    Sarion landslide winnerin Daet mayoralty race

    NAGA CITY IBM announced today (May

    20) that the company will continue to expand its

    operations in the Philippines this year and has

    identied Naga City in the Bicol region as its next

    growth location. IBMs business process outsourc-

    This early we have to know which of

    DYNASTY: In our previous column we concluded that the electorate didnot give much objections to members

    of the same family running together oralternating for election in certain positions.

    Results of the recent elections showedmassive exceptions to that opinion. There

    are provinces where erstwhile politically-

    entrenched families lost most if not allofces which their family members aspired

    for.Many of the losers were sidelined by

    voters because family members ran for

    many key positions, in effect sidelining

    their party members. This is the casein Quezon Province and Lucena City

    where the Talaga family candidatesfor the city, congressional district and

    province all lost. The same is true withthe mayoralty post in San Pablo City

    and the fourth congressional district of

    Laguna where the father and daughtertandem (Arago) both lost.

    FUTURE: Come next nationalelections, political dynasties may

    soon take a beating from qualied

    independents. Worthy aspirants muststart their campaign in the local levels

    instead of for senatorial slots (national).Family greed for political posts should

    be tempered, avoiding such arrogantdisplay with parent and child, or both

    spouses - running for mayor and vice

    mayor, or for governor and vice governorat the same time.

    What is good to notice is that incertain areas, members of the same

    family won but on issues of personalqualications and accomplishments.

    The exceptional win of senator-electNancy Binay is a totally different issue.We are eager to see how she can fare

    with her colleagues in the new Senate,more so since the LPs and their allies

    are expected to dominate the leadershipof the Upper House where brother-sister

    and half-brothers tandems will have to

    useless quarrels, but wisdom is found inthose who take good advice.

    WEAKNESS: Every time the Philippinesget embroiled with another country, almost

    always, we end up taking the sober

    and decent approach towards amicablesettlement. Actually, our alternative is arrivedat because we are cowardly fghting from

    a position of weakness. First, we lack the

    military might to ght against our biggerand more wealthy neighbors. Second,

    because we are afraid that our OFWs whoare remitting home the precious foreign

    exchange might lose their jobs!

    The priority of our government mustbe to provide earning opportunities for our

    citizenry so that they can stop enslavingthemselves under foreign masters, subject

    to all forms of abuses. As if the sorrow andloneliness of being separated from their

    loving families are not enough, our OFWs

    have to unduly bear the hardships andinsults of heartless lords who surmise that

    jobs.TAIWAN: The tyrannical treatments ourcountry, our leaders and our countrymen

    are receiving from the Taiwan government

    and its people highlight the position ofweakness that we display every time we

    argue with other nations. The Taiwanesemasters of our OFWs threaten them with

    dismissal from employment! But if all theFilipino workers in Taiwan will resign en

    masse their factories there will lose their

    efcient and loyal workforce.

    It is all over, the midterms polls. By thetime this column comes out, the winnerswould have been probably proclaimed. Forthem, it is time to celebrate. For the losers,time to nurse their frustrations.

    But even for the losers, it is not the endof the world.

    In this country, nobody looks at himselfas a failed human being even when heflunks in several election attempts. Hisenergy is boundless.

    In Albay province years ago, a formercouncilor lost three times in a row but did notgive up. In his fourth try, he got the highestvotes among the winners. He nished histhree terms undefeated.

    There are others who, despite repeatedsetbacks, wont give up. Speak to themof partisan politics and you will invigoratethem.

    There was a politico who wouldexperience a surge of youthful energy everyelections season His friends said the smellof elections refreshes his mind and body.

    That is how we Filipinos love partisanpolitics. We think of it even in our sleep.

    It is only in this country where moneyedpeople spend their wealth to acquire publicofce. Money is economic power. But theyare not happy with just this great fortune.

    They want more. They want politicalpower which clothes a man with somethingakin to a demigod image. Men with suchluck are envied by other men.

    Many of these lucky people have madeit to public ofce. And while there, theirwealth increases.

    They are not, however, numerous,these political families. The estimate isthat they comprise a measly l0 per centof the l00 million population. But theycontrol almost the whole country.

    The scourge of our society, they aremore known as political dynasties,

    Political dynasty is pure and simplefeudalism. The dynasty has brought usback to the Middle Ages. We are ruled bypetty despots like in Europe in the era oflords and vassals. They have contributedvery little to the countrys growth.

    Public office is easy to come bythrough a political dynasty. With its wealthand inuence, anything the membersdesire, the members get it.

    What is there in public office thatdraws the wealthy and even the destituteto it?

    From the Spaniards, Filipinos inheritedthe love for things of higher materialvalue. They knew that with power in theirhands, they could easily acquire thingsof their hearts desire. Those very close

    Aga Muhlach got 80,629 votes. Now heasked the COMELEC to declare a failureof elections in the district.

    Muhlachs backer and supportersstaged a people power in front of themunicipal building of Tigaon to show

    there is trouble, so that a failure ofelection can be declared. Many of thosepeople were hakot crowd and therewere those who were not from the 4th

Ibelieve, it is because the people knowthe Fuentebellas and were satised withtheir performance as public servants.Fuentebellas camp never answered blackpropaganda with black propaganda. Theyonly answered issues and I think that is whatthe people belice and liked.

    During the campaign, Aga was alwayswith NP gubernatorial candidate MigsVillafuerte. They gave rice to voters saidallegedly been bought by the provincialgovernment for calamity victims even therewas no calamity.

    In the last week of the campaign, Aga

    Muhlach was also distributing registrationpapers for the 4Ps or conditional cashtransfer (CCT) doles to voters in the townsof Partido district. 4Ps is the PantawidPamilyang Pilipino Program of the DSWD.

    The K+12 curriculum has just been formally signed intoa law by President Aquino. That should put a stop to manyspeculations that the curriculum is just a passing fancy. It isnow here to stay and its strict implementation is very much inorder. There is no turning back. The product of a very serious

    and long study, there are many advantages and benets thatare in store for our school children. It is safe to claim that oureducational system can rank side by side with other educationalsystems in other countries. We cannot dispel the fact that theeducational system in the Philippines fall below par with othersystems worldwide.

    A high school education in the Philippines, sad to say, is notenough credential for employment outside the country. He hasto have at least nished two years of college education beforehe is nally accepted for employment overseas, For example,applicants in most jobs in America, Canada, England and even inthe Middle East require of the applicant to have at least nishedsecond year of college education.

    With the K+12 curriculum, our secondary school graduatescan be globally competitive. This is one big benet of thecurriculum. The student is not just a highly school graduatebut he becomes employable. This is a provision of the K+12curriculumto prepare our secondary education graduatesglobally competitive and their employability is very high.

    Maybe parents can start thinking that the additional twoyears in school for their children imposes a nancial burden.But then, the sacrice can be compensated with sure and easyemployment upon graduation.

    It is discouraging to know that we have thousands uponthousands of college graduates who are not employed. If someof them are, many are underemployed. Or else, they are into

    jobs that were not in line with the course they took up in college.Eventually, they do not enjoy their job, they do now work welland do not get promoted in rank or even in pay.

    Kiddingly, a college graduate was asked where he worksand his ready answer was PNB. Oh, Philippine National Bank.No, Pirming Nasa Bahay. Another one said he is with PAL. Oh,Philippine Air Lines, No. PALamunin. So, not having a job is justtaken jokingly, if only to stop thinking about it and getting freakedout or even goes mentally deranged.

    Getting a college degree is no small deal for both studentsand parents. A student has to be serious with his studies asserious as his parents who are not leaving any stone unturned ifonly to push their child to school. It means he has to be seriouswith his study and be able to have an impressive credentialwhich could be his passport to a bright future.

    So, K+12 is the Department of Education answer to a long-feltneed for the Filipino students to become globally competitiveand stand side by side with other students worldwide.

    their monitoring instru-

    ments in the vicinity of

    Mayon to further improve

    detection of volcanic activi-

    ties.

    We already have several

    instruments at the (Mayon

    Volcanos) base, but there isstill a need to improve visu-

    alization of the geophysical

    and geodetical trending,

    Phivolcs Resident Volcanol-

    ogist Eduardo Laguerta said.

    There is not so much

    activity inside the volcano

    since 2012, Laguerta said as

    he points that the instruments

    are consistently generating

    graphical outputs indicating

    that all parameters are not

    conclusive of any danger.

    Based on the geophysi-

    cal activities of Mayon, the

    magma movements are nor-

    mal, Laguerta said.

    The gas output of Mayonis maintained within the nor-

    mal values with its sulphur

    dioxide emissions ranging in

    normal production, Laguer-

    ta said. What happened on

    May 7 is normal, he added.

    Mayon, one of the worlds

    most active volcanoes had a

    phreatic explosion last May

    A phreatic explosion hap-

    the crater and creating an ash

    experience in the year 2008

    that minor eruptions preced-

    ed a major eruption in 2009,

    Laguerta said, Maybe not,

    maybe yes.

    Small eruptions are hard

    to determine, alert levels are

    (used) for major eruptions,

    Laguerta said. The perma-

    nent danger zone however

    must be observed strictly at

    all times, Laguerta added.

    Mayon Volcano was

    in alert level zero when it

    spewed ash early last week.

    The six-kilometer perma-

    nent danger zone is based on

    Phivolcs geological study,

    Mayons morphology and

    its history of past eruptions,

    Laguerta said.

    With its 2.5 kilometers

    height and 40 degrees slope,

    its steepness is prone to fall-

    ing accidents and earthquakes

    will topple down rocks from

    its summit, Laguerta said.

    The aviation protocol

    must be strictly imposed also

    according to Laguerta. Air-

    crafts must not pass through

    an ash cloud for it may cause

    plane crash, he added.

    The augmentation of in-

    struments is not only neces-

    sary for present utilization

    but for future researches.

    All these data can be used

    in the future and for future

    scientists for their studies,

    Laguerta said.

    and Industry (DTI) in Bi-

    col has constantly warned

    retailers and consumers on

    the hazards of fake liqueed

    petroleum gas (LPG) tanks

    sold by retailers, including

    sari-sari stores.

    DTI Bicol regional directorJocelyn Blanco said that LPG

    users should be wary of tam-

    pered, leaking, rusty and ille-gally manufactured LPG tanks

    as it may cause loss of livesand property.

    She said the DTI monitoring

    team has encountered severaldefective LPG tanks during

    inspection. These tanks are of-

    ten repainted and bearing inde-pendently named LPG brands,

    which Blanco said are not the

    real brands of tanks that theDepartment of Energy (DOE)

    were actually produced.

    Blanco advised consumersto check LPGs from mark-

    ings on the tank collar, cylin-

    der valve seals, visible brand

    name, smooth welded middlepart of tanks and welded foot

    ring and tank collar.

    She said common malprac-tices of LPG retailers include

    under-lling and selling below

    authorized limits, incorrect orno tare ware markings, dilapi-

    dated or poor quality of LPG

    cylinders, leaking or defectivecylinders and illegally relled

    cylinders.LPG retailers were also

    warned of violations they may

    were apprehensive. We were hoping there would be nountoward incidents during election day or before. CamarinesSur is a peaceful place. So is Iriga, We all know that. But theapprehension has more to do with whether our choice candidateswill make it or not. In Iriga, the mayoralty race was madugo.

    As it turned out. , my choice for the new Chief Executiveof Iriga did make it. Congratulations, Ronald Felix Ganggang

    Alfelor. Soft-spoken but very rm, he is backed up by a collegeeducation that he can use to his advantage and continue themany good programs his sister, outgoing City Mayor Madelaine

    Alfelor-Gazmen started. It is a fact that for many years, Irigawas in slumber but Mayor Gazmen gave Iriga a new name.Progress, thats it.

    My young bet to the Sangguniang , Francis Hussein H.Lumabe did not make it. He is still very young and he canrun again and by then, he must have mastered campaigntechniques. And maybe, he will have more money. Erasmo Omar

    Ampongan, I know, was a sure winner even before election day.He has very impressive credentials.

    At any rate, I was not actually very happy for my senatorialchoices who did not make it. The rst name in my ballot wasEdward Hagedorn. Richard Gordon came next. Too bad. Thiselection ended the Gordons in Olangapo with all the Gordonswho run not making it.

    But four women candidates must be all smiles now. GracePoe (not my choice) Loren Legarda (also not my choice), NancyBinay (not my choice either) and Cynhtia Villar (not also mychoice), they are all there. I felt sorry for Riza Hontiveros whodid not make it again,

    Leni Robredo gave Nelly Villafuerte the ght Mrs. Villafuerteshe deserved. Only one Villafuerte made it. Migz who gavehis granddad the ght of his life. But then the grandpa or thegrandson, it is Villafuerte alright and the Villafuerte sti ll has CWCand CamSur. LRAy lost to Dato Arroyo. The way this Arroyospeaks the Bicol language, he sounds more Bicolano than manyBicolanos. Rez Cortez did not make it as Congressman of the5th district. I think he needed more time and he did not have it.

    All roads led to the public school. It looks like it is going to be

    a big event. They come in droves. Parents, barangay ofcials,community leaders, volunteers. And every one who passes

    toward the direction to the public school was bringing some

    kind of a tool for cleaning or whateverrake, hoe, brooms,paints and paint brushes. And it is not even seven oclock in

    the morning but much earlier. Oh, no! it is not another suffrage

    exercise. It is Brigada Eskwela.Every year, Brigada Eskwela is programmed by the

    Department of Education to call on parents and the wholecommunity to volunteer and collectively prepare the classrooms

    and the whole school for that matter for the coming openingof classes. The response to the call has been wonderful. The

    very positive response is a manifestation of the spirit unityand cooperation specically because it is for a very worthy

    causethe education of the nations children, the fair hopes

    of the fatherland, .Now it can be said that when a program is targeted for a

    very worthy cause, there is not even a need for a campaignfor the community to join. The whole community is there. This

    is a proof of the Brigada Eskwelas worthiness.The sight of parents cleaning the school grounds, some

    doing repair works of pupils desks and teachers tables and

    worn down cabinets, some are painting the walls of theclassrooms and the fences, some are weeding unwanted

    grass, some are planting owering plants, and everyone isdoing something to make the classrooms and the whole school

    campus clean and beautiful. The sight is simply awesome. Itshould be captured on cam.

    There is no need for supervision. Teachers and parents and

    civic minded individuals are doing their share of an unimposedresponsibility. All these in the name of the education of the

    children of the land whose welfare is very important becausefrom their ranks will come the future leaders of the nation. That

    is why education should not be taken lightly. It is to be seriouslyconsidered. And when the very ground where education should

    take place is given priority, education can not fail and every

    single citizen of the Philippines can look forward to a brighterand more progressive simply because education is the nations

    primary concern.Brigada Eskwela. A very worthy and commendable DepEd

    program. Kudos to all Brigada Eskwela participants. Let uskeep burning the Brigada Eskwela light.

    The most disappointed man must be Aga Muhlach who wasleading the race only to nd out that it was Wimpy Fuentebellawho won after all. The Fuentebellas are very difcult to beat.

    LEGAZPI CITY - The

    Technical Education and

    Skills Development Author-

    ity (TESDA) is offering

    three new programs in the

    Bicol Region.

    Conrad Bares, TESDA

    regional director, identied

    the three new programs as

    the Cash for Training Pro-

    gram (C-for-TP), TW Train-

    ing for Scholarship Program

    (TWSP), and Private Educa-

    tion Student Financial Assis-

    tance (PESFA).

    The C-for-TP is supportedby the Department of Social

    Welfare and Development,

    which has 3,286 enrollees as

    of April 25.

    It provides nancial assis-

    tance for the beneciaries.

