To reflect GTR to UN/ECE Regulations
The purpose of the Agreement is to provide procedures for establishing uniform prescriptions regarding new motor vehicles and motor vehicle equipment and for reciprocal acceptance of approvals issued under Regulations annexed to this Agreement.
At the moment, reciprocal recognition under the Agreement is only for vehicle systems, parts and equipment, not for the entire vehicle.
The Agreement has 122 UN-ECE Regulations.

1. INITIAL ASSESSMENT
The authority of a Contracting Party must verify, before granting type approval, the existence of satisfactory arrangements and procedures for ensuring effective control so that components, systems, or vehicles when in production conform to the approved type. (Appendix2 1.1)
The type-approval authority must accept the manufacturer‘s suitable certification to harmonized standardISO 9002 , or equivalent accreditation standard (Appendix2 1.3)

2. PRODUCT CONFORMITY ARRANGEMENTS
Every component, system or vehicle under Regulation annex to this Agreement must be so manufactured as to conform to the type approved by meeting the requirements of Regulation.
(Appendix2 2.1)
The authority of a Contracting Party, must verify the existence of adequate arrangements and documented control plans, to be agreed with the manufacturer for each approval, to carry out at specified intervals those tests or associated checks necessary to verify continued conformity with the approved type including specifically, where applicable, tests specified in the Regulation.

3. CONTINUED VERIFICATION ARRANGEMENTS
The authority which has granted type-approval may at any time verify the conformity control methods applied in each production facility. (Appendix2 2.4)
-The normal arrangements shall be to monitor the continued effectiveness of the procedures established at initial assessment and product conformity (Appendix2 2.4)
At every review, records of tests or checks and records of production shall be made available to the inspector

-Where the nature of the test is appropriate, the inspector may select samples at random to be tested in the manufacturer‘s laboratory. The minimum number of samples may be determined according to the results of the manufacturer's own verification.

び質疑応答、更にインドネシアの行政および業界関係者によるパネルディスカッションが 行われた。初歩的な質問もかなりあったが、インドネシアの関係者が一堂に会して 1958 協定そ
のものについて理解を深めた点は関係者の認識の底上げが出来たといえる。また、今後官民で構
成するWGを設置するとの方向が打ち出され、協定加盟に向けた国内活動の促進が期待される。
・ インドネシア側から、GAIKINDO 会長、MOC 本省部長クラスおよび MOI 本省部長クラス から基調演説が行われた。演説内容はそれぞれの立場から基準調和の重要性について触れ 1958協定への関心を示している一方、技術基盤整備への先進国からの助成を求めたことが注目された。
・ JASICからはGAIKINDOから要請のあった 1958 協定の概要と協定加盟後の認証 制度について協定規約、WP29 組織等に基づきプレゼンテーションを行った。
質疑としてはWP29 の組織、仕組み、3協定間の相違、右/左ハンドルの統一化の動向有無、 日本のECE採用の経緯、EC Directive および ECE Regulation の相違などがあった。 ・ インドネシアから Mr. Karlo Manik (9 回官民会議のインドネシア側スピーカー。DGLC Road
Worthiness Testing and Motor Vehicle Certification Center の責任者)から協定加盟と国内法規
整備・認証制度整備の基本的考え方についてプレゼンテーションがあった。 ・ インドネシアサイドのみのパネルディスカッションは AISI(インドネシア二輪車工業会)の基準
調和活動と 1958 協定加盟に先立つ国内認証機関の相互承認のスキームについて議論された。 (インドネシア語での議論)
