Memorandum of Understanding between the All Faculty Association and the Sonoma County Junior College District Dissolution of the Business Office Technology Department July 29, 2009 AFA and the District agree that the Business Office Technology Department (BOT) be dissolved effective the 2009-10 academic year. All Faculty Association and the

Sonoma County Junior College District

Dissolution of the Business Office Technology Department

July 29, 2009

AFA and the District agree that the Business Office Technology Department (BOT) be dissolved effective the 2009-10 academic year. The date of this dissolution shall be August 13, 2009.

As a consequence of the dissolution:

1. Each BOT course at the date of dissolution will become part of the Computer Studies Department (CS), become part of the Business Administration Department (BAD), or become inactive. [SEE ATTACHMENT 1.]

2. Each BOT Regular Faculty Member at the date of dissolution will be become a member of either CS or BAD. [SEE ATTACHMENT 2.]

Although the courses in BOT are listed separately in the Catalog and the Schedule of Classes, the BOT curriculum will be the responsibilities of CS and BAD at the date of dissolution, as described in Attachment 1.

Present BOT faculty who possess the Minimum Qualifications for any course in either CS or BAD may be assigned to teach that course. Article 13: Department Chairs

With regard to 13.06, AFA and the District agree that the recalculation of the CS and BAD chair reassigned time will reflect all adjustments to elements of the formula related to the dissolution of BOT effective 2009-10 academic year, and that the total computed

reassigned time for the CS and BAD chairs (and any reassigned time delegated to program coordinators) shall not be less than the sum of the 2008-2009 computed reassigned time for BOT, CS and BAD chairs. (Actual reassigned time will be determined by formula.)

Article 14: Evaluations

With regard to Article 14A.O5D, CS and BAD will review their Implementation Procedures and create a new Rotation List for evaluations that incorporates present BOT members as required by the conditions of this MOU. [SEE ATTACHMENT 3.1

Article 15: Faculty Service Areas and Competency Standards

Regular Faculty members presently in BOT will receive an email advising them of their rights to apply for FSA's in CS and BAD for which they qualify.

Article 16: Hourly Assignments

With regard to 16.03, CS and BAD will make hourly assignments according to the attached Departmental Procedures. [SEE ATTACHMENT 4.1

With regard to 16.04, any BOT faculty member with Minimum Qualifications of at least one course in CS shall be inserted into the CS length of service list, and, any BOT faculty member with Minimum Qualifications of at least one course in BAD shall be inserted into the BAD length of service list. These insertions shall be made according to the correct dates of hires in BOT, CIS, and BAD. In the case of identical dates of hire, ordering shall be determined by random lot; however, the original ordering in the BOT length of service list must be preserved within the two merged length of service lists. [SEE ATTACHMENT 5.1

Each faculty member's like-load rights as described in 16.04.B.1 shall be preserved.

For Fall 2009, hourly assignments for present BOT, CS, and BAD courses shall be made as described in 16.04.C. 1 using the current BOT, CS, and BAD length of service lists and Departmental Procedures respectively. Any hourly assignments remaining 16.04.C. 1 has been satisfied with respect to these three lists are considered "new or increased assignments."

For Spring 2010, hourly assignments for present BOT, CS, and BAD courses shall be made as described in 16.04.C. 1 using the current BOT, CS, and BAD length of service lists and Departmental Procedures respectively, up to 40% per faculty member. Any remaining like load obligation shall be satisfied using the new merged length of service lists.

For Summer 2010, Fall 2010, and thereafter, hourly assignments for present BOT, CS, and BAD courses shall be made as described in 16.04.C. 1 and the revised Departmental Procedures using the new merged length of service list.

Rotation List and Implementation Procedures

Process for Developing Rotation List and Implementation Procedures

An Evaluation Rotation List and Implementation Procedure were developed for the Business

Administration Department and will become effective fall 2009. These procedures were developed

before the merger of Business Office Technology (BOT) Department faculty into the Business

Administration (BAD) Department. Therefore, during the development stage, BAD and BOT held

separate department meetings to approve the procedures. On November 14, 2008, the BAD

Department held its meeting, and on November 19, 2008, the BOT Department held its meeting.

Adjunct instructors were invited to attend their respective department meeting. BAD and BOT have

voted to accept this Evaluation Rotation Implementation Procedure that will be used by BAD effective

fall 2009.

Rotation List

Beginning fall 2009 the Evaluation Rotation List will be used. To begin this new Rotation List, the names

of all regular faculty are placed on the Rotation List in chronological order using the faculty member’s

hire date with the longest-term faculty member listed at the top. Regular faculty having less than a 60

percent contract load in the department are required to do every other evaluation that would normally

be assigned to them from the Rotation List.

Implementation of Rotation List

1. At the beginning of each academic year, all regular faculty members to be evaluated who have

chosen to have a Discipline Peer assigned will be placed on an Evaluee List by their hire date, the

longest-term faculty member being listed at the top.

2. The first faculty member listed on the Evaluee List will be assigned the first faculty member on the

Rotation List as his/her Discipline Peer. This process will continue until all Evaluees have been

assigned a Discipline Peer from the Rotation List.

3. All Evaluees will be notified via email of their Discipline Peer appointments. An Evaluee may reject

the Department Peer appointee. This rejection must be made in writing to the Department Chair

within two weeks of the date of the email advising the Evaluee of the appointment. The

Department Chair will then assign the next faculty member on the Rotation List. An Evaluee is able

to reject one appointee only.

4. The Department Chair is exempt from the Rotation List.

bottom of the Rotation List in the order of the appointments that year.

6. After Discipline Peers have been appointed for the regular faculty being evaluated, the Rotation List

will be used to assign the Discipline Peers for adjunct evaluations.

7. All adjunct faculty members to be evaluated will be placed on an Adjunct Evaluee List by their hire

date, the longest-term adjunct member being listed at the top.

8. The first adjunct faculty member listed on the Adjunct Evaluee List will be assigned the first faculty

member on the Rotation List as his/her Discipline Peer. This process will continue until all Adjunct

Evaluees have been assigned a Discipline Peer from the Rotation List.

Rationale

Instructors must demonstrate the ability to use various technology to deliver and manage a course online. In addition, instructors must have been an online student and understand pedagogical issues that must be addressed differently in the online environment.

Verifiable Criteria

Prior to spring 2009, the faculty member must have developed at least one

online class, created the course materials and evaluation system, and taught

the online class for more than two semesters. The online course

development must be original and does not include cloning or modifying an

online course developed by another faculty member or a publishing

company.

Instructor must show proof that s/he has:

1. Completed online workshops/courses/programs that provide technical

skills, i.e., CATE, WebCT, Blackboard, Moodle, or other course

Rationale

Emphasis is placed on the business practices used in a global economy, with emphasis on tasks required of administrative support personnel. Instructor must have traveled outside of the United States, and preferably to other continents, to be able to provide students with first-hand knowledge and experiences. Preference will be given to instructors who have worked in another country and/or who have worked in the U.S. for a multi-national or international company and have traveled to other countries on business. Experience with intercultural communication is essential for this course.

Verifiable Criteria

• Two or more years experience traveling and/or living in other country(ies).

• Listing of employment in another country or in the U.S. for a multi-national or international company.

• Resume or other similar documentation listing experience performing administrative tasks for a multi-national or international company that relate specifically to working with clients/customers in other countries.

Rationale

Courses incorporate the most updated legal and court procedures required in California, especially in Sonoma County. Laws and legal procedures can be updated every six months. Besides legislative changes, there are procedures that are changed in law offices, courts, and supporting county and state offices. It is imperative instructors have current experience working in the legal field. NOTE: BOT 85.1, Intro to Legal Professions, is not a legal procedures course. It is a required course of the Legal Secretary Program to introduce students to common legal occupations (legal secretary, paralegal, attorney) and the duties and responsibilities of those professionals. This particular course does not require the instructor to have recent experience in the legal field and does not require special expertise.

Verifiable Criteria

Instructor must have 3 years of experience teaching legal procedure courses and be employed in the legal field for a minimum of 5 years within the last 10 years. or Instructor must hold a Legal Secretary Certificate, Paralegal Certificate, or a Juris Doctorate Degree and be employed in the legal field for a minimum of 5 years within the last 10 years.

Computer Studies Department

Departmental Procedures for Making Hourly Assignments

February 2009

1. Hourly Assignment Defined:

Hourly assignments are all assignments remaining after regular, probationary

and temporary faculty assignments have been made or determined.

2. Initial Eligibility:

According to the AFA/District Contract, except for adjunct faculty responding to a

less than “Satisfactory” evaluation conclusion, only faculty members who have

received a “Satisfactory” or better evaluation conclusion can be considered for

hourly assignments.

3. Program Needs:

The CS Department has identified the following courses as those requiring

special experience and/or expertise on the part of the faculty member in order to

meet the needs of students. Only those faculty members who can demonstrate

the required experience and/or expertise will be assigned to the courses listed

below:

1) Adobe Certified Training Program Courses: The Computer Studies

Department is an Adobe Certified Training Provider. In order to retain this

industry partnership, all courses that are part of the Adobe Certified

Training Program must be taught by instructors who have passed the

Adobe Certification Exam (ACE) for the application being used in the

course.

