remarks by Mayor Jon Netts, Flagler County Attorney Al Hadeed and others, and a celebratory ribbon-cutting. Light refreshments will be served. Attendees will have the opportunity to explore the new park. Phase 1 of the project included construction of a path and boardwalk to new canoe/kayak launches into Long Creek and College Waterway, installation of shoreline stabilization along College Waterway, construction of a fishing pier along College Waterway with floating dock for boat mooring, and an entrance to the site with a parking area. The $1.46 million project was being funded by the City of Palm Coast and the Florida Inland Navigation District. The contractor was Saboungi Construction Inc. The Long Creek Nature Preserve is about nine acres in size, connected to the 225-acre Long Creek Basin. The nature preserve property was purchased in 2008 with grants from Florida Community Trust and the Flagler County Environmentally Sensitive Lands Program. The Long Creek Basin property was donated to the City. Located between neighborhoods that border Long Creek and Big Mulberry Branch Creek natural corridors, the new nature preserve provides access to the City’s saltwater canal system, and eventually facilitate access to the Pellicer Creek Aquatic Preserve and other regional attractions. Its natural beauty will be a living laboratory for environmental education programs, including for the Children Helping in Resource Protection – or CHIRP – program, offered by the City of Palm Coast for Flagler schoolchildren. A major archeological resource, the Hernandez Landing Site, relates to the early 1800s Plantation Period in Florida and is located just east of the project site on City-owned property. This resource is slated for enhancements in a later phase of the project, and its interpretation will convey the history of the landing site and its importance in regional and statewide history. The City also plans to build an Environmental Education Center at the preserve in the future.

NEWS RELEASE Contact: Brian Matthews, Environmental Specialist City of Palm Coast 386-986-2353 Oct. 27, 2014 City of Palm Coast announces Eastern Standard Time watering restrictions Palm Coast – The Palm Coast City Council has adopted a landscape irrigation policy for Eastern Standard Time, aligning with the restrictions issued by the St. Johns River Water Management District.

From Sunday, Nov. 2, 2014, through March 8, 2015, residential and non-residential (business) consumers may water lawns and shrubs according to the following provisions:

1 – Irrigation is limited to one day per week

2 – Odd-numbered residential addresses irrigate on Saturday 3 – Even-numbered residential addresses irrigate on Sunday 4 – Non-residential (businesses) irrigate on Tuesday

5 – Users of private irrigation wells may irrigate at any time on their designated day except between the hours of 10 a.m. and 4 p.m. 6 – Users of the City’s water system for irrigation may water only between midnight and 10 a.m. on their designated day 7 - Irrigation is limited to ¾ inch of water per irrigation zone and to no more than one hour per irrigation zone 8 – Hand-held hoses equipped with automatic shut-off nozzles and drip systems/bubblers are allowed at any time 9 – The use of reclaimed water is allowed at any time, but when reclaimed water is available, the use of private irrigation wells is not authorized

These restrictions apply to water withdrawn from ground or surface water, from a public or private well or pump or from a public or private water utility. They do not apply to irrigation using reclaimed water or stormwater. Restrictions and exceptions can be found on the City of Palm Coast website at www.palmcoastgov.com. Time to sign up for City of Palm Coast Starlight Holiday Parade & Event

Palm Coast – Organizations and businesses that want to participate in the City of Palm Coast’s 2014 Starlight Holiday Parade & Event in December should sign up now! The deadline for entries is Monday, Nov. 10.

Participants may register online at www.palmcoastgov.com/starlightparade. Or print out the parade entry form and return it as directed on the form.

The Starlight Holiday Parade will begin at 6 p.m. Saturday, Dec. 13, at Central Park in Town Center – featuring colorful lighted floats, talented marching bands, and prizes for the top entries. All participants are encouraged to add lighted holiday displays to their floats. The route will begin at the Round-About on Central Avenue (east of Market Avenue) and head east; turning north onto Park Street, east onto Lake Avenue, and south on City Place; then continuing south on Bulldog Drive.

Parade entry is free. The judging categories will be: Best of Parade, Best Marching Unit, Best Float, Best Decorated Vehicle and Best Banner.

Prior to the Holiday Starlight Parade, the City of Palm Coast's Parks & Recreation Department will host a fun-filled afternoon at Central Park starting at 2 p.m. Visitors will enjoy live entertainment and performances; arrival of Santa and pictures with Santa, face-painting, sand art, food and beverages. Santa will visit with children until 5:30 p.m., and a photographer will be available for photos.

From time to time our agreements with cable channels and television stations come up for renewal. While we do not anticipate any loss or disruption of service, regulations require us to notify you of the possibility of losing programming. Therefore, please be advised that our agreements with NHL Center Ice, NHL Network, Outdoor Channel, Youtoo, and Zap2it remain in effect on a month-to-month basis, but we may have to cease carriage in all formats i f our authority to continue is withheld.

We are working diligently at this time to come to acceptable and fair terms with all these channels.