    The TWSP is not yet ap-

    proved in Legazpi but there

    are training centers that have

    already been approved like the

    provincial training centers in

    Guinobatan and in Malilipot

    towns, both in Albay,and the

    TESDA San Francisco Insti-

    tute of Science and Technol-

    ogy (SFIST) in San Francisco

    town, also in Albay.As of April 25, there are

    2,910 enrolled in SFIST. The

    training will end in June to

    make way for the TWSP.

    The PESFA is for the in-

    coming freshmen who are

    qualied and enrolled in pri-

    vate schools.

    This has already been ap-

    proved and has slot in the re-

    gional ofce.

    The present budget for the

    C-for-TP is P65 million, for

    TWSP, P38 million and for

    the PESFA, P23 million.

    The TESDA is a govern-

    ment agency that trains schol-ars/beneciaries to mold and

    develop more their skills and

    knowledge in a short period

    of time.

    Its advocacy is to empower

    the Bicolanos through Techni-

    cal Vocational Education and

    Training.

    According to Aileen A.

    Lozada, TESDA specialist on

    information system, there are

    13,371 TESDA scholars as of

    April 25.

    These are distributed as

    follows: Albay, 1,921; Cama-

    rines Norte, 1,345; Camarines

    Sur, 6,518; Catanduanes. 209;

    Masbate,781; and Sorsogon,2,597.

    There are ve TESDA

    training centers in the Bicol

    Region. Albay has 2; Cama-

    rines Sur, 2 and Camarines

    Norte, 1.

    There are six TESDA

    schools in the Bicol Region:

    Albay, 1, Camarines Sur, 1,

    Catanduanes, 1, Masbate, 1,

    and Sorsogon, 2.

    TESDA is also conducting

    jobs fair for the scholars just

    like in SFIST.

    It has a dual training sys-

    tem tied up with Panasonic

    Corporation based in Laguna.

    The training takes place in

    the school and in Panasonic.

    It depends upon theperformance of the student

    whether the company would

    like and appreciate him. He

    could be hired and be part of

    the company Lozada said.

    LEGAZPI CITY -- Life

    will be sweeter for Albay

    farmers especially for the

    Maysua Farmers Asso-

    ciation (MFA) in Polangui

    town for being the ben-

    eciary of the P1.4-million

    Muscovado sugar process-

    ing facility. This is expected

    to create employment and

    increase income of farmers

    by providing and adopting

    new technologies in produc-

    ing muscovado sugar.

    The project is carried out

    by the Department of Agrar-

    ian Reform (DAR) under the

    Agrarian Reform Community

    Connectivity & Economic

    Support Services (Arccess)

    supported by the Spanish

    Agency for International De-velopment Cooperation (AE-

    CID).

    Muscovado sugar is known

    for its healthy benets. Unlike

    sugar, it retains all the natu-

    ral ingredients of sugarcane

    because it does not undergo

    additional heating, ltering

    and bleaching process which

    removes most of its nutrients,

    The sugar processing facil-

    ity was constructed through

    the collaboration of Paz y De-

    sarollo (PyD), Local Govern-

    ment Unit (LGU) of Polangui,

    Eight mayors from Nacionalista Party Coalition, out of tenmayors in the 4th district were elected. This included Mayor ArnieB. Fuentebella of Tigaon and Mayor Evelyn Fuentebella of Sagnaywho both won overwhelmingly.

    The electoral process in the Philippines is very democratic.The voters are free to elect and reject candidates. The result ofthe election is the mandate of the majority of the people. Nancy does pretend to be an underdog because sheis the daughter of the Vice President of the Republic.

    This writer has no business judging Nancy Binay or our country.She has not yet even assumed her position as duly electedSenator. Lets judge Nancys performance when she is already

    a Senator. Binay is not an employee of the US. Why is this writerjudging our democratic choices.

    ism (DOT)-5 conducted a

    training-workshop on Ba-

    sic Tourist Reception and

    Tour guide Techniques

    recently in the said ofce.

    The three-day free train-

    ing-workshop was par-

    ticipated by 47 accredited

    participants from different

    tour agencies or operators

    in the Bicol region.

    DOT-5 regional director

    Maria Ong-Ravanilla said,