2) Cisco Networking Academy Courses: SRJC is a Cisco Regional

Networking Academy. In order to retain this industry partnership, all

courses that use the Cisco Networking Academy curriculum must be

taught by instructors who have passed the corresponding instructor level

training course through a Cisco Academy Training Center or regional

academy, as well as an Academy Orientation course.

3) Programming Courses (see attached list): Must have either (1) passed a

course in computer programming of at least 3.0 units from an accredited

college or university, OR (2) worked as a full-time computer programmer

for at least 5 of the last 10 years, OR (3) taught a computer programming

course at an accredited college within the last 5 years.

4) Graphic Design Courses (courses with “GD” prefex): Must have either

(1) 5 years of graphic design work experience in the last 10 years, (2) a

bachelor!s degree in graphic design, or (3) taught the class within the last

5 years.

5) Other Courses Requiring Advanced Knowledge (see attached list):

Must have either (1) 5 years of work experience requiring use of the

course content within the last 10 years, OR (2) taught or passed the

prerequisite course within the last 5 years, OR (3) taught or passed the

course within the last 5 years.

6) Computer Science Courses: As a point of information, CIS10, CIS11,

and CIS22 belong to the Computer Science discipline and require

minimum qualifications (such as a master!s degree) as dictated by the

Chancellor!s Office.

The Department Chair, in consultation with the Supervising Administrator, shall

make experience and expertise determinations. If more than one faculty member

has the required experience and/or expertise, assignments will be made

according to length of service.

4. Making Fall and Spring Hourly Assignments:

After the courses identified in Item 3 above have been assigned to faculty with

the required experience and/or expertise, assignment priority for the remaining

hourly assignments will be given in ranked order to faculty with the greatest

length of service in the department. The Department Chair or designee shall

make recommendations for hourly assignments and shall forward them to the

Supervising Administrator.

If an hourly faculty member is a submitter of the Course Outline of Record for a

new course, or if an hourly faculty member develops online materials for a course

that has never been taught online and requests to teach it online, that hourly

faculty member will be given priority to teach that class above all other hourly

faculty for the following two semesters that the course is offered.

Whenever possible, for those hourly faculty members with “assignment priority,”

a “like load” will be offered, up to 40%. “Like load” means the same load that was

performed during the previous “like” semester (Fall for Fall, Spring for Spring).

After like-load up to 40% has been offered to all hourly faculty with assignment

priority, like-load up to 67% will be offered, whenever possible. Finally, if all

hourly faculty members have been offered their like-load, those hourly faculty

without assignment priority may receive an assignment.

If an hourly faculty member declines an assignment offered in accordance with

the above procedures and their stated preferences, there is no further obligation

to offer an alternative assignment.

5. Communication:

So that information can be used in preparing Proof 1 and 2 for the subsequent

term, it is necessary to determine which faculty members are interested in

receiving an Hourly Assignment for the next Semester or Summer Session. For

each Semester or Session (Fall, Spring, and Summer), the Department Chair or

designee will communicate with every hourly department faculty member by

sending an email to the cis-group mailing list with [!SCHED] in the subject line.

This communication will take place on or before the day one week before proof 1

is due to the scheduling office. It is the responsibility of each hourly faculty

member to ensure that he/she is receiving email sent to the cis-group mailing list,

and to read email identified with [!SCHED] in the subject line. This communica-

tion will instruct the recipient to indicate his/her interest in receiving an Hourly

Assignment by completing the Computer Studies Department online “Schedule

Preference Form”.

Hourly faculty members are then required to complete the “Schedule Preference

Form” by the day two weeks after proof 1 is due to the scheduling office. Hourly

faculty who do not respond by that date shall lose their assignment priority for

that semester.

The Department Chair or designee will post all hourly assignments online using

the Computer Studies Department “Scheduling Grid” as soon as proof 2 has

been submitted. This posting shall constitute confirmation of Hourly Assignment

recommendations made by the Department to the District but is not the offer of

an assignment. The electronic publishing of the campus-wide SRJC schedule

will constitute notification of the offer of an assignment.

6. Summer Session and Inter-sessions Hourly Assignments:

Procedures for Summer Session and Inter-sessions shall be identical to the

procedures for Fall and Summer semesters, except that like-load will be offered,

whenever possible, up to 20% instead of 40%.

7. Relation to AFA Contract: In the event that an item in this document is in

conflict with the AFA contract the AFA contract takes priority.

8. Review and Approval:
