The Survey Definition

PETROLEOUM Loading and Discharge for Crude Oil and Petroleum Products The scope of operations consists of tank inspection on ship and shore, determination of quantity of liquid cargoes on board a vessel. Essentially, the theory is that the surveyor measures the depth of free space above the liquid cargo in each tank, then calculates, using the ship’s table, the volume of liquid and then computes the volume of

liquid at standard temperature and pressure.   Bunker Survey Independent measurement of fuel oil tanks on board for any kind of vessel, to determine the quantity of bunker remaining on board. The oil tanks and daily oil tanks for consumption should be sounded and the weight of oil calculated from the volume in each tank, correction the soundings and tables as required for list, trim, and units. Multiply

the volume found by the density to get weight in tons.   Liquid Cargo Sampling To take certain small amount of the cargo which is still representing the cargo for checking the quality or specification of the cargo for reference purpose against any dispute which could be arising in the future with regards to the quality.   CHEMICAL & GAS Loading and Discharge For Chemical, Petrochemical Kind of inspection consists of measuring, calibration inspection on cleanliness, water tightness and other tank test and quantity inspection.   Loading and Discharge for LNG and LPG Liquid Natural Gases (LNG) and Liquid Petroleum Gases (LPG) which is one of the clean energies in the new age. This services also valid to conduct on the spot survey on damage to loading equipment, ship, cargo caused by an accident during loading or unloading and to estimate the amount of loss.   Pre Purchase Condition Superficial of vessels offered for sale/ purchase to determine general condition of hull and machinery, or otherwise of purchase or mortgage or insurance purpose.   P & I Entry To check the vessel’s condition when applying to be the member of a certain Protection & Indemnity Organization. They may be packed badly at some inland depot. Theft may occur long before, or long after the sea passage. And damage may be due to a damaged container, but the surveyor may well not be called in until after the goods are out of the box and the box is on its way

somewhere else.   Inspection for Cargo Quantity and its condition During Stuffing Into or Unstuffing from its Container This survey is covering to conform of the container seal, packaging condition, marks, numbers, of the goods at the time of devanning of the container, quantity and visual condition of the contents, and if necessary survey report is prepared for the respective purpose of delivery, Insurance or shipper claim or customs clearance.   Pre Shipment of Pre Loading Condition To determine the condition of the goods and its packages, whether it is complying with the sales contract or normal practice of transportation, before they are shipped or loaded into the vessels or transportation vehicles.   Weighment and Measurement Measurement is carried out when volume of the goods is applicable, otherwise weighment will be conducted. The practice is also done in line with checking the kind, shape, condition, shipping mark, case number of the cargo with the relative shipping documents and further to certify the cubic measurement and gross weight of the cargo.   Break Bulk, Opening Seals/ Unsealing Break bulk surveys covering the inspection of the hatch and top most cargo on board the vessel, first opening the cargo holds to check whether the cargo stowage as well as maintenance of the cargo during the sea passage was going well, before the cargo is discharged. Opening seals/ unsealing is also inspection before discharge, but from

the containers to check whether the seals are still intact or in good condition, or damaged by other party.   Condition of or Damage to Cargo When cargo is found damage, it is necessary to estimate the extent of damage and also to find out the cause of damage for a claim for compensation. In the trade business, the usual procedure is when the damage is covered by insurance, the report is submitted to the Insurance Company, and when the liability of damage lies with the

shippers or the carriers, than the surveyor’s report is submitted to them for a claim for compensation.   COAL SERVICES Quantity Determination It is an international commercial custom that the weights of trade quantities of those bulk cargos such as coal are determined by Draft Survey for vessel and barge.   Quality Determination Sampling will be carried out at the goods in Mining Area, at vessels/ barge’s loading or discharging and other relevant places according to the standard method. receiving their source documents while the remaining 20 percent experience an average delay of one day. Two ports, with solely general cargo operations, registered no delays in the receipt of the required documents. Around 90 percent of ports that accommodate mixed cargoes indicated hassle-free incidence in the receipt of source documents. The remaining 10 percent had to deal with delays of one to two days.

• Accuracy Of Information In Source Documents With regard to completeness and accuracy of data in source documents

for purposes of billing port charges, only one of the surveyed ports, under the category with mixed cargo operations, reported encountering problems. All the rest indicated that they did not experience any related problems.

• Uniform Application Of Cargo Handling Tariff All ports in the Philippines and selected ports/terminals in other members

of the ASEAN like Indonesia’s Tanjung Priok PT JICT impose uniform cargo handling tariff regardless of the type of cargo handled.

• Proper Billing/Collection Of Cargo Handling Tariff Prescribed cargo handling tariff is reported to be regularly and properly

billed and collected in all ports. In Malaysia’s Johor Port, the tariff rate depends on the category of cargo. The accomplished survey forms did not offer much other than these items of information. There was no information on the rates of tariff as no respondent provided a copy of their tariff schedules.

Interfacing Of Various Operational Systems In The Port Of the two container-dedicated ports that reported implementing systems

interfaces, only one furnished information on its name and nature: E-Terminal and EDI interface for information purposes. Five other ports disclosed that no systems interface exists, while one reported that systems interface is routinely done with the Harbor Master for coordination purposes only. Two abstained from providing answers. Two ports handling exclusively general cargo either have no systems interface or refrained from giving any information. Twelve or 41 percent of the ports with mixed cargo operations have their Port Operations Systems linked with other systems through one of the following methods:
